All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is oi/ ercd, the name and address of some person responsible for the payment must be given, and the exact conditions must bt clearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5i to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is tn force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. Mrs. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all personI to be apprehended or of stolen property bear a number, ami at far as practicable they are alphabetically arranged by counties. i). The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, rejemng to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. II Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering litter. 1* 2. All payments must be in advance, either at the office, Sew Scotland l'ard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 3 The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed- The charge for such insertion ( if accepted) will be given on application. Tn « EDITOR, New Sootland Yard, London, S. W. SPECIAL NOTICE. METROPOLITAN POLICE. For many years past the Metropolitan Police have received complaints from all parts of the United Kingdom concerning what is known as the " Cigarette, Cement, and Marking Ink Fraud." The swindlers travel the United Kingdom, call upon small shopkeepers, of almost every trade, and, introducing themselves as travellers, partners, or heads of the firm, induce the victim to become an agent for the sale of " The Stramonium Cigarette," " The Bronchial Cigarette," " The Herbal Cigarette," " The Eucalyptus Cigarette," " The Jubilee Marking Ink," " The Whitby Jet Marking Ink," " The Cosmo- politan or Crown Cement," ( fee. Among the inducements held out are the following:— ( I) The tradesman to be appointed sole District Agent. ( II) To be supplied with an Automatic Supply Machine or Glass show case. ( III) To have his name, < fec., as Local Agent, printed on paper bags and advertised in the Local Press. ( IV) To receive a salary as District Agent in addition to his profits on sales. ( Y) To have his money refunded for goods not sold within a given period ( 6 weeks often mentioned). Upon effecting a sale the swindler produces some printed bills, and in giving a receipt, generally allows the first quarter's salary as a discount. He then sometimes arranges that the goods are not to be put on sale till the arrival of the show card, show case, or automatic machine, whichever has been promised. The following names have been given by the " travellers" when interviewing their victims:— H. Perry, C. J. Rose, S. Wilson, A. Smith, W. R. Snell, B. W. Myers, D. Myers, J. De Costa, Jonas Ellis, W. Collings, M. Morris, J. Hunter, D. Stephens, J. Henry, al ' is Hunnett, J. W. Graham, E. P. Corder, W. Bull, John Barnett, M. Adam, H. Barker, J. H. Guthrie, M. Roberts, J. Benjamin, Dunlop, J. Butt, T. W. Collins, ( fee. The addresses given are mostly in the East End of London, and it has been ascertained that, in some in- stances, an unfurnished room has been engaged in order that letters may be addressed to the house, and arrangements have been made for the letters to be forwarded upon receipt of an address to which they can be re- directed ; but no furniture or other property of the swindlers is ever left at these accommodation addresses, Sometimes the name and address of a supposed firm is given in London, e. g., E. Ware ( fe Co., 38 Beaumont Street; Rose Isaacs, 6 Beaumont Street; Collins & Sons, East Dulwich; Stramonium Company, 3a Shandy Street; M. Adams, 3a Shandy Street; but inquiry has proved that no such firms exist. Two addresses in St. Peter's Road or Cephas Street, Mile End, have been used, but the occupiers, although engaged in the manufacture of stramonium or Eucalyptus cigarettes, disclaim any connection with the swindlers, and state that they have no travellers. Notices concerning these frauds have appeared at intervals in the POLICE GAZETTE, viz.:— Case No. 15, 15th August, 1884; No. 94, 17th October, 1884; No. 108, 14th November, 1884; No. 51, 4th June, 1886; No. 5, 7th July, 1899; Special Notice, 8th December, 1893 ; Case No. 54. 28th May, 1897 ; No. 4, 4th February, 1898; and Special Notice, 25th January, 1901, & c. Several successful prosecutions have taken place in different parts of the United Kingdom. In view of the widespread extent of the operations of this fraud Police may wish to give publicity to this warning through the columns of the various local newspapers. Ca^ p No. 53, POLICE GAZETTE, 21st August, 1908, gives description of Man wanted for this class of offence. It may be added that several notices have also appeared in Truth, The Metropolitan Police can take no action unless process is first obtained. The above Special Notice is reprinted in consequence of the continued activity of the swindlers and the frequent com- plaints received from all parts of the United Kingdom. Police are urged to take such steps as are possible to make the nature and methods of the fraud known, and to warn the Public against it, as suggested in the notice. Complaints do not generally reach Police till after the disappearnace of the swindlers, thus making it more necessary that the Public should be put well on their guard. Warrant issued. 3.— 5 Division.— For failing to surrender to his bail, charged with indecent assault— EDWARD RICHARD LENNIE, age 36, height 5 ft. 8 in., stout build, complexion fresh, hair brown ; dress, morning coat and vest, grey striped trousers, violet coloured tie, black bowler hat, patent leather boots. METROPOLITAN POLICE DISTRICT 1.— K Division.— For stealing band in- struments ( recovered;— PHILIP McGRATH, age 36, height 5 ft. 6| in., complexion fair, hair ( tinged with grey) and moustache light brown ; dress, dark green tweed lounge suit, or military CITY OF LONDON. 4.— For obtaining £ 51 lis. 3d. by false pretences— THOMAS WINKWORTH, age 45 to 50, height 5 ft. 11 in., complexion fresh, hair dark brown, flat feet, slouching gait, slovenly appearance. A native of London. Traded as T. Arnold & Co., Stock and Share Dealers, Wool Exchange, Coleman Street, E. C., late of 10, Osborne Road, Finsbury Park, and 107, Frobisher Road, Harringay, and from September, 1904 to April, 1906, he held the licence of the Belvedere Public House, ? 6, Penton- ville Road, N. Well known at racecourse en- closures, may be found in company of Eli Lawrence, Case No. 8, 2nd inst. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Stark. ANGLESEY. 5.— Menai Bridge 1 County).— For obtain- ing food and lodgings by false pretences— PETER ATKINSON, age 27 to 29, height 5 ft. 3 or 4 in., complexion fair, hair dark, eyes brown, front teeth decayed, tattoo marks left forearm ; dress, blue serge suit. Stated he was a land surveyor and took lodg- ings for himself and 4 others. Had in his possession 3 watches which he offered for sale. Warrant issued. Information to Inspector Jones, Menai Bridge. CORK. 8— 0ueenstO wn ( County).— For embezzling £ 100, 8th inst.— C- DGAR GOODMAN, age 42, height 5 ft. 6 or 7 in., complexion pale, hair ( turning grey) brown, heavy moustache and chia, left eye droops slightly, badly ruptured, stoops, addicted to drink; wearing green clothes and cap, plain gold wedding ring. A native of I evonport. He was canteen manager on H. M. S. Arrogant, formerly a coachman. Warrant issued. Information to the District Inspector, Royal Irish Constabulary, Queenstown. DEVONSHIRE. 9.— Exeter ( City).— For obtaining money by worthless cheques, on the London, City and Midland Bank, Ltd., 129, New Bond Street, London— WILFRED C. L. PULLING, age 28 to 30, height 5 ft. 9 or 10 in., slight build, com- plexion pale, moustache ( rather slight, turned up at ends), dark, rather small eyes ; dress, dark clothes, soft green hat, of smart appearance and good address. A native of London. Accom- panied by a Woman, age 35 to 40, rather st , ut bnild, complexion fresh, hair light, very talk dive, impulsive manner, dresses well. They stayed in this City for about 10 days, leaving 7th inst. and stop at Hotels or good class boarding houses. Warrant issued. Information. to the Chief Constable, Exeter. RRISOM " left forearm, right arm has been broken, deaf. A native of Hull. Sentenced at Northumberland Quarter Sessions, 30th June, 1904, to 5 years penal servitude for housebreaking Licensed 31st March, 1908. I N de 352. Has been convicted at Hull, Durham, Scarborough and North Shields. May be dealt with where found. Information to Supt. Stated he was a donkey man and had just left his ship at West Hartlepool and came to Bristol to draw his money at the Board of Trade Offices. Warrant issued. HAMPSHIRE. 14.— Basingstoke ( Couniy).— For obtaining a cheque for £ 10 Dy false pretenoes, also for obtaining a lady's gold chain bracelet watch ; 1 gold open face keyless English lever watch, white dial, No. 86507, and £ 4 15s., by a worthless cheque— HENRY WIL- LIAM MAROK, alias MARK, age 43, height 5 ft. 5 J in,, complexion dark, hair black, eyes hazel, mole over left eye, back of left shoulder and left side nose ; dress, long dark overcoat, dark blue suit, black soft felt hat. A native of Freemnntle, Southampton. Had in his possession a cheque book on the Capital and Counties Bank, Basingstoke Branch, commencing No. L 28453. Previously convicted of larceny, assault, attempted murder, housebreaking, ifcc. Warrant issued. Information to Supt. Reynolds, Basingstoke. 15— Bournemouth ( County).— For steal- ing, 6th inst., at Boscombe, a gold English lever watch ( old), key winding, open face, Roman num- erals, gold hands ; 118 ct. gold curb chain, in. in length, 2 or 3 swivels for seals, and watch key attached ; 2 large stone seals ( plain) set in gold ; 1 gold horse- shoe pin, and lis.— A MAN, age 23, height 5 ft. 7 in., complexion pale, hair very dark, eyes dark, set close together, soft voice, addicted to drink; dress, dark clothes, black bowler hat. Has been a steward on the S. S. St. Paul, and has discharge papers in his possession. Information to Supt. Hack, Bournemouth. 16.— Gosport ( County).— For leaving his family chargeable to the Alverstoke Union, 8th ult.— HENRY EDWIN SAYERS, age 37, height 5 ft 10 in., complexion very fresh, hair and eyes brown, scar under left jaw, top of head, and back right hand, tombstone " In memory of my mother " back of right forearm, " H " and 2 dots back of left forearm. A groom, native of Ports- mouth, absconded August last. Warrant issued. A reward of £ 2 will be paid by Mr. F. B Bulmer, Clerk to the Guardians, Alverstoke, for the arrest of Sayers. LANCASHIRE. 17.— Liverpool ( City).— For failing to sur- render! to his bail, 30th ult., on a charge of unlawful wounding— WILLI AM LEE, age 36, height 5 ft. 6 in., complexion fresh, hair, thick moustache, and eyes brown, cut mark on « calp, tombstone, wreath of flowers, and clasped hands right forearm, " Mizpah," heart, wreath, clasped hands and " M. A. L.," " Love, think of me " and flowers, left forearm, " W. L." covered with a leaf back of left hand. Has been a ship's fireman, also a driver of a stationary engine. Supposed absconded about 18th August last. Warrant issued. Information to the Chief Constable, Liverpool LINCOLNSHIRE. 18.— Lincoln ( City).— For obtaining money by false pretences— ALFRKD BLACKMOOR, alias HERBEKT WILLIAM SYLVESTEK, age about 25, height about 5 ft. 10 in., slight build, com- plexion ruddy, hair ginger, plausible manner; dress, cycling suit. He calls upon clergy and philanthrophic persons, represents that his sister, a fully qualified nurse, has been dismissed from hospital, is now living an immoral life and seeks assistance for the purpose of rescuing her. Is believed to have visited Hastings, Folkestone and Ramsgate. Supposed previously convicted and wanted elsewhere. Warrant issued. Information to the Chief Constable, Lincoln. MONMOUTHSHIRE. 19.— Abergavenny { County).— For office- breaking aud stealing plumbers' tools ( recovered) — E REDERICK ROBCKTS, age 30 or 35, height 5 ft. 7 or 8 in., complexion fresh, hair ( curly in front, worn on forehead) dark, cast right eye very noticeable; dress, daik serge suit ( rather long tail coat', hard hat. A tramping painter; supposed a native of Manchester. Warrant issued. Information to fc'upt. Davies, Abergavenny. 20.— Monmouth ( County).— For failing to report— Supervisee JOHN EDWARDS, alias MICHAEL SULLIVAN, Office No. C20- 05, age 51, height 5 ft. 4J in., complexion fresh, hair dark brown ( turning grey), eyes blue, ship, heart, crossed flags, anchor and M S." left, cross right forearm, heart back right hand. A native of Cardiff. Sentenced at Oxon Sessions. 3rd April, 1906, to y months hard labour and 2 years super- vision for larceny. Subsequently sentenced at Monmouth Assizes, 24th June, 1907, to 18 months hard labour for house breaking. Liberated 24th ult. Left Chepstow same date, stating he was going to Bristol, but did not report there. Super- vision expires 10th December, 1908. Information to Supt. Parker, Monmouth. S TA FFORDSHIRE. 22.— Wednesbury ( County).— For embezzl- ing £ 28 lis. 5d., 5th inst,— JOHN l AYuOR, age b'i, height 5 ft. 5 or 6 in , complexion fresh, hair light brown, eyes blue, excitable, shews signs of uneasiness when in conversation ; dress, brown suit dark stripe, black hard hat, lace boots. Has Leen employed by several large soap works as a traveller ; supposed a native of Birmingham. Warrant issued. Information to Supt. Salt, Wednesbury. WILTSHIRE. 23.— Marlborough ( County).— For stealing, 9th inst., 16 pheasants ( recovered) — JAMES MILLS, age 23, height 5 ft. 4 or 5 in., stout build, complexion, hair, eyes and slight moustache dark, left thumb missing ; dress, dark pilot jacket ( too long for him), white cord trousers, dark muffler, grey cap, heavy laoe boots. A labourer; native of Great Bedwyn. Is a notorious poacher. Warrant issued. Information to Supt. Mackie, Marlborough. 24.— Swindon ( County).— For obtaining food and lodgings by false pretences at Bradenstoke, 22nd ult. ANDREWS, age about 50, height 5 ft. 9 in., beard and moustache turning grey ; dress, grey Norfolk jacket, dark cycling knickers, brown stockings, grey soft hat. Stated he was taking photographs as a hobby, and impressions of brass tablets in churches. Warrant issued. Information to the Deputy Chief Constable, Swindon. WORCES TERSHIRE. 25 — Bromsgrove ( County).— For stealing, 23rd ult., a dark horse pony, aged, 13 or 14 hands, star on forehead, off fore fetlock white— THOMAS NICKLESS, alias ATKINS, age 48, height 5 ft. 4 or i ins., complexion fresh, hair and moustache dark, oyes grey, end of right forefinger amputated ; dress, dark coat and vest, cord trousers, grey cap. A rag, bone and old iron gatherer. Native of Oldbury. Warrant issued. Information to Supt. Beal, Bromsgrove. YORKSHIRE ( West Riding). 2' 5.— Sheffield ( County). — For embezzling £ 20 13s.— CHARLES DEWSBURY, age 28, height 5 ft. 9 or 10 in., complexion sallow, hair dark brown, eyes (^ full) grey. METROPOLITAN POLICE DISTRICT 27.— A Division*— For stealing ( servant) £ 163 2s. 7d., 10th inst.— ARTHUR FRANK BALL, alia* WILLIAM BALL, age 45, height 5 ft. 9£ in., s'out build, complexion fair, hair ( bald on top) and eyes grey, several sores on hands and face, several teeth deficient, others decayed ; dress, light grey suit, s raw or black bowler hat, sometimes has a piece cut out of ankle of one boot. Supposed a native of Sidmouth, Devon. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. LINCOLNSHIRE. 28.— Spalding ( County).— For stealing £ 13 from his lodgings, 29th ult.— FRED WILLIS, alias HERBERT WILLIAM BULLOCK, GREENWOOD, HARRISON, and SMITH, age about 24, height 5 ft. in., complexion sallow, hair brown, clean shaved, thick upper lip, eyes complexion fresh, hair anbnrn, eyes hazel, indiB- tinct tattoo marks one arm ; dress, brown suit, check cap, button boots. He travels with Pro- fessor Seaton's Company. Has been convicted of felony at Middlesbrough and in the Metropolitan Police District. ( See Case No. 54, 25th ult.) Warrant issued. 30 — Sheffield ( City).— For obtaining, by false pretences, 3rd inst., a 9 ct. gold albert, straight double curb pattern, " M and M" stamped on bar JONES, age about 35, height 5 ft. 8 in., complexion fair, hair sandy ; dress, greyish green suit, light striped tie, cap, carried a cherry wood stick. Stated he was a Sergeant- Major of the Royal Field Artillery and the albert was required for a presentation to an officer.
