All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR- OF THE POLICI GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. I. particulars concerning persons whose apprehension is sought will be inserted in one issue o/ the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 1. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4 In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 8. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7t. per portrait, and of 5s.. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 6i. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 9. Every announcement, if far the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. T 3C O BT 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to tht number ol the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any annouce- ment will be wholly responsible lor any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. _ They must be clearly written on one side of the paper ordy; they must be in the usual form, and accompanied by a covering letter. 11 All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. II. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the coBt of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. Warrant issued. 4.— K Division.— For forging orders for the delivery of pianos to bogus customers — FREDERICK BANKS JONES, age about 31, height 5 ft. 9 or 10 in., slight build, complexion fair, thin features, hair ( curly) brown, moustache light, eyes blue , stoops slightly; dress, dark clothes. A pianoforte tuner; supposed a native of London. He was employed as agent for a London firm of pianoforte manufacturers. Is said to have been con victed of embezzlement at Cardiff about 2 years ago. Accompanied by his wife, age 30, slight build, complexion fair; and two girls, age 4 years and 9 months respectively. Warrant issued. CITY OF LONDON. 5.— For obtaining cie lit while an undischarged bankrupt— WILLIAM CHAMBERS, age about 65, height 5 ft. 4 or 5 in., slight build, complexion pale, hair, moustache, and pointed beard grey, of haggard appearance. Supposed a native of Glas- gow. Information to Supt. Hicks, Broxton. 11.— Crowe { County).— For stealing a watch and chain ( recovered), at Newcastle — JOHN FAIRLEY, age 27, height 5 ft. 6 in., complexion fresh, hair brown, slight moustache dark; dress, dark suit and cap, button boots. A native of London.— GEORGE F. HOGAN, age 22, height 5 ft. 6 in., complexion dark, round face, hair dark; dress, dark suit, cap, brown lace boots. They took lodgings at Crewe, stated they were employed by a firm of photographers. Warrant issued. Information to Supt. DENBIGHSHIRE. 15,— Colwyn Bay ( County).— For stealing from his lodgings, 5th inst., a dark grey overcoat, sac back, black buttons, nearly new; 1 black serge overcoat, much worn; 1 pair lace boots, size 9, sqrare toes, nearly new ; 1 pair do., size 8, pointed tees, recently soled and heeled— DANIEL OWEN, a Welshman, age 24, height 5 ft. 5 in., complexion ruddy, hair ( curly) light, clean shaved, eyes blue, carries his head on one side ; dress, grey tweed coat and vest, light breeches, brown cap, black leggings. DURHAM. 17.— Castle Eden ( County).— For stealing, 31st. ult., at Hatswell, a pony ( recovered) — THOMAS ALEX PATTON, alias MOORE, THOMPSON, FRANKLAND, and DIXON, age 21, height 5 ft. 9 or 10 in., complexion fresh, hair brown, eyes ( cast in left) blue, red scar back of left wrist, ends of middle and 3rd left fingers crushed, scar right temple and top of head, 2 marks below left elbow; dress, navy blue jacket suit, dark tweed cap, supposed wearing a muffler. He took lodgings, represented that he was employed at the Co- operative Stores, asked permission to go to his roam to wash his hands, stole the property and decamped. ESSEX. 20. — Grays ( County). — For stealing, 8th inst., at Little Thurrock, a " Rover " bicycle, very low, black enamelled frame, plated rims, free wheel, two brakes, front one broken, metal pedals with toe clips, dropped handle bars, cork grips, bell attached— A MAN, age 21, height 5 ft. 1 or 2 in., broad shoulders, complexion fresh, hair brown, bow legged; dress, black frock coat, shortened, dark grey trousers, dark cap with large peak, dark neckerchief, nailed boots. He has travelled with a street organ, and sometimes sells books of songs in the street. Warrant issued. Information to Supt. Jordan, Grays. GLAMORGA NSHIRE. 21.— Neath ( County) — For embezzling £ 12 Is., 13th ult.— ISAAC EDWARDS, age 40 to 45, height 5 ft. 7 or 8 in., hair ( rather thin) light brown, moustache light, inclined to be corpulent, of nervous disposition. A commercial traveller; late of Swansea. Warrant issued. Information to Supt. Menhinick, Neath. 22.— Cardiff ( City).— For stealing. 25th ult,' a pair of boots ( recovered)— WILLIAM PEARCE, Office No. 319- 06, age 21, height 5 ft. in., com- plexion fair, hair dark brown, eyes blue, anchor and 2 dots right, " T. P. W. P." and dot left fore- arm. Sentenced at Bristol Sessions, 24th October, 1906, to 6 months hard labour for housebreaking. Also suspected of stealing an overcoat and a pocket knife. Is known at Pontypridd, where he is supposed to have gone, after committing the offence. Warrant issued. 23. — Cardiff ( City).— For stealing £ 5 2s., 29th ult.. and £ 6 5s., 30th ult.— ERNEST DAVID, age 22, height 5 ft. 5 in., slight build, complexion fair, long face, hair ligbt, clean shaved, prominent forehead. A clerk ; supposed a native of Cardiff. Warrant issued. Information to the Head Constable, Cardiff. GL OUCES TERSHIRE . 24.— Bristol ( City).— For obtaining by false pretences, 3rd inst., a pair of brown Derby boots, with toe caps, size 7, second hand— SAMUEL BALL, age 28, height 5 ft. 6 in., complexion sallow, hair dark, moustache dark auburn, rather large nose, bald patch on each temple; wearing dark clothes and cap, supposed black muffler. A tinworker. He called on a woman and represented that her son had sent him for the boots to be re- paired. He is tramping the country. On the 12th inst. he left Dursley and stated he was going to Gloucester. Previously convicted at Cullompton and Stroud of travelling on the railway without paying his fare. Warrant issued. HAMPSHIRE. 25 — Fareham ( County).— For obtaining by a worthless cheque, drawn on the Wilts and Dorset Bank, Southampton Branch, 13th inst., a roan mare, 4 years, 14 hands 2 in., slight build, chest- nut head, dark mane and tail, black legs, near hind heel white, few white hairs end of tail, docked and trimmed— WILLIAM ROSS, alias BROWN and BLAKE, age 30 to 33, height 5 ft. 9£ in., com- plexion fresh, hair dark brown, heavy moustache brown, eyes grey; dress, brown plaid suit, sup posed green squares, dark grey overcoat, grey cap. A native of Hampshire. Is also wanted at Wools- ton. Warrant issued. Information to Supt. Carman, Fareham. 26.— Woolston ( County).— For obtaining by a worthless cheque, on 13th inst., a Ralli car, very dark maroon, picked out white, Cee springs, springs at back, rubber tyres, brass wheel caps, " Parr, Southampton," engraved thereon, movable seat with three cushions, one of which has 3 buttons missing, crest lion and stag's head on each side of car, brass fittings, a pair of black enamelled brass- mounted lamps; a set of black harness, brass mounted; and 1 carriage whip — WILLIAM BROWN, alias W. ROSS and BLAKE, Office No. § 12107, age 30, height 5 ft. 9 in., stout build, complexion fresh, hair brown, eyes grey, scar front lst right fingeir, mole back right forearm; dress, brown check suit, green squares, dark grey over- coat, grey cap, may be wearing a black bowler hat. A native of Winchester. Also wanted at F'areham for obtaining a horse my similar means, same date. Warrant issued. Information to Supt. Davis, Woolston. 27.— Portsmouth ( Borough).— For stealing during the last 12 months, a quantity of cutlery and other articles ( recovered)— CHARLES WIL LIAM OSBORNE, age 22, height 5 ft. 7 or 8 in., complexion fresh, hair dark brown, clean shaved, eyes grey, of smart appearance; dress, blue suit, lace boots. An ironmonger's assistant. Warrant issued. Information to the Chief Constable, Portsmouth. 28 — Southampton ( Borough).— ANNIE SMITH, Case No. 22, 3lst ult., information can- celled. 29.— Southampton ( Bnmuoh^.— For steal- ing 3 horses ( recovered)— JAMES WILLIAMS, age 60, height 5 ft. 9 in., stout build, complexion ruddy, hair and whiskers ( turning grey) brown; dress, dark coat and vest, light breeches and gaiters light mackintosh, black hard felt hat, flat on top. Supposed wanted at Liverpool. Warrant issued. 30.— Southampton ( Borough).— For non- payment of £ 65 3s. 6d., maintenance arrears and oosts— HENRY BRIANT, age 36, height 5 ft. 8 or 9 in., complexion fair, hair and moustache light, eyes blue; wearing blue serge suit, peak cap. KENT. 31.— West Ma I ling ( County). — For feloniously receiving a quantity of brass engine fittings, knowing the same to have been stolen, at Newhythe, Flast Mailing, between 4th and 11th April last— JOHN EASTWOOD, age about 23, height about 5 ft. 8 in., complexion fresh, hair and moustache light; dress, brown jacket, brown cord trousers, cap, Derby pattern boots. A flower seller.— JAMES SCHOOLING, age 18 or 19, height 5 ft. 4 or 5 in., complexion fresh, full face, hair light; dress, drab tweed suit, skull cap, lace boots. LANCASHIRE. 32.— Chorloy ( County).— For stealing from his lodgings, 7th inst, a 9 ct. gold albert ( since found pledged at Preston) ; and 4s. 6d.— Licence- holder JAMES WALLACE, alias WALLIS, HOLT, THOMPSON, & c., Office No. 1525- 01 ( see Cases Nos. 18 and 19 current issue and photograph Case No. 33, 13th November, 1903) age about 29, height 5 ft. 3£ in., complexion fresh, hair dark brown, long thin features, appears short sighted, bad front teeth, speaks with South Country ac- cent, walks quickly; wearing grey mixture tweed jacket and grey tweed cap. Offence committed in a similar manner to that described in Cases Nos. 18 and 19, current issue. Information to Supt. Whittaker, Chorley. 33.— Liverpool ( City).— For obtaining money by a worthless cheque, 25th ult.— DAVID DAVIES, age about 55, height 5 ft. 9 in., stout build, complexion ruddy, hair and whiskers brown, turning grey; well dressed. Believed to be a cattle dealer. Warrant issued. 34 — Liverpool ( City).— For embezzling £ 2 2s.— LESTER DIXON, age about 30, height about 5 ft. 6 in., slight build, complexion fair, hair and slight moustache light, eyes sunken. May seek employment at clothiers. Warrant issued. Information to the Head Constable, Liverpool. 35.— L iverpool ( City).— Licence- holder HUGH GRAY, Office No. 597 07 Case No. 31, 17th ult., not now wanted. 36.— Burnley ( Borough). — For obtaining monev by false pretences, 16th ult.— J. CLARK- SON, age 30 to 35, height 5 ft. 9 in., stout build, complexion fresh, round features, hair and heavy moustache very dark, eyes blue, speaks fluently; dress, blue serge suit, bowler hat. He calls on milliners, and induces them to become sole agents for a marking ink, on their accepting the agency the conditions are that a gross of the ink be purchased, for which he obtains payment and gives a receipt, then states he will fit mirrors with an advertisement relating to the ink thereon, and promises to pay £ 4 4s. a year if they are allowed to remain in the shop. METROPOLITAN POLICE DISTRICT. 37.— s Division.— For obtaining £ 43 2s., by a worthless cheque, No. B566086, on the L. & S. Western Bank, Earl's Court Branch, 27th ult.— GEORGE STANTON TRELOAR, alias THEO- DORE CAMPBELL, Office No. S 74073, age 57 ( looks younger), height 5 ft. 6 in., slight build, com- plexion pale, hair ( turning grey, bald on crown) brown, eyes bluish grey; dress, frock coat, grey trousers, silk hat. He calls on the principals of boarding and high- class schools, represents that he is attached to the Civil Service or an Indian Bank, and has two sons or daughters he wishes to place at the school, discusses terms, makes arrangements, and requests that the account may be prepared by the next day. He calls as arranged, states that he lias bean suddenly re- called to India, and wishes to settle about the children. On the account being presented ho expresses surprise that it is not more, and in payment tenders a cheque for £ 40 to £ 50 in excess of the account, and asks for the difference. Principals of boarding and high- class schools should be warned against this man, and asked to entertain him if he calls, and inform the police. The photo- graph is said to be a good one.
