W. particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are tufficient to enable action to b « taken upon them by another force. • . Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in Question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment, must be given, and the exact conditions must bt clearly stated. • . Portraits of persons whose apprehension is sought for serious offences, und engravings of stolen property, will be inserted at a cost of 7s per portrait, and of 6.1. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from Ht to 109 - 4 remittance of 5s should be made in the first instance for cost of engraving sketches. 9. Every announcement, if for the apprehension of a person, must be guaranti ed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief ojficer of police, or hi I immediate deputy, of the county, city, or borough, as the case may be. * JC x. o> zw s 7. 10. tl. ii it Announcements concerning stolen property must be guaranteed by on ojflcir of not less rank than Inspector, or analogous thereto. Announcements of all persons to be apprehended or of stolen property bear 4 number, and as far at practicable they they are alphabetically arranged by counties The force which causes particulars concerning delinquents or stolen property tc be inserted in the POLICI GAZBTTI, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to tki number of the announcement, for insertion in the next issue. In all cases the officer signing the request for the insertion of any annouc*- ment will be wholly responsible for any proceedings which may result front such publication. Announcements for the Friday issue should be forwarded so ai to be received not later than noon on Wednesday, arid for the Tuesday edition not later than Saturday morning. They must be clearly written on one tide of the paper only; they must be in the usual form, and accompanied by a covering letter. All payments must be in advance, either at the office. New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Potl• Office. The Space being limited, announcements concerning " Missing Per torn " are only accepted on payment, but insertion in the next or any subsequent' issue cannot be guaranteed. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery ol property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private nersons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( a) The amount of the reward. ( J) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. (< 2) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement in relation to property stolen, or criminally taken or disposed of, holdine out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularlydirected to the conditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 191 Stations of the Metro- politan Police Force at which Notices can be posted. A groom; supposed a native of Islington. Is a Reservist of the Army Service Corps. May be found at horse repositories. Is now in South Wales with an uncle, who is foreman at an iron works. A butcher ; native of Audlem, Cheshire. May be found at Abattoirs. He was entrusted to sell 2 cows and 10 sheep at Crewe Auction, 17th June last, and absconded with the amount realised. A canteen singer; native of Oldham. May endeavour to enlist in a band. Information to Supt. A native of Gosport; has served in the Navy. May be found hawking fruit or seek em- ployment on a merchant vessel; frequents low public houses and stays at common lodging houses. He was entrusted with bananas for sale and absconded with the proceeds. Warrant issued. Information to Supt. OXFORDSHIRE. 22. — Banbury ( Borough.). — For obtaining food and lodgings by false pretences, 15th inst.— JAMES KNOWi- EfcS, age about 3.., heigtit about 5 ft. 8 in., complexion fresh, hair and moustache dark brown, one left finger crooked; dress, black coat and vest, dark striped trousers, black hard felt hat, old lace " K" boots. RENFRE WSHIRE. 23.— Paisley ( County). — For stealing 22 fleeces of wool, 25th or 26th ult. — JACOB ALLEN, age about 25, height about 5 ft. 10 in., slight build, complexion fresh, small feminine features, hair and slight moustache brown ; dress, dark clothes and cap, blue muffler with white spots — — HALLIDAY, age about 30, height about 5 ft. 11 in., stout build, hair and moustache light, slight imperial beard, prominent nose, English accent; dress, dark tweed jacket and vest, dark cord trousers, dark cap, blue muffler with white spots, has served in the Army. STAFFORDSHIRE. 24.— Newcastle - under- Lym e ( Borough).— For obtaining, by false pretences, 13th inst., a " Rover " road racer bicycle, dropped handle bars, wide front brake ( Phillip's quick fit), top of front forks enamelled black, fixed wheel, front tyre patched, " James Graham, warranted" on tyres, pin missing from driving wheel, bright spring under saddle, bell and black pump attached — JOE HEMMINGS ( supposed false), age 22, height 5 ft. 5 or 6 in., hair and eyes brown, clean shaved, 1 upper tooth missing, bridge of nose appears to have been injured, 4 dots left forearm. 1 left finger injured ; dress, dark coat and vest, black or dark cycling knickers, patch on knee, blue tie with white spots, cycling stockings, brown lace boots. SUSSEX ( East). 25.- Patcham ( County).— For stealing, 9th or 10th inst., a " Popular " safety bicycle, nearly new, 22 in. frame, 28 in. wheels, BoTQiwell tyres, Perry's free wheel, rat- trap pedals, 2 double roller lever brakes, transfer " Geo. Franklin, Blackburn," on head and rear mud- guard, tool bag containing spanner attached— ERNEST HERTAGE, age 24 or 25, height 5 ft. 4 or 5 in., complexion and hair very dark, clean shaved, impediment in speech; dress, grey suit, tight fitting, and cap. A stable- man. He offered the machine for sale at Shoreliam, 10th inst. Warrant issued. Information to Supt. Dalmon, Patcham. 26.— Eastbourne ( Borough).— For obtain- ing £ 2 4s. by false pretences, 17th and 19th inst. — A WOMAN, who gave the name of HALL, age about 40, height about 5 ft., complexion pale and haggard, hair dark; dress, black skirt and jacket, black sailor hat, black band. Stated she came from Marlow, and that she had buried her husband 15th inst., was without means, had some insurance money due, owing to arrears was unable to get same, thereby obtained the above amount and absconded 19th inst. Warrant issued. 27.— Eastbourne ( Boroug/ i— For stealing ( servant) £ 2 12s., 10th inst.— — MIDDLETON, age about 30, height about 5 ft. 10 in., complexion dark, hair black, moustache dark, profusely tat- tooed both arms; dress, blue serge suit, plaid cap, brown lace boots. A shoemaker; stated he came from Margate. May be found at common lodging houses. Warrant issued. Information to Major Teale, Chief Constable, Eastbourne. WAR WIGKSHIRE. 28.— Birmingham ( City).— For obtaining 3 governess carts and 4 sets of harness, by false pretences— EDWARD CAVILL, age 38 to 40, height 5 ft. 9 in., complexion fresh, hair and eyes dark brown; dress, usually tweed suit, of smart appearance. A horse dealer and job master; supposed a native of Harwich. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Birming- ham. YORKSHIRE ( East Riding). 29. — Hull ( City). — WILLIAM T. LARN- BERT, Case No. 49, 19th April, 1901. Warrant cancelled. YORKSHIRE ( West Riding). 30. — Donoaster ( County). — For stealing £ 2 2s. from his lodgings at Thurnscoe, 13th inst. — ALBERT DEYONPORT, age IS, height 5 ft. 2 in., complexion dark, hair dark brown, eyes brown, teeth badly decayed, blue marks near left elbow ; dress, blue serge suit and cap, red neck- erchief. lace boots. A coal miner; supposed a native of Hyde. Warrant issued. Information to Supt. Hickes, Doncaster. 31 .— Pontefract ( County) — For house- breaking— JOHN WALKER, age 45, height 5 ft. 6 in., complexion fresh, hair and moustache black ( turning grey), eyes brown ; dress, dark suit and cap. A cowman or farm labourer. Late of Hemsworth. Absconded 10th inst. Warrant issued. Information to Supt Hollis, Pontefract. 32.— Wakefield ( County).— For obtaining £ 1 8s. 4d. by false pretences, 19th ult.— GEORGE UTTLEY, age about 40, height about 5 ft. 10 in., stout build, complexion fresh, round bloated face, hair and moustache light brown, eyes grey, left arm shorter than right, talkative, converses well on gardening ; dress, old brown jacket and vest, new grey trousers with broad green stripe, small tie, cap. States he has been well educated and that his father was a Vicar in Lancashire. He advertised pigeons for sale through the Exchange and Ma* t, from Thurmeston, Leicestershire, where he stayed a short while prior to 9th inst., he received several postal orders but failed to supply the pigeons. Warrant issued. Information to Supt. Lawson, Court House, Wakefield. 33 — Bradford ( City).— For stealing from his lodgings, between 24th ult. and 2nd inst., a lady's 18 ct. gold watch, gold face, engine turned case, 1 18 ct. gold chain, cable pattern, attached— MARCEL G. SEELEY, alias ARTHUR AN- DREWS, age 18, height 5 ft. 2 or 3 in., slight build, complexion pale, high cheek bones, hair dark brown, clean shaved, eyes grey, impedi- ment in speech, appearance of a foreigner ; dress, dark grey suit, straw hat, lace boots, occasionally wears gold- rimmed glasses. A clerk. He takes lodgings stating he is on a holiday from London and has come to visit mills in the district for the purpose of learning manufac- turing business. Frequents good class hotels. A BERDEENSHIRE. 35.— Aberdeen ( County).— WILLIAM GILMOUR, Case No. 7, 26th ult., is identical with CHARLES HENRY McDERMOTT, alias JOHN DALBY, THOMAS GREGINSON, SMITH, and BEARD, Office No. 2596- 02, age 41, height 5 ft. 8f in., complexion dark, hair and eyes brown. A carrier; native of Manchester. Has been convicted at Edinburgh, Salisbury, Stafford, Manchester, Chester, and at Central Criminal Court, all having reference to fraudulent horse transactions.
