All communications tor insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. t. Particulars concerning persons whose apprehensiin is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. •. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be gieen, and the exact conditions must be clearly stated. i. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 6s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from bs. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. • . Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. c. i o K s. 7. Announcements concerning stolen property must be guaranteed by an uffictt of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear o number, and as far as practicable they are alphabetically arranged t> » counties. 9. The force which causes particulars concerning delinquents or stolen properly to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to <>• » number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter 12. All payments must be in advance, either at the office, Sew Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Poii Office. ... 4 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertions ( if accepted) will be git- en on application THE EDITOR, New Scotland Yard, London, S. W. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery ot property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— (< J) The amount of the reward. (&) The conditions on which it is payable. ( e) The name and address of the person by whom it will be paid. (< Z) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularlydirectedto the conditions ( a) to ( rf), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 191 Stations of the Metro- politan Police Force at which Notices can be posted. B."; 1 brown cloth dress; 1 black hat, trimmed chiffon; 1 pair lady's button boots— ESTHER MINNIE MAUD BAILEY, age 23, height 5 ft. 6 in., well built, complexion fair, thin features, round chin, hair dark auburn, eyes brown, thick lower lip, front upper teeth project, erect bearing; dress, dark costume, white tam- o'- shanter, black bow in front, button boots. A domestic servant; native of Swanscombe, Kent. 3.— Y Division.— For stealing a quantity of furniture ( recovered)— LOUISA PARKER, age 26, height 5 ft. 3 in., complexion dark, hair dark brown, eyes grey; dress, black skirt, fancy blouse, large chiffon hat with strings.— WILLIAM THOMAS, age 21, height 5 ft. 7 in., complexion fair, hair light, clean shaved; dress, grey suit and cap. Natives of London. Warrants issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BERKSHIRE. 4.— Clewer ( County).— For stealing £ 5 from his lodgings at Sunning hill, 10th inst. — ERNEST SRIBER, age 21, height 5 ft. 5£ in., complexion fair, hair brown, eyes blue, birth mark right side of neck, heavy dark eye lashes; dress, fawn colour dust coat ( faded), bluish grey check vest and trousers, grey tweed cap with large peak, button boots. A native of Tooting. Convicted at Chertsey, 21st September, 1904, of larceny, in name of James Harris, and at the South Western Police Court, London, 13th April, 1905. Warrant issued. Summers, High Wycombe, or to Inspector Trevener, Chesham. 6. — Slough ( County). — For obtainir g money by false pretences, 1st inst. — LEWIS TABOUR, alias GEORGE CROFT and FRANK LLOYD, age about 35, height 5 ft. 4 or 5 in., complexion fresh, rather broad features, hair light brown, clean shaved; dress, brown jacket suit, dark slate- colour cap, brown leather leggings with buttons in front. He represented he was manager to a London firm, and engaged on the construction of local sewerage works, gave orders for coal, bricks, < fcc., called later and obtained monev by stating he had met with an accident. Warrant issued. Information to Supt. Pearman, Slough. CHESHIRE. 7.— Hazel Grove ( County).— For stealing from lodgings, 7th inst., at Marple, a lady's gold dress ring, set 8 pearls and 1 garnet; 2 silk hand- kerchiefs; and £ 4 4s.— A MAN, age 34, height 5 ft. 9 in., stoops slightly, complexion sallow, prominent nose, hair brown, clean shaved, of deli- cate appearance; dress, grey jacket and trousers, dark fancy vest with red spots, low front, bluish mixture silk neckerchief, grey cap, boots with plain fronts. A weaver; has served in the RoyaJ Artillery, Grenadier Guards, and Lancashire Con stabulary. DURHAM. 12.— Stockton - on - Tees ( County).— For embezzling £ 74 17s. lid., 30th ult.— ANDREW LOWTIIER, age 32, height 5 ft. 8 or 9 in., rather slight build, round shoulders, com- plexion fresh, hair ( going bald in front) light brown, eyes grey, teeth discoloured, 2 front upper teeth very long, an inveterate cigarette smoker; dress, blue serge suit, three- quarter length overcoat with silk facings, green tie, black felt hat, tan colour boots, ring set bloodstone on right little finger. A clerk or ship's steward. Has been employed as a com- mission agent at Covent Garden. Is believed to be well known to Salvation Army and Mission people. He spoke of proceeding to Canada. ESSEX. 13.— Braintree ( County).— For oflicebreak- ing, 4th inst., at Halstead— A MAN, age 50 to 55, height 5 ft. 6 or 7 in., slight build, complexion fresh, hair and moustache ( clipped) light ( turning grey), tattooed one leg; dress, light grey coat, large pockets, dark trousers, red scarf, light peak cap. Stated he was a plumber, and native of Colchester. Information to Supt. Terry, Braintree, or In spector Claxton, Halstead. 14— Chelmsford ( County).— For break- ing and entering a dwelling house, between 13th and 14th inst., and stealing £ 5 12s.— ALBERT LORD, age 18, height 5 ft. 1 in., complexion fresh, round face, hair brown, eyes blue, large hairy mole inside right forearm, cut scar centre of right hand, right thumb nail deformed; dress, black jacket, dark trousers and cap. A labourer; native of Chelmsford. Absconded 14th inst. Accompanied by A MAN, age 22, height 5 ft. 1 in.; wearing dark clothes. Both may seek em- ployment at livery stables, & c. Ib.— Dunmow ( County).— For stealing, 26th ult., a grey jacket suit; 1 cap; 1 pair white stock- ings; 1 under vest; 1 striped shirt; 1 pair lace boots, all believed to be marked " Hammersmith " or " Fulham Union, No. 107"; and £ 2 10s.— ALFRED HUGHES, age 47, height 5 ft. 4 or 5 in., complexion fair, hair light, clean shaved, eyes blue or grey, peculiar gait, leans forward when walking; dressed in the stolen clothing, may now be wearing brown trousers, brown boots, white muffler. A commercial traveller, for many years he represented a Liver- pool firm of pianoforte manufacturers. Warrant issued. Information to Supt. Menhinick, Neath. 17.— Cardiff ( City).— For obtaining £ 11 by a worthless cheque, N/ W 00482, dated 27th April, 1906, for £ 13 5s. 6d., drawn on the National Provincial Bank of England, Hereford, by J. B. Groves in favour of J. Harwood— J. HARWOOD, age about 31, height 5 ft, 10 in., complexion brownish, square chin, thin lips, high forehead, hair reddish brown, clean shaved, eyes ( sunken) dark brown; dress, brown jacket suit, light over- coat, sac back, black bowler hat. A commercial traveller. He stayed at a hotel, presented the above cheque in payment of his bill, and received the balance, £ 11. Warrant issued. Information to the Head Constable, Cardiff. HEREFORDSHIRE. 23.— Ledbury ( Count " V— For obtaining 5s. by false pretences, 5th inst.— MICHAEL ALLEN, alias TAYLOR, age about 40, height 5 ft. 4 in., complexion, hair, and eyes dark, clean shaved, cut marks back of head, bridge of nose has been broken; dress, brown jacket, brown plaid vest with white buttons, dark trousers, brown cap, old boots. A native ofWalsall.— JAMES CULBURT, age about 40, height 5 ft. 6 in., complexion fair, hair and moustache light, eyes grey; dress, brown jacket and cap, dark trousers, white patch on one knee, old boots. Phillips, Ledbury. 24.— Wenbley ( County). — For stealing ( bailee) 2 ladies' watches and a gold ring-— — WOOD, age about 50, height 5 ft. 5 or 6 in., complexion fair, hair ( turning grey) dark brown ; dress, light dust overcoat, dark coat and trousers, black bowler hat, carried an umbrella with large hook handle, and a black bag containing tools for repairing clocks, kc. '' 5. — Newport ( County\— For larceny, and causing bodily harm— NOAH W1LLETT, alias JAMES, age 30, height 5 ft. 41 in., complexion, hair ( curly in front) and eyes dark, clean shaved, slightly bow legged; dress, check coat and cap, dark cord trousers, black silk neckerchief. A gipsy; native of Brighton. Is said to have been employed oil public works at Glasgow and New- castle. Absconded 10th inst. Warrant issued. Information to the Supt., County Police Office, Newport. KENT. 26.— Maidstone ( Borough).— For obtain- ing £ 1 Is. by false pretences— A. EVANS, age 27 to 30, height 5 ft. 7 or 8 in., long features, hollow cheeks, hair dark, clean shaved, eyes grey, carries his head forward; wearing dark clothing. Appearance of having been in the theatrical pro- fession. ( See Case No. 1, 2nd February, 1906.) Warrant issued. Information to the Chief Constable, Maidstone. LANCASHIRE. 27.— Liverpool ( City).— For failing to ap- pear to a summons for feloniously receiving stolen property— THOMAS ALFRED CLARKE, age 50, height 5 ft. 4 in., well built, oomplexion pale, hair sandy, moustache and beard turning grey, abscess back of neck; dress, blue coat suit ( sup- posed blue cloth), yachting cap. A publican. Warrant issued. Information to the Head Constable, Liverpool. 28.— Sallord ( Biirough).— For failing to re- port— Supervisee JAMES WATTS, alias SCHO- FIELD, BURKE, McGUE, BRADLEY, ARTHURS, ANDERSON, MOORE, WOOD, THOMPSON, OATES, & c., Office No. 2023- 00, agf3 40, height 5 ft. 4 in., complexion pale, hair light brown, eyes blue, 2 scars left eyebrow, on each cheek, and several on forehead, nose bent. A fitter; native of London. Sentenced at Notting- ham City Sessions, 21st November, 1904, to 9 months hard labour, and 1 year supervision for larceny. Liberated on remission 29th July, 1905. 2176. NORFOLK. 22.— Norwich ( City).— For obtaining 10 £ 10 notes, Nos. % 20668 to 20677, dated '- loth uctober, 1904"; 10 £ 5 notes Mos. ? 54786 to 54795, dated " 28th August, 1905 " ; ana £ 40 ISs. by a forged cheque, 21st April, 1906— JOHN SHEPPARD, age 34, height 5 ft. 6 in., slight build, thin pale face, consumptive, hair dark, small moustache dark brown, eyes ( sunken) dark, dimple in chin, tat- tooed on one arm, addicted to drink; drees, slate colour morning coat suit, red tie, dark yacht- ing cap, frequently wears a wrapper. Has served in the Marines, and has his discharge papers with him. A hotel porter. Warrant issued. Information to the Chief Constable, Norwich. 30.— King's Lynn ( Borough).— For steal- ing, 26th ult., a bicycle ( recovered)— EDWARD LEEDS, aluis W. KEMP and CROSS, age 33 ( looks younger), height 5 ft. 9 in., complexion fresh, prominent nose, hair and slight moustache brown, eyes grey, large protruding ears; dress, light suit, dark cap, brown boots, may be wear- ing long light overcoat. A cabinet maker; native of Wisbech, Cambs. Is well known to furniture dealers throughout the country. Has been convicted of obtaining goods by false pre- tences; also of larceny at Wisbech, Ely, Ramsey, and other places. The goods he obtains are sold by public auction at markets. Warrant issued. Information to the Chief Constable, King's Lynn. SHROPSHIRE. £ 2 REWARD 31— Whitchurch ( County).— For leaving his wife and children chargeable to the Market Drayton Union — ROBERT PEARCE, alias SMITH, age 33, height 5 ft. 7 in., complexion fresh, hair ( thin on top) light, large moustache sandy, eyes grey, cut mark back of left knee; dress, blue serge jacket, green mixture vest, double- breasted, moleskin trousers, blue muffler, peak cap, strong lace boots. A labourer. Warrant issued. The above reward will be paid by J. St. C. Upton, Esq., Clerk to the Guardians, Market Drayton, for such information as will lead to the arrest of Pearce.
