Poses as member of a publishing company in Walthamstow, calls upon proprietors of first- class hotels and leaves specimens of blotting pads for use in the hotel, then obtaining names of principal tradesmen from the proprietors calls upon them and solicits advertisements for the pads, which he states he is placing in the hotels. Having received the fees promises to forward proof, which he fails to do. Has visited every town of importance in the south and west of England. 2. Plausible fraud. Poses as the general manager of a large in- surance company and obtains money, as security, under the pretext of giving employment. An expert pickpocket, who enters banks under pretext of business, notices where the clients place their money, and then signals to accomplices waiting outside, who follow the intended victim and seize the first opportunity to rob him. Is believed to frequent seaside resorts with his confede- rates in the summer. 5. Accompanied by a female accom- plice he travels the provinces, temporarily staying at hotels. The woman, obtaining permission to use the lavatory, steals jewellery, etc., from adjoining rooms as opportunity offers, the man afterwards pledging the plunder. Forming the acquaint- anceship of female servants, he, by various pretexts, obtains possession of their door keys, a larceny of jewellery resulting. 22. Engages apartments at first- class boarding houses, stays a day or two, then stealing jewellery from adjoining rooms absconds. Originally one of a troupe of three acrobats who travelled the country effecting similar larcenies. Arrest sought for failing to report, vide Police Gazette ( Tabular Form), 3- 8- 06. 23. A member of a gang of conti- nental and race- course thieves. With his confederates, one of whom carries a wallet in order to make it appear that he is a bank clerk, he frequents banks, hustles his victims, and steals their money and jewellery. A travelling housebreaker and burglar. In one case he gained access by breaking a window, in another by climbing a pipe at rear of premises. Obtains money by posing as a person of title interested in the work of certain charitable societies. At one time he enlisted in the army, but upon being given a position of trust stole money orders, etc., and deserted. He also obtains situations as barman by means of false testi- monials. Visiting buildings in course of erection, or builders' yards during the dinner hour, he steals tools, secreting them in the capacious pockets of a long overcoat he usually wears. Should he be asked his business he explains that he has called to see the clerk of works with a view to employ- ment. Defrauds young women of their savings and jewellery under a promise of marriage. Spends money freely ( when he has it) on drink. Is very talkative but has very deliberate delivery. 35.
