POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, FEBRUARY 2, 1906. VOL. XXIII., No. 2306. jl. All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. .8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. .6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. .6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such perspn is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an offictr of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged o* counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to tht number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form; and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Pott Office. . 13. The Space being limited, announcements concerning " Missing Persons are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The charge for such insertions ( if accepted) will be given on application. THE EDITOR, New Scotland Yard, London, S. W. SPECIAL NOTICE. FINGER PRINTS. UNDER the existing arrangements the finger impressions will be taken, and recorded at the Finger Print Department, Convict Supervision Office, New Scotland Yard, of all persons convicted as follows: — ( a) All persons coming within Section 5, 7, or 8 of the Prevention of Crimes Act, 1871. ( b) All persons, at Assizes or Quarter Sessions, sentenced to not less than one month's im- prisonment, without option of a fine, for any of the offences shown below. .( c) All persons, at Petty Sessional, Police, or Stipendiary Magistrate's Court, sentenced to more than one month's imprisonment, with- out option, of a fine, for any of the following . offences: — Arson. Assaults with intent to rob. Attempted burglary. Attempted larceny. Attempts to break into churches, houses, shops, warehouses, & c. Attempts to obtain goods and money by false pretences. i Bankruptcy offences. Being found on enclosed premises. Breaking into churches, houses, shops, warehouses, & c. Burglary. Cattle stealing. ' Coining. Consoiracies of all descriptions. Embezzlement. Entering with intent to commit a felony. Extortion by threats. Felonious wounding. Forgery. Fraud. Frequenting. Horse stealing. Housebreaking. Importuning male persons to commit un- •• natural offences ( Vagrancy Act, 1898, Sec. 1, par. b). Indecent assault on female. I Larceny. Obtaining goods and money by false pre- 4 tences. Possessing housebreaking tools. Procuration of women and girls. Prostitution, living on proceeds of ( Vagrancy Act, 1898, Sec. 1, par. a). Receiving. Robbery. Sacrilege. Sheep stealing. Shopbreaking. Suspected person. Unlawful possession. Uttering counterfeit coin. Warehousebreaking. But all offenders of the first Division, and such of the second Division as have never been pre- viously convicted, are exempted from this order. In order to avoid the retention of useless records in the Finger Print Deoartment, the Registrar of Habitual Criminals would be glad if the Chief Constables of Counties, Cities, and Boroughs, will, in future, notify the ileath of any criminal who lias been finger- printed. The notification should contain the full name and aliases, particulars of conviction, or con- victions if possible, also the No. published in the list of Habitual Criminals. SPECIAL NOTICE. NUMEROUS complaints have been received by Police respecting one, so- called, BISHOP McLAGLEN, who solicits subscriptions on behalf of the Gordon Memorial Day Nursery for little children, and the Shaftesbury Memorial Shoe Black Brigade for Homeless, Destitute, Deaf, Dumb, and Crippled Boys, 154 Denmark Street, St. George's- in- the- East. This institution, which is represented to be a home, is, in reality, only a place where a few poor children are left to be taken care of while their parents go out to work, 2d. per day is charged for each child. McLaglen resides at 23 East India Road, E., and describes himself as the Managing Director of the Home; he sends a number of men all over the country collecting subscriptions. It is not known whether the collectors make false representations when collecting, but they are believed to produce a printed receipt book, with counterfoils, which induces charitably dis- posed persons to conclude that these institutions are large and genuine. Fifty per cent, of the money thus obtained is given to the collectors as wages, exclusive of travelling and hotel expenses. There is every reason to think that McLaglen and his collectors have, for many years, lived entirely upon the money so obtained. They are not known to have any other source of income, and only a very small part of the money is expended upon the children. Although the whole thing i? believed to be a fraud, there is not yet sufficient evidence to make McLaglen and his collectors amenable to the Criminal Law, but it is desirable that Provincial Police Forces should know about; the man and his collectors, and it would be well : i it could be ascertained what representations are made in order to obtain subscriptions. He called upon tradesmen and obtained money for advertisements oil illuminated football fixture sheets, which he does not execute. Was accompanied by A MAN. Jolley; and 7s. 6d.— — BADLEY, age 25 to 29, height 5 ft, 9 in., complexion and hair dark, clean shaved; dress, blue coat and trousers, dark brown overcoat, double- breasted, one button broken, black hard felt hat, brim frayed, old light brown boots. DENBIGHSHIRE. 7.— Denbigh { County').— For being con- cerned with 4 others, who have been sentenced to 4 months imprisonment for a serious assault on a Police Constable at Hellan, 5th ult. — ROBERT ROBERTS, age about 35, height 5 ft. 5 or 6 in., complexion fresh, hair brown, moustache light sandy, may have bruises on face or head; dress, black suit, hard felt hat. She carried on a confectionery business for about 3 months. Absconded 14th ult. May be accompanied by A WOMAN, age about 25, height about 5 ft. 6 in., complexion fair, hair flaxen. Warrant issued. ESSEX. 9.— Chelmsford { County).— For obtain- ing, by false pretences, 24th ult., 3 pairs ladies' black glace button boots ( 1 pair straight toe caps, size 5, price 17s. 6d.: 1 do., straight patent toe caps, size 5, price 15s. 6d.; 1 do. straight toe caps, size 4, price 12s. 6d.), all with pointed toes, prices marked in pencil on each right boot— A WOMAN, age about 20, height 5 ft. 1 or 2 in., complexion very pale, hair and eyes dark; dress, black dress, black three- quarter length jacket, black sailor hat. Appearance of a domestic servant. She calls on tradesmen, usually boot and shoe salesmen, repre- sents she is in service at a hotel or public house, and that her mistress has sent her for 2 or 3 pairs of boots for selection. Is wanted at Grays and Rochester for similar offences. Warrant issued. Information to the Chief Constable, Guildhall, Rochester. 22 — Tunbridge Wells { Borough).— For stealing meat from a slaughter house— GEORGE Y'OUNG. age 28, height 5 ft. 4 in., stout build, complexion dark, oval face, hair and heavy mous- tache dark brown, eyes hazel; dress, dark brown coat, dark cord trousers, cap with large peak. A brickniaker, also a bricklayer's labourer. Is a Reservist of the Royal Engineers. Warrant issued. Information to Chief Constable Prior, Tunbrid^ e Wells. LANCASHIRE. 23— Liverpool { City). — For obtaining money by false pretences— A MAN, who gave the name of F. LUCAS, age about 40, height 5 ft. 10 in., stout build, complexion dark tan, heavy moustache dark : wearing light mackintosh, carried heavy crook stick. He called on a pawnbroker, presented a card, " F. Lucas, Diamond Merchant, Danewood, Castlenan, Barnes, S. W.," thereon, and stated that he was staying at a local hotel, had run short of money, and obtained a loan of £ 2 on a small packet of what he stated were diamonds, but which were afterwards found to be paste. A native of Ramsgate. Has been employed as a builder's manager and certified architect. On 6th February, 1890, he shipped as A. B., at Birken- head, on s. s. " Oratava" to Valparaiso, South America, and back, and on the same vessel at Tilbury Docks, 6th June, 1890, he shipped as a coal trimmer, deserted at Williamstown, Australia, 17th July, 1890, and went to Creswick, Victoria, where he remained until April, 1896, when he returned to his relatives at Forest Gate, London, and from April, 1897, until the date of the murder, lie lived at Peckham on the prostitution of the murdered woman. Two days after Ihe murder lie is said to have been in Great Grimsby; on 30th September, 1897, at Aldgate, City of London; and on 9th October, 1897, and 9th January, 1898, at Leytonstone, London. Prior to last conviction he was connected with the " Gipsy Coopers," and visited Kingston, Surrey, Liverpool, and Birming- ham. Is a native of Shoreditch.
