All communications jor insertion in the POLICE GAZETTE, und all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue oj the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if lufficient to enable the article in question to be thereby identified. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the ciact conditions must be clearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of Is. per portrait and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 6 » . to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force afiainst him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. L T IONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to ' the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements jor the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and jor the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. UNDER, the existing arrangements the finger impressions -" ill be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted M follows: — ( a) All persons coming within Section 5, 7, or 8 of the Prevention of Crimes Act, 1871. ( b) All persons, at Assizes or Quarter Sessions, sentenced to not less than one month's im- prisonment, without option of a fine, for any of the offences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one month's imprisonment, with out option of a fine, for any of the following offences: — Aliens ( Sec. 3 Aliens Act of 1905). But all offenders of the first Division, and such of the second Division as have never been pre- viously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction, or con- victions if possible, also the No. published in the list of Habitual Criminals. He attends surburban cricket matches, asks to be shown the dressing rooms, & c., and when left alone he commits larceny and dc- camps. BRECONSHIRE. 5 — Ystradgynlais ( County).— For mali- cious damage at Abercrave— EVAN PRICE, alios YANTA LLANDOVERY, age 44, height 5 ft. 7 in., complexion fair, hair light brown, mous- tache sandy, addicted to drink; dress, brown coat and vest, cord trousers, brown cap, old boots. DURHAM. 8. — South Shields ( Borough\ — For stealing, 20th ult., a dark brown mare, 7. years old, 15 hands 2 in., spots under saddle and hind fetlocks white, lump about the size of an orange at top of near fore leg, short thick mane, tail docked; a set of black leather harness, silver plated mounts, shape of a horse; and a gig, black body, wheels and shafts very dark red with bright red lines, blue cloth cushions, maker, " Sloan, Dum- fries," on caps; a pair of silver plated lamps ROBERTSON, age 35 to 40, height 5 ft. 8 or 9 in., thin face, hair and moustache light, tattooed both arms. Stated he was going to visit friends at Seaton Delavel. Was accompanied by A WOMAN, age about 30, stout build, complexion fresh, hair dark; dress, brown skirt, black jacket, brown hat with crimped edge; A GIRL, age 10 to 12 years; dress, red frock trimmed cream in- sertion, white straw hat; and A BOY, age 4 to 6 years; dress, green velvet suit with belt, white straw sailor hat. An ostler; supposed a native of Ipswich. Warrant issued. ( Is believed identical with Louisa Ridgewell, Case No. 16, 16th February last.) Warrant issued. Information to Supt. Laver, Epping. 12.— Romford ( County)— For failing to re- port— Licence- holder CHARLES RICHES, Office No. 1783- 02, age 51, height 5 ft. 3 in., complexion fresh, hair ( going bald) light brown, eyes brown, scar back of head and on left jaw, " Napoleon " on each wrist. A miller; native of Wickham Market. Sentenced at Chelmsford Quarter Sessions, 22nd October, 1903, to 3 years penal servitule for lar- ceny. Licenced 22nd January, d 478. To be dealt with where found. Vi.— Southminster ( bounty)— For ob- taining 18s. by false pretences, 14th ult.— JOE —, age 50 to 55, height 5 ft. 4 in., complexion, hair ( turning grey), and eyes dark, clean shaved, walks badly; dress, old dark coat, cord trousers, black hat or cap. A costermonger; supposed a native of Colchester. He gathers rags, & c., uses a small hand barrow. Warrant issued. W.— Southmlnstor ( County).— For ob- taining 7s. by false pretences, 18th ult., at Tilling- ' ham— TWO MEN ( lst, age about 40, height 5 ft. 6 in., complexion, hair, and eyes dark; wearing dark trousers and cap. 2nd, age 30, height 5 ft. 6 or 7 in., complexion, hair, and eyes dark; dress, light jacket and vest, dark cord trousers, grey cap). They gather rags, & c:, they use a large barrow, low red wheels, boarded sides, " W. Smith'' on off side. Warrant issued. Information to Supt. Gibbons, Southminster. GLAMORGANSHIRE. 15.— Bridgend ( County).— For deserting his wife and family, leaving them chargeable to the Bridgend and Cowbridge Union, 9th June last — WILLIAM JAMES FOSTER, age 31, height 5 ft. 7 in., complexion, hair, eyes, and slight mous- tache dark, cut scar left wrist, right ear suppurates, causing partial deafness. A labourer; native of East Moors, Cardiff. Warrant issued. Information to Supt. Davis, Bridgend. GLOUCESTERSHIRE. 16— Stroud ( County\— For embezzling £ 150— WILLIAM E. RYLAND, age 27 or 28, height 5 ft. 8 or 9 in., complexion fresh, hair light brown, eyes blue or grey, several front taeth missing, others decayed, will no doubt have scars on face, the result of a recent bicycle accident. He was employed as a traveller for a firm of millers and cake manufacturers. A native of Amberley, Stroud. Warrant issued. Information to Supt. Biggs, Stroud. 17.— Bristol ' CityK— For stealing, 9th ult., a cup; and 8s.— FREDERICK SEAWARD HALE, age about 23, height 5 ft. 6 or 7 in., complexion pale, hair and eyes dark brown, clean shaved, of smart appearance; dress, blue serge suit, vest double- breasted, dark cap. A barman. He was transferred from the Duke of Cornwall's Light Infantry to the Army Reserve on 4th ult. Warrant issued. Not to be arrested out of the United Kingdom. HAMPSHIRE. 18.— Aldershot ( County).— For leaving his 2 children chargeable to the Hartley Wiutney Union, 16th May last— WILLIAM HASTINGS, age 40, height 5 ft 2 or 3 in., stout build, com- plexion fresh, hair light; dress, grey mixture tweed suit, red and white tie, shoes. A plasterer. Warrant issued. 19.— Aldershot ( County).— For stealing, 27th ult., a " James " standard bicycle, nearly new, No. 46088, 24 in. frame, black enamelled, half dropped handle bars, 2 inverted lever brakes, plated rims, transfer, " The James" on head, rat trap pedals with toe clips, mudguards, tool bag, Lucas double burner, aceytlene lamp, and black celluloid pump, attached — FREDERICK SANDERS, age 20. height 5 ft. 6 in., complexion fresh, hair light brown, eyes blue, " T. S." and dots left forearm. Is a deserter from the 2nd Northumberland Fusiliers. Information to Supt. Hawkins, Aldershot. 20. — Alton ( Courttn^.— For stealing a blue serge jacket suit— GEORGE GREY, age 18t, height 5 ft. 4^ in., complexion fresh, hair light brown, eyes blue, scar on upper lip. A native of Halifax. Is a deserter from the 101st Battery Royal Field Artillerv. Absconded from Bordon Camp, 30th ult. Warrant issued. 21.— Alton (^" nty).— For stealing a bicycle ( recovered) — ERNEST TIPPETT, age " 21, height 5 ft. 6J in., complexion fair, hair sandy, eyes blue. A native of Beckenham. He is a deserter from the Bedfordshire Regiment. Warrant issued. Information to Supt. James, Alton. 22.— Bournemouth ( C( mnty).— For steal- ing £ 12, 12th ult.— A MAN. age 24, height 5 ft. 10 or 11 in., complexion, hair, moustache, and eyes ( sunken) dark, thick eyebrows and lips, of consumptive appearance, abscess marks right side of neck; dress, dark jacket and vest, dark trousers, believed light stripes, dark cap, lace boots. A hairdresser's assistant. Information to Supt. Hack, Bournemouth. 23.— Fareham ( County).— For embezzling £ 64 4s.— GEORGE PEARCE, age 65, height 5 ft. 5 or 6 in., complexion pale, broad features, hair ( bald on top) and eyes grey, gruff voice, left leg ( about 5 in. shorter than right) and foot deformed ; dress, dark grey coat, suit, black tie, black soft hat, wore a silver watch, " Presented to George Pearce from the Members of the Court Unity of Foresters, No. 2295, November, 1894," thereon, carried a stick. A native of Cosham. He was secretary to the above Lodge. Absconded 19th June. Warrant issued. Information to Supt. Carman, Fareham. 24.— Ringwood ( County).— For obtaining £ 4 by false pretences, at Highcliffe, 17 th ult. — A. ELPHINSTON, age 27, height 5 ft. 11 in., slight build, complexion fak, hair and slight moustache ginger, eyes hazel; dress, brown tweed jacket suit and cap, brownish waterproof coat, lace boots. Describes himself as Captain A. Elphinston, and has visiting cards with " Capt. A. Elphinston, 3rd ' King's Own,' Cranemoor House, Highcliffe, or Hinton AdmiraL, Christchurch," thereon. Warrant issued. 25.— Ringwood '' V/ n/ v\— For stealing a bicycle ( recovered)— JESSE DIMMER, age 23, height 5 ft. 7 in., complexion pale, hair ( curl in front) dark brown, eyes blue; dress, dark grey jacket and vest, light grey trousers, grey cap, lace boots. Has served in the 3rd Dragoon Guards, now on Arm}' Reserve. A labourer; native of Netherhampton, near Salisbury. Warrant issued. Information to Supt. Mayes, Ringwood. 26.— Portsmouth < borough.).— For steal- ing £ 9 10s., 29th June.— WILLIAM TONGE, age 27, height 5 ft. 7i in., complexion fresh, hair brown, eyes grey; dress, dark tweed suit, red tie, brown cap. A labourer. He was discharged for misconduct from the Hampshire Regiment in December, 1905. Warrant issued. 27 — Portsmouth ( Thorough).— For failing tc surrender to his recognizances at Quarter Sessions, 4th ult., on a charge of burglary — HENRY REGINALD PIZZIE, age 26, height 5 ft. 6 in., complexion fresh, hair brown, eyes blue, flags, anchors, and indistinct tattoo marks on both arms. Warrant issued. 29.— Hat field ( County).— For neglecting to maintain his wife and children— THOMAS HARROW, age 43, height 5 ft. 8i in., complexion fresh, hair grey, eyes brown; wearing brown leggings. Reynolds, Hatfield. 30 — Hertford ( County).— For absconding from Herts Reformatory, Benges, 31st ult.— JOHN HENRY SANDLES, age 16, height 4 ft. 10 in., complexion freckled, hair light brown, eyes blue, large scar on right wrist and below knee; wearing school clothing ( except jacket and vest), marked " 778," supposed wearing dark coat and vest. Information to Supt. Foster, Hertford. KENT. 31.- Maidstone ( Borogh).— ANNIE HoLMh.-. Case No. 27th ult., not now wanted. Warrant withdrawn. LANCASHIRE. 32.— Liverpool ( City).— For neglecting to notify her change of residence, and obtaining money by false pretences— Licence- holder SARAH GILL, ath* EMILY VERNEY, JANE EVANS, JANE GRIFFITHS, MARGARET ROBINSON, and SARAH BURNEY, Office No. 1129- 06 ( ILLUSTRATED CIRCULAR 63, Figure 34), age 28, height 5 ft. 3 in., complexion sallow, face and hands freckled, hair dark brown, eyes brown, scar under left side of nose, small scar over right eye- brow, 2 small moles left side of chin, 3 scars back of right thumb, 3 back of right forefinger, several small marks on arms. A native of Denbigh. Sen- tenced at Maidstone West Kent Quarter Sessions, 30th June, 1904, to 3 years penal servitude for obtaining monev by false pretences. Licenced 4th ult. e 14. Warrant issued. M— Liverpool ( City).— For obtaining £ 9 9s. by a worthless cheque, 16th April last— EYRE MAINWARING, age about 30, height 5 ft. 10 in., complexion fair, clean shaved, prominent cheek bones, high forehead, bent shoulders, swinging gait, speaks with American accent. He arrived from Lisbon, 16th April last, and obtained the above sum from a clergyman who had been a fellow passenger. Warrant issued. Information to the Head Constable, Liverpool. Is a des- perate character and well known at Bradford, Leeds, and other towns in Yorkshire, where he has been convicted of burglary, housebreaking, larceny, & c. M.— Monmouih ( County).— For failing to notify change of residence— Licence- holder JOHN RICE, alias RICHARD JACKSON, EDWARD TWYMER, ALFRED WATERS, and ARTHUR SHELLEY, Office No. 2669- 00, age 44, height 5 ft. 5i in., complexion fresh, hair ( bald on top) brown, eyes grey, prominent cheek bones, scar left of fore- head, both thumbs, first and fourth right, and first and second left fingers.
