POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, FEBRUARY 16, 1906. VOL. XXIII., No. 2310. 1. All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and, accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are onlu accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. SPECIAL NOTICE. PRISONERS UNDER REMAND. The aid of the Metropolitan Police is frequently sought by other Police Forces to make inquiries respecting the antecedents of prisoners under re- mand, and such inquiries often result in identi- fying accused persons as being old offenders. But, in many cases, the time allowed for such inquiries is so brief that effect cannot be given to the request for information or that it can be com- plied with only in a perfunctory manner, and at great inconvenience. The Editor would therefore suggest, in the interest of the Provincial Police Forces, that four clear days, at least, should be allowed in cases of the kind, to complete the inquiries asked for. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1— Criminal Investigation De- partment.— For stealing and forging a cheque for £ 58 10s., 26th ult.— ROBERT MOORE, age 34, height 5 ft. 7 or 8 in., complexion sallow, hair ( tinged with grey) and moustache very dark, eyes dark; dress, light grey check overcoat, dark morn- ing suit, silk hat. A commercial traveller, known to wholesale chemists; supposed a native of Hull. In 1904 he resided at Climping, near Littlehamp- ton, and recently at Felpham, Bognor. Absconded 29th ult. Warrant issued. 2.— Convict Supervision Office.— Licence- holder FRANCIS HOUSHAM, Office No. 1977- 02, Case No. 1,12th May, 1905, not now wanted. 3. — B Division. — For stealing ( servant) £ 16 6s. lid.— CHARLES CREW, age 18, height 5 ft. 8 in., complexion fair, hair light, eyes blue; dress, dark groy suit and cap. A native of Chelsea. 4.— H Division.— For embezzling til — WOOLF SHACPI, a Russian, age 33, height 5 ft. 6 in., complexion pale, pock marked, hair dark brown, irregular teeth, one front upper tooth deficient; dress, dark suit, light Chesterfield over- coat, hard felt hat. A baker and traveller. May endeavour to leave the country. Warrant issued. 5.— T Division.— For stealing ( bailee) a sewing machine— FRANK LARKHAM, alias E. P. COHEN, age 22, height 5 ft. 6 in., slight build, rather round shoulders, complexion fair, hair ( curly in front) light, eyes ( small) blue; dress, blue serge suit and cap, blue tie, lace boots. An electrical engineer; native of Twickenham, Middle- sex. Warrant issued. 6.— W Division.— For stealing £ 50 3s., 6th inst.— HENRY RICHARD CORKE, age 59, height 5 ft. 3 in., stout build, complexion fresh, hair and moustache grey; wearing dark suit, dark grey overcoat. A native of Sevenoaks. 7.— w Division.— For obtaining £ 30 by false pretences— CHARLES WEBB, age 30, height 5 ft. 10 in., complexion ruddy, sharp features, hair black, eyes very dark or black, quiet manner; wearing dark Melton overcoat, velvet collar, silk hat, tan colour gloves. He advertised for a loan of £ 30 and deposited as a security a gold watch, which was afterwards found to be worth £ 4 or £ 5 only. Warrant issued. CITY OF LONDON. 8. — For stealing ( servant) £ 29— MARK BYRNE, age 26, height 5 ft. 8 in., complexion dark, hair black, eyes brown; dress, blue serge suit, black overcoat, dark tie, hard felt hat, lace boots. BEDFORDSHIRE- 9. — Bedford ( Borough,).— For stealing, 10th inst., a dark grey tweed cap, crimson lining, " Perth" marked on lining; 1 green check cap, crimson lining, " Clifton " marked on lining— A MAN, who gave the names of ROBINSON HEADON, or EATON ROBINSON, age about 31, height about 5 ft. 9 in., complexion and hair dark, supposed clean shaved, thin face, large scar supjjosed on left jaw, head and bust of female tattooed left forearm, supposed a north country- man; dress, dark grey overcoat, grey trousers, brown lace boots, red tie. May have in his possession a pair of football boots, stockings, and shirt. About 3 weeks ago he made the acquain- tance of Rugby football players ( claimed to be a player himself), and through their influence obtained employment at an engineering establish- ment, then borrowed the above outfit from one of the players. BUCKING HA MS HIRE. 10.— Great Marlow ( County).— For ob- taining a horse by a worthless cheque— GEORGE BOLT, age about 40, height 5 ft. 10 to 6 ft., complexion and hair dark, clean shaved; dress, brown square cut jacket suit, tight fitting trousers, black or brown bowler hat. A low horse dealer, frequents the company of horse dealers and butchers. Is known at Bristol, Devizes, Bath, and the Horse Repository, Edgware Road, London. Warrant issued. Information to Supt. OA MBRIDGESHIRE. 11.— Cambridge ( Borough).— For stealing a brown mackintosh, 7th inst.— A MAN, who gave the name of ARTHUR ERNEST DAVIS, age 19 to 20, height 5 ft. 6 or 7 in., comolexion and hair dark, clean shaved, bad teeth; dress, dark jacket suit, brown leggings and boots, small tie, black hard felt hat, sometimes wears a cap. A stock- broker's clerk. He calls on dentists and makes an appointment for the next day, after he has left it is found that articles are missing. DERBYSHIRE. n.— Langloy Mill ( County).— For failing to report— Supervisee JOSEPH HORSLEY, Office No. 1971- 99, age 34, height 5 ft. 4 in., complexion fresh, hair light brown, eyes grey, 2 moles right cheek' and 1 right of neck, scar back right hand. A butcher; native of Derby. Sentenced at Derby County Sessions, 29th June, 1904, to 9 months hard labour, and 2 years supervision, for fowl stealing. Liberated on remission 7th March, 1905. 772. County).— For stealing ( bailee) a watch ( recovered)— JOHN RITCHIE, age 35 to 40, height about 5 ft. 6 in., hair and moustache dark brown; wearing dark clothes, medal ribbons on vest, black hard felt hat, carried a small square bag. Repairs watches and hawks cheap jewellery. Had in his possession a Pedlar's Certificate, issued at Dorset in December, 1905. Frequents common lodging houses and beer houses. ESSEX. 16— Brentwood ( County).— For obtaining by false pretences, 1st inst., 2 pairs glace kid button boots, patent toe caps, marked " Queen Alexandra, material and workmanship guaran- teed," on silk lining, sizes 4 or 5 ; 1 pair do., without toe caps, stamped " 22- 540- 250," size 5 : 1 pair do., patent toe caps, " Warranted handstitched welts" stamped on sole, size 4 or 5— LOUISA REDGE- WELL, alias RIDGEWELL, Office No. S 3370, age 22, height 5 ft. 3 in., complexion pale, hair dark brown, eyes grey; dress, black skirt, three- quarter length jacket, black hat. A domestic servant, lately residing at Upton Park. She calls on tradesmen ( usually boot and shoe salesmen), represents that she is in service at a hotel or public house, and that her mistress has sent her for boots on approval. ( Is identical with Woman, Cases Nos. 11 and 21, 9th inst.) Sentenced at Stratford Petty Sessions, 20th September, 1905, to 2 months hard labour for obtaining money by false pretences. CLA MORGA NSHIRE. 17.— Swansea ( Borough,).— For embezzle- ment— WILLIAM ALLEN, age about 19, height about 5 ft. 4 in., stout build, complexion fair, London accent; dress, dark overcoat, dark suit, A porter; supposed a native of London. In a pocket book, left at his lodgings, was written " 1897, Wm. Allen, 115 Harbut Road, Plough Road, Battersea, London, 1898, 1903, Wm. Allen, Orphan Home, Hatwels Road, Clifton, Bristol, 1903, 1904, Wm. Allen, Haver Hill, Trefgarn, Pembrokeshire." May seek employment at farms. Warrant issued. Information to the Chief Constable, Swansea. GLOUCESTERSHIRE . 18.— Cheltenham ( County).— For stealing. 29th ult., a brown bay mare, 14 hands 3 in., small star on forehead and small patch on off hind fetlock white, black points, rough condition — GEORGE HAYWARD, alias CHARLES MILLER, age 40 to 45, height 5 ft. 6 or 7 in., complexion fresh, hair ( turning grey) brown, heavy moustache, inclined to ginger; dress, grey suit and cap, light tie. A low horse dealer. About 3 weeks ago he hired stables, and had cards printed, " Hayward & Sons, Horse Dealers, & c.," thereon. He agrees to purchase a horse, has it sent to his stables for trial, where he again meets the owner, offers payment at night, and absconds. He also obtains saddlery without payment.— Was accompanied by A MAN, age about 30, height 5 ft. 4 or 5 in., complexion fresh, hair, slight moustache, and eyes dark; dress, pepper and salt colour coat and vest, light breeches, brown gaiters; and A YOUTH, age about 18; dress, grey suit and cap. Hopkins, Cheltenham. 19.— Gloucester ( County).— For failing to appear at Gloucester City Quarter Sessions, 30th ult., on two charges of stealing ( bailee) bicycles — HENRY CHARLES DRIVER, age 21 ( looks about 30), height 5 ft. 11 in., stoops slightly, complexion sallow, hair and mous- tache dark, eyes brown, 3rd right finger deformed; dress, dark suit with pin stripe running through, fawn colour mackintosh over- coat, brown cap, brown boots. HAMPSHIRE. 20.— Southampton ( Borough).— NELLIE MORRIS alias THORNE, Case No. 24, 17th November, 1905. Information cancelled. 21.— Southampton ( BorouoK).— For steal- ing jewellery and 2 £ 5 notes— ANGELO DEL- SANTO, an Italian, age 35, height 5 ft. 5 or 6 in., slight build, complexion, moustache, and eyes dark, hair black; wearing a grey overcoat. ISLE OF ELY. 2 5.— March ( County).— For obtaining cloth- ing by false pretences, between 19th December, 1905, and 6th ult.— HENRY BROWN, alias H. A. PRYCE BROWN, age about 22, height 5 ft. 4 or 5 in., short neck, rather stiff build, com- plexion fair, hair light brown, slight moustache light; dress, black reefer jacket, fancy red vest with small black spots, dark trousers with light stripe and slight red check, fawn colour Chesterfield overcoat, single- breasted, light grey tweed cap. Has been employed as a bricklayer's labourer, also on farms. He advertises as manager for a Debt Collecting Company. Supposed a native of Houghton Regis, Beds. Warrant issued. Information to Supt. LANCASHIRE. 24 — Liverpool ( City).— For stealing from his lodgings, 6th inst., a lady's gold Geneva watch, gold dial, No. 79043; and a quantity of jewellery — A MAN, who gave the name of " EPWORTH, age 25, height 5 ft. 9 in., slight build, hair light, clean shaved, American accent; dress, blue serge uniform suit, brass buttons, 2 gold bands around sleeves, peak cap with gold band. Stated he was 1st officer of a ship in dock. Is believed identical with a man wanted at Hull, Northampton, and Wakefield. Warrant issued. 25.— Liverpool ( City>.— For failing to re- port— Supervisee WILLIAM HARNOTT, alias WILLIAM MATTHEWS and THOMAS ARNOTT, Office No. 2176- 02, age 28, height 5 ft. 3J in., complexion pale, hair light brown, eyes blue. A collier; native of London. Sentenced at Northampton Sessions, 4th January, 1905, to 6 months imprisonment and 3 years supervision, for stealing roofing felt. Liberated 3rd July, 1905. 5732. Information to the Head Constable, Detective Department, Liverpool. 26.— St. Helens ' TirvrtmaVs.— For stealing 14s. 8d., 7th inst.— MINNIE MULLAY ( supposed false), age 18 to 21, height 5 ft. 5 or 6 in., well built, complexion pale, hair dark brown, of good address; dress, black skirt, white blouse with insertion in front, light grey three- quarter length jacket, flaps to pockets, black imitation fur neck- le'. brown felt hat, trimmed pom poms. She took lodgings and stated she had obtained an appoint- ment as typist and shorthand clerk at the Co operative Stores. Had in her possession an envelope addressed " Miss May Wilson, Warring- ton," containing a Christmas card, " From Albert to May " thereon. Information to the Chief Constable, St. Helens. MONMOUTHSHIRE. 27.— Risca ( County).— For stealing 14 cwt. of old iron at Blackwood, 14th December 1905— FREDERICK COX, age 34, height 5 ft. 7i in., complexion fresh, hair, moustache, and eyes brown, man and woman tattooed right forearm, cross and star left forearm; dress, old long brown overcoat, dark trousers and vest, cap. A rag and bone gatherer; native of Gloucester. Has been convicted of larceny at Cheltenham and Gloucester. Absconded 22nd December, 1905. Warrant issued. Information to Supt. Porter, Risca. NOR THA MPTONSHIRE. 28.— Northampton ( Borough).— For mis- appropriating £ 71 16s. 5d., monies of a club, of which he was treasurer— FREDERICK KNIGHT, age 30 to 35, height 5 ft. 3 or 4 in., stiff build, complexion fair, turns feet slightly inwards; dress, blue reefer suit, light grey overcoat or mackintosh, black soft felt hat, brown boots. Was employed as a packer at a shoe factory. Absconded 16th ult. Warrant issued. Information to the Chief Constable, Northamp- ton. SHROPSHIRE. 29.— Pontesbury ( County).— Escaped from Bicton Heath Asylum, 3rd inst.— FREDERICK HYMEN, alias JOHN MELTZER. a criminal lunatic, age 36, height 5 ft. 9 in., complexion fresh, hair light brown, moustache light, eyes blue, speaks with foreign accent, scar on forehead, left side of nose, small mole left cheek, mole between shoulders, cut mark left thumb; dress, grey check tweed suit, light tweed cap, Asylum boots, marked " S. L. A." Information to Supt. Elcock, Pontesbury. SOMERSETSHIRE. 30.— Yeovil ( County).— For obtaining, 23rd ult., £ 10 10s. by a worthless cheque on the London & Provincial Bank, Bristol Branch— GEORGE HARVEY, alias HARRISON and PETERS, age 40 to 45, height 5 ft. 10 or 11 in., complexion ruddy, hair and moustache brown, prominent nose; dress, grey suit, dark overcoat, black hard felt hat. Had in his possession green cards and memoranda, headed, " Commercial Motor Car Company, Ltd., 42 Deansgate, Brislington, Bristol, and Worthington Place, Tallow Hill, Worcester, represented by G. Harvey," printed thereon. Stays at Commercial Hotels. He stated that he required rooms for 8 gentlemen who would arrive later with 2 motor cars. ( See Cases Nos. 18, 22nd September, 46, 27th October, and 31, 29th December, 1905.) Warrant issued. Information to Supt. Rutherford, Yeovil. 31 .— Bath ( City).— For obtaining, by false pretences, 30th ult., a single stone diamond ring, " 241 YE/-/-" on inside; 3 ladies' half hoop do. ( 1 marked " 26 YN/-/-"; 1, " 163 YO/-/-"; other with gold lining inside) ; 1 lady's 5 stone diamond and ruby half hoop ring, " 89 and BY/ BO/-" inside; 1 lady's diamond and ruby half hoop ring, set 3 rubies and 4 small diamonds, " 255 and G/ E/-" on inside— ARCHIBALD M! SMYTHE, age about 42, height 5 ft. 7 in., complexion, hair, and eyes dark, rather full face, steady striding gait, an inveterate smoker of cigars. May en deavour to leave the country. Warrant issued. Information to the Chief Constable, Bath. STAFFORDSHIRE. W.— Longton ( County).— For fraud, 24th ult.- J. NOLAN, age 45 to 50, height 5 ft. 8 or 9 in., stoops when walking, complexion, hair, and thick moustache dark; dress, dark jacket, made from dust coat, dark vest, dark mixture trousers, dark cap, old light lace boots ( piece cut out of one toe). He called at several houses and repre- sented that he was canvassing for an Art Portrait Company, Hanley, obtained a deposit on orders, stated that he would call the following Sunday and take the photographs, which he failed to do. He gave receipts written in pencil. Usually carried a large framed photograph wrapped in green cloth. Warrant issued. Information to Supt. Oakden, Longton. TUESDAY, FEBRUARY 65, 1906. T H E P O L I C E GAZETTE. 3 PORTRAITS OF PERSONS WANTED. METROPOLITAN POLICE DISTRICT. 33.— E Division.— Specidl attention is called to GEORGE McGIE, alias J. HAMEL SCOTT, and HALL, Office No. S 47082, age about 53, height 5 ft. in., complexion, hair, and slight moustache dark, eyes hazel, hairy mole left cheek, speaks with a slight Colonial accent, who is wanted for obtaining money by falsely representing himself as steward of the s. s. Cowrie of Liverpool. Stated he had been commissioned to convey 2 cases from Canada to the complainants; that he had forwarded the goods by rail from Liverpool, and requested the return of the freightage paid. It is supposed his victims are usually those whose wedding announcements appear in the Times or Morning l'ost, or the parents of children whose birth is advertised in those papers, giving the address of a relative in Canada. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. LANCASHIRE. 34.— flf, anchester ( City). — For misappro- priation of large sums of money— GEORGE THORPE STANLEY, age 60, height 5 ft. 3 or 4 in., complexion fresh, hair grey, may have a close cropped grey beard. He conducted a large 35.— Southport ( Borovgh\— For embezzl- ing £ 26 4s., and other sums, between May, 1905, and January, 1906— GEORGE A. ELLIS, age about 33, height about 5 ft. 9 in., slight build, wholesale fish and game dealing business, was associated with fish merchants, game dealers, oyster restaurant proprietors, and oyster culture mer- chants. While in Manchester he was actively engaged with religious movements, was also an Alderman and a Justice of the Peace for Man- chester City. ( See Case No. 34, 8th April, 1904.) Warrant issued. Information to the Chief Constable, Manchester. complexion fresh, hair light brown; usually well dressed. A native of Southport. He was em- ployed as manager to a Carriage Company. May endeavour to leave the country. Warrant issued. Information to the Chief Constable Southport.
