XXIV., No. 2496. 2E2 O- " ST I All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if th- ey are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. Ln all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. Portraits cf persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 6s to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or hii immediate deputy, of the county, city, or borough, as the case may be. ^. TXOWS. 7. Announcements concerning stolen property must be § uaranteed by an offictr of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far us practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, musf, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible lor any proceedings which may result frtm such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not. later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12 All payments must be in advance, either at the office, ~ Sew Scotland Yard, by Postal Order, or by Post Offiee Order, payable at Parliament Street Poit Office. 13. The Space being limited, announcements concerning " Missing persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. SPECIAL NOTICE. FUGITIVE OFFEND. ERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. ESSEX. 22.— Ch& lmsford County).— For stealing, 12th inst., a purse, containing about £ 12 ( purse recovered)— A MAN, age about 45, height about 5 ft. 7 in., complexion pale, rather long face; wearing Ion"- grey overcoat, black hard hat, brown kid gloves, carried a stick and brown bag. Ap- pearance of a commercial traveller. He entered a shop and purchased a tape measure. A lady was in the shop and left her purse lying on the counter. She went to the other end of the shop, and on returning hecr purse was gone. 23.— Chelmsford ( County). For stealing, an old plain English lever watch, No. ( supposed) 141900, 19th insla.— GEORGE BROUGHTON, age about 30, height 5 ft. 5 or 6 in., hair and eyes dark brown; dress, black jacket and vest, blue overall jacket under, brown trousers, light cap, lace boots. Supposed an engineer. He obtained lodgings, representing that he was employed at a motor garage in this town, stayed one night, and early next morning absconded with the watch. Had with him a nearly new bicycle. ( Identical with George Strong, Case No. 49, current issue.) Information to the Deputy Chief Constable, Chelmsford. 24 — Saffron Walifen ( OW>"\ For embezzling £ 7 9s. 8d.— HARRY COBDEN, age about 36, height 5 ft. 5 or 6 in., slight build, com- plexion sallow, small features and head, hair black ( closely cropped), eyes ( rather close together) grey, low forehead, sullen appearance, well spoken; wear- ing dark clothes. He replies to advertisements for the sale or ex- change of goods, has letters addressed to a fancy goods shop or newsagent's, obtains goods, and absconds. Warrant issued. HEREFORDSHIRE. 30.— WeobSey ( County).— For stealing an old black portmanteau, light straps, containing a blue serge coat and vest, grey trousers, check cap, and a pair of boots, size 9— J. BENNETT, alms BARNETT, age about 42, height 5 ft. 8 or 9 in., complexion pale, hair dark brown, " M. B." supposed tattooed on one arm; dress, dark clothes, may be wearing some of the stolen clothing. ISLE OF WIGHT. 31.— SRyde ( Borough).— For obtaining money by false pretences, 14th inst.— A. G. HECKMAN, alias ARTHUR TURNER, age 23 to 25, height about 5 ft. 9 in., slight build, hair ( inclined to ginger) light, clean shaved, rather long nose, large teeth; wearing large light colour overcoat and motor cap, carried a brown leather hand bag and gloves. He called on several tradesmen, 14th inst., and obtained sums of money varying from 10s. 6d. to 2s., by representing himself an agent for Kelly's Directory. FRY, HENRY LEE, LEWIS, and FORD, Office No. 2588- 00 ( page 261, Weekly Con- vict List for 1906), age about 73, height 5 ft. 1 ill., complexion fresh, hair, whiskers, and eyes grey. A travelling watch repairer, calls at Public and refreshment houses, canvassing for watches and clocks to repair, and when successful in obtaining any, he invariably pledges them with a local pawn- broker and absconds. Sentenced at Bristol Quarter Sessions on the 24th October, 1906, to 6 months hard labour for stealing 3 watches. Is likely to be found in casual wards or lodging houses. Warrant issued. KENT. it.— West Mailing (^ ounty).— For em- bezzling £ 11— JOHN BREHONY, age 60, height 5 ft. 7 or 8 in., stout build, complexion fresh, hair and eyes grey, stoops; dress, brown coat suit, cap, lace boots. A clerk or foreman; native of Belfast. May be found on public works. Is fond of speak- ing of land surveying in Ireland. Usually stays at Temperance Hotels. Warrant issued. Information to Supt. FRYER ( wife of above), age 35 to 40, height about 5 ft. 8 in., good build, auburn hair, of smart appearance; dress, blue coat and skirt, trimmed scarlet and white, bright green silk petticoat, shoes with high heels. They rented a furnished house for one month, re- plied to advertisements in London papers for cooks, & c., and obtained money from persons to pay railway fares. Absconded 25th inst. Warrant issued.
