XXIV., No. 2452 All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THB EDITOB O » THE POLICI GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 1. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them, by another force. S. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 6s,. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 6). to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. • 0. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name ol such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer ol police, or his immediate deputy, of the county, city, or borough, as the case may be. LTionrs. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 6. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they they are alphabetically arranged by counties. 8. The force which causes particulars concerning delinquents or itolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to thi number of the announcement, for iniertion in the next iisue. 10. In all cases the officer signing the request for the insertion of any onnouce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so at to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering Utter. 11 All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Foil Office. II. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. APPREHENSIONS SOUGHT SPECIAL NOTICE. The amount of stolen property at present " circu- lated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very considerably. It has been decided, therefore, to discontinue the " cir- culation " in Informations and Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Con- stables are requested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circula- tion " of the particulars they contain is not desired. The same course will be followed with respect to property lost and persons missing. CARNARVONSHIRE. 14— Conway ( County).— For obtaining £ 3 by false pretences, 3rd inst., at Llandudno— HERBERT CARTER, age 55 to 60, height 5 ft. 5 in., hair, whiskers and moustache, dark ( turning grey), very plausible ; dress, blue coat and vest, brown tweed trousers, dark brown soft felt hat, brown boots, wearing a cheap watch chain and ring. An upholsterer; native of Devonshire, carries his tools in a leather bag. For many years he was employed in London and Manchester. Warrant issued. Information to Supt. Rees, Conway. CHESHIRE. Ih.— Broxion ( County).— For shopbreaking, 7th inst., at Waverton— A MAN, age about 26, height 5 ft. 2 in., complexion fresh, hair light brown, recent cut, about 2 in. long, on right fore- arm, speaks with a strong Scotch accent; wearing dark clothes and cap. Supposed a native of Glas- gow. Information to Supt. Hicks, Broxton. 16.— Crewe ( County).— For stealing a watch and chain ( recovered), at Newcastle — JOHN • FAIRLEY, age 27, height 5 ft. 6 in., complexion fresh, hair brown, slight moustache dark; dress, dark suit and cap, button boots. A native of London.— GEORGE F. HOGAN, age 22, height 5 ft. 6 in., complexion dark, round face, hair dark; dress, dark suit, cap, brown lace boots. They took lodgings at Crewe, stated they were employed by a firm of photographers. Warrant issued. Information to Supt. GLAMORGANSHIRE. 22.— Neath ( County)— For embezzling £ 12 Is., 13th ult.— ISAAC EDWARDS, age 40 to 45, height 5 ft. 7 or 8 in., hair ( rather thin) light brown, moustache light, inclined to be corpulent, of nervous disposition. A commercial traveller; late of Swansea. Warrant issued. Information to Supt. Menhinick, Neath. GLOUCESTERSHIRE . 23.— Bristol ( City).— For stealing a quantity of iron ( recovered)— JOSEPH NORMAN, alias MORMAN, age about 34, height 5 ft. 10 in., com- plexion sallow, hair dark brown, burn scar inside right elbow and back of wrist, faint dot inside right forearm, burn scar outside left forearm, several small do. both legs, 1 long and I small scars on forehead, and scar outer corner of left eyebrow ; dress, dark coat and vest, light trousers, old lace boots ; may be found selling firewood or gathering rags. Absconded l4th inst. Warrant issued. Not to be arrested out of the Umited Kingdom. 24.— Bristol ( City).— For obtaining by false pretences, 3rd inst., a pair of brown Derby boots, with toe caps, size 7, second hand— SAMUEL BALL, age 28, height 5 ft. 6 in., complexion sallow, hair dark, moustache dark auburn, rather large nose, bald patch on each temple; wearing dark clothes and cap, supposed black muffler. A tinworker. He called on a woman and represented that her son had sent him for the boots to be re- paired. He is tramping the country. On the 12th inst. he left Dursley and stated he was going to Gloucester. Previously convicted at Cullompton and Stroud of travelling on the railway without paying his fare. Warrant issued. HAMPSHIRE. 25.— Fareham ( County).— For obtaining by a worthless cheque, drawn on the Wilts and Dorset Bank, Southampton Branch, 13th inst., a roan mare, 4 years, 14 hands 2 in., slight build, chests nut head, dark mane and tail, black legs, near hind heel white, few white hairs end of tail, docked and trimmed— WILLIAM ROSS, alias BROWN and BLAKE, age 30 to 33, height 5 ft. in., com- plexion fresh, hair dark brown, heavy moustache brown, eyes grey; dress, brown plaid suit, sup- posed green squares, dark grey overcoat, grey cap. Carman, Fareham. 26.— Woolston ( County).— For obtaining by a worthless cheque, on 13th inst., a Ralli car, very dark maroon, picked out white, Cee springs, springs at back, rubber tyres, brass wheel caps, " Parr, Southampton," engraved thereon, movable seat with three cushions, one of which has 3 buttons missing, crest lion and stag's head on each side of car, brass fittings, a pair of black enamelled brass- mounted lamps; a set of black harness, brass mounted; and 1 carriage whip — WILLIAM BROWN, alias W. Information to the Chief Constable, Portsmouth. 28.— Southampton ( Borough).— For steal- ing 3 horses ( recovered)— JAMES WILLIAMS, age 60, height 5 ft. 9 in., stout build, complexion ruddy, hair and whiskers ( turning grey) brown; dress, dark coat and vest, light breeches and gaiters, light mackintosh, black hard felt hat, flat on top. LANCASHIRE. 29.— Bury ( County).— For failing to report— Licence- holder PATRICK MACDONALD, Office No. 601- 07, age 25, height 5 ft. 5i in. complexion fresh, hair black, eyes hazel, scar above right eyebrow, mole left side neck, " P " back left hand. CLARK- SON, age 30 to 35, height 5 ft. 9 in., stout build, complexion fresh, round features, hair and heavy moustache very dark, eyes blue, speaks fluently; dress, blue serge suit, bowler hat. He calls on milliners, and induces them to become sole agents for a marking ink, on their accepting the agency the conditions are that a gross of the ink be purchased, for which he obtains payment and gives a receipt, then states he will fit mirrors with an advertisement relating to the ink thereon, and promises to pay £ 4 4s. a year if they are allowed to remain in the shop. NORFOLK. 31.— East Dereham { County).— For steal- ing £ 90, 10th inst.— ELIZA MARION BUN- NETT, age 22, height 5 ft. 4 or 5 in., stout build, complexion sallow, hair and eyes dark, full face, two large teeth in front, wears glasses ; dress, blue costume, long blue grey coat, blue hat trimmed flowers and black velvet round rim ( mushroom shape), large white feather boa, all new, wearing gold bangle, watcli on one wrist gold bangle on the other. ' [ 32.— Northampton ( Borougn).— For steal- ing ( bailee), lst inst., a lady's bicycle ( re- covered) — A WOMAN, who gave the name of PAGE, age 22 to 24, height 5 ft. 3 or 4 in., complexion and hair dark; dress, light grey costume, light straw hat. She sold a bicycle here, which had been hired at Northampton, and the bicycle obtained in this Borough was sold at Rugby. Warrant issued. Information to the Chief Constable, Northamp- ton. NOTTINGHA MS HIRE. 33. — Nottingham ( County). — For an offence against the Bankruptcy Act, at Rolleston — WILLIAM WALTER HALL, age 38, height 5 ft. 3 or 4 in., short beard and moustache, in- clined to sandy, may be clean shaved, leans slightly to right side owing to congenital curvature of spine, left leg shorter than right, sole 3 in. thick on left boot, walks with a stick. SHROPSHIRE. 34.— Wellington ( County).— For embezzl- ing £ 1 10s„ 13th inst.— LINGI PERRELLI, an Italian, age 38, height 5 ft. 4 or 5 in., complexion sallow, hair and heavy moustache very dark; dress, dark square cut jacket, dark overcoat, blue knitted guernsey, light trousers, dark peak cap, fancy red and green muttler, strong lace boots. SPEARMAN, age about 22, height 5 ft. 6 or 7 in., stout build, hair dark brown, clean shaved, lisps slightly, well educated, of naval appearance; dress, green mixture striped suit, green slouch hat, brown boots Has served in the Royal Navy. No. 1217- 04, age 20) LANCASHIRE. height, 5 ft. 11 in., complexion fresh, hair and eyes brown. Has committed numerous larcenies from ships in dock at Liverpool during the past 3 years, and is believed to be wanted elsewhere. See Weekly Convict Lists for 1904, page 198. Information to the Head Constable, Liverpool. PORTRAITS OF PERSONS WANTED. METROPOLITAN POLICE DISTRICT. 37.— 5 Division.— For obtaining £ 43 2s., by a worthless cheque, No. B566086, on the L. & S. Western Bank, Earl's Court Branch, 27th ult.— GEORGE STANTON TRELOAR, alias THEO- DORE CAMPBELL, Office No. S 74073, age 57 ( looks younger), height 5 ft. 6 in., slight build, com- plexion pale, hair ( turning grey, bald on crown) brown, eyes bluish grey; dress, frock coat, grey trousers, silk hat. He calls on the principals of boarding and high- class schools, represents that he is attached to the Civil Servioe or an Indian Bank, and has two sons or daughters he wishes to place at the school, discusses terms, makes arrangements, and requests that the account may be prepared by the next day. He calls as arranged, states that he has been suddenly re- called to India, and wishes to settle about the children. On the account being presented he expresses surprise that it is not more, and in payment tenders a cheque for £ 40_ to £ 50 in excess of the account, and asks for the difference, Principals of boarding and high- class schools should be warned against this man, and asked to entertain him if he calls, and inform the police.
