All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5. i to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant it in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, at the case may be. LTIOATS. 7. Announcements concerning stolen property must be guaranteed by an offlcet of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZF. TTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11 Announcements for the Friday issue should be forwarded so as to be received riot later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering Utter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Pott Office. 13 The Space being limited, announcements concerning " ifissing Persons " are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. He repre- sents that he is very wealthy, and entertains lavishly. DERBYSHIRE. 12.— Chesterfield ( Borough).— For obtain- ing 17s. 6d. by false pretences, 12th September, 19U7 — CHARLES NORRIS, age 35 to 37, height 5 ft. 7 or 8 in., stout build, complexion fresh, hair ( slightly bald on top) dark, moustache dark brown, eyes ( left dark, right artificial). Can- vasser or agent; native of Manchester. He was canvasser for the Great Central Railway Guide and Gazateer until March, 1907, on which date he left the company's service, but is still calling upon tradesmen and obtaining money for advertisement* in the Guide. ESSEX. 14— Brentwood ( County).— For stealing from his lodgings, a silver watch, open face, No. 116192, makers, the British Goldsmiths Co.; 1 silver albert.; 1 Kruger 2s. piece; 1 fourpenny piece; 1 coin about size of a half- crown, eagle one side, man's head the other— A MAN, age about 30, height 5 ft. 4 in., complexion pale, hair light ( cut very short), clean shaved; dress, navy blue jacket, new greenish plaid trousers and vest, red and black stripe, black muffler, red stripe, dark cap, lace boots. A dealer; native of India. Sentenced at Portsmouth Sessions, 9th January, 1903, to 5 years penal servitude and remaraet of former sentence for larceny. HEREFORDSHIRE. 17.— Bromyard ( County).— For failing to appear to a summons for selling coal under weight - - WILLIAM MERRICK, age about 40, height 5 ft. 8 in., hair black, heavy moustache dark, eyes blue; usually wears cord breeches and leggings. A horse dealer; native of Worcester. Has been em- ployed as a coal merchant's carter. Has also served in the Army. Warrant issued. Information to Supt. Lewis, Bromyard. 18.— Leominster ( County). — For housebreak- ing, 24th ult., at Ashton, and stealing a pair of boots, & c. ( recovered)— FREDERICK MASON, age 24, height 5 ft. 2 in., slight build, complexion fresh, sunburnt, hair dark brown, front teeth de- cayed; dress, dark serge jacket and trousers, fancy double- breasted vest, cap, brown boots, all old. A tramping tailor or labourer; native of West Bromwich. He has been tramping the country accompanied by a man and two women, who are now in custody. Warrant issued. Information to Supt. HER TFORDSHIRE. 19.— Hitchin ( County).— For non- payment of £ 4 15s., maintenance arrears— ARTHUR HENRY MARTIN, age 30, height 5 ft. 6$ in., complexion fair, hair light browji, eyes blue, sailor, anchor, and head right forearm, Buffalo Bill, crossed hands, heart, flag, fan, girl on football left forearm, scar left thigh. A farm labourer or jobbing gardener; native of Baldock. May be found at a common lodging house. Warrant issued. Information to the Deputy Chief Constable, Hitchin. 20.— Watford ( County).- For obtaining £ 23 by false pretences, July, 1908— J. A. BROWN- ING, age about 35, height 5 ft. 6 or 7 in., com- plexion fresh, hair ( inclined to curl) light, clean shaved, peculiar speech, believed suffering from eczema; dress, greenish lounge suit, green tie, green soft felt hat or black hard felt hat. He took lodgings at a public house, presented a worthless bill for £ 25, purporting to be payable by a London bank, obtained the above amount, and decamped. LANARKSHIRE. 22.— Glasgow ( City).— For embezzling £ 375 14s. 2d., while acting as treasurer to a Friendly Society— MARKS GORDON, a Jew, age about 35, height about 5 ft. 10 in., stout build, hair ( bald in front) and moustache light, fleshy lump on right side of front of head, small weak eyes, eyelids in- flamed, very scanty eye lashes; dress, brown tweed suit, hat or cap. A native of Manchester. During the past 7 or 8 years he was employed as agent for the Prudential Assurance Company. May en- deavour to leave the country. Warrant issued. Stated be had been working on telephone wires at Manchester and Cirencester; and was going to assist in laying telephone wires in the neighbourhood. Warrant issued. SHROPSHIRE. 27.— Wellington ( County).— For absconding with workhoube clothing.— WILLIAM FLANA- GAN, age about 63, height 5 ft. 7 in., hair grey, short moustache, slight impediment in speech ; drees, dark serge coat and vest, marked " 73 " in sleeve, cord trousers, shirt, stockings and hand- kerchief marked " Shifnal Union, 99," black felt hat, strong- nailed boots. For embezzling £ 27, while secretary to a sick and dividend club— SAM- UEL SEFTON BROOKFIELD, age 41, height 5 ft. 3 or 4 in., complexion pale, hair ( turning grey) dark brown, eyes ( very prominent) brown; dress, black suit, grey cap, brown lace boots. WARWICKSHIRE. 30.— Aston Manor ( Borough).— For stealing £ 150— THEODORE JAMES, age 70, height 5 ft. 5 in., complexion fresh, hair ( bald on top), beard ( rather long), and eyes grey, cut mark front of throat, mouth contracted, partly hidden by beard. WILTSHIRE. 31.— Devizes ( County).— For stealing ( bailee), 28th ult., a hand truck, painted stone colour, bonds of wheels wedged with wooden wedges, iron rest front of truck, iron axle with square nut on one end, spring key other side— A MAN, age about 36, height 5 ft. 8 or 9 in., shoulders inclined to be round, hair and moustache dark, bad front teeth ; wearing dark clothing, old green cap. May have in his possession a brown leather purse with silver bar, clasp fastening; 1 white metal snuff box; 1 do. tobacco box, secret spring opening; 1 lady's silver watch and chain, " A. B." scratched in centre of case. He makes toy whips of green rushes and hawks same from house to house. May be found at common lodging houses.
