All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one is3ue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. R. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 6. LTIONS. 7. Announcements concerning stolen property must be guaranteed by an officei of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11 Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only: they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13 The Space being limited, announcements concerning " Missing Persons " are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) wi 11 be given on application. THE EDITOR, New Sootland Yard, London, S. W SPECIAL NOTICE. The following is a copy of the order which governd the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Aletropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :—- ( a) The amount of the reward. ( i) The conditions on which it is payable. ( e) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement In relation to property stolen, or criminally taken or disposed of, holdine out any expectation that the reward will be paid ou its return without the offender being brought to trial, or without enquiry. Attention is particularlydirected to the conditions ( a) to ( d), clause 1, as Poiiee Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 191 Stations of the Metro- politan Police Force at which Notices can be posted. Victoria Street, Westminster, to any person giving such infor- mation as will lead to the apprehension and conviction of the thief and recovery of the property, or in proportion to the nraount recovered. Information to the Metropolitan Police Office, New Scotland Yard, S. W., or to any Police Station. [ Insert name and address of the Printer.] It is to be specially noted that all printed Bills or Circulars forwarded to the Metropolitan Police Office for posting or dis- tribution, whether offering rewards or otherwise should have the Printer's name and address thereon, as required by the Act 32 and 33 Vic., cap. 21 (" see second Schedule re- enacting gee. 2 of 2 and 3 Vic., cap. 1?). W.)— CAPTAIN JUSTICE, alias COX, YATES, and HARDY, age 39 to 42, height 5 ft. 10J ( in., stout build, complexion bronzed, hair black, eyes dark, finger nails bitten almost to quicks; dress, black rough faced morning coat and vest ( braided edges), dark striped trousers, silk hat, or flannel suit, straw hat. Warrant issued. 2.— D Division.— For stealing 2 oil paintings and an Afghan medal, " Henderson " thereon— MARY MURRAY, age about 60, height 5 ft. 4 or 5 in., complexion sallow, hair grey, eyes ( small) dark, loud squeaky voice, broken accent; usually wears black clothing. Warrant issued. 3.— W Division.— For stealing 2 Indies gold dress rings; and £ 10— ALBERT JAMES, alias FISHER, age 29, height 5 ft. 2 in., complexion fresh, hair black, eyes hazel, woman riffht fore- arm, 2 women, " Emily" and " Maud" under- neath in blue ink, left forearm ; dress, black jacket, istrip of braid on sleeves, blue guernsey, ( blue trousers and cap. A native of London. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 4.— For stealing ( servant), £ 42 19s., 30th ult.— JOHN STUART SCOTT, age 32, height 5 ft. 6 in., complexion fair, hair and moustache light, eyes blue, aquiline nose, slightly flat on one side; dress, dark grey morning coat, black and white fancy vest, grey striped trousers, dark tie, hard felt hat, lace boots. A tailor's salesman; native of London. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Stark, 26 Old Jewry, E. C. CHESHIRE. v 5.— Hazel Grove ( County).— For house- breaking, 12th inst., at Cheadle, and stealing a pair of patent leather boots; 1 pair dress trousers, " Brown k Sons" on buttons; 1 pair dark grey trousers, " Beaty Bros." on buttons; 1 pair light striped trousers; 1 dark grey Chesterfield over- coat; 1 black coat and vest, wide ribbed cloth, cloth buttons ( bottom button missing), " Beaty Bros." on tab; 1 black vest, low front, cloth buttons; 1 grey striped woollen shirt; 1 woollen undervest; 2 tennis shirts; 1 pair merino socks— A MAN, age 30 to 34, height 5 ft. 2 or 3 in., complexion and hair ( cut short) very dark, thin features, left knee turns slightly inward; wearing the stolen clothing, which would be too large for him. He left behind an old grey jacket, vest with blue paint thereon, grey tweed trousers; 1 shirt; 1 pair browr> woollen socks; 1 collar and front. Information to Supt. McHale, Hazel Grove. 6.— Oakmere ( County).— For shopbreaking, 19th inst., at Eddisbury, and stealing a grey cotton cloth, machine hemmed with black cotton; 1 table knife, with white bone handle, and a tin opener— THREE MEN ( 2, age 20 to 22, height about 5 ft. 6 in.; 1, age about 20, height 5 ft. 3 or 4 in., hunch back or stoops very much), all sunburnt and wearing dark clothing. Armearance of tramps. Information to Supt. Beeley, Oakmere. 7.— Runcorn ( County).— For obtaining 5s. by false pretences, 8th inst.— JAMES HOGAN, an Irishman, age 28 to 30, height 5 ft. 5 or 6 in,, complexion ( ruddy) fresh, clean shaved, teeth decayed, appearance of a groom; dress, dark grey tweed suit, dark cap, blue muffler, lace boots. A farm labourer. He stated he was getting married and arranged for 2 carriages for the following day, at the same time obtained 5s. on the pretence that he had just left the Navy, and was not paid off. May be found working at farm houses. Warrant issued. Information to Supt. Ertnion, Runcorn. 8. —- M a C C le S f ield ( Borough).— For stealing from a public house, 7th inst., a lady's 18 ot. plain gold signet ring, shield shape, en- graved " W. B. T."; 1 18 ct. plain weddinsr ring, narrow band on inside, set diamond— Licence- holder ROBERT GEORGE WILTON, Office No. 1403- 01 ( Case No. 26, Current issue), age 29, height 5 ft. 6t in., complexion fresh, hair dark brown, eyes brown ( inflamed), scar right of fore- head and left eyebrow, several moles back of neck; dress, dark blue suit, blue tie. A native of Bir- mingham. Had in his possession a basket. Hawks hosiery, & c. Warrant issued. Information to the Chief Constable, Macclesfield. DENBIGHSHIRE. 9.— Denbigh ( County).— For failing to sur- render to his bail at Ruthin Assizes, 2nd inst., charged with stealing building materials— THOMAS EVANS, age 32, height about 5 ft., oomplexion fresh, hair and moustache dark brown, eye6 blue, slightly knock- kneed, tattooed back of left hand, " T. DEVONSHIRE. 10.— Exeter ( City).— For stealing ( by trick), 5th inst., 2 ladies' three- quarter length jackets ( 1 dark grey rainproof, storm collar, tab underneath, double- breasted, 4 large black buttons on each side, " Motor Car" on buttons, patch pockets, cuffs on sleeves; 1 very dark grey Chesterfield, narrow collar, double cape, cuffs on sleeves, 4 small buttons to match)— TWO WOMEN ( lst, age about 45, medium height, inclined to stout, artificial teeth; dress, three- quarter length jacket, black dress, black hat and veil, long gold oolour albert around neck, wear- ing 2 or 3 rings. 2nd, age 26 to 28, height 5 ft. 3 or 4 in., hair dark brown; dress, dark greenish coat and skirt, carried a small Pomeranian dog. [ See Casie No. 21, lst ult.]). They took lodgings, oalled on a tradesman, selected goods to be sent on approval, intercepted the person delivering the goods, obtained possession of the jackets, and de- camped. Warrant issued. ESSEX. 11. — Braintree ( County).— For stealing, 18th inst., a pneumatic bicycle, black enamelled, " North Road " handle bars, new tyres ( 1 Palmer, 1 Oxford), front brake, pump, bell, tool bag, tiger's head each side of saddle— A MAN, age about 40, height 5 ft. 5 in., complexion, hair, and moustache dark; dress, dark jacket and vest, black hard felt hat. Information to Supt. Terry, Braintree. GLAMORGANSHIRE. 12.— Cardiff ( City).— For fraudulent conversion of 5s.— ARTHUR OAK, age 33, height 5 ft. 6 in., slight build, complexion sallow, full forehead, hair dark brown, moustache auburn, heavy eyebrows ( joined), eyes blue, smart appearance and good address; dress, dark suit, light cap, lace boots. An agent or canvasser; native of London. He is an active member of the " International Order of Good Templars," and invariably makes himself known to the Secretaries of the Order. Warrant issued. 13 - Cardiff ( City).— For larceny— THOMAS FITZGERALD, age about 45, height 5 ft. 2 in., slim build, complexion fresh, thin face, hair brown, small moustache auburn; dress, dark greasy cloth- ing, muffler and cap. A cattle drover; native of Newport. Well known in South Wales and Mon- mouthshire, works for dealers and butchers. Warrant issued. 14 — Cardiff ( City).— For absconding with ' workhouse clothing— BRIDGET FLYNN, age 55, height 5 ft., complexion fresh, oval face, hair dark; dress, grey shawl, blue serge bodice and skirt, black sailor hat. Well known at Pontypridd and Aberdare.— HELEN LEARY, age 27, height 5 ft. 8 in., complexion fresh, hair dark; supposed wearing the Union clothing. Well known at Barry.— FRANCIS SHORJ, age 65, height 5 ft. 5 in., complexion pale, oval face, hair grey, sup- posed clean shaved; dress, dark tweed suit, cap, blucher boots. A labourer. All clothing stamped " Cardiff Union Workhouse." Warrants issued. Information to the Acting Head Constable, Cardiff. GL OUCES TERSHIRE. 15 — Cheltenham ( County).— For embezzling £ 2— DENNIS HOPE, age 25, height 5 ft. 5 in., complexion sallow, hair light, clean shaved, eyes sunken, bad front teeth, Birmingham accent; dress, light grey broad striped flannel suit, light green cap, purple socks, brown shoes. In possession of a large brown portmanteau ( rather shabby) and a brown paper parcel, containing clothes. A tailor's manager; native of Wednesbury. Ab- sconded 9th inst. Warrant issued. Information to Supt. Hopkins, Cheltenham. 16.— Bristol ( City).'— For stealing from her lodgings, 29th ult., a lady's gold dress ring, set diamonds in centre, ruby on each side; ill 10s.— KITTY ARCHER, alias GRAY, age 40 to 45, height about 5 ft. 7 in., complexion fresh, hair dark brown, of good address. She left Worcester on lst inst., and was then wearing a long brown motor coat with fur cuffs and collar, large blue hat trimmed blue and two quills, brown veil, comb in back of hair, gold bracelet, carried a small bag. Stated she was a native of Great Malvern, and was motoring with her 2 brothers from there to London, and then to Bath, where the car had broken down. ( See Case No. 21, 19th inst.) Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Bristol. HAMPSHIRE. 17. An do Ver ; County).— For obtaining money by false pretences— C. SEYMOUR, age 45 to 50, height 5 ft. 4 or 5 in., complexion aark; dxess, brown jacket, dark trousers, brown Alpine hat, carried a black bag and mackintosh. He called upon bakers and represented that he travelled for a firm at Lewisham. Warrant issued. 18.— Andover ( County). — For stealing a bicycle— ERNEST WYATT, age 20, height 5 ft. 5 in., complexion fresh, hair light, eye6 grey. A native of Tottenham. Is a deserter from the Middlesex Regiment; wearing uniform. Warrant issued. Information to Supt. Bowles, Andover. 19.— Portsmouth ( Borough).— For deserting his wife and family, 14th April last— HARRY JAMES HILL, alias HILTON, HORTON, and LISNEY, age 43, height 5 ft. 10£ in., complexion fresh, hair ( turning grey) dark, moustache ginger, eyes dark brown, bunch of flowers tattooed left forearm; dress, dark jacket, light check vest, white cord trousers, dark muffler and cap. Has served in the Navy, may be employed as a labourer. Warrant issued. 20— Portsmouth ( Borough).— For converting £ 82 12s. 5d. ( monies of the Operative Bricklayers' Society), to his own use, 10th April last— WIL- LIAM T. TILLEY, age about 38, height 5 ft. 8 in., complexion and moustache dark, may be clean shaved. A bricklayer. Absconded about 2 months ago. Warrant issued. Information to the Chief Constable, Portsmouth. 21 — Southampton ( Borough).— For stealing 3 pictures ( recovered)— WILLIAM SHEA, age 30, height 5 ft. 6 or 7 in., complexion dark, hair and moustache dark brown; wearing old clothes, carried a dark overcoat. A carver and gilder; native of Chelsea, London. Warrant issued. Information to the Chief Constable, Southamp- ton. HER TFORDSHIRE. 22.— Hertford ( County).— For abduction of a girl under 16 years of age— WILLIAM LACEY, age 43 ( looks much older), height 5 ft. 7 in., com- plexion sallow, hair ( turning grey) brown, eyes grey; dress, new grey suit, grey mixture cap, new white cricketting shirt, new brown lace boots. Is a Sergeant of the 4th Battalion Bedfordshire Regi- ment ( Militia). Warrant issued. Information to Supt. Foster, Hertford. KENT. 23. — Rochester ( City).— For forging and uttering a banker's cheque for £ 2, 4th inst.— A. C. ROBINSON, age 30 to 35, height 5 ft. 9 or 10 in., slight build, thin face, hair and moustache light brown, well spoken, smart ap- pearance; dress, brown lounge suit, bowler hat. Stated he was a captain in the Army Service Corps. ( Identical with Man, Case Nos. 1, 29, and 39, 29th ult., and Case No. 32, current issue.) Warrant issued. Information to the Chief Constable, Rochester. 24 — Tunbridge Wells ( Borough).— For stealing, 15th inst., a black mare, 14 to 15 hands, weak on front legs, short tail, in fair condition; a 4- wheel trolley, painted blue, yellow lines, brass metal caps, new brake, seat with rail about 6 ins. high— WALTER RAYNER, alias LEE, age 27, height 5 ft. 6 in., complexion sallow, hair dark brown, eyes brown, thick eyebrows; dress, grey mixture suit and cap, brown boots. A coster monger; native of Tunbridge Wells. Is in posses- sion of a Pedlar's certificate, issued at Tunbridge Wells, 15th April, 1908. He usually obtains a livelihood by selling flowers in the Southern and Western Counties'. Warrant issued. Not to be arrested out of the United Kingdom. LANCASHIRE. 25. — inversion ( County). — For stealing ( bailee) £ 37 18s. 6d., 4th inst'.— MAY JONES, age 24 or 25, height 5 ft. 5 in., complexion pale, hair and eyes dark; dress, grey tweed costume, coat lined red silk, black straw hat, trimmed black feathers at back, carried a violet silk scarf. A nurse; native of Westminster, London; lately employed at the Ulverston Cottage Hospital. Warrant issued. Information to Supt. Whittaker, Ulverston. 26 — Manchester ( City). — For failing to report— Licence- holder ROBERT GEORGE WIL TON, Office No. 1403- 01, age 29, height 5 ft. in., complexion fresh, hair dark brown, eyes brown, scar right of forehead and on left eyebrow, several moles back of neck. A cook; native of Birmingham. Sentenced at Preston Quarter Ses- sions, 9th August, 1904, to 5 years penal servitude for housebreaking. Licensed 9th ult. e 362. To be dealt with where found.— CHARLES SMITH 1IANLON, alias ARTHUR COOPER, FRANK SMITH, CHARLES HOWARD, GEORGE ROLAND, GUY HARDIE, HERBERT LOWE, and WILLIAM BARNES, Office No. 1264- 07, age 54, height 5 ft. 8J in., complexion fresh, hair dark brown ( partly bald), eyes brown, scar right eyebrow and back of neck. A native of New York. Sentenced at Bolton Quarter Sessions, 26th October, 1903, to 5 years penal servitude for re- ceiving. Licensed 27th July, 1907. E O d 235. To be dealt with where found. Information to the Chief Constable, Manchester. 27.— Liverpool ( City).— For failing to report - Licence- holder THOMAS HOARE, Office No. 1908- 07, age 26, height 5 ft. 4J in., complexion fresh, hair dark brown, eyes hazel, anchor right forearm, scar right wrist, dot back left hand. A native of Limerick. Sentenced by General Court Martial at Pretoria, South Africa, 16th May, 1903, to 6 years penal servitude for mutiny. Licensed lst November, 1907. D 463. To be dealt with where found. Information to the Head Constable, Liverpool. 28.— Barrow- in- Furness ( Borough).— For stealing a bicycle, & c. ( recovered)— JAMES HARTSHORN, age 32, height 5 ft. 4 or 5 in., slight build, complexion pale, thin features, hair sandy, clean shaved; wearing dark clothing, shabby. A native of Barrow- in- Furness. ( See Case No. 32, 12th inst.) Information to the Chief Constable, Barrow- in- Furness. 29. — St. Helens ( Borough).— For stealing from his lodgings, Nth inst., a pair of brown boots, size 8, medium toes, fancy toe caps, " True- form Boot Co." on tab; 1 rair brown leather leg- gings, strap fastening; 1 lady's silver Geneva watch; 1 lady's silver albert, tassel and coffee pot charm attached; and 1 pair boots, size 9, square toes — Licence- holder ERNEST WILLIAM HOBBS, alias EDWARD JAMES, ERNEST WILLIAMS, HOLLIS, and BOLTON, Office No. 616- 03, age 30, height 5 ft. 5J in., complexion fresh, hair light brown, scar right eyebrow, bridge of nose, and under left eye, mole each cheek, speaks Welsh ; dress, dark blue serge suit, dark can, white muffler, brown boots and lecsrings. Took lodgings 15th inst., stating- he was a ship's fireman or collier, and had come from Manchester in search of work. Has been convicted at Cannock, Berks Assizes, Newport, Salisbury, Bridgend, Glamors'an, Ponty- pridd, Gateshead, Cardiff, and Newcastle. Information' to the Chief Constable, St. Helens. LINCOLNSHIRE. dO.— Skirbeck Quarter ( County).— For stealing ( servant) £ 8 2s. 6d., 14th inst.— CLAUDE HUBY, age about 18, height about 5 ft. 2 in., rather stiff build, complexion sunburnt, round face, hair brown, scar one little finger; dress, bluish- black suit, white stripe ( front of trousers and coat sleeves greasy), slit breast pocket, a cream silk handkerchief therein, blue tie, grey cap, low shoes ( nearly new), rubber heel pads, wearing gold plated links. May be in possession of 2 testi- monials, written on ordinary note paper, and a black pocket book, with his parent's deaths re- corded therein. He came to Boston, 20th ult., stating he had come from Hull, of which town he was a native, and that he had sailed on a trawler from that port. Absconded 14th inst. Warrant issued. Information to Supt. Costar, Skirbeck Quarter. 31 — Grantham ( Borough). — For stealing ( bailee), 4th inst., a bicycle ( recovered)— H. C. CROSS, age 27 to 30, height 5 ft. 8 or 9 in., hair dark, clean shaved, eyes brown; dress, navy blue suit, straw hat. A musical comedy or variety artist. Had in his possession business cards with " H. C. Cross, Juveniles and Leads, late Osmond Tearle and Edward Compton, & c." ( Believed identical with Cecil Cross, Case No. 41, 5th inst.) Information to the Chief Constable, Grantham.
