All communications for insertion in the POLICE GAZETTH, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars us to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or shetcli of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. LTIORTS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to oe apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which caut'S particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11 Announcements for the Friday issue should be forwarded so as to be received hot later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only: they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13 The Space being limited, announcements concerning " Missing Persons " are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertion ( if accepted) will be given on application. THE EDITOR, New Scotland Yard, London, S. SPECIAL NOTICE. The amount of stolen property at present" circu- lated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very considerably. It has been decided, therefore, to discontinue the " cir- culation " in Informationsand Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Con- Btables are requested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circula- tion " of the particulars they contain is not desired. The same course will be followed with respect to property lost and persons missing. SPECIAL MEMORANDUM. METROPOLITAN POLICE DISTRICT l— Criminal Investigation De- partment. — Correspondence No. 182508. Special attention is called to a man giving the names of FLETCHER CAMPBELL, BURNBY, JAMES, HOWARD, and GOUGH, who is in the habit of calling at Police Stations and on solicitors in the Provinces, under the pretence of giving information respecting a man who wishes to give himself up to the Police for robbing a Mr. Stockall, stealing pictures from the National Gallery, or nuggets from Cockspur Street. He generally mentions the name of a London Officer, and states that the stolen property is concealed in a house at Bethnal Green. Except that the crimes mentioned did take place, his story is an entire fabrication, and has caused a deal of unnecessary enquiry and expense to the forces concerned. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 2.— Convict Supervision Office.— For failing to report — Supervisee JOHN McDONALD, alias THOMAS C. SMITH, THOMAS O'BRIEN, and JOHN FITZGERALD, Office No. 410- 02 ( ILLUSTRATED CIRCULAR 67- 27), age 67, height 5 ft. 4J in., complexion fresh, hair grey, eyes blue, anchor right, leaf and bracelet left forearm. A native of Huddersfield. Sentenced at North London Sessions, 3rd February, 1903, to 4 years penal servitude and 3 years supervision for burglary. Liberated, 21st ult., from a subsequent term of imprisonment, and believed to have left Aldershot, 23rd ult. To be dealt with where found. 3 — Convict Supervision Office.— ARTHUR BAKER WELHAM, Office No. 1200- 07, Tabular Form 6th December, 1907, not now wanted. 4.— C Division.— For uttering a cheque for £ 812 6s. 8d., " No. A over T, 96965," on the Lon- don and County Bank, Shoreditch, 24th ult.— — KING, age 45 to 50, height 5 ft. 6 in., stoops slightly, complexion, hair ( turning grey), mous- tache and beard ( clipped) dark, long features; wearing grey and brown mixture overcoat, silk hat. Warrant issued. 5.— C Division.— For stealing, 19th ult., a mare ( recovered)— HERBERT SANDLING, age 23, height 5 ft. 8 in., slight build, complexion fair, hair light, eyes brown, high cheek bones, cut scar on chin, nose turned up, shghtly bow- legged; dress, grey check riding suit, black leggings, black hard lelt hat, patent leather lace boots. A native of London. 6.— K Division.— For stealing, 23rd ult., a pony, harness, and gig ( recovered)— JOSEPH BRYAN, alias BRYANT, age 28, height 5 ft. 7 in., complexion and hair dark, eyes brown, of gipsy appearance; wearing brown overcoat, white neckerchief, cap, lace boots, cut dowu fronts. T.— Leighton Buzzard ( County).— For obtaining a quantity of oak varnish by false pre- tences— FRANK GILBERT, age 25, height 5 ft. 6J in., complexion dark, hair dark brown, eyes blue, woman, heart, and dagger tattooed right forearm, bullet wound right hip. A native of Wootton, Beds. Warrant issued. Information to Supt. Woods, Leighton Buzzard. BERKSHIRE. 8.— Abingdon ( County).— For obtaining food and lodgings by fraud— — BURKE, aliat DANBY, age about 23, height 5 ft. 3 or 4 in., complexion fresh, hair brown, one or two upper teeth missing; dress, dark skirt, light colour blouse, motor cap with peak, light colour Alpaca jacket, three- quarter length. Had in her possession a No. 3 folding pocket Kodak camera ( new), and a small brown handbag. She obtains goods on approval, and absconds with same. ( Identical with Woman, Case No. 10, 14th February last.) Is accompanied by a Man. ( See Case No. 9.) Warrant issued. 9.— Abingdon ( County)— For obtaining food and lodgings by false pretences— — BURKE, age about 40, height 5 ft. 7 or 8' in., complexion fresh, hair and slight moustache brown; dress, dark suit, grey overcoat, cap. Had with him 2 white shirts; 2 fancy shirts; 2 under vests; and 2 pairs pants ( new). Stated he was employed under Government. ( Identical with Man, Case No. 9, 14th February last.) A native of Shrivenham, Berks.— JENNY alias ROSE SMITH, age 40 to 43, height 5 ft. 2 or 3 in., complexion pale, hair black; dress, black dress and hat, brown threequarter- length jacket. Supposed a native of London. Warrants issued. Information to Supt. Hearness, Walkngford. 11.— Reading ( Borough).— For obtaining money by a worthless cheque— W. HARRIS, alias WILSON, age 35 to 40, height 5 ft. 3 or 4 in., complexion dark, clean shaved, scar right cheek; dress, black lounge coat and vest, light tweed trousers, black bowler hat. The cheque was one from a book stolen at Nottingham, and drawn on Lloyd's Bank, Gooch Street Branch, Birmingham. Warrant issued. 12. Reading ( Borough).— For stealing a case containing two clarionets— G. E. HAWKES, age 35 to 40, height 5 ft. 6 in., hair and moustache very dark; dress, dark grey check coat and vest, dark trousers and cap. He answered an advertisement in the Exchange and Mart on a bill- head of premises he did not occupy, and asked that the goods be sent to his private address. Warrant issued. CHESHIRE. 13.— Birkenhead ( County).— For embezzle- ment, 27th January last— THOMAS McNULTY, age 32, height 5 ft. 9 or 10 in., complexion ruddy, hair and moustache dark brown, eyes grey, walks very erect; dress, blue serge jacket suit, brown cap. Penrith ( Couuty).— For burglary, 14th ult., and stealing a lady's gold watch, gold face, engraved back, long gold guard attached; 1 lady's gold curb bracelet HALEY, age about 30, height 5 ft. 10 in., good build, complexion fresh, hair ( short at back) light, Scotch accent; dress, brownish jacket ( appears too small), light cord trousers ( worn at bottom), grey cap, strong lace boots. Wrexham ( County).— For failing to re- port— Licence- holder JOHN PARRY, alias PERCY, PERRY, JOHNSON, and O'FLANNA- GAN, Office No. 2020- 98, age 44, height 5 ft. 4 in., complexion fresh, hair dark brown, eyas grey, blue scar under right eyebrow, scar left of head and back of hand, scar bridge of nose. A bricklayer; native of Penycae. Sentenced to 3 years penal servitude, 20th October, 1905, at Wrexham Quarter Sessions, for burglary. Licensed lst February, 1908. K P c f 638. A labourer; native of Chesterfield. May be acting as a can- vaasar tfor dealers in musical inlstrumenta, and sometimes repairs watches. Warrant issued. An Insurance Agent; supposed a native of Hereford. He was a director of the English Legal Insurance Corporation, Ltd. Warrant issued. Information to the Chief Constable, Derby. ESSEX. 20.— Colchester ( Borough\— For obtaining a quantity of tobacco and cigarettes by false pre- tences— FRANK SHELDR1CK, age about 25, height 5 ft. 8 or 9 in., complexion pale, hair light, prominent teeth. A native of Colchester. Warrant issued. Information to the Chief Constable, Colchester. GLAMORGA NSHJRE. 21. Neath ( Borough).' For stealing a silver lever watch, maker Graves, Sheffield; 1 9 ct. gold albert, curb pattern, pendant attached with in- scription " Presented to Ex- P. C. Doughty by the Swansea Police, 1903."— ARTHUR WILKIN- SON, age 27, height 5 ft. 7 in., hair light browm, moustache light. A native of Birmingham. Fre- quents casual wards and common lodging houses. Hack, Bournemouth. 25— Woolston ( County).— For stealing, 27th ult., at Millbrook, a chocolate colour bicycle, fixed wheel, half- dropped handle bars, 28 in. wheels, pneumatic tyres, outer covers new, " North Road " thereon, lamp bracket on right fork, parcel carrier on back, one bar painted green, green circle in centre of driving wheel— FREDERICK JOHN ARTHUR, age 19, height 5 ft. 1 in., complexion pale, hair light brown, eyes blue, small piece miss- ing from top of right ear; drees, navy blue suit, khaki putties, cap. DAVID LEVY, age 27, height 5 ft. 3 in., complexion fair, hair and moustache dark brown, of Jewish appearance; dress, dark overcoat, blue serga trousers, black hat, lace boots, wearing a gold single stone gipsy ring. For stealing from his lodgings, 8th inst., an old silver English lever watch, No. 5994, maker, Sliarpe, Retford; 1 gold cased double watch chain; 1 dark grey overcoat, straps and buttons on cuffs, vertical pockets; 1 lady's 9 ct. gold ring, set turquoise and pearls ( 1 pearl missing); and 7s.— GEORGE HAWES, ago 30 to 35, height 5 ft. 3 in., slight build, com- plexion fair, hair light, moustache ( stubby) sandy, winks left eye when talking, slight impediment in speech, long slight scar down left cheek; dress, blue suit, dark wrapper, light cap. KENT. 30.— Gravesend ( Borough),— For obtaining a postal order for £ 1, by false pretences, 16th ult. — A. E. DELVE, age 26 to 28, height 5 ft. 7 or 8 in., slight build, sharp features, clean shaved, wears glasses, of smart appearance; dress, brown overcoat, brown tweed suit, light cap, lace boots. Stated he was an architect. He rented a room at Strood for one week, advertised in the Builder particulars of a house to be built at Cobham, ask- ing builders and others to send depoeits of £ 1 by postal order when Applying for plan* and speci- fications. Had in his possession a silver medal, " A Kearsley, Saiford Hundred," thereon; and other articles which were stolen at Saiford, 28th ult.
