POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, NOVEMBER 8, 1907. VOL. XXIV., No. 2490. 1. All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THB EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. B. Portraits cf persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 8. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension » r recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any annotmke- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter 12 All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Olfice. 13. The Space being limited, announcements concerning " Missing persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted M follows: — ( a) All persons coming within Section 5, 7, or 8 of the Prevention of Crimes Act, 1871. ( b) All persons, at Assizes or Quarter Sessions, sentenced to not less than one month's im- prisonment, without option of a fine, for any of the offences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendary Magistrate's Court, sentenced to more than one month's imprisonment, with- out option of a fine, for any of the following offences: — Aliens ( Sec. 3 Aliens Act of 1905). Arson. Assaults with intent to rob Attempted burglary. Attempted larceny. Attempts to break into churches, houeei, • hops, warehouses, & c. Attempts to obtain good* and money by t false pretences. But all offenders of the first Division, and such of the second Division as have never been pre- viously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full nama and aliases, particulars of conviction, or con- victions if possible, also the No. published in the list of Habitual Criminals. A native of Copen- hagen, which place he left on 22nd ult. for Eng- land, in order^ to emigrate. Extradition warrant issued. 2.— Convict Supervision Office.— Licence- holder SIDNEY SMITH, Office No. 274- 99, Tabular Form, lst inst., not now wanted. 3.— D Division.— For obtaining £ 180. 4th ult., by false pretences— THEODORE BACH, age 21 ( looks older), height 5 ft. 7 in., square shoulders ( inclined to be round), complexion dark, long face, hair dark, clean shaved, eyes brown; well dressed in dark clothes, generally wears a silk hat. A native of Germany. Speaks English and French. Warrant issued. 4.— E Division.— For obtaining, by false pretences, 2nd August last, 2 sets of drawing instruments ( 1 in leather case, 1 in oak case), maker, " Stanley, Great Turnstile, London," thereon— JAMES DUNCAN, age 35, ne. ght 5 ft. 10 or 11 in., complexion, hair, and moustache dark, rather small face, wears glasses, Scotch accent; dreas, navy blue suit. APPREHENSIONS SOUGHT ( continued)— coat, believed velvet collar, silk hat, lace boots, carried a small new brown kit bag. He took a room at a hotel, and presented a card with " Hefiord & Shuttlewocd, Ltd., Laundry Engi- neers, Harvey Lane, Leicester," thereon, the following morning he asked for his bill and ten- dered a cheque for the above amount, drawn on the Hong Kong and Shanghai Banking Company, Ltd., 31 Lombard Street, London, by H. W. Fraser, in favour of W. Hertford, Esq., dated 22nd October, 1907. Believed to be identical with Eli Shuttlewood, a former partner in the above firm ( now dissolved). Has recently been on the Con- tinent, and may endeavour to leave the country. Warrant issued. Information to the Chief Constable, Bedford. Supposed a native of Tooting. He attends markets and sells butter- scotch. Ac- companied bv a woman. Stays at public houses. Warrant issued. Information to Supt. Goddard, Wokingham. BUCKING HA MS Hi RE. 11— Fenny Stratford ( County).— For stealing ( bailee) £ 1, 25th ult.— A MAN, age about 25, height 5 ft. 5 or 6 in., complexion sallow, thin face, hair black, moustache ( small) dark; dress, dark jacket and vest, dark grey trousers and cap, striped tie, 1 boot and 1 shoe. He represented himself as a canvasser for photographic enlarge- ments, received the above amount, and absconded under the pretext of getting change. Information to Supt. Lait, Fenny Stratford. CAMBRIDGESHIRE. 12.— Cambridge ( Borough).— For stealing silk from several shops, 16th ult.— A WOMAN, who gave the names of ALLEN, ADAMS, and LISTER, age 35 to 40, height 5 ft. 1 or 2 in., stout build, complexion fresh, hair brown; dress, dark grey three- quarter length jacket, black skirt, black sailor hat. ( Supposed identical with Mary Ann King, alias Giles, Jones, & c., Office No. 2443- 01.) 13.— Cambridge ( Borough).— For stealing 3rd ult., a vest ( recovered)— WILLIAM SMITH, alios ANDERSON, age about 24, height 5 ft. 6 or 7 in., stout build, complexion fresh, clean shaved; dress, dark blue jacket, brown vest and trousers, light cap, lace boots. Has been employed1 by a roundabout proprietor. Is said to belong to Strat- ford, Essex. Information to the Chief Constable, Cambridge. CHESHIRE. 14.— Birkenhead ( County).— For obtain- ing £ 1 10s. 3d. by false pretences at Whitby, 12th ult.— JAMES THRELFALL, alias SMITH, age 36 to 38, height 5 ft. 8 in., complexion fresh, hair dark, moustache dark brown; dress, grey plaid suit, hard felt hat, silk muffler, generally wears blue overalls, may be wearing a brown overcoat. A labourer. Stated he had served 18 years in the West Yorkshire Regiment. Warrant issued. Information to Supt. Sutherland, Birkenhead. 15.— Hazel Grove County .— For stea1- ing from his lodgings, 4th inst., at Bredbury, a black leather portmanteau; 1 pair brown leather leggings; 2 9 ct. gold rings ( 1 plain; 1 chased), repaired unevenly; 1 gun metal watch, white dial, black pointers— A MAN, age 21, height 5 ft. 3 in., slight build, complexion fresh, hair light brown, clean shaved, eyes brown, prominent and defective upper teeth, speaks with strong London accent; dress, dark jacket and vest ( white stripe), blue trousers tight fitting ( supposed Army Service Corps, stripe removed), light cap, large peak, red and black bow tie, brown lace boots, twice cut over toes, and the stolen leggings. A railway goods porter; supposed a native of London. Stated he has been in the Army Service Corps, from which he was recently discharged. Information to Supt. McHale, Hazel Grove. DENBIGHSHIRE. 16.— Denbigh ( County^.— For ofificebrpak- ing, 22nd ult.. and stealing a bicycle ( recovered)— DAVID OWENS, a Welshman, age 21, height 5 ft. 5 in., complexion fresh, hair dark brown, slight moustache dark, may now be clean shaved, eyes hazel, dots web of both hands; dtess, blue sertre reefer jacket and vest, cord trousers, dark cap, lace boots. A labourer, but served his apprenticeship as a mason. He served in the Royal Welsh Fusiliers from September, 1904, to February, 1905, and may re- enlist. Warrant issued. Information to Supt. DERBYSHIRE. 17.— Chesterfield ( Borough).— For obtaining 17s. 6d., by false pretences 12th Septem- ber last— CHARLES NORRIS, age 35 to 37, height 5 ft. 7 or 8 in., stout build, complexion fresh, hair ( slightly bald) dark, moustache dark brown, eyes dark ( right missing), may be wearing shade; generally wears shabby clothes, hard hat. A native of Manchester. He was employed by the Great Central Railway Co. as a canvasser for their Guide and Gazetetr, his agreement ter- minated in March last, but still calls on trades- men and obtains money. HEFFORD ( supposed false), age about 30, height about 5 ft. 9 in., complexion dark ruddy, clean shaved, of good address and smart appearance; wearing frock coat, silk hat. A notorious poacher; native of Blandford. Pre- viously convicted at Salisbury, Wimborne, Bland- ford, and Dorchester ( 25 convictions). Absconded 14th ult. Information to Supt. Elford, Blandford. DURHAM. 22.— Durham ( City).— For obtaining £ 25 and £ 20 by bogus telegrams, 30th ult.— — GRIEVSON, age about 26, height about 5 ft. 7 in., complexion dark sallow, long thin features, clean shaved, large mouth and nose, of Jewish appearance; dress, navy blue or dark suit, dark overcoat, black felt hat. HULME, age about 26, height about 5 ft. 3 in., complexion ruddy, round face; dress, dark suit and overcoat, black felt hat. Appearance of commercial travellers. They engaged a room at a hotel, 30th ult., then dispatched telegrams, one to a firm at Belfast, one to a firm at Hanley, purporting to be from their representatives, urgently requesting the above amounts to be wired to them, which was done, and on receipt of the orders they cashed' same at the General Post Office, and absconded. ( See Case No. 94, 30th August last.) Warrant issued. Information to the Chief Constable, Durham. 23.— Hartlepool ( Borough),— For stealing an umbrella ( recovered) and a cap; also for ob- taining lodgings by false pretences— L. H SVENDSEN, alias MARTIN, age about 35, height 5 ft. 9 or 10 in., complexion swarthy, long thin face, slightly blotched, high cheek bonas, hair and slight moustache dark, may now be clean shaved, one tooth left side of upper jaw missing; dress, dark brown suit, light grey cap, overcoat, strong lace boots, thick brown kid gloves, carried a small brown hand bag, initials " M. Accompanied by her husband; also 2 boys, ages 8 and 9; and a girl, age 3 years. Warrant issued. 26.— Southend' on - Sea ( County<.— For embezzling £ 100, June last— CHARLES COBBLES, age 30, height 5 ft. 3 or 4 in., com- plexion dark, hair dark brown, eyes brown, clean shaved; wearing breeches, gaiters, and cap. A native of Suffolk. Last seen at Purfleet, Essex, during last week, hawking rabbits from a pony and cart. Warrant issued. Information to Supt. Pryke, Southend- on- Sea. Warrant issued. 29.— Bristol ( City).— For stealing £ 8, 2nd ult.— MARKS PATKIN, a Russian Jew, age 17, height about 5 ft. 5 in., complexion dark, slightly freckled face, hair black, curled on, forehead; dress, dark suit, light cap. Hawkins, Aldershot. 31.— Fare ham ( County).— For stealing various articles of furniture and1 bed linen ( partly recovered)— WILLIAM HANDEL, age 27, height 5 ft. 8 in., complexion fair, hair dark brown, moustache ( slight) dark; dress, navy blue saiit, old black . and white cap, army boots— BETTY HANDEL, age 24, height 5 ft. 3 or 4 in., complexion ( blotchy) fair, hair brown, eyes crossed; dress, grey coat, white blouse, navy blue skirt, red petticoat, brown felt hat, trimmed feathers ( representing a bird), may be wearing a light brown mackintosh. Carman, Fareham. 32.— RimtfWOed ( County).— For stealing 24th August last, at Mudeford, a boat ( recovered) — ERNEST FROST, age 29. height 5 ft. 1 or 2 in., complexion dark, hair dark brown, small mous- tache dark, eyes supposed blue, tattooed on one arm; dress, blue suit, peak cap. A labourer or hammerman ; native of Kilmarnock. He failed to surrender to his bail, 29th uffc. Has served in the Army. Warrant issued. Not to be arrested out of the United Kingdom. Bl— Lutterworth ( County).— For obtain- ing by false pretences, 8th ult., at Ullesthorpe, 6 bullocks ( recovered)— HARRY CARVELL, age 28, height 5 ft. 9 or 10 in, slight build, com- plexion pale, hair dark brown, moustache ( slight) dark, eyes brown, of consumptive appearance; dress, dark pepper and salt colour mixture jacket suit. A painter; native of London. Has also been employed as a clerk. Is believed to have with him his two sons— Sidne}', age 7 years, and Sonny, age 4 years. The above photograph was taken about 5 years ago. Warrant issued. The above reward will be paid by the Chief Constable of Leicestershire, to any person giving such information as will lead to the arrest of Carvell. Information to Supt. Childs, Lutterworth. APPREHENSIONS SOUGHT ( continued)— HAMPSHIRE. 35.— Woolston [ County).— For obtaining Is. by false pretences, 28th ult.— JOHN DYER, age 35 to 40, height 5 ft. 9 or 10 in, square shoulders, drooping moustache light, very deaf. Has served in the Royal Garrison Artillery and Cameron Highlanders. He calls upon persons con- nected with the Soldiers' Aid Society, and obtains assistance by representing that he has been recom- mended by a local minister or other person. Warrant issued. ( County).— For stealing from East Farleigh, 22nd ult, a pair of Goertz prismatic field glasses, black leather, red satin lined case, containing 3 briar pipes ( 1 with amber, 1 buckshorn, and 1 vulcanite mouthpiece)— Licence- holder JOSEPH BASSETT, alias WALTERS, FOSKETT, FOSTER, HARRIS, & c.
