All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICB GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. I. Particulars concerning persons whose apprehension is sought will be inserted IN one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. (. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. I. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s to 10s. A remittance of 5s. should be made in the first instance for cost )/ engraving sketches. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if th* name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only: they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. DERBYSHIRE. 15. — Derby ( County).— For obtaining by false pretences, a banker's cheque for £ 1, 13th December, 1907, at Long Eaton— W. PICKER- ING, age about 40, height about 5 ft. 10 in., slight build, hair and moustache dark, of good address. He answers advertisements in the Bazaar for poultry, obtains the money but fails to supply the birds. Stays at common lodging houses and hawks picture postcards. Warrant issued. HORNER, age about 26, height 5 ft. 6 or 7 in., complexion fresh, hair brown, slight moustache light brown, heart and arrow tattooed back left hand, very notice- able, smart appearance; dress, dark blue serge suit, light cap, fawn coloured overcoat, carries a stick and gloves, in possession of a naval jacket, brass buttons, gold braid round cuffs, cap with a crown in centre above peak, brass buttons each side, wh'ch he sometimes wears. Information to the Chief Constable, Hartlepool. 17.— South Shields ( Borough.).— For ob- taining £ 3 by false pretences, 4th inst.— FRED- ERICK EPWORTH, alias HARRY MANS- FIELD, HARRY EPSWORTH, GEORGE POVEY, JOHN WILKINSON, LEONARD CRANMER, and FREDERICK WILLIAM DENNIS, Office No. 1683- 05 ( Case No. 4, 10th ult., and portrait, Case No. 35, 9th March, 1906), age 29, height 5 ft. 7 in., complexion fresh, clean shaved, eyes blue, scar upper lip, clasped hands and shield left wrist, pierced heart and. arrow back left hand, " E" left forearm; dress, blue serge suit, brass buttons, P. & O. cap with badge, carried a walking stick and kid gloves, wearing a South African medal, engraved " Harry Mans- field," also a yellow metal star. He calls on hotel managers, tradesmen, & c., represents that he is a naval engineer, presents a seaman's bogus advance note ( usually for a large sum, payable at McClay & Co., Liverpool), with his description on back, and verifies samo by exposing his tattoo marks, obtains an advance, and promises to call the follow- ing day for balance. Committed similar offence at Hartlepool, 6th inst., and booked for Hull same date, in possession of 2 leather portmanteaus. Also wanted for similar offences in the Metropolitan Police District, Hull, and Cardiff. Warrant issued. Information to the Chief Constable, South Shields. ESSEX. 18. — Chelmsford ( County).— For non- payment of bastardy arrears, since 1904— GEORGE HOBBS, age about 54, height 5 ft. 7 or 8 in., complexion, hair ( bald on top), and1 moustache dark, eyes blue, 1 front lower tooth missing, an inveterate smoker. An iron moulder; native of Lower Easton, Bristol. ( See Case No. 14, 15th April, 1904.) Warrant issued. Information to the Deputy Chief Constable, Chelmsford. GL OUCES IE RS HIRE. lJ.— Gloucester tCounty ,.— For obtaining £ 14, by false pretences— W. H.' MARSH ( correct name supposed JACK MORRIS), age 35 to 40, height 5 ft. 8 or 9 in., complexion dark, hair dark brown, eyes ( rather weak) brown, has a habit of partially closing his eyes when in conversation; dress, blue suit, grey motor cap, brown boots and leggings, sometimes weans breeches and leg- gings. He advertised for sale large quantities of bottles, scrap iron, and old copper, and obtained cheques as deposits for same. Is identical with man, Case No. 6, 31st ult. Was accompanied by a woman, age about 21, height 5 ft. 4 in., com- plexion fresh, hair dark brown; dress, brown dress, long light jacket, white felt hat, sometimes a brown felt hat. Is believed to have been a barmaid. Warrant issued. Information to the Deputy Chief Constable, Gloucester. 20.— Bristol! ( City).— For obtaining a dark rainproof overcoat, rough cloth with green shade; 2 shirts; 2 suits of pyjamas; and £ 3 15s. 8d., by a worthless cheque, No. A 170629, drawn on the London and South Western Bank, Ltd., North Brixton Branch, by J. Hampton & Sons, in favour of William Miller, Esq., for £ 7 10s., 7th inst.— WLLLIAM MILLER ( supposed false), age about 35, height 5 ft. 8 or 9 in., rather spare build, complexion pale, hair and moustache dark, thin lips; wearing fawn colour overcoat, brown fancy knitted vest, green Austrian hat with bow at back, may be wearing the overcoat fraudulently obtained. The cheque is one from a book issued 23rd August, 1904, to George Logan, whose account closed about the end of December, 1907. Warrant issued. Not to be arrested out of the United Kingdom. HEREFORDSHIRE. 22.— Ledbury ( County1.— For stealing 12th inet., a 2 ft. rule and 1 soldering iron, at Bosbury — VICTOR BARNETT, age 24, height 5 ft. 9 or 10 in., complexion fresh, hair and slight mous- tache light, eyes grey, addicted to drink; dress, grey jacket and vest, dark plaid trousers, dark cap, lace boots. SYRES, age 45 to 50, height 5 ft. 8 or 9 in., complexion fresh, hair brown, slight moustache, 1 leg missing, walks with 2 crutches, of good address and appearance; wearing a long light dust overcoat, large check cap. A reward of £ 2 will be paid by the Board of Guardians, Canterbury, for the arrest of Birch. 26.— Canterbury ( City). — For leavirg her children chargeable to the Canterbury Union, 17th inst,— MERCY FELTON, age 37, height 5 ft. 7 in., complexion very fresh, hair brown, eyes blue, may be wearing glasses, pregnant; dress, long light grey jacket, short grey skirt, white toque hat trimmed at side with white brush. LANARKSHIRE. 27. — Glasgow ( City). — For stealing £ 80 — HUGH CAIRNS, an American, age 22, height 5 ft. 9 or 10 in., slight build, hair brown, clean shaved, eyes dull; dress, navy blue jacket suit, greenish overcoat, blue cap. A spirit salesman. He came from the United States about 3 months ago. Absconded 8th inst. May endeavour to leave the country. Warrant issued. Not to be arrested out of the United Kingdom. LANCASHIRE. 28. — Kirkham ( County).— For embezzling £ 1 5s., 11th inst.— JOHN BRIERLEY, age 30 to 35, height about 5 ft., complexion fresh, small features, hair light brown, clean shaved, right eye deficient; dress, dark plaid jacket and trousers, vest of a darker material, light lace boots. Warrant issued. Information to Supt. Ormerod, Kirkham. 29— Liverpool ( City).- Yor stealing £ 114 — OTTO L. BRUNSTROM, age 55, height 5 ft. 8 in., slight build, complexion sallow, hair and moustache ( turning grey) black, artificial teeth. A native of Finland. Absconded 3rd inst. 30.— Liverpool ( City).— For obtaining £ 20 by false pretences, 12th inst. — ALEXANDER CALLANDER, alias HOWARD, age 46, height 5 ft. 5 in., stout build, hair ( thin on top) and eyes dark, long flowing moustache. Represents him- self as a sea captain. Advertises for apprentices, and obtains premium from applicants. Warrant issued. 31. — Liverpool ( City). — For obtaining jewellery by false pretences— HYMAN ARSHAV- SKY, a Jew, age 44, height 5 ft. 4 in., slight build, complexion sallow, hair ( slightly bald) and whisker* black.
