All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is off ered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. , Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at p. cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost c/ engraving sketches. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. LTIOW s. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes paiticulars concerning delinquents or stolen propei- ty to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12 All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. 2' hc Space being limited, announcements concerning " Missing Persons " are only accepted on payment, but insertion in the next or any subsequent issut cannot be guaranteed. SPECIAL NOTICE. IN certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the finger prints alone being sufficient for the purpose ; but if a photograph is applied for, or if, in any rare case, it should be re- quired to complete the identification, the cost will be charged to the Police Force interested. Warrant issued. 7.— X Division.— For stealing from bis lodgings, 12th inst., a gold watch and chain ( re- covered)— EDWARD NOEL CRAVEN, age 17 ( looks older), height 5 ft. 7 in., complexion fresh, hair ( curly) light, eyes blue, wears glasses; drees, grey jacket suit, motor cap, lace shoes. FRUZINSKY, a Ger- man or Russian, age 35 to 40, height 5 ft. 8 in., well built, complexion fresh, round face, promi- nent forehead, hair ( closed cropped) and mous- tache ( rather heavy, brushed up at ends) light, speaks broken English; dress, dark morning coat suit, hard felt hat. Warrant issued. L." supposed1 tattooed on left forearm; dress, blue jacket, faded blue fancy vest, believed white spots, red lining, blue striped tweed trousers, white muffler, dark cap. A tramping labourer; supposed a native of Kingston, Surrey. Stated he had served in the Army. May be found in common lodging or low beer houses. Warrant issued. DUMFRIESSHIRE. 13. — Dumfries ( County). — For fraud and uttering — ERNEST PRITCHARD HENRY LEECH, alias LEACH, age 27, height 5 ft. 5) f in., complexion fresh, hair dark brown, eyes blue, large scar above back of left wrist, scar left fore finger, circular scar above front of right wrist, V shaped scar right forefinger, scar above centre of left elbow; dress, blue jacket suit, blue tie, brown boots, had' in his possession a black hard felt hat, greenish check cap, new drab colour mackintosh and a yellow travelling bag; also a cheque book on the North of Scotland Bank, Dumfries, Nos. For soling a gold chain and a gold ring— THOMAS THOMAS, alias JOHN JONES, age about 40, height 5 ft. 7 or 8 in., slight build, complexion dark, long thin face, hair black, small moustache dark ; dress, dark jacket and vest, trousers of lighter material, black and white check muffler, light cap. A farrier, may seek employment at a colliery. Apprehended ( See Case No. 109.) Warrant issued. 16.- Cardiff ( Citv).— For st « aline a gold albert ( recovered, in pledge)— J. WOODS ( sup- posed false), age about 30, height 5 ft. 4 to 6 in., complexion fair, hair brown, moustache light; dress, grey tweed suit, Norfolk jacket, grey cap. He called at a jeweller's shop and asked to be shown a watch that was in the window, selected one, and requested to view a gold albert, he was shown several and eventually selected one which he asked to be placed with the watch, then made an excuse to leave the shop to cash a cheque at a bank, as he had not sufficient cash to pay for the articles selected. GLOUGES TERSHIRE. 17.— Bristol ( City)— For an offence under the Merchant Shipping Act, 1907— MATTHEW ACORN, age 51 ( looks older), height 5 ft. 6 or 7 in., slight build, hair and moustache dark ( turn- ing grey), carries his head down when walking; dress, blue serge suit and cap. A seaman; native of Wiltshire. He signed articles in the s. s. Bristol City, Nth ult., received an advance noto for £ 2, which he negotiated, sailed to Cardiff, where he deserted tho vessel before the note became payable. Warrant issued. HAMPSHIRE. 18.— Woolston ( Coun* y). — For obtaining 10s., by false pretences at Eastleigh, 26th ult.— GEORGE ROWE ( supposed false), age about 23, height 5 ft. 6 or 7 in., complexion fair, hair brown, clean shaved, basket tattooed back left hand, woman dressed as a sailor with flag around waist left forearm; dress, blue serge suit, dark check cap, brown boots, blacked over. He repre- sented that he was an agent for a firm of drapers from a neighbouring town. Warrant issued. Information to Supt. Davis, Woolston. HEREFORDSHIRE. is.— Ledbury ( County).— For stealing, 9th inst., at Bosbury, 12 fowls, and 2 baskets, " Mar- garine " written" in one— EDWARD GREY, alias THOMAS WOOLLEY, age about 39, height 5 ft. 7 or 8 in., complexion fair, hair brown, heavy moustache light, eyes grey, tattoo marks both fore- arms, sailor supposed on left; dress, light grey jacket, black vest, white cotton cord trousers, dark grey cap, old boots. A farm labourer or hop drier. Warrant issued. 20.— Ledbury (— For stealing. 14th inst., a slate coloured waterproof coat— A MAN, age about 40, height 5 ft. 9 or 10 in., round shoulders, complexion, hair, and eyes dark, upper front teeth missing, impediment in speech, carries his head downwards; dress, slate coloured water- proof coat, brown jacket and vest, cotton cord breeches and leggings, strong lace boots. HER TFORDSHIRE. 21.— St. Albans ( County).— For obtaining £ 2 10s. by a fictitious cheque, 24th ult.— CHARLES ESDAILE WYATT, age about 40, height 5 ft. 3 or 4 in., complexion fair, hair light, moustache sandy, first joint of one left finger miss- ing; dress, fawn colour covert coat, navy blue suit, green mixture cap, heavy brown boots, which appeared to have been blacked over. Warrant issued. 23 — Watford ( County).— For obtaining 5p. by false pretences at Chorleywood, 27th ult.— — A MAN who gave the name of YOURES, age 45 to 50, height 5 ft. 8 or 9 in., complexion, hair and slight moustache dark; wearing black overcoat, trousers and hat. He calls on private persons or tradesmen and represents that he is a dealer in vegetables, fruit, cheese, butter and bacon, and that someone has given him a large order. He induces the indi- vidual to give an order to make up a truck load, obtains a deposit and decamps. Warrant issued. Information to Supt. Wood, Watford. KENT. 24.— Sea brook ( n" ur> ty).— For stealing, about 20th ult., at Shorncliffe Camp, a light tweed suit, nearly new; 1 pair brown boots; 7 white shirts, " Officers' Mess, Royal Scots, No. 4, 2.5.07 in black ink on fronts— GEORGE HARVEY, age 22J, height 5 ft. 5i in., complexion fair, hair light, eyes blue, scar left groin ; wearing the stolen suit and shirt.— WILLIAM CALLENDER, age 21, height 5 ft. 8£ in., complexion pale, hair and eyes brown, 4 small circular scars small of back, sear top of left middle finger; wearing plain clothes. Both belong to the Royal Scots. Warrant issued. Information to Supt. Hollands, Seabrook, Hythe. 25. — Ramsoate ( Borough). — For wilful disobedience while an apprentice in the Sea Fishing Service, lst inst.— ALBERT MULLINS, alias DAVIS, age, 18, height 5 ft. 6 in., com- plexion fresh, hair light, eyes ( supposed) blue, figures of women supposed tattooed on one forearm, dress, black jacket and trousers, blue guernsey, P. k O. cap, lace boots, carried a black shirt bag, containing clothing. A native of Chatham. Ab- sconded 2nd inst. He came from Chatham Union about 4 years ago, stated he was going to London to obtain a berth on a Hull or Grimsby steam trawler trading up the Thames. Warrant issued. 26.— Rsamsgate ( Borough).— For obtaining wood, by falso pretences, 27th ult.— FREDERICK CHARLES BINGHAM alias WILSON, age - 13, height 5 ft. in., stout build, complexion fresh, hair dark brown ( bald on top), eyes hazel, scar over light eye, right forefinger and forearm, ad- dicted to drink. A carpenter. Absconded 2nd inst., stated he was going to Canterbury. Warrant issued. Information to the Chief Constable, Ramsgate. Information to the Head Constable, Criminal Investigation Department, Liverpool. 28. — Manchester ( City).— Licence- holder ELIZABETH C LARKfc, Office No. 276L- 99, Case No. 99, 13th inst., not now wanted. 29.— Southport ( Borough).— For embezzl- ing £ 41 17s. 8d., 22nd July last— RICHARD WILLIAM DEWSON, age 26, height 5 ft. 8 in., complexion fresh, hair and moustache dark brown, eves grey, tatto marks, " IVBSSR " under daggers left forearm, butterfly left wrist, scar right knee can, bald dent in head near crown; dress, dark clothes and bowler hat. A Reservist of the 2nd Royal Warwick Regiment. He was wounded in South Africa, and is said to suffer from severe pains in the head. May endeavour to leave the country; has relations in Australia. Absconded 24th July last, his luggage was marked " Richard Carr." Warrant issued. Information to the Chief Contable, Southport. NORFOLK. 30.— Lodden ( County).— For stealing ( bailee) 7th inst., a " New Hudson" bicycle, " No. B 69979" or " B 64483" stamped on saddle lug, black frame, lined red and white, flat handle bar, forward lug, free wheel, 2 roller lever brakes ( front one out of repair), rat trap pedals, plated rims, black centres, red lines, clipper Reflex beaded edge tyres— HARRY BARRATT, age about 24, height 5 ft. 7 in., thick set, complexion fresh, red face, hair light, clean shaved, eyes brown, large mouth, upright bearing; dress, dark tweed suit, brown shoes. OXFORDSHIRE. 31.— Witney ( County).— For housebreaking 16th inst., at Ramsden, and stealing a dark check jacket and trousers; 1 light grey cap; 1 pair nailed boots, recently repaired; 1 red silk neckerchief; and Is.— A MAN, age about 40, height 5 ft. 7 or 8 in., hair, beard, and heavy moustache sandy; wearing the stolen clothing. SHROPSHIRE. 32.— Bridgnorth ( County).— For stealing f( rom p. dwelling house at Highley 8th i\ nat. £ 7 17s. ; an old silver lever watch, round gold seal, works on a swivel, green stone one side, red the other; 1 gold keeper ring, much worn — JAMES NIXON, Office No. 1231- 06, age 22, height 5 ft. 2£ in., complexion fair, hair and eyes brown, scar right cheek and on forehead, cross, " Madge," heart and sword, left forearm, lst right finger de- formed; dress, dark navy blue suit, double- breasted vest with collar, tight fitting trousers, or may be wearing grey knickerbockers.
