TUB POLICE GAZETTE PUBLISHED BY AUTHORITY, NEW SERIES. FLILDAY, AUGUST 24, 1906. VOL. XXIII., No. 2364 8. All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. B. Particulars as to stolen property will be likewise inserted in one issue, if lufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. I. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 61. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. I. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less ran\ than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. k. T IONS. 7. Announcements concerning stolen property must be guaranteed by on officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged bv counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehertsion or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so a* to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form; and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Hew Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. SPECIAL NOTICE. IN certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the finger prints alone being sufficient for the purpose ; but if a photograph is applied for, or if, in any rare case, it should be re- quired to complete the identification, the cost will be charged to the Police Force interested. SPECIAL NOTICES. NUMEROUS complaints have been received bv Police respecting one, so- called, BISHOP McLAGLEN, who solicits subscriptions on behalf of the Gordon Memorial Day Nursery for little children, and the Shaftesburv Memorial Shoe Black Brigade for Homeless, Destitute, Deaf, Dumb, and Crippled Boys, 154 Denmark Street, St. George's- in- the- East. This institution, which is represented to be a home, is, in reality, only a place where a few poor children are left to be taken care of while their parents go out to work, 2d. per day is charged for each child. McLaglen resides at The Laurels, 45 Oxford Road, Gunnersbury, and describes himself as the Managing Director of the Home; he sends a number of men all over the country collecting sub scriptions. It is not known whether the collectors make false representations when collecting, but thev are believed to produce a printed receipt book, with counterfoils, which induces charitably dis- posed persons to conclude that these institutions are large and genuine. Fifty per cent, of the money thus obtained is given to the collectors as wages, exclusive of travelling and hotel expenses. There is every reason to think that McLaglen and his collectors have, for many years, lived entirely upon the money so obtained. They are not known to have any other source of income, and only a very small part of the money is expended upon the children. Although the whole thing is believed to be a fraud, there is not yet sufficient evidence to make McLaglen and his collectors amenable to the Criminal Law, but it is desirable that Provincial Police Forces should know about the man and his collectors, and it would be well if it could be ascer- tained what representations are made in order to obtain subscriptions. ATTENTION has been called to instances in which men at one time in the Metropolitan Police Force have set up Private Detective Agencies, and have asked for information from other Forces, upon the ground that they are Ex Metropolitan Police Officers. The Commissioner thinks it necessary to intimate for the informa- tion of other Police Forces, that he has no know- ledge of these persons, and that application for assistance made by them should be dealt with accordingly. Warrant issued. 2. — C Division.— For personation, and forging bail book— CLAUDE HERITIER, age 25, height 5 ft. 6 in., complexion fair, hair brown, clean shaved, eyes blue, well educated, of smart appearance; dress, blue serge suit, black hard felt hat. A native of Switzerland. Warrant issued. 3.— E Division.— For stealing about £ 500, 20th inst.— WILLIAM GUST AVE OTTO EGAN, alias EIGEN, age 28, height 5 ft. 6 in., com- plexion, hair, and eyes dark, lame left leg, sup- posed from hip disease, addicted to drink, an in- veterate snuff taker. A native of Paris. Is ac- companied by A WOMAN, age 22, height 5 ft. 3 in., good build, hair black, dyed light brown, eyes ( large) light hazel. 4. — K Division. — For gross indecency with a male person, 14th inst. — HENRY DANIELS, alias WEAZEL, age 20, height 5 ft. 2 in., slight build, complexion pale, long face^ long thin nose, hair brown, sore eyes; dress, blue serge suit and cap, red neckerchief, lace boots. A fish- monger's labourer; native of Canning Town. He took lodgings, 13th inst., and stated he was an assistant engineer in Government employ, and was engaged taking measurement* in the district. Warrant issued. CHESHIRE. 13.— Crewe ( County).— For stealing a silver Geneva watch; 1 brass watch; 1 silver Albert, snake pattern, Jubilee sixpence as pendant, in case, glass one side cracked, 20th inst.— WILLIAM PHILLIPS, age 16, height about 5 ft., complexion fresh, hair dark brown, slight glide in eyes; dress, brownish grey suit, light tie, black mixture cap with peak, light lace boots.— FRED COOPER, age 16, height about 5 ft. 4 in., complexion pale, hair dark brown, eyes brown, rather sharp nose; dress, black twill cloth jacket and vest, plain trousers, old Blucher boots. CUMBERLAND. 14.— Carlisle ( City).— For obtaining food and lodging to the amount of £ 4 bv false pre- tences, 20th to 26th ult.— JOHN LINDAU. a German, age 41, height 6 ft., slightly bow legged, stoops when walking, hair light brown, heavy moustache curled at end, thick lips, speaks English fairly well ; dress, dark grey suit, black soft felt hat, light lace boots with narrow toes, wearing gold watch, with Albert high across vest, gold pince nez with black cord, carried a pair grey suede gloves. He entered into negotiations with a firm of estate agents for the purchase of a large hotel for £ 16,000, stated he had a letter from the German Consul in London, shewing he was entitled to £ 25,000 from his father's estate. Advertised in the Daily Te egraph for a manageress for the hotel, and after making pre- tence of appointing one. obtained what money she had with her and absconded. Warrant issued. DENBIGHSHIRE. 15. — Colwyn Bay ( County).— For carnal knowledge of a girl under the age of 16— JOHN THOMAS JONES, age about 28, complexion sallow, rather broad features, hair and moustache ( curly) black; dress, dark suit and cap. A mason ; may seek employment on public works. Warrant issued. Information to Supt. Jones, Denbigh. 16.— Denbigh ( County).— For attempting to procure abortion— JOHN JUNES, age about 35, height 5 ft. 10 or 11 in., rather stout build, hair, side whiskers and moustache dark brown ; dress, grey homespun suit. Absconded 17th July last accompanied by his wife. A farmer; late of Bryn- yr- orsedd Llanarnon, near Mold. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Supt. He was employed travelling the districts of Wrexham, huabon, Llangollen, Oswestry, and Ellesmere, with an entire. May seek employment with coach pro- prietors as groom or driver. Warrant issued. Information to the Deputy Chief Constable, Wrexham. DERBYSHIRE. 18.— Chesterfield < County).— For obtain- ing 5s. 9d. by false pretences at Tupton, 18th ult. — J. CRAIG, age 29 to 30, slight build, com- plexion fair, long thin face, hair light brown, slight moustache light ; dress, brown coat, dark tweed mixture trousers, cap, lace boots. A photo- grapher.— A MAN, age 30, slight build, com- plexion dark, long thin face, hair dark, clean shaved ; dress, dark jacket suit, brown button boots. A photographer. Stated they represented Messrs. Stuart & Co., Photographers, Market Street, Manchester, promised to deliver photo- graphs or pictorial post cards, and receipts for money were given in that name, in one in- stance, the receipt was signed J. Craig, per pro Stuart & Co., failed to deliver the articles, and absconded. Warrant issued. Information to Supt. Faulkner, Chesterfield. W.— Renishaw ( C » un'y\— For obtaining money bv false pretences at Beighton, 24th July last— JOHN DRURY, age 39, height 5 ft. 8f in., complexion fair, hair light brown, eyes brown, scar right thumb ; dress, grey suit, red tie, black hard felt hat, lace boots. A collier ; native of Eckington. Is well known throughout the West Riding of Yorkshire. Has been convicted of similar offences at Chesterfield County, Rotherham and Pontefract. Warrant issued. HAMPSHIRE. 23. — Aldershot ( County). — For stealing, 17th inst., a blue serge suit; 1 white cricketing shirt; 1 pair new lace boots—' TITUS GARTON, age 21, height 5 ft. 4J in., complexion fresh, hair and eyes brown, scar left thumb; wearing the stolen clothing. Is a private, No. 9639, of the 2nd Notts and Derby Regiment. Absconded 17th inst. Information to Supt. Hawkins, Aldershot. 24.— Gosport ( County\— For obtaining 3s. 7d. by false pretences, 20th inst.— TED SAVAGE, age 35 to 40, height 5 ft. 8 or 9 in., complexion fresh, hair and moustache dark, eyes ( cast in left) blue, nose slightly inclined to left ; dress, dark brown suit, light cap, light lace boots. Stated he was foreman for a Manchester firm of iron founders, who were about to re- construct railway arches in the district. Warrant issued. Information to Supt. Cottle, Gosport. KENT. 25.— Maidstone ( County).— For deserting his wife and 3 children— WILLIAM BURTON, age 33, height 5 ft. 8 in., complexion dark, hair dark brown, eyes hazel, scar right forearm and back left hand, mole outside left foot, several moles on back, left middle finger shorter than fore- finger, scar over one eye ; dress, dark jacket suit and cap. A native of Ullcombe, Kent. Warrant issued. Information to Supt. Ford, Wren's Cross, Maid- stone. 26.— Dover ( Borough).— For obtaining, by trick, 18th iusc., a lady's gold English lever watch, No 23205, chased back, gold dial, rather worn ; also on suspicion of stealing 2 gold wedding rings — A WOMAN, age about 24, height 5 ft. 4 or 5 in., complexion dark, high cheek bones; dress, black satin blouse, black skirt, black hat, may be wearing brown leather wristlet for watch. She was seen in company of A MAN, age about 24, height 5 ft. 8 or 9 in., complexion fair, slight moustache light; dress, greyish suit, white straw hat with narrow rim. She called at shops where watches were hanging in the windows ( having been taken in for repairs and had the owner's name on a piece of paper attached, which could be seen from the street), ^ nd said she had called for a watch, which was " iven her on navment of the amount for repairs. At one shop she asked to see some weddin ™ rings, but did not make a nurchase. After she hid left two rings were missed. Information to Chief Constable Knott, Dover. LANCASHIRE. 27. — Bury ( County1.— Fcr fowlstealing at Ramsbottom, 3rd inst.— A, MAN, age 40, height 5 ft. 8 or 9 in., well built, complexion, hair and stubby moustache dark, 2 or 3 fingers one hand missing, very active. A navvy; well known on public works. Information to Supt. Noblett, Bury. 28 — Old Tratford ( County).— For obtain- ing, by worthless cheque at Urmston. 11th inst,, a horse, harness and float ( recovered)— HENRY PI I T ( supposed false), age 30 or 32, height 5 ft. 4 or 5 in., stout build, complexion fresh, full face, hair ( thin in front) light brown, clean shaved; dress, brown suit, large straw hat, laca boots. Is said to have carried on a business ae a butcher and government contractor at Birmingham ; also at Portsmouth. Warrant issued. 29.— Old Trafford ( Countu).— For failing to report— Supervisee WILL STEWARD, alias STEWART and WATSON, a man of colour, Office No. 782- 05, age 21, height 5 ft. 6J in., hair black, eyes dark brown, long scar left cheek, and scar over left temple. A labourer; native of U. S A. Sentenced at Northampton Borough Quarter Sessions, 9th January, 1903, to 3 years penal servitude and 3 years supervision for receiving stolen property. Is also wanted by the Keighley ( Yorks) Police. To bd dealt with where found. Information to Supt. Keys, Old TralTord, Man- chester. FRIDAY, AUGUST 24, 1906 THE POLICE GAZETTE. 3 PORTRAITS OF PERSONS WANTED. CITY OF LONDON. 30.— For embezzling £ 2002 - WILLIAM CANN, ( Case No. 7, 27th April last), age 50 ( looks younger), height 5 ft. 8 in., slight build, complexion fair, hair ( bald on top) and slight moustache light, e^ es ( pro- truding) blue, wears thick glasses, scar left wrist. A pensioned civil servant. Is supposed to have left the country, propably for Canada. May assume the name of Graham. If found outside the United Kingdom, extradition will be applied for. Warrant issued. Information to Supt. Stark, 26 Old Jewry, E. C. YORKSHIRE ( West Riding). ol.— Doncaster ( County).— For stealing 7s. 6d. from his lodgings at Awklcy, 3rd inst.— TOM WILSON, alias JOSEPH SWABY, and HARRY JOHNSON, Office No. 2120- 05, Case No. 44, 8th June last, age 27, height 5 ft. 6 in., com- plexion dark, hair ( thin on top) black, eyes brown, scar from palm to end of 3rd left finger; dress, blue linen jacket, black jacket, dark brown cord vest, trousers, dark cap, strong lace boots. A stoker; native of Kilnhurst, near Rotherham. He usually obtains lodgings by stating he is employed in the neighbourhood, commits an offence, and decamps. Is supposed to have gone into Lincoln- shire or Nottinghamshire. Sentenced at Bradford Sessions, 26th June, 1905, to 6 months hard labour for obtaining food bv false pretences and larceny. Has also been convicted at Rotherham, Eckington, Scunthorpe, Retford, and Barnsley. I Warrant issued. I Information to Supt. Hickes, Doncaster. LEICESTERSHIRE. 32 — Leicester ( County).— For obtaining money by false pretences aj Enderby, 4th ult.— WILLIAM W. CHAPMAN, age 42, height 5 ft. 8 in., complexion pale, hair ( curly) dark, eyes ( slightly crossed) hazsl, abscess scars right leg; dress, blue ribbed jacket and vest, grey or blue striped trousers. A native of Market Harborough. He waB employed by a mineral water manufac- turer as a bottler, was discharged for misconduct, and subsequently collected monies and absconded. Warrant issued. He represented that he was a sergeant of the Cameron Highlanders stationed at Inverness, that he was an Agnostic, but wished to become a Christian, and in consequence was persecuted by his comrades, which had led him to desert and sell his uniform, realised his mistake and wished to return to his regiment, thereby obtained money which he promised to return on arrival at Barracks.
