RBO- UI. 1 All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THB EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. i. Particulars concerning persons whose apprehensiin is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. i. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 1. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. t. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 6s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 6s. to 10 » . A remittance of 5s. should be made in the first instance for cost of engraving sketches. 9. Every announcement, if for the apprehension of a person, must be guaranteed by the signature oflun officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. LT XOZff S. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear o number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to tht number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcr ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later thun Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letttr 12. All payments must be in advance, either at the office, New Scotland Tanl by Postal Order, or by Post Office Order, payable at Parliament Street Putt Office. 13. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted as follows: — ( a) All persons coming within Section 5, 7, or 8 of the Prevention of Crimes Act, 1871. ( b) All persons, at Assizes or Quarter Sessions, sentenced to not less than one month's im- prisonment, without option of a fine, for any of the offences shown below. ( c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one month's imprisonment, with- out option of a fine, for any of the following offences:— Aliens ( Sec. 3 Aliens Act of 1905). Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. Bankruptcy offences. Being found on enclosed premises. Breaking into churches, houses, shops, warehouses, & c. Burglary. Cattle stealing. Coining. Conspiracies of all descriptions. Embezzlement. But all offenders of the first Division, and such of the second Division as have never been pre- viously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Department, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the death of any criminal who has been finger- printed. The notification should contain the full name and aliases, particulars of conviction, or con- victions if possible, also the No. published in the list of Habitual Criminals. SPECIAL NOTICE. DOUBTFUL TRADERS. L. CLEMENTS, alias ASTORIA ( POLICE GAZETTE, 5th January, 1906), was sentenced, on 3rd inst., at the Central Criminal Court, to 3 years penal servitude for fraudulent conversion and fraud, viz., obtaining money from persons in the Provinces, under the pretence of supplying them with dogs; also for obtaining dogs, for which he failed to pay. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT 1.— Convict Supervision Office.— Expiree FRED SMITH, Office No. 1732- 01, Tab- ular Form 6th October, 1905, not now wanted 2.— K Division.— For obtaining £ 15 by false pretences, between 31st January and 2nd February last— FRANCOMBE GEORGE HUL- BERT, " age 35 to 40, height 5 ft. 4| in., com- plexion dark, hair brown, eyes small and piercing, artificial teeth, one wrist disfigured, one side of moustache brown, other grey, deep wrinkles each side of mouth; dress, dark grey overcoat, dark jacket suit, red tie, black hard felt hat. Warrant issued. 3.— T Division.— For embezzling £ 3 15s. 2d.— PERCY WILLIAM TRIGG, age 35, height 5 ft. 8 in., slight build, complexion pale, thin face, oval, hair and slight moustache brown, eyes hazel, scar corner of left eyebrow mole side of right collar bone, shield and wreath front of right forearm, 4 dots and anchor back of left, stoops slightly, squeaky voice, slightly deaf, bad teeth ; dress, navy blue' suit, dark cap, wears a red coral pin. A foreman laundryman • native of Hammersmith. Absconded 7th inst. Is believed to have obtained a situation at a seaside laundry. Warrant issued. 1.— X Division.— For stealing, 30th March last, a narrow gold ring, set red stone, gipsy sett- ing, broken; 1 green leather purse, white knob fastening; £ 2 13s.; and a 20 centime piece — JOHN COLESHILL, age 21, height 5 ft. 5 in., complexion fresh, hair light, eyes blue; dress, grey jacket suit, brown cap and boots. A native of Hanwell. Warrant issued. 5.— y Division.— For stealing, 27th ult., £ 71 15s. 3d., and a brown leather hand bag, marked " N. & B., Ltd."— HARRY ESPINER, alias HARRY FOX, age 17 ( looks older), height 5 ft. 4 or 5 in., complexion fresh, hair dark brown, clean shaved, eyes grey, stammers; dress, dark check suit and overcoat, large grey check cap. A native of London. Is fond of singing at public entertainments. He was sent to the bank with cheques for wages, & c., and absconded. BERKSHIRE. 6. — Reading ( Borough). — For stealing, 28th ult., a purse containing 8s.— TWO MEN ( lst, age 23, height 5 ft. 5 or 6 in., complexion fresh, full face, hair brown, clean shaved; dress, blue serge suit, dark cap and wrapper. 2nd, age 25, height 5 ft. 8 in., rather stout build, hair dark brown, clean shaved; dress, dark serge jacket and vest, brown cord trousers, dark wrapper). 7 .— Reading ( Borough).— For obtaining goods by false pretences— Licence- holder GEORGE ERNEST MORRIS, alias DIXON LAIDMAN, LAIDMENT, and COOK, Office No. 1786- 02, age 35, height 5 ft. 7 in., stout build, square shoulders, complexion sallow, round face, hair brown, eyes ( right weak and inflamed) grey; dress, navy blue jacket and vest, dark trousers with narrow light stripe, brown lace boots, red mixture tie, brown mixture cap, walks erect, appearance of a mechanic, speaks with North Country accent, ad- dicted to drink, is a heavy cigarette smoker, and when at meals uses his knife with his left hand. APPREHENSIONS SOUGHT ( continued)— note paper and envelopes printed, " Dixon & Hunt, General Merchants, Agents and Dealers, 3, Brigham Road, Reading." Called at a Supply Typewriting Depot, and engaged a lady typist, and borrowed a second hand machine, also ordered office furniture, which was delivered. In the meantime he sent out type written communica- tions to founders in different parts of the country, asking them to quote for old metal, and succeeded in obtaining a cheque for £ 15, by representing that he had consigned a quantity of metal to them. Sentenced at Newcastle Quarter Sessions, 7th January, 1904, to 3 years penal servitude for con- spiracy to defraud. Licenced 11th ult. d e 477. Warrant issued. Information to Capt. BUCKINGHA MS HI RE. 8.— Chesham ( County).— For embezzling £ 230 15s. 6d.— PERCY VICTOR WILLOWS, age 22, height about 5 ft. 7 in., complexion fresh, hair ( wavy) and eyes dark brown, nose slightly inclined to left side; dress, dark jacket suit, black hard hat. A timber merchant's clerk; supposed a native of Wisbech, Cambs. Warrant issued. Information to Supt. Summers, High Wycombe, or to Inspector Trevener, Chesham 9. — Slough ( County). — For obtaining money by false pretences, lst inst. — LEWIS TABOUR, alias GEORGE CROFT and FRANK LLOYD, age about 35, height 5 ft. 4 or 5 in., complexion fresh, rather broad features, hair light brown, clean shaved; dress, brown jacket suit, dark slate- colour cap, brown leather leggings with buttons in front. He represented he was manager to a London firm, and engaged on the construction of local sewerage works, gave orders for coal, bricks, & c., called later and obtained money by stating he had met with an accident. Warrant issued. Information to Supt. Pearman, Slough. CHESHIRE. 10.— Chester ( City).— For failing to report — Licence- holder JOHN REYNOLDS, alias HILLS, MOSS, HILL, and DAVIS, Office No. 3478- 98, age 46, height 5 ft. 5 in., complexion fresh, hair ( bald in front and on top) bro- wn, eyes blue, coal scar back right hand, woman right, man, woman, and table left forearm. A fitter; native of Hyde, Cheshire. Sentenced at Knutsford Sessions, 6th January, 1904, to 3 years penal servi- tude for cycle stealing. Licenced 17th April, 1906. e 12. To be dealt with where found. DEVONSHIRE. 11.— Exeter ( City).— For stealing £ 31 — GEORGE WALTER FISHER, age about 31 ( looks older), height 5 ft. 6 in., hair dark brown, rather heavy moustache ( twisted at ends) brown, left little finger missing; dress, dark suit or blue serge suilt, brown square check overcoat, black bowler hat or cap. He left for Bristol, 28th ult., had with him a black wooden box and a sack bag, both containing clothing, tools, & c., and supposed labelled " Stone, Bristol." He was employed as a gas stoker, but formerlv as a deck steward on Ocean liners. Will, no doubt, endeavour to leave the country. Warrant issued. DORSETSHIRE. 12.— Sherborne ( County).— For stealing £ 13, 23rd ult.— WILLIAM BAYNE, a Scotch- man, age 24, height 5 ft. 7 in., rather square build, complexion fresh, full face, freckled, hair dark brown, clean shaved; dress, dark jacket suit, blue or purple tie, light cap, light boots. A footman. May be found in company of racing or betting men. He left for Waterloo, 24th ult. Warrant issued. Information to Supt. Carter, Sherborne. DURHAM. 13.— Stockton - on - Tees ( County).—\ For embezzling £ 74 17s. lid., 30th ult.— ANDREW LOWTHER, age 32, height 5 ft. 8 or 9 in., rather slight build, round shoulders, com- plexion fresh, hair ( going bald in front) light brown, eyes grey, teeth discoloured, 2 front upper teeth very long, an inveterate cigarette smoker; dress, blue serge suit, three- quarter length overcoat with silk facings, green tie, black felt hat, tan colour boots, ring set bloodstone on right little finger. A clerk or ship's steward. Has been employed as a com- mission agent at Covent Garden. Is believed to be well known to Salvation Army and Mission people. He spoke of proceeding to Canada. Warrant issued. Information to Supt. Hildreth, Stockton. ESSEX. 14— Braintree ( County).— For officebreak- ing, 4th inst., at Halstead— A MAN, age 50 to 55, height 5 ft. 6 or 7 in., slight build, complexion fresh, hair and moustache ( clipped) light ( turning grey), tattooed one leg; dress, light grey coat, large pockets, dark trousers, red scarf, light peak cap. Stated he was a plumber, and native of Colchester. Information to Supt. Terry, Braintree, or In- spector Claxton, Halstead. 15.— Dunmow ( County).— For stealing, 26th ult., a grey jacket suit; 1 cap; 1 pair white stock- ings; 1 under vest; 1 striped shirt; 1 pair laoe boots, all believed to be marked " Hammersmith " or " Fulham Union, No. 107"; and £ 2 10s.— ALFRED HUGHES, age 47, height 5 ft. 4 or 5 in., complexion fair, hair light, clean shaved, eyes blue or grey, peculiar gait, leans forward when walking; dressed in the stolen clothing, may now be wearing brown trousers, brown boots, white muffler. A groom; native of Bidford, Warwick, or Cleeve Priors, Worcestershire. Warrant issued. Information to Supt. Barnard, Dunmow. GLAMORGANSHIRE. 16.— Neath ( County).— For embezzlement at Pontardawe— FREDERICK GEORGE GORDON, age about 45, height 5 ft. 8i in., complexion fresh, hair ( bald on top) iron grey, moustache turning grey, of military appearance. A commercial traveller, for many years he represented a Liver- pool firm of pianoforte manufacturers. Information to Supt. Menhinick, Neath. 17.— Cardiff ( City).— For stealing £ 107 3s. 10| d.— JOSEPH STEPHEN BROWN, age 49, height 5 ft. 9 in., complexion fresh, protruding chin, wrinkles on forehead, hair ( turning grey) dark, beard and moustache, eyes brown, cut scar right top of forehead, prominent larynx, small fleshy mole back of neck, several brown moles left shoulder blade, 2 on right, cut scar 3rd right finger, thumb, and 2nd left finger, hands freckled, large scars from piles and fistula, of good address, deep voice; dress, dark brown lounge suit, black hard hat, brown boots. A clerk • native of Leicester. Warrant issued. Information to Head Constable McKenzi?, Cardiff. GLOUCESTERSHIRE. IS — Bristol ( City).— For stealing. 4th ult., a painter's full size blow lamp, nearlv new; 1 do. apron; and 5s.— GODFREY SEMMINGTON, ags about 27, height 5 ft. 7 or 8 in., complexion fair, clean shaved, large full eyes; dress, blue serge suit, dark cap and muffler. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Bristol. HAMPSHIRE. 19. — Andover ( County— For stealing a gold watch and chain— ALBERT SMALL, alias STEELE, age 30 to 35, height 5 ft. 7 or 8 in., complexion fresh, hair light brown. A native of West End, Southampton. He tramps the country and works on farms as a labourer. Is accom- panied by his Wife ( who hawks needles and cotton), and Son, age about 5 years. Warrant issued. Information to Supt. Bowles, Andover. 20.— Bournemouth ( County).— For steal- ing from a boarding house, 8th inst., a lady's gold watch and chain, small locket set diamonds, attached to chain; 2 gold chain pattern bracelets; 1 5s. piece, enamelled black and white, made into brooch; 1 Faulkner diamond brooch; 1 lady's gold watch, monogram " M. E. B.," chased back, double gold curb chain with bar at end, attached; 1 antique gold ring with glass, light hair under, with 2 initials surrounded by diamonds, inside; 1 diamond and sapphire gold ring; 1 gold ring set single sapphire; 1 pair coral earrings, surrounded by pearls; 1 long thin gold chain with gold locket containing photograph of gentleman, attached; 1 gold curb bracelet, with heart attached; 1 flat Indian necklace, silver gilt, in shaoe of stars: 1 small gold brooch, glass in centre for hair; 1 blue knitted wool jug purse— A MAN, age 20 to 25, height 5 ft. 5 or 6 in., com- plexion fair, hair light, of foreign appearance; dress, dark grey tweed suit, lace boots, carried a black stick, silver mounted, crook handle. May be accompanied by A MAN, age about 25, height 5 ft. 6 or 8 in., complexion and moustache dark, of foreign appearance; dress, blue serge suit, dark blue yachting cap. Information to Supt. Hack, Bournemouth. 21.— Winchester ( City).— For stealing a registered packet, containing £ 5— WILLIAM HEAD, alias HICKS, age 32, height 5 ft. in., complexion fresh, hair light brown, clean shaved, eyes blue, tattooed both arms and legs; dress, black serge jacket, dark trousers with light stripes, dark vest and cap, light lace boots. A native of Win- chester. Has served in the Navy, and was dis- charged about August, 1905. Absconded 3rd inst. Warrant issued. Information to the Head Constable, Winchester. 22.— Portsmouth ( Borough).— For desert- ing his wife and family, 12tli March, 1906— CHARLES GRIFFITHS, age about 36, height 5 ft. 7 or 8 in., rather stout build, complexion fair, hair light, eyes grey. A tailor's clerk. Warrant issued. For deserting her child, 19th September, 1904 — EVA HILL, age about 35, height 5 ft. 2 in., complexion fair, hair light. Warrant issued. For deserting her child, 27tli December, 1905— ROSE WATTS, age about 29, height 5 ft. 3 in., slight build, complexion fair. Warrant issued. 23.— Portsmouth ( Borough). — For an offence under the Bankruptcy Act— WILLIAM FREEMAN, alias R. KING, age 37, height 6 ft., slight build, complexion fresh, hair dark brown, clean shaved, stoops slightly. A native of Bognor. Absconded 12th ult. May open a grocer's or general shop. For some years he appears to have opened shops, obtained credit to a large amount, disposed of the business, & c., and absconded with the proceeds. Warrant issued. Information to the Chief Constable, Portsmouth. HEREFORDSHIRE. 24.— Hereford ( County). — For stealing, 26th ult., at Peterchurch, a brown cloth jacket; 1 do. vest; 1 cheap metal keyless watch, brass chain attached; and 6s.— JAMES MORGAN, age 18, height 5 ft. 4 in., complexion fresh, hair light brown, three upper teeth prominent; wearing the stolen coat and vest, dark trousers and cap, mili- tarv boots. A farm labourer; native of Bromyard. Is a deserter from the Shropshire Light Infantry. Warrant issued. Information to Supt. Cope, Hereford. KENT. 2b.— Ash1ord { County).— For stealing, 27th ult., at Lydd, a free wheel bicycle, Dunlop tyres, 2 rim brakes, flat handle bars, split underneath, enamelled black, " Alder Cycle," makers, Phillips Bros., Aldershot; 1 pair of boots, No. 4323; 1 pair of socks; 1 pair of serge trousers; and a pair of putties— EDWARD BRAYAN, age about 23, height 5 ft. 6 in., hair and eyes brown. 2 left toes missing, walks badly; wearing khaki clothing. A private of the 14th Hussars. Warrant issued. Information to Supt. Bailey, Ashford. 26. — Chatham ( County). — For deserting their wives and children, leaving them chargeable to the Medway Union— CHARLES STRED- WICK, age 50, height 5 ft. 4 in., complexion sallow, hair dark brown, eyes ( cast in one) dark, lame, very talkative. A bricklayer.— CHARLES ELLARD, age 26, height 5 ft. 8 in., complexion fresh, hair dark, eyes hazel, dots left forearm: dressed as a labourer. Warrants issued. Information to Supt. Sargent, Chatham. LANCASHIRE. 27. — Liverpool ( City). — For uttering a forged order for goods, with intent to defraud— A MAN, who gave the name of WILLIAM JOHN LAMB, age about 40, height about 5 ft. 7 in., sharp features, moustache ( cropped short) light, prominent teeth ; dress, dark coat, light trousers, hard felt hat. Is believed to have been connected with the paint trade. He obtained note paper with a printed heading of some firm, then wrote a bogus letter to a colour manufacturer, stating that a representative of the firm would call upon him with a request to supply goods, and in due course he called, presented a forged order, and obtained gold leaf and paint brushes. Warrant issued. 28 — Liverpool ( City).— For obtaining, by false pretences, from a left luggage office, 16th March last, a tin trunk, containing clothing, & c.— LUCY MATTHEWS, age about 25, medium build; wearing dark clothing and light straw hat. Warrant issued. Information to the Head Constable, Liverpool. FRIDAY, MARCH 11, 190F>. THE POLICE GAZETTE. 5 PORTRAITS OF PERSONS WANTED. METROPOLITAN POLIGE DISTRICT 29.— J Division.— For gross indecency with male persons— ERNEST J. MEDCALF or MET- CALF, age about 45, height 5 ft. 10 in., com- plexion sallow, hair ( inclined to curly, thin on top) black, eyes shifty, round shoulders, stoops slightly, small abscess or carbuncle back of left ear, carries his head forward, long thin hands, tender feet, large nipples, hairy body and limbs; dress, blue serge jacket and vest, dark trousers, tight fitting, loose dark grey overcoat, blue silk wrapper, dark grey cap, tan boots, blacked over, wears imitation cluster pin, blue stone, surrounded by diamonds, silver square link watch chain. He obtains admission to hospitals and infirmaries, suffering apparently from a weak heart, there makes friends with youths, and after remaining a few days, takes his discharge and arranges to meet them on their discharge, takes them to his lodg- ings, and commits the offence. He also calls upon charitable persons, and states he is a Jesuit or High Churchman, a teacher of languages, that he recently came from Australia, and is stranded, thereby obtains money and lodgings. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. LANCASHIRE. 30.— Liverpool ( City).— For attempting to obtain £ 25 by false pretences— MARGARET HARRISON, alias FRETWELL and HILL- YARD, age about 21, height 5 ft. 1 in., slight build, rather round face, hair and eyes ( piercing) dark, prominent teeth, discoloured; dress, black Eton jacket, black skirt, green blouse, heliotrope straw hat, had with her a red straw hat and dark waterproof. She is accompanied by FRANK MIDDLETON ( see Case No. 40, 4th inst.). They open an account at a bank with a bogus cheque, obtain a cheque book, the following day they pay in another bogus cheque, at the same time try to cash one of the bank's cheques taken from the book; they also open an account at Post Office Savings Banks with a bogus cheque, shortly after- wards call at a sub- Post Office, and withdraw £ 1 on demand. These persons are now travelling the country, and have committed offences at Liskeard, Gateshead, Salford, Liverpool, Rhyl, Hereford, ( fee., and are allso defrauding shopkeepers and others by cashing worthless cheques.
