All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THB EDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue oj the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. Ln all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. Portraits af persons whose apprehension is sought for serious offences, and eiigravings of stolen property, will be inserted at a cost of 7s. per portrait, und of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5* to 10s. A remittance of 5s. should be made in the first instance for cost c/ engraving sketches. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or hi i immediate deputy, of the county, city, or borough, as the cast may be. TlOJffS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12 All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing fersoni" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. LICENCE HOLDERS AND SUPERVISEES. In most cases in which Licence- holders and Supervisees residing in the Provinces fail to report themselves and whose arrest is con- sequently desired, the Editor is requested to insert the particulars in the GAZETTE. Arrests on such informations are made subsequently, but the particulars are not always forwarded for the purpose of the original information being can- celled as required by Rule 9 of the Regulations; the Editor therefore desires to call special atten- tion to this matter with a view to the Rule mentioned being invariably acted upon. SPECIAL NOTICE. DOUBTFUL TRADERS. THE attention of Police is called to the London Premium and Tea Company, Limited, 1 New Street, Old Street, E. C., formerly of 56 Ludgate Hill. This business is carried on by three men named Hogan, Walker, and Nottingham, their system being to gain possession of letters of various per- sons residing in the provinces who have made ap- plication to firms for free samples of goods. The signatures are cut off and pasted on a small coupon and forwarded with an artfully worded type- written circular, stating that " the list is now being compiled of the persons who may receive a set of electro silver- plated ware and a present of one eighth pound package of our Premium Tea, and you are one of the fortunate ones," etc., etc. Many persons forward 4s. 6d., which the circulars suggest should be sent, after which they receive a post- card offering to supply for Is. 6d. a beautiful leatherette case to keep the set in. The goods, when received, are found to consist of six spoons and a fish knife and fork, which give anything but satisfaction to the purchaser. Many complaints arise through long delay in sending the goods after receipt of the money. Some of the persons belonging to this firm were connected with the British Watch Company or the Anglo- American Watch Company, 2 St. John's Square, Clerkenwell. ( See Doubtful Traders POLICE GAZETTE 4th January, 1907, and Corres. 185710 and 206755.) At present it is doubtful if criminal proceedings could be successfully instituted against this firm. Warrant issued. 3.— R Division.— For stealing from his lodgings, 4th inst., a blue serge suit, green check overcoat, flaps with buttons to pockets, cloth collar, green cap; 1 pair glace kid button boots; 1 lady's gold Geneva watch, open face, steel hands; 1 gold albert, fetter link pattern, links perforated, gold chased locket attached; 1 gold signet ring, shield pattern, ' A. B." engraved thereon; 1 pin, shield shape, set 3 red stones; and £ 9— BERTIE BLACK ( supposed false), age about 28, height 5 ft. 6 in., complexion fresh, hair, moustache ( slight), and eyes dark, large scar left temple, heart tattooed back left hand, of military appearance; wearing the stolen clothes, and may be wearing South African medal ribbons. He stated he had been employed as an auxiliary postman at Chatham, and had formerly served in the Army Service Corps, took lodgings 3rd inst., and absconded 4th inst. BUCKINGHAMSHIRE. 8.- Aylesbury ( Conn y >.— For obtaining £ 3 10s., by false pretences— HERBERT ROBSON, age 30 height 5 ft. 8 in., oomplexion fresh, hair brown, eyes supposed brown, fingers of right hand severed from lst joint of forefinger to bottom of little finger, of smart appearance, walks erect, late of the Poultry Farm, Washingborough, Lincoln. For several years he has carried on a system of fraud by advertising in Poultry and similar papers. Photograph can be seen on application. Warrant issued. Information to the Deputy Chief Constable, Aylesbury. 9.— High Wycombe ( Borm* oh\— For assaulting a female, 29th ult. — CORNELIUS WELMAN, age 46, height 5 ft. 6 in., complexion and hair ( turning grey) dark, moustache black, eyes hazel; dress, grey jacket suit and cap, brown boots. A travelling draper. Had in his possession a pedlar's certificate, granted 19th November, 1907. Warrant issued. Information to the Chief Constable, High Wy- combe. CAMBRIDGESHIRE. 10 — Cambridge ( Borough).— For larceny, 27th ult. — FRED DANDY alias PETER EVANS, age 24, height 5 ft. 7 or 8 in., slight build, complexion very pale, hair light brown, moustache rather ginger, stoops slightly, turns his right foot inwards; dress, dark jacket and vest, grey trousers, grey mixture cap, turned up at back, button on each side, dark red neckerchief, old brown button boots. Has been employed as a coal agent, formerly a surveyor, and has a know- ledge of assistant overseer's and estate agent's work. Is fond of betting. Absconded 29th ult. Warrant issued. DURHAM. 13.— Stockson- osi- Tees ( County).— For stealing, 11th ult., from his lodgings, a watch, & c. ( recovered)— JAMES HOGG, alias YOUNG, age 36, height 5 ft. 5 in., stout build, complexion fresh, hair grey, eyes black, scars on right jaw and right thumb; dress, dark grey overcoat, dark jacket and vest, dark striped trousers, light cap, red and black tie, wearing a long gold colour guard, doubled several times from pocket to button- hole, and a gold colour ring left little finger. A native of Edinburgh. He took lodgings, stating that he had obtained employment at a local engineering works, and that he had come from Greenock. Has been convicted as James Hogg: 31— 10— 04, Edinburgh, fraud and larceny, 60 days; 30— 12— 04, Peebles, fraud, 21 days; 21— 1— 05, Galashiels, larceny, 42 days; 25— 8— 05, Edinburgh, fraud and larceny, 60 days; 27— 10— 05, Edinburgh, fraud, 60 days; 5— 2— 06, Edinburgh, larceny, 4 months; 19— 2— 07, Stirling, fraud and larceny, 8 months. Pryke, Southend- on- Sea. 15 — Southminster ( County>.— For fail- ing to surrender at Essex Assizes, 30th October last, for attempted carnal knowledge of a girl under 13 years, 14th August, 1907 — GEORGE WAY, age 34, height 5 ft. 7 in., complexion fresh, hair dark brown, eyes grey, well educated, of good address; dress dark clothes. A labourer; native of London. Sentenced at North- ampton County Quarter Sessions, 4th January, 1906, to 8 months hard labour and 3 years super- vision for larceny from shop till. Liberated on re- mission 20th August, 1906. 4135. 17.— Meath ( County).— For stealing £ 28, from his lodgings at Briton Ferry, 6th inst.— WIL- LIAM B. CREAKE, alias CLAREMONT, BLE- WATT, and CLOWN, age 22, height 5 ft. 7 or 8 in., slight build, complexion fair, hair light, clean shaved; dress, black serge coat and trousers, fancy Scotch tweed plaid vest, brass buttons, cap. A messroom steward. — WILLIAM CHARLES DAVIES, age about 24, height 5 ft. 11 in., complexion fresh, hair brown, clean shaved, eyes hazel, cut scar back of head, blue cut scar right side top of forehead, grub marks on face, large scar left wrist, large cut scar base left index finger; dress, light suit and cap, soft collar. A labourer. May be found in com- mon lodging houses or in company of low class prostitutes. Warrant issued. Information to the Chief Constable, Cardiff. BENNETT, alias BARNETT. age about 42, height 5 ft. 8 or 9 in., complexion pale, hair dark brown, " M. B." sup- posed tattooed one arm; dress, dark clothes, may be wearing the stolen coat and vest. Bor « t> wn.— For stealing a brass clock movement ( recovered)— WILLIAM DILLESTONE, alias JACKSON, age 45 to 50, height 5 ft. 10 or 11 in., complexion fresh, hair ( turning grey) light, nearly bald on top, mous- tache ( short) grey, about 3 or 4 days growth of beard, slight impediment in speech, shabby genteel appearance, an inveterate cigarette smoker, walks with a bend of the knees, and appears to have very bad feet; usually wears very old boots. A jobbing watch and clock repairer. He visits public houses, repairs watches and clocks in the bars, and may pledge watches and parts of clocks, & c., which are entrusted to him for repairs. He will probably seek employment at jewellers. May be found at Common lodging houses. Warrant issued. Information to the Chief Constable, Margate. FRIDAY, NOVEMBER 15, 1907. BRAY, age 30 to 35, height 5 ft. o or 6 in., complexion Iresh, full face, hair light brown, clean shaved, eyes ( very full) light blue, of smart appearance, well educated; dress, dark morning coat, dark trousers, dark grey overcoat, black hard hat, wears a gold colour watch and double chain with a shield enamelled red and blue in centre. Supposed a native of London, frequently spoke of Upper Edmonton and Margate. He answers ad- vertisements in the " Bazaar, Exchange and Mart" and other poultry papers, asking for fowls, dogs, & c., to be sent on approval, and as soon as they arrive at the railway stations he collects them and disposes of same much below their proper value. Absconded 25th ult. Warrant issued. Information to the Chief Constable, Norwich. ( sup- posed stolen), a " Roadster " bicycle, 26 in. frame, green lined, upturned handle bars with black celluloid grips, free wheel, 2 in- verted lever brakes, Clipper Reflex tyres ( wired on), plated rims with black centres, rubber divided pedals, oval cranks, Lycett saddle, Miller's New Lito plated lamp, mud- guards, tool bag containing tools marked " Premier Cycle Co.," number indistinct. The machine was left at a house by A MAN who gave the name of JOHN BOOTH, age about 23, height 5 ft. 7 or 8 in., slight build, complexion dark, round face, hair, moustache ( long), and eyes brown, has a habit of twirling his moustache, walks quickly, and leans slightly to one side; dress, dark brown coat and trousers, brown vest, black and red plaid woollen scarf, light cap with green stripes, brown boots, sometimes wears a collar and front. SURREY. 7r>.— Giui£ dfortii ( Borough).— 2nd inst., a brass tray, 18 in. wide, 26 in long, heavily chased, Oriental figures thereon; 1 toast rack; 11 tea- spoons ; 4 table do.; 1 gravy do.; 1 soup ladle; 1 6auce do.; 1 large pair of sugar tongs; 1 small do.; 1 sugar sifter, gilt centre; 4 egg spoons, gilt centres; 1 salt do.; 1 mustard do.; all ( except tray) are silver plated, old English pattern, and marked " W. H." and " S. B. P. A. I.," " M. P." over the " A. I., and 3 arrows crosswise; also a number of keys with labels, bearing the names of rooms, attached. The above articles were found in pos- session of A MAN giving the name of GEORGE PANNELL ( charged on suspicion with stealing the same), age about 38, height 5 ft. 8 in., com- plexion fresh, hair and moustache brown, eyes hazel, cut scar left side of head, nose appears to have been broken; dress, brown pilot jacket, velvet collar, white cord vest and trousers, coloured neckerchief, black bowler hat, heavy nailed boots.
