All communications / or insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 8. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. • . Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. i. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge icill range from os. to 10s. .4 remittance of 5s. should be made in the first instance for cost of engraving sketches. I. Every announcement, if for the apprehension of a person, musi be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the ease may be. LT IOJV S. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual formt and accompanied by a covering letter. 12. All payments must be in advance, either at the office. SPECIAL NOTICE. The amount of stolen property at present " circu- lated " by the Metropolitan Police has become so inordinately large as to prejudice or destroy the practical value of the records, and it has been found necessary to limit it very considerably. It has been decided, therefore, to discontinue the " cir- culation " in Informations and Pawnbrokers' Lists of all property stolen in the provinces, unless where there are grounds for believing that the property has found its way to the Metropolis. Chief Con- stables are requested accordingly, when forwarding lists of stolen property to Scotland Yard, to send with them a letter to that effect. And if bills or circulars are received in future, unaccompanied by such a letter, it will be assumed that the " circula- tion " of the particulars they contain is not desired. The same course will be followed with respect to property lost and persons missing. SPECIAL NOTICES. NUMEROUS complaints have been received bv Police respecting one, so- called, BISHOP McLAGLEN, who solicits subscriptions on behalf of the Gordon Memorial Day Nursery for little children, and the Shaftesburv Memorial Shoe Black Brigade for Homeless, Destitute, Deaf, Dumb, and Crippled Boys, 154 Denmark Street, St. George's- in- the- East. This institution, which is represented to be a home, is, in reality, only a nlace where a few poor children are left to be taken care of while their parents go out to work, 2d. per dav is charged for each child. McLaglen resides at The Laurels, 45 Oxford Road, Gunnersbury, and describes himself as the Managing Director of the Home; he sendf a number of men all over the country collecting sub- scriptions. It is not known whether the collectors make false representations when collecting, but thev are believed to produce a printed receipt book, with counterfoils, which induces charitably dis- posed persons to conclude that these institutions are large and genuine. Fifty per cent, of the monev thus obtained is given to the collectors as wages, exclusive of travelling and hotel expenses. There is every reason to think that McLaglen and his collectors have, for many years, lived entirely upon the money so obtained. They are not known to have any other source of income, and only a very small part of the money is expended upon the children. Although the whole thing is believed to be a fraud, there is not yet sufficient evidence to make McLaglen and his collectors amenable to the Criminal Law, but it is desirable that Provincial Police Forces should know about the man and his collectors, and it would be well if it could be ascer- tained what representations are made in order to obtain subscriptions. ATTENTION has been called to instances in which men at one time in the Metropolitan Police Force have set up Private Detective Agencies, and have asked for information from other Forces, upon the ground that they are Ex Metropolitan Police Officers. The Commissioner thinks it necessary to intimate for the informa- tion of other Police Forces, that he has no know- ledge of these persons, and that application for assistance made by them should be dealt with accordingly. Warrant issued. 12.— Biggleswade ( County\— For steal- ing, 6th inst., £ 1 10s.— ALBERT MARSH, age 17, height about 5 ft. 2 in., complexion sallow, sharp features, hair dark, eyes brown, tattooing both forearms; dress, black jacket suit, cap, brown boots. Baldwin, Biggleswade. 13.— Bedford ( Borough). — For stealing £ 125 Is. lid., 3rd inst.— WILLIAM FARQUHAR, age 30, height 5 ft. 11 in., erect bearing, com- plexion sallow, long face, hair and moustache black ; dress, dark jacket suit, white straw hat with black band. A Police Clerk- Sergeant. He obtained a cheque for the above amount, cashed same at a local bank and absconded. The watches described in Case No. 15, 10th inst., restored to owner. Warrant issued. BERKSHIRE. 14.— Wokingham ( County).— For obtain- £ 1 15s. by false pretences— HARRY FORDE. age 25 to 30, height 5 ft. 6 or 7 in., complexion fresh, hair brown, clean shaved, eyes and 2 upper teeth prominent, Lancashire accent; dress, blue serge suit, double breasted vest, pale blue tie, brown cap ( turned up all round), button boots. Goddard, Wokingham. 15.— Reading ( Borough).— For housebreak- ing and stealing, 3rd inst., a lounge suit, size 5, dark ground with black check, nearly new ; a gold keyless hunter watch, 2 scratches on rim by glass, engine turned cases; 1 silver Albert, long and short fiat links, notched, silver medal gold centre attached; 1 white shirt; 2 black, vests — FRANK RICHARDSON, age 25, height 5 ft. 4 or 5 in., slight build, complexion pale, slight moustache dark, is believed to be suffering from a skin disease. He formerly lodged at the house, and was seen to leave wearing the stolen clothing. 16.— Reading ( Borough).— For stealing 10s. — WALTER NICHOLLS, age 40 to 45, height 5 ft. 8 in., hair ( bald on top) and moustache brown, walks badly. He served in the Royal Artillery. Warrant issued. 17.— Reading ( Borough).— For housebreak- ing, 7th inst., and stealing 2 bronze crab ornaments, claws extending about 3 in.— TWO MEN ( 1st, age about 30. height 5 ft. 8 in., square build, com- plexion fresh, full face, hair ( short) light, clean shaved ; weariDg brown jacket and vest, cap. 2nd, age 30 to 35, height 5 ft. 4 in. well built com- plexion sallow, full face, hair and moustache dark ; wearing dark grey jacket and vest, white straw hat with black band.) They are supposed to have stolen the property described in Case No. 57, 10th inst. Information to the Chief Constable, Reading. BUCKINGHA MS HIRE. 18 — Fenny Stratford ( County).— Vox embezzling £ 24 7s., 5d. monies of the Winslow Board of Guardians, while employed as Work- house master, 4th April last— SAMDEL BOOTH, age 43, height 5 ft. 8 or 9 in., stout build, complexion pale, hair and moustache light, eyes blue, bad teeth, of good address, fond of music, addicted to drink, an inveterate smoker ; dress, black square cut reefer jacket and vest, dark trousers with narrow white stripe, black bowler hat. lace boots. Is well known to poor law officials in Yorkshire. Absconded 20th ult. Warrant issued. Information to Supt. Lait, Fenny Stratford. OA RDIGA NSHIRE. 19.— Lampeter ( County).— For neglecting to maintain his wife and children — JOHN WILLIAMS, age 28, height 5 ft. 6 in., complexion fresh, hair sandy, eyes grey, thin face, has a habit of twitching his face and blinking whilst speak- ing, an underground timberman. Native of Llan- fairclydogan. Warrant issued. For neglecting to maintain his wife and child- ren— DANIEL EVANS, age 32, height 5 ft. 6 in., complexion fresh, hair dark, eyes blue, wears earrings. An agricultural labourer. Warrant issued. A reward of £ 2 will be paid by the Clerk to the Lampeter Board of Guardians for the apprehension of either of the above. CHESHIRE 20.— Macclesfield ( Borough).— For steal- ing from lodgings, 28th ult., a dark grey overcoat, single- breasted, grey buttons, — " Runcorn" on tab; 1 pair dark grey trousers; 1 dark brown jacket, square cut, narrow green, white and red stripe— A MAN, who gave name of HUBERT, age about 30, height 5 ft. 3 or 4 in., slight build, clean shaved, hair ( long) dark, long thin nose ; dress, light green overcoat, dark navy blue suit, light cap, black and green stripe satin tie, black shoes. Stated he was an actor. 21.— Macclesfield ( Borough).— For ob- taining, by false pretences, 1st inst., a black skirt and 2 black waistbelts ( figured)— A WOMAN, who gave the name of ANNiE JONES, age about 26, hair light; wearing navy blue costume, dark hat trimmed white chiffon, old boots. She called upon drapers and obtained the above clothing by stating it was for the wife of an innkeeper. Warrant issued. Information to the Chief Constable, Maccles- field. CUMBERLAND. 22.— Carlisle ( City).— For obtaining food and lodging to the amount of £ 4 by false pre- tences, 20th to 26th ult.— JOHN LINDAU, a German, age 41, height 6 ft., slightly bow legged, stoops when walking, hair light brown, heavy moustache curled at end, thick lips, speaks English fairly well ; dress, dark grey suit, black soft felt hat, light lace boots with narrow toes, wearing gold watch, with Albert high across vest, gold pince nez with black cord, carried a pair grey suede gloves. He entered into negotiations with a firm of estate agents for the purchase of a large hotel for £ 16,000, stated he had a letter from the German Consul in London, shewing he was entitled to £ 25,000 from his father's estate. Advertised in the Daily Telegraph for a manageress for the hotel, and after making pre- tence of appointing one, obtained what money she had with her and absconded. Warrant issued. DENBIGHSHIRE. 23.— Denbigh [ County).— For attempting to procure abortion— JOHN JONES, age about 35, height 5 ft. 10 or 11 in., rather stout build, hair, side whiskers and moustache dark brown ; dress, grey homespun suit. Absconded 17th July last accompanied by his wife. A farmer; late of Bryn- yr- orsedd Llanarnon, near Mold. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Supt. Jones, Denbigh. DERBYSHIRE. 24.— Chesterfield < County).— For obtain- ing 5s. 9d. by false pretences at Tupton, 18th ult. — J. CRAIG, age 29 to 30, slight build, com- plexion fair, long thin face, hair light brown, slight moustache light ; dress, brown coat, dark tweed mixture trousers, cap, lace boots. A photo- grapher.— A MAN, age 30, slight build, com- plexion dark, long thin face, hair dark, clean shaved ; dress, dark jacket suit, brown button boots. A photographer. They stated they repre- sented a firm of photographers, promised to deliver protographs or pictorial post cards, gave receipts signed J. Craig, failed to deliver the articles and absconded. Faulkner, Chesterfield. 25,— Renishaw ( Cmnty).— For obtaining money by false pretences at Beighton, 24th July last— JOHN DRURY, age 39, height 5 ft. 8f in., complexion fair, hair light brown, eyes brown, scar light thumb ; dress, grey suit, red tie, black hard felt hat, lace boots. A collier ; native of Eckington. Is well known throughout the West Riding of Yorkshire. Has been convicted of similar offences at Chesterfield County and Work- sop. Warrant issued. ESSEX. 26. — Braintree ( County). — For house- breaking and stealing a lady's gold watch, gold dial, engraved back ; 1 long gold neckchain, long links; 1 15 ct. gold buckle ring, stone missing— TWO MEN ( 1st, age 30 to 35, height 5 ft 9 in., slight build; dress, dark jacket suit and cap. 2nd, age 40, height 5 ft. 6 in.; dress, dark morning coat suit, hard felt hat.) B. Mares, Eign Street, Hereford, inside, may be wearing blue check shirt, bearing the same 11 me, lace boots. A carpenter and joiner; native of Hull. Plausible manner, is an expert in ingratiating himself with casual acquaintances. In this case he met the man whose house he broke into at a Temperance Hotel at Glasgow, in March last, visited Hereford, 13th ult., and renewed the acquaintanceship and stayed in lodgings next door for a fortnight, then broke into his friend's house, and committed the larceny. He represented that he was a manager at an iron works at Newcastle- on- Tyne, and on 28th ult., he asked his Hereford acquaintance, who had an ac- count at the National Provincial Bank, to come to the bank, so that he might be introduced to the bank manager. He stated that he required a cheque cashed for £ 26, his month's salary, which had been sent on to him.
