W. I. Particulars concerning persons whose apprehension is sought will be inserted fa one issue of the POLICE GAZETTE, if they are sufficient to enable action to ft* taken upon them by another force. Hj Particulars as to stolen property will be likewise inserted in one issue, if indent to enable the article in question to be thereby identified. i. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. t. Portraits of persons whose apprehension is sought for serious offences, and sn- yravings of stolen property, will be inserted at a cost of 7s. per portrait, ant! of 6s. per photograph or sketch of a stolen article, unless the article is iarye or unusually intricate, when the engraver's charge will range from fit. to 10s. A remittance of 5s. should be made in the first instance for cost tf engraving sketches. I. Evtry announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if tks wante of such person is required to be inserted and no warrant is in farce apainst him, the requisition must be signed by the chief officer of priiee, or Its immediate deputy, of the county, city, or borough, as the ease may be. iTIONS. 7. Announcements concerning stolen property must be guaranteed by an offitt of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear m number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to tkt - lumber of the announcement, for insertion in the next isrue. 10. in all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later tkan Saturday morning. They musi be clearly written on one side of the paper only; they must be in the usual form; and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Sew Scotland Tard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 15. UND « U the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted as follows: — ( a) All persons ooming within Section 5, 7, or 8 ol the Prevention of Crimes Act, 1871. ( b) All persons, at Assizes or Quarter Sessions, sentenced to not less than one month's im- prisonment, without option of a fine, for any of the offences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendary Magistrate's Court, sentenced to more than one month's imprisonment, with out option of a fine, for any of the following offences: — Aliens ( Sec. 3 Aliens Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. Bankruptcy offences. Being found on enclosed premises. Breaking into churches, houses, shops, warehouses, < fec. Burglary. Cattle stealing. Coining. Conspiracies of all descriptions. Embezzlement. Importuning male persons to commit un- natural offences ( Vagrancy Act, 1898, Sec. 1, par. b). Indecent assault on female. Larceny. Mental degenerates. Obtaining goods and money by false pre- tences. Possessing housebreaking tools. Procuration of women and girls. Prostitution, living on proceeds of ( Vagrancy Act, 1898, Sec. 1, par. a). Receiving. Robbery. Sacrilege. Sheep stealing. Shopbreaking. Suspected person. Unlawful possession. Uttering counterfeit coin. Warehousebreaking. But all offenders of the first Division, and such of the second Division as have never been pre- viously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction, or con- victions if possible, also the No. published in the list of Habitual Criminals. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1— Criminal Investigation De- partment. — For obtaining £ 650 bv aforped cheque— LEWIS METCALFE, age 45 to 50, height 5 ft. 9 or 10 in., heavy build ( about 15£ stone), complexion fresh, full round face, hair light, moustache ( heavy) light or ginger; wearing dark overcoat, bowler hat, blue tie. Appearance of a heavy drinker, large hands, several spots thereon. He called at a jeweller's, gave an order for jewellery on approbation, afterwards returned the articles, requested that the amount paid for same be sent to him by cheque, which he cashed. A few days later he sent a messenger to a bank with a forged cheque, purporting to be signed by the jeweller. A rate collector; supposed a native of Fording Bridge, Hants. Warrant issued. 4. WATSON, age 42, height 5 ft. 11 in., hair dark ( turning grey), large moustache; wearing black coat and vest, dark trousers, black and white silk muffler. Was accompanied by A WOMAN, age about 28, height about 5 ft., complexion pale, hair dark; dress, dark three- quarter length jacket, blue blouse, black skirt, dark sailor hat, trimmed chiffon; A GIRL, age 4, short dark hair; wearing blue skirt, black sateen bodice, red cape; and A BOY, age 2; wearing dark frock and white shawl. He answered from Wigan an advertisement in the Focus for a camera, offering one complete for £ 2, this amount was forwarded to him on 8th inst., but he failed to send tho camera. When taking lodgings at Wigan he stated he was about to com- mence business as a photographer. Absconded 9th inst.; the woman and ehildren left the following dav. Warrant issued. OXFORDSHIRE. 28.— Oxford ( City).— For obtaining, by false pretences, a fluted silver cigar case, gilt lined, about 5 in. by 3 in., " ik/ m" scratched inside; 1 silver cigar and cigarette case combined, about 5 in. by 3 in.; 1 plain heavy silver cigarette case, gilt lined, " n' 2/-" scratched inside— A MAN, age about 30, height 5 ft. 6 or 7 in., rather broad nose, hair dark, clean shaved; dress, shabby grey overcoat, dark trousers, red tie, black bowler hat, carried a pair of fawn colour gloves, of theatrical appearance. He had a number of forms, with printed heading, " New Theatre, Oxford, Managing Director Thomas Lucas, J. P.," which he filled in as follows:—" Dear Sir, kindly let bearer have one silver cigar case for me to see. I will let you have reply during the evening. Yours truly, Thomas Lucas." Called on jewellers, obtained the above goods, also two others, which lie afterwards pledged in name of Fred Wilson, 14 St. John Street, Wolverhampton. Warrant issued.
