All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of os. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in farce against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 6. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particular* concerning delinquents or stolen property to be inserted in POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment. will be wholly responsible for any proceedings which may result from such publication. 11 Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning They must be clearly written on one side of the paper only: they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13 The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot, be guaranteed. APPREHENSIONS SOUGHT. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. METROPOLITAN POLICE DISTRICT 1 Convict Supervision Office. For failing to report on release from prison, 7th inst.— Supervisee WILLIAM BLACKWELL, alias LEE, COX, SMITH, BUXTON, and MAT- THEWS, Office No. 2565- 00, age 30, height 5 ft. in., complexion fresh, hair dark brown, eyas hazel, lost top of left forefinger. A tailor; native of London. Sentenced at Middlesex Sessions, 18th October, 1902, to years penal servitude and 3 years supervision. Re- convicted 22nd April, 1907, at the Central Criminal Court and sen- tenced to 20 months hard labour for burglary. Re- leased 7th inst., and by an oversight was not served with the usual notice to report himself to Police. If found before his supervision expires ( 17th April, 1909) he should be given definite in- structions with regard to reporting himself and released. 2. — c Division M— For forging and uttering a cheque, thereby obtaining £ 30 Is. 3d.—- JAMES STREET, age 38, height 5 ft. 10 in., complexion ! sallow, hair dark, clean shaved, eyes blue, chin slightly pointed, splay feet; dress, blue serge jacket and vest, dark grey trousers with light stripes, dark cap, black tie. 3.— D Division,— For non- appearance to bail, charged with larceny ( servant)— EDWARD I LOUIS MAXWELL, age 36, height 5 ft. 6f in., complexion fresh, hair ( rather long) dark, clean shaved, eyes brown, wears glasses, of good address and smart appearance; dress, grey mixture jacket suit, straw hat. An advertising agent. Warrant issued. 4.— K Division.— For fraudulent conversion of £ 30— CLEMENTINA THAMERUS, age 42, | height 5 ft. 4 in., complexion fair, hair and eyes brown, abscess scar under chin, German accent; dress, brown costume and hat, lace shoes. A native of Fame, Belgium. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. and cap, lace boots. A porter; native of London. DYER, alias GRIND- LEY, age about 25, height 5 ft. 9 or 10 in., com- plexion and hair ( rather bushy in front) dark, long features, clean shaved, of military appear- ance; dress, grey mingled coat and vest, bluish trousers, muffler with white squares, cap, light lace boots. Stated he was a football player, calls upon officials of football clubs, to whom he offers his services, and if engaged and while enquiries are being made as to references, he commits an offence and absconds. McHale, Hazel Grove, near Stockport. 14.— Nofthwich { County .— For embezzling £ 4 10s., at Winsford— BARNEY COHEN, a Russian Jew, age 22 to 24, height 5 ft. 5 or 6 in., good build, complexion sallow, hair ( curly) black; dress, dark suit, light rainproof overcoat, wore a plain gold ring and a silver watch with leather guard. Attends markets with a stall selling penny articles. Warrant issued. Information to Supt. Cooper, Northwich. CORNWALL. 15. Falmouth ' County).-— For obtaining £ 5 and goods to the value of £ 4 19s. od., by a worth- less cheque— G. TURNER, alias A. SCOTT, age 30 to 35, height 5 ft. 8 or 9 in., complexion fair, hair brown, stubby moustache light, small eyes, rather large front teeth and" thick lower lip, pe- culiar speech, stoops slightly, wears gold- rimmed glasses; dress,. light grey striped jacket suit or dark grey Norfolk suit, several buttons on legs of breeches, golf cap. Had with him a bicycle, makers Richards, Wolverhampton; 1 small black port- manteau; and a cheque book on the Wilts and Dorset Banking Co., Bridgwater. Warrant issued. Information to Supt. DERBYSHIRE. 16. - Matlock Bridge { County). — For stealing from his lodgings, 25th ult., at Darly Dale, a green leather clasp purse; 1 lady's chain purse; 1 small silver ivory handle button hook; 2 hand- kerchiefs ( 1 linen, " S P " worked in red cotton on hem); and 10s. 6d.— FRED MATTHEWS, age 28 to 30, height 5 ft. 6 in., complexion fair, hair ( cut very short) light, eyes blue, front upper tooth miss- ing, stoops, slightly bow- legged, carries his right hand in jacket pocket when walking; dress, grey mixture jacket suit, grey cap, white silk muffler, kid boots. Supposed a native of Nottingham. Warrant issued. Information to Supt. Clarke, Matlock. 17.— Derby { Borough).— For obtaining .£ 10 by false pretences ( worthless cheque)— RICHARD WILSON, age 41, height 6 ft. 3 in., weight about 20 stones, complexion fresh, hair brown, twitches right eye. A native of Chellaston, near Derby. Attends race meetings. Warrant issued. Information to the Chief Constable, Derby. DORSETSHIRE. 18.— Wareliam { County).— For failing to re- port— Supervisee JOHN COSTER, alias JOHN COXEN, Office No. 532- 06, age 34, height 5 ft. 10 in., complexion fresh, hair brown, eyes blue, flowers, butterfly, woman, snake, dog, and bird right, 3 women, flower, butterfly, dagger, and bird left forearm, bird base of right thumb. A native of Andover. Sentenced at Dorset Quarter Sessions, 8th April, 1908, to 6 months hard labour and 2 years supervision for larceny. Liberated 8th Sep- tember, 1908. To be dealt with where found. Information to Supt. Toop, Wareham. DURHAM. 19 — South Shields { Borouyh). For steal- ing, 16th inst., a gold albert ( recovered) and a baby's silver brooch— FRANK TAYLOR, alias WILSON, OLSEN, and JOHN MICHAEL O'CONNOR, Office No. 1060- 03, age 48, height 5 ft. 7 in., complexion fresh, hair dark ginger, eyes grey, nose broken and inclined to right, anchor, heart, cross, wreath, " MARY ANN, 1878," right forearm; dress, blue serge suit, dark cap, flannel collar and tie. A seaman; native of Brisbane. He obtained lodgings, representing that he was an engineer, and had just left his ship, called at a jeweller's shop, ordered the above- mentioned propetry to be sent to his address, to be paid for on delivery, met the shop assistant at the door, saying he would return with the money, and left by the back door with the goods, which he immediately pledged. He also obtains lodgings by presenting a left luggage ticket and an account of wages, stating he has just returned from a long voyage, that his luggage is at the railway station, and after obtaining money on the pretence that he is about to be " paid off," decamps, the " luggage" consisting of an empty cigar box, the ticket having been altered to a box or portmanteau. Has been convicted at Liverpool, Cardiff, Hull, Newcastle- on- Tyne, Northumberland, and Middles- brough. Warrant issued. Information to the Chief Constable, South Shields. ESSEX. 20. Colchester { Count;/. For obtaining a gold watch by a worthless cheque at Dovercourt, 31st ult.— RODNEY L. STEWART, alias VAN AREDALE, age about 24, height 5 ft. 10 in., slight build, erect bearing, complexion fresh, hair light brown, eyes grey; dress, navy blue or black suit, white straw hat. A native of the United States. Had in his possession a cheque book issued by the Wilts' and Dorset Bank, Teign- mouth. He was accompanied by a woman ( believed his wife), age 22, height 5 ft. 1 in. Warrant issued. Information to Supt. Ackers, Colchester; or to Inspector Coppin, Harwich. 21.— Thorpe { County;— For stealing ( bailee), at Clacton- on- Sea, 3rd ult., a safety bicycle, makers, Allday & Onions, upturned handle bars, rubber pedals, 27 in. frame, 28 by in. wheels, Manx back tyre, Warwick front tyre, micrometer free wheel, Bowden brakes, enamelled black, usual parts plated, pump, Demon lamp, and tool wallet containing tools, attached— STANLEY VIN- CENT, age 28, height 5 ft. 11 in., complexion fresh, hair dark brown; dress, blue serge suit. CLAMORCA NSHIRE. 22.— Swansea { Borough).— For stealing £ 8 from his lodgings SHEPHERD, age 39, height 5 ft. lu£ in., stcut build, square shoulders, complexion fair, hair ( thin on top) and moustache ( scraggy; light, front upper teeth missing; dress, brown suit with dark stripes, black bowler hat, Drown boots, of shabby appearance. Stated he had been employed by a firm of brewers to fix letters on public house windows. Warrant issued. Information to the Deputy Chief Constable, Swansea. GL OUCES TERSHIRE. 23. Bristol { City).— For embezzling lis., 17th inst.— FREDERICK CHARLES BOLD, alias MOSS, age 26, height 5 ft. 4 in., complexion and slight moustache dark, hair brown, may be clean shaved, eyes brown, rather thick lips, pheasant in blue and red ink on left forearm, burn scar between left thumb and forefinger; dress, brown tweed jacket and vest, navy blue trousers, dark muffler and cap, lace boots. Has served in the Army, and may enedavour to re- enlist. Warrant issued. Not to be arrested out of the United Kingdom. 24.— Bristol { City) For obtaining, by false pretences, 17th inst., a motor cycle, 3i H. P., N. S. U. make, green petrol tank, black enamelled, " N. S. U." in one- inch letters on tank, " No. 195198" stamped in several places. It was seen on 19th inst. with identification plate " Y93" attached— D. HAGGARD, age about 30, height 5 ft. 7 in., com- plexion pale, long thin face, hair ( very thick) dark, moustache dark sandy; dress, green tweed suit and cap, new brown shoes, may be wearing a light fawn colour mackintosh with red straps on cuffs and over shoulders. Stated he represented the Ford Motor Company, Long Acre, London, and wanted to purchase a motor bicycle, ha^ l in his possession a motor cycle with identification plate " Y93" thereon, which he asked the manager to take in part payment for the machine he was purchasing. He represented himself as an Insurance agent. Warrant issued. 26.— Aldershot { County) — For obtaining, by false pretences, 14th inst., a pony ( recovered)— HARRY NEWCOMBE, lage 20, height 5 ft. in., complexion fresh, hair dark brown, eyes grey; dress, brown jacket and vest, dark tweed trousers, brown cap, light nailed boots. A cab driver; native of Fleet. Warrant issued. Information to Supt. Bournemouth yCo unty).-— For obtain- ing goods & c., by false pretences— CECIL WARD, age 21, height 5 ft. 4 in., slight build, complexion fresh, full face, rather freckled, hair brown, clean shaved, eyes hazel; dress, blue ribbed serge suit, brass buttons, crown and anchor thereon, blue cap with gold braid and flag with " Elder & Fyffes" thereon, brown tie. He calls upon clergymen, and states that a letter containing money from his father has not arrived, and obtains money for the purpose of joining his ship forthwith. Has visit- ing cards with " Cecil Ward, 3rd officer, s. s. Nicoya, Manchester," thereon. Warrant issued. Information to Supt, Hack, Bournemouth. KENT. 30— CranhrOOk ( County).— Forh ousebreak- ing at Marden, 14th inst.— ALBERT BEAVES, age 26, height 5 ft, 4 or 5 in., complexion fair, hair dark; dress, dark grey jacket, blue cord trousers, cap, nailed boots. A native of Stepney, London. Warrant issued. Information to Supt. GL OUCES TERSHlRt. 32.— Bristol { City). — Committed for trial at Bristol Sessions, October next, charged with ob- taining food and lodgings by false pretences — ERNEST ANDERSON DOUGLAS, age 32, height 5 ft. in., good build, complexion fresh, hair dark brown, eyes hazel, cut scar right fore- finger. A groom; native of Standlake. Stated he was a foreman in the employ of a firm of electrical engineers, and that 5 men were coming from Bir- mingham to fix steam valves at the gas works. Sentenced at Leamington, 15th November, 1907, to 3 months imprisonment and 3 months ( consecu- tive) for false pretences and stealing a bicycle. Believed wanted elsewhere. Information to the Chief Constable, Bristol. PORTRAITS OF PERSONS WANTED. hair and eyes dark brown; dress, dark mixture jacket suit, black hard felt hat. A clerk; native of London.
