ICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OP THE POLICB GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. I. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. I. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions mxCst be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 6s to 10s. A remittance of os. should be made in the first instance for cost } I engraving sketches. J. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if th* name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. VOL XXV., No. 2528. LTXOJVS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranyed by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper oidy: they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Past Office. 13. Ttf Space being limited, announcements concerning " Missing Persons " art only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. BURNINGHAM, age 36, height 5 ft. 9 or 10 in., complexion sallow, hair and eyes dark; dress, blue serge suit with white stripes, grey overcoat, knot tie, black bowler hat. Supposed a native of Monkton Coombe, Bath. Warrant issued. 2.— C Division.— For obtaining, by fraud, 3 motor coats green frieze, lined tan leather ; 2 dark frieze) ; 2 motor caps ( 1 staff, 1 cloth) ; 5 motor lamps ( 4 side Alpha, 1 tail) — FRANK HIBBEBD, age 24, height 5 ft. 6 or 7 in, com plexion fair, hair light; wearing green overcoat and chauffeur's cap or check lounge suit. Sup- posed a native of Twickenham. He represented himself as a chauffeur and that his employer had sent him for the articles. Warrant issued. 3.— K Division.— For obtaining a piano by false pretences.— ERN EST WALTERS, age 30 to 35, height 5 ft. 11 in., complexion pale, hair light brown, eyes brown, wears glasses; dress, brown tweed suit, brown soft felt hat. Left Ipswich for London on 25th ult. May be accompanied by a woman ; a girl, age 6 years, flaxen hair ; and a baby aged 10 months. Warrant issued. 4.— X Division.— For obtaining £ 5 by a worthless cinque, 19th nit.— HENRY CARR, alias GFORGE E. BLACKBUBN and EDWARD MITCHELL, age 35 to 40, height 5 ft. 6 in., com- plexion fresh, hair brown; dress, light tweed suit, dark grey overcoat, large bow tie, black hard felt hat. Warrant iseued. 5.— X Division.- For stealing ( lodger) an overcoat — ERNEST PINNICK, age 27, height 5 ft. 10 in., complexion pale, hair dark brown, ribs have recently been broken; dress, blue jacket, dark striped trousers, red striped muffler, dark cap, lace boots. A native of Chatham. Has served on H. M. tug Carron at Chatham. Warrant issued. 6. X Division. I stealing ( bailee) a " Singer" sewing machine— JOHN LEECH, age 33, height 5 ft. 6 or 7 in., complexion fair, hair light ( brushed up in front), eyes grey; wearing grey overcoat and cap, lace boots. A native ot Hulme, Manchester. Accompanied by his wife, short, complexion dark, and child, age about 8 months. Warrant issued. Information to be forwarded to tho Metropolitan Police Office, New Scotland Yard, S. W. BEDFORDSHIRE. 7. Bedford ( Borough)— For stealing ( bailee), 22nd ult., a silk table centre, side board and cushion covers, antimacassars, photograph frame, tea- cloths, and other fancy needlework ROBERTSON or JOHNSTON, age about 60, height 4 ft. 2 or 3 in., slight build, hair ( dyed) dark brown in front, light brown at back, very small features, artificial teeth, walks lame ; dress, long black cloak, black fur collar, black skirt, black ( boat shape) straw hat, shabby appearance, wearing 3 gold rings left hand, carried a hook handle umbrella. She calls on residents of large houses, usually those interested in bazaars and sales of work, produces the stolen goods, and induces them to make a purchase. Information to the Chief Constable, Bedford. BERKSHIRE. 8 — Reading ( Borough).— For obtaining 3s. by false pretences, 6tli inst.— E. WOOD, age about 30, height 5 ft. 4 or 5 in., slight build, complexion pale, thin face, eyes dark; dress, light bolero costume, large hat with white crown, black rim, white fur, trimmed blue or greeD, wearing spa's. Stated she was employed by a Sheffield firm to canvass orders, obtained a deposit of 3s., for which she gave a receipt signed " E. Wood." ( See Case No. 45, 14th ult.) Convicted at Ply- mouth, 15th November. 190/, in name of Annie Hewett. Warrant issued. Information to Capt. Henderson, Chief Con- stable, Reading. CHESHIRE. 9- Liscard ( County).— For stealing a gold albert; 1 chronograph watch; 2 ladies' gold rings; 1 gold diamond ring; and £ 4— LILIAN PALE- THORPE, age 20, height 5 ft, 1 in., complexion fair, hair light brown, eyes blue, front upper teeth uneven; dress, black sailor hat, jacket and blouse, blue skirt, flaked with white, 3 bands across, lace boots. A native of Dewsbury. Warrant issued. Information to Supt. McDonald, Liscard. DENBIGHSHIRE. 10.— Ruthin ( County).— For attempted high- way robbery at Llandegla, 2nd inst.— RICHAKD LAMBERT, age about 35, height 5 ft. 8 or 9 in., complexion fresh, narrow features, hair and moustache dark, may have scratches on face, of military appearance; dress, dark coat and vest, cord trousers, brown leather leggings, fastens with buttons, bluish muffler, cap. A farm labourer ; supposed a native of Liverpool. Warrant issued. Information to Sergt. Jones, Ruthin, or Supt. Jones, Denbigh. DURHAM. 11. Stockton- on- Tees ( County).— For fraudulent bankruptcy— EDWARD REGINALD ELLIOT, age 45 to 48, height 5 ft. 7 or 8 in., slight build, complexion pale, thin features, hair black, long thin black moustache ( which he has a habit of stroking), small side whiskers, eyes blue or grey, walks erect with short quick steps, appears to have rather long thin legs, quiet and reserved manner; dress, black coat and vest, light grey trousers. A solicitor. Absconded 22nd October. 1907, supposed to have taken train to Birming- ham, his wife leaving a few days later, her luggage being booked to Birmingham. Warrants issued. ESSEX. 12.— Chelmsford ( County).— For burglary, 16th inst., at Great Baddow, and stealing £ 8 — RALPH ROGER QUILTER, age 25 ( looks younger), height about 5 ft. 7 in., slight build, complexion pale, consumptive looking, oval face, hair and eyes ( full) dark; dress, dark grey over- coat, tight- fitting at waist, buttons behind, dark or blue suit, black hard hat, narrow brim, lace boots. A pawnbroker's assistant. Is fond of singing comic songs, sometimes in character. May endeavour to go abroad. Photograph can be seen on application. Warrant issued. Information to the Deputy Chief Constable. Chelmsford. FLINTSHIRE. 13. Holywell ( County).— For obtaining £ 20 by a worthless cheque— G. H. FRERE, age about 55, height about 5 ft. 5 in., complexion sallow, hair dark brown, small moustache grey; drees, pepper and salt colour Norfolk suit, dark overcoat, bowler hat. He called at a private school, en- quired terms for boarding and educating 2 Indian children, and produced a cheque for £ 200, the terms for one year being £ 180, asked for a cheque for the £ 20 difference, which he cashed, cheque supposed stolen from London, drawn on the London and South West- ertn Bank, Earl's Court, London. Has the appearance of being ad- dicted to drink. Stated he was a repairer in a • olliery. Sold a lady's gold wa. tch, key winding, dent in back of engraved case, No. 135310S, and chain bracelet, in a public house at Abergwynfi, 29th ult. Warrant issued. Information to Supt. Davis, Bridgend. 15.— Cardiff ( City).— For stealing a watch { recovered); and 8s. 3d.— FRED BARRETT, alias GEORGE BURROWS, GRAHAM, and BAN- FIELD, age 34, height 5 ft. 8 in., complexion fresh, hair brown, moustacha light brown, eyes blue- grey, 2 moles right shoulder blade, 1 on left buttock. A labourer; born in Canada. Has been employed at a colliery. Convicted of larceny at Caerphilly, 21st November, 1906, and at Merthyr, 21st December, 1905. Warrant issued. Information to the Chief Constable, Ports- mouth. 21.— Southampton ( Borough).— For stealing a gold lever watch, black hands, minute hand missing, " Cnldharbour Lane, Camberwell " inside case, and 10 £ 10 notes— ARTHUR JOHN FORD, age 52, height 5 ft 9 in., hair ( slightly bald on top) dark grey, large mouth, upper teeth artificial, wears glapges ; dress, dark grey overcoat, black suit, black bowler hat, lace boots, sometimes wears a brown 6oft felt bat. Stated he was a solicitor, and orange grower ; native of Las Angelas. California. Warrant issued. Information to the Chief Constable, South- ampton. GLOUCESTERSHIRE. 17.— Bristol ( City).— For stealing 10s., during February, at the Salvation Army Home.— FLORENCE ROWE, alv- s ANNIE HEWITT, age about 34, bf- ight 5 ft. 4 in., slight build, complexion and hair dark, long sharp features, scar back of neck, several front upper teeth artificial, slight London accent ; dress, navy blue skirt, short jacket, white silk blonse, black hat trimmed large blacif feathers. Had with her several dresses and hats. Sentenced to 6 weeks imprisonment, 15th November, 1907, at Plymouth, for obtaining money by false pretences. Is identical with E. Wood, Case No. 45, 14th nit. Absconded 28th ult. Warrant issued. Not to be apprehended out of the United King- dom. 18 — Bristol ( City).— For obtaining £ 2 by worthless cheque, 5th inst. ( in conjunction with Thomas William Beer in custody.— WILLIAM ARMITAGE, abas A. MAVOR BROWN, age 40 to 44, height 5 ft. 5 or 6 in., rather spare build, hair dark brown, moustache ( rather thick) sandy, waxed at ends, of good address ; dress, dark grey frock coat, dark trousers, silk hat. He left at his lodgrags a card " Nurse Lillian ( Mrs. Mavor Brown) from City of London Lying- in Hospital, Registered and Certified Midwife, 5 Baker Street, " Weston- super- Mare" j thereon. He came to Bristol during February, accompanied by two men ( one a German) and believed to have been touring with a small show called ' The King Edward Bioscope Company," took lodgings, had a quantity of letter paper with heading " Ye olde English Faire and Touring Novelty Exhibi- tion, William Armitage, General Manager, 38 Meadow Street, Weston- super- Mare." He also advertised for a manager or advance agent, requiring applicants to deposit £ 40 as security, at the same time wrote to tradesmen in Bristol and other towns, stating he was about to run a trades exhibition at Worcester, and soliciting their patronage for stalls, < fec. YORKSHIRE ( West Riding). & 30.— Pontefract ( County)— For stealing, 26th ult., a silver lever watch, three- quarter plate, white dial, black numerals, brass pointers, brass chain with watch key, " Castlegates, No. 9" stamped thereon, attached— ERNEST ROGERS, age 25, height 6 ft., complexion sallow, hair black, eyes blue. " ERNEST," rose, and butterfly tattooed right forearm. Is a deserter from the East Lanca- shire Regiment, served in the 3rd Staffordshire Regiment in the South African War, joined the Grenadier Guards in 1904, from which he was invalided. Warrant issued. By these and similar means she succeeds in obtaining money. Often introduces in references the names of titled persons.
