All communications lor insertion in the POLICE GAZETTE, and all communi- cations relating tu tliein, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted ITI one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 1 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4 In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. fi. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s to 10s. .4 remittance of 5s. should be made in the first instance for cost of engraving sketches. 6 Every announcement, if for the apprehension of a person, must be guaranteed bii the signature of an officer of not less rank than Superintendent; and if the name of such person ij required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. LTIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and us far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning deliw/ uents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11 Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only: they must be in the usual form, and accompanied by a covering letter 12. All payments must be in advance, either at the office, Neu- Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13 The Space being limited, announcements concerning " Missing Persons are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. THE EDITOR, New Sootland Yard, London, S. W SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor iaserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery ot property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commis sioners, on the application of private persons, or of the Police if any County or Borough, must b « clearly expressed in relation to the following points :— ( a) The amount of the reward. ( A) The conditions on which it is payable. (< r) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement In relation to property stolen, or criminally taken or disposed of, holdine out any expectation that the reward will be paid in its return without the offender being brought to trial, or without enquiry. Attention is particularlydirected to the conditions ( a) to ( d), clause 1, as Poiice Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 191 Stations of the Metro- politan Police Force at which Notices can be posted. BRECONSHIRE. 5.— Brynmawr { County).— For absconding from Llatfigattock Workhouse, and stealing a navy blue serge jacket and vest, dark cord trousers, grey Welsh flannel shirt, grey woollen stockings, light lace boots ( some or all stamped " Crickhowell Union ")— TIMOTHY McCARTHY, age about 40, height 5 ft. 8 in., slight build, complexion and hair dark, moustache dark brown, may have a beard about 4 weeks' growth; wearing the stolen clothing. A tramping labourer, sometimes em- ployed on farms; native of Brynmawr. Has been in the Army, frequents common lodging houses. Warrant issued. Information to the Deputy Chief Constable, Brynmawr. C." — A MAN, age about 25, height 5 ft. 8 or 9 in., complexion fresh, hair light brown, clean shaved; dress, dark brown jacket suit, cap, tan colour boots. A Welshman. Warrant issued. CHESHIRE. 7.— Macclesfield ( Borough).— For obtain- ing food and lodgings by false pretences— NOR- MAN WARHURST, age 21 to 23, height 5 ft. 4 or 5 in., slight build, complexion red ( scurvy, as if sunburnt), long features, hair light brown, teeth decayed, mole or few hairs on nose, boil mark left of neck; dress, brownish jacket suit, with faint green and purple stripes, darkish brown peak cap, white celluloid collar, rather large tie ( supposed dark blue), brown boots ( blacked over). Stated he was employed at a cycle works. A native of Glossop. Had in his possession a motor licence " n name of Jacob Howarth, Sheffield City crest there- on, endorsed " fined 2s. 6d. and costs or 7 days for driving furiously." T."; 1 18 ct. plain wedding ring, set 1 diamond, band, narrow on inside— WILLIAM WHITMAN, age about 30, height 5 ft. 2 or 3 in., complexion fresh, hair and smaJl moustache dark, eyelids slightly inflamed; drees, dark blue suit, round coat, blue tie, dark cap. Carried a basket and was hawking table- cloths, socks, stockings, & c. Stays at common lodging- houses. Absconded 9th inst. Information to the Chief Constable, Maccles- fiel'd. CUMBERLAND. 10.— Cocker mouth ( County).— For stealing ( bailee) mirrors and pictures ( recovered)— ROBERT HAMPSON, age 23, height 5 ft. 1 or 2 in., complexion fair, round face, hair ( curly) light, clean shaved, eyes grey ( cast in left); dress, dark tweed suit, dark cap, button boots, wearing glasses. DERBYSHIRE. 1 Derby ( Borough).— For failing to surrender to their bail, 23rd April last, charged with con- spiracy— ARTHUR GRAHAM ELSE, age 23, height 5 ft. 3 or 4 in., complexion fresh, hair brown, right ankle has been broken. A native of Littlemoor, Derbyshire.— THOMAS QUARTERMAINE, age 29, height 5 ft. 7 or 8 in., complexion pale, hair ( uneven) brown. A native of Derby. Known as the " Heavy- weight lifter." Both are painting contractors. Warrants issued. Not to be arrested out of the United Kingdom. Information, to the Chief Constable, Derby. DEVONSHIRE. 12. - Exeter ( City).— For failing to appear to a summons for selling margarine as butter— RICHARD HENRY ROGERS, age about 52, height 6 ft., strong build, complexion fresh, long features, hair, whiskers, and moustache ( tinged with grey) dark, may be clean shaved, prominent nose, " stoops slightly, slovenly walk; dress, dark suit, bowler hat, lace boots, generally wears leg- orjngs, and carries a square white basket. Ap- pearance of a farmer; native of North Devon. May be found at markets selling butter and eggs, or hawking same from door to door. Photograph can be seen on application. Warrant issued. PAGET, alias WIL- LIAM HOUSE, age 30, height 5 ft. 8 in., com- plexion dark, hair dark brown, clean shaved, eyes ( full) dark, large finger joints, occasionally have blotches on face, places right hand on forehead when in conversation, of smart appearance; dress, blue serge suit, coat rather long, slit at back, may be wearing fancy vest, panama hat, silver watch and chain. A native of Melksham, Wiltshire. Warrant issued. Information to Supt. Dennett, Dorchester. 14.— Sherborne ( County).— For failing to answer to a summon ® , 28th ult., for an offence under the Wild Birds' Protection Act— PERCY CHANDLER, age 48, height 5 ft. 6 in., stout build, complexion fresh, hair, whiskers, and mous- tache dark ; dress, dark grey coat suit. He travels the country with a yellow painted cage on 4 red wheels, containing a number of animals, known as the hapnv family, drawn by an old dark bay pony. A waiter; native of Lam- beth. Is a deserter from the Royal Garrison Artillery; wearing plain clothes. Information to Supt. Hawkins, Aldershot. 19 — Gosport ( County). - For neglecting to maintain his wife and family, leaving them chargeable to the Alverstoke Union— HARRY BEST, age 24, height 5 ft. 5 in., complexion fresh, hair light brown, eyes blue, " T. R. I.," indistinct marks, and cross tattooed left forearm, indistinct marks back left hand, " Annie," 2 flowers, clasped hands, 2 hearts, and " True Love" back right forearm. A labourer; native of Gosport. May seek employment on a cargo- boat. Warrant issued. A reward of £ 2 will be paid by Mr. F. B. Bulmer, Clerk to the Guardians, Alverstoke, for the arrest of Best. Z0 — Hitchin ( County).— For indecent assault on a female at Watton, 24th ult.— THOMAS HOWARD, alias KEFFORD, age about 22, height 5 ft. 7 or 8 in., complexion fresh, hair and slight moustache light brown, eyes grey; dress, green jacket and vest, flap pockets, tight fitting, dark grev trousers, stitching round bottoms, coloured neckerchief, green cap, brown boots. A native of Tottenham, Middlesex. Recently employed by a horse slaughterer, and will probably seek employ- ment, with horse dealers or van dwellers. Warrant issued. HUNTINGDONSHIRE. 21— Huntingdon ( County).- For neglecting to maintain his wife— NELSON PALMER, age about 56, height 5 ft. 10 or 11 in., complexion fresh, beard and moustache ( shaggy) dark, full eyes, carries his head downwards. A farmer; late of Great Gidding, Huntingdon. Warrant issued. Information to the Deputy Chief Constable, Huntingdon. KENT. 22.— Maidstone ( Borough). — For stealing, 29th ult., a lady's small gold key- winding watch, gold face, slightly discoloured under glass; 1 lady's gold ring, set large turquoise, " Ernest, Alice, Charlie, and Edith " engraved on outside, " Willie to Sallie, 1887 or 1897 " on inside; 1 turquoise brooch, half link on safety pin, set 11 small tur- quoise; 1 small green jewel case, containing 1 rolled gold chased bracelet and other small articles of jewellery— ERNEST FIELD, age 28, height about 5 ft. 9 in., complexion pale, hair dark ( curly), Yorkshre accent; dress, blue reefer suit, black bowler hat. Information to the Chief Constable, Maidstone. LANARKSHIRE. 23.— Glasgow ( City).— For failing to report— THOMAS GILMOUR, alias JAMES SMITH, S. C. R., No. 257- 98, age 35, height 5 ft. 5 in., oomplexion fresh, hair brown, eyes blue, left middle finger bent inwards from second joint, result of a fracture, hairy naevus left cheek, cut soar right temple, 2 in. scar left of navel, brown naevus in. above upper border right knee- cap, & c. A native of Glasgow. Sentenced to 5 years penal servitude at Glasgow, 9th May, 1904, for larceny ( person), Liberated on licence, 22nd February, 1908, which expires 9th May, 1909, and has two previous sentences of penal servitude; also a conviction for frequenting at Liverpool, 15th September, 1894. Last reported at Glasgow, 10th April, 1908. To be dealt with where found. Information to the Chief Constable, Glasgow. LANCASHIRE. 24.— Bury ( County) — For stealing £ 20, from his lodgings, at Ramsbottom, 5th inst.— A YOUTH, age 18, height 5 ft. 8 in.; dress, black suit, black three- quarter length overcoat, hard felt hat, brown boots He was employed as a labourer on the railway. 25. Bury ( County).— For stealing ( bailee), at Ramsbottom, a bicycle, 22 in. frame, Brampton saddle, 2 speed gear, free wheel, " John Lobley, maker, Ramsbottom," on front, silver- plated rims and handle bars, black enamelled fine red and heavy gold lines— JAMES or HERBERT SIMP- SON, age 32, height 5 ft. 3 or 4 in., complexion fresh, sunken cheeks, hair dark brown, small mous- tache light, slight impediment in speech; dress, brown jacket and vest, dark trousers and cap. Supposed a cycle fitter. Warrant issued. Information to Supt. Noblett, Bury. 26.- Chorley ( County).— For stealing, 26th ult., a " Rudge- Whitworth" bicycle, " No. 297149" stamped on top front fork, black en- amelled, 28 in. wheels, 24 in. frame, " Rudge- Whitworth " handle bars and tyres ( back well worn, front good condition), black celluloid handle grips, inverted brakes, black celluloid pump, tool bag, large saddle, in good condition— A MAN, age about 21 ( looks older), height 5 ft. in., complexion fresh, hair brown, eyes grey, scar centre of forehead, mole right side of head, right breast, scar left elbow and thumb, several front upper teeth missing; dress, dark brown suit, dark mixture cap, light brown boots ( all new). Con- victed at Fleetwood, 26th September, 1904, for stealing opera glasses and watch and chain, to 2 months, ooncurrent; Preston Sessions, for stealing a bicycle, 3 months; Manchester, for stealing harness, 15 months. Whittaker, Chorley. 27 — Liverpool ( City)— For stealing, 3rd inst. an 18 ct. gold ring, single stone diamond, claw setting; 4 ladies' 18 ct. gold rings ( 1 marquise, set diamonds, silver setting, one point has been badly repaired; 1 set 3 diamonds and 2 emeralds, about 20 diamond chippings around; 1 set 5 dia- monds, surrounded by diamond chippings, claw setting; 1 5- stone diamond, silver setting); 1 9 ct. gold curb bracelet, padlock, chain, gold slipper, and 2 black bog oak pigs attached; 1 gold do., 5 bars to form a square, about f in. and | in., of basket pattern chain alternately; 1 child's 18 ct. gold curb bracelet, padlock attached; 1 do., plain gold bracelet; 1 fine silver neck chain; 1 silver pendant, about ins long, 1 in. wide, set large yellow stone, surrounded by emeralds and paste diamonds, 3 drops attached; 1 18 ct. gold curb brooch, 2 ins. long; a set of 18 ct. gold studs, floral design; 1 pa. ir ig ct. gold sleeve links, oval, " J. H." thereon— JACK LLOYD ( supposed false), age about 40, height about 5 ft. 10 in., stout build, long features, hair ( turning grey) dark, clean shaved, 2 left upper teeth missing, London accent; dress, navy blue coat and vest, orey trousers, dark tie with pearl pin, hard hat, button boots. He became acquainted with the servants employed at the house and stole the above articles from a bed- room. Information to the Head Constable, Liverpool. He is visiting military stations in various parts of the Provinces, books a bedroom at a good- class hotel, stating that his luggage and servant will follow, meanwhile fills in a cheque, payable to Self for a small amount, and asks that it be changed. He also utters cheques to tradesmen, by making a small purchase, and being well dressed, having the appearance of a military officer, the cheques are readily cashed. In possession of cheques on Messrs. Holt & Co., White- hall Place, London, S. W., and Messrs. Sir C. R. McGrigor, Bart., and Co., Oharlesi Street, St. James', S. OXFORDSHIRE. 95.— Oxford ( City).— For stealing, between 6th and 8th inst., a dark brown silk blouse, white yoke, trimmed pink ribbon, fastens at back with small brown buttons, gold brooch, about the size of a penny, studded with blue stones, sewn on collar in front— ANNIE or ADA SIMPSON, age about 35, height about 5 ft. 4 in., good build, complexion fresh, hair ( turning grey in front) dark brown, 2 front upper teeth missing; dress, dark blue threequarter length jacket, band and buckle at back, black skirt, white blouse with black stripes, tied with bow of black ribbon in front, dark sailor hat with bluish band, lace shoes. She called at a Registry Office in answer to an advertisement for a cook general, arranged to take the situation on a certain date, then took lodgings, where she committed the larceny and decamped. Represents that she is religious. 96 — Oxford ( City).— For stealing, 7th inst., from a garage, a Singer " Model De Luxe" bicycle, rather old, 26 in. frame, enamelled chocolate colour, lined red and gold, plat- ing rusty in places, Singer metal gear case, dent at top near hub; a yellow metal watch; 150 cigarettes, " Cortesd Princess"; and 18s.
