POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FlilDAY, JANUAKY 26, 1906. VOL. XXIII., No. 2304. 1. All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. k T IONS. 7. Announcements concerning stolen, property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual formj and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Xew Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons ' are only accepted on pigment, but insertion in the next or any subsequent issue cannot be guaranteed. SPECIAL NOTICE. Letters relating to criminal business addressed by other Police Forces to Scotland Yard, are very frequently delayed, owing to the envelopes con- taining them being directed incorrectly or inade- quately. In such cases prompt attention cannot be assured unless the letters are addressed " The Assistant Commissioner of Police, Criminal Investigation Department, New Scotland Yard, London, S. W." SPECIAL NOTICE. NUMEROUS complaints have been received by Police respecting one, so- called, BISHOP MCLAGLEN, who solicits subscriptions on behalf of the Gordon Memorial Day Nursery for little children, and the Shaftesbury Memorial Shoe Black Brigade for Homeless, Destitute, Deaf, Dumb, and Crippled Boys, 154 Denmark Street, St. George's- in- the- East. This institution, which is represented to be a home, is, in reality, only a place where a few poor children are left to be taken care of while their parents go out to work, 2d. per day is charged for each child. McLaglen resides at 23 East India Road, E., and describes himself as the Managing Director of the Home; he sends a number of men all over the country collecting subscriptions. It is not known whether the collectors make false representations when collecting, but they are believed to produce a printed receipt book, with counterfoils, which induces charitably dis- posed persons to conclude that these institutions are large and genuine. Fifty per cent, of the money thus obtained is given to the collectors as wages, exclusive of travelling and hotel expenses. There is every reason to think that McLaglen and his collectors have, for many years, lived entirely upon the money so obtained. They are not known to have any other source of income, and only a very small part of the money is expended upon the children. Although the whole thing is believed to be a fraud, there is not yet sufficient evidence to make McLaglen and his collectors amenable to the Criminal Law, but it is desirable that Provincial Police Forces should know about the man and his collectors, and it would be well if it could be ascertained what representations are made in order to obtain subscriptions. METROPOLITAN POLICE DISTRICT 1— Criminal Investigation De- partment.— For failing to appear to a sum- mons for bankruptcy offences— EDWIN QUIN COLES, age about- 40, height 5 ft. 7 in., com- plexion dark, hair black, blind right eye; dress, black jacket suit, clerical collar, black soft felt hat. Warrant issued. 2.— R Division. — For obtaining money by false pretences— EDWARD CONNOLLY, age about 50, height 5 ft. 8 or 9 in., stout build, complexion fresh, hair and moustache grey; dress, dark suit, long grey overcoat, soft felt hat. A brewer's or wine merchant's traveller. Is said to have left Greenwich, 4th inst., for Tunbridge Wells. Has resided in the Midlands. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BEDFORDSHIRE. 3. — Luton ( County). — For stealing from lodgings, at Upper Houghton Regis, 17th inst., a Postal Order for 2s., issued at Saxmundham, Suffolk, payable to W. H. Jolley; and 7s. 6d.—- — BADLEY, age 25 to 29, height 5 ft. 9 in., complexion and hair dark, clean shaved; dress, blue coat and trousers, dark brown overcoat, double- breasted, one button broken, black hard felt hat, brim frayed, old light brown boots. Stated he was a superintendent of the London and Glasgow Insurance Company. Warrant issued. Information to Supt. Panter, Luton. BERKSHIRE. 4.— Hungerford ( County).— For obtain- ing food, lodgings, and money by false pretences— CHARLES GILLMORE ( supposed false), age 50 to 53, height 5 ft. 2 or 3 in., complexion, hair, moustache ( turning grey), and eyes dark, third right finger deformed; dress, long dark overcoat, cloth straps at wrists, dark jacket, car- digan vest, dark cord trousers, blue neckerchief with red spots or stripes, blue cap with cloth strap across, heavy boots. Stated he was fore- man of a telephone gang. Warrant issued. Information to Supt. Gamble, Hungerford. 5.— Newbury ( County\— For obtaining £ 9 by false pretences — JOHN ELLIS, age 45, height 5 ft. 4 or 5 in.,, complexion ruddy, hair dark, eyes brown, speaks several languages; wear- ing dark clothes. Downes, County Polics Office, Macclesfield. $ — Runcorn ( County).— For embezzling £ 1 15s. 7d.— WILLIAM HARDER, age 26 to 28, height 5 ft. 10^ in., complexion fair, hair light brown, clean shaved, eyes grey; dress, dark blue jacket suit, grey overcoat, black bowler hat or grey cap. A photographer's traveller or collector; sup- posed a native of London. Warrant issued. Information to Supt. Ennion, Runcorn. 9.— Stockport ( Borough).—. For ohtaining money by false pretences— WILLIAM WILSON CAIRNS, alias TURNER, age about 50, height 5 ft. 7 In., red nose, hair turning grey, clean shaved; dress, dark speckled jacket, dark blue trousers, black overcoat, black hard felt hat, old boots. He represented that he had opened a Clothing Club, and for money paid to him he gave a green receipt with an address in the Borough stamped thereon. On the receipt he marked the amount of clothing to be given to bearer at a fixed time later in the day. Has been convicted at Lon" ton, Staffs, Kilmarnock, Leeds, Wakefield, and in Ayrshire. Is also wanted elsewhere. Warrant issued. Information to the Chief Constable, Stockport. CUMBERLAND. 10.— Workington ( County).— For obtain- ing 3 pairs boots ( 1 pair recovered) ( 1 pair box calf, Derby pattern, size 6, plain soles; 1 pair glace kid, button, size 6, plain soles), by false pre- tences, 10th inst— THOMAS SCOTT, age 18, height 5 ft. 6 or 7 in., slight build, complexion fresh, smooth face, hair dark, of good address; dress, dark overcoat, black knickers, white silk muffler, dark cap, supposed wearing the stolen button boots. DENBIGHSHIRE. 11.— Denbigh ( County).— For being con- cerned with 4 others, who have been sentenced to 4 months imprisonment for a serious assault on a Police Constable at Hellan, 5th inst. — ROBERT ROBERTS, age about 35, height 5 ft. 5 or 6 in., complexion fresh, hair brown, moustache light sandy, may have bruises on face or head; dress, black suit, hard felt hat. A native of Denbigh. Warrant issued. Information to Supt. Jones, Denbigh. DORSETSHIRE. 12.— Weymouth ( Borough).— For obtain ing goods by false pretences— A WOMAN, who gave the name of AGNES WILSON, age about 30, height about 5 ft. 6 in., hair and eyes ( cast in right) dark brown, speaks with Scoteh or North- country accent. She carried on a confectionery business for about 3 months. Absconded 14th inst. May be accompanied by A WOMAN, age about 25, height about 5 ft. 6 in., complexion fair, hair flaxen. Warrant issued. Information to Chief Constable Eacock, Wey- mouth. HAMPSHIRE. 16 — Fareham ( County).— For obtaining £ 5 by a worthless cheque at Havant, 15th August, 1904 - G. B. GIRVAN FINDLAY, age 45 to 50, height ft. 6 or 7 in., thick set, complexion, hair, and long moustache dark, well educated; wearing grey overcoat, black bowler hat, brown boots. Is a reservist of the West Yorkshire Regiment. Warrant issued. ESSEX. 13.— Southend ( County).— For obtaining .£ 6 13s., by a worthless cheque on the London and County Bank— H. NATHAN ( supposed false), age 25 to 28, height 5 ft. 6 or 7 in., complexion sallow, hair and slight moustache brown, eyes hazel, one upper tooth missing, of Jewish appearance; wear- ing black overcoat, black hard felt hat, brown lace boots. He ordered goods to be sent to an address KENT. 21.— Canterbury ( County).— For non- pay- ment of maintenance arrears— THOMAS WIL- LIAM FELLOWS, age about 38 ( looks older), height about 5 ft. 10 in., complexion pale, hair ( thin on top) dark brown, slightly turning grey, ( supposed dyed black), moustache dark brown, eyes blue, pink mark between both thumbs and forefingers, small hands, high forehead, rather prominent, nose, speaks sharply, very talkative; well dressed. Until recently he was an inspector for the British Homes Agency Corporation, Ltd ( Chatham Branch). His portrait appeared in the British Homes Jouinal, 1904. In 1905 he circu lated a small calendar containing his photograph. May be found canvassing or lecturing for assur- ance agencies. Warrant issued. Information to Supt. Kemp, Dartford. 25. — Mart/ ate ( Borough). — For stealing ( bailee) 2 bicycles ( 1st, 24 in. frame, 28 by li in. wheels, free wheel, 2 inverted lever brakes, plated rims, flat handle bars, cork grips, rat trap pedals, 3- coil spring saddle, black en- amelled mudguards and lamp," Challis bell, trans- fer on head and back mudguard, " Raleigh Gazelle. No. 2." 2nd, lady's, 28 by H in. wheels, enamelled centres, 22 in. frame, B. S. A. Coaster hub, front rim brake, inverted lever Reved chain guard, black lace dress guard, rubber pedals, up- turned handle bars, " In Equilibric " transfer on head) A MAN, who gave the name of MASON, age 21 to 25, height 5 ft. 4 or 5 in., complexion sallow, clean shaved; wearing dark jacket, grey trousers, dark cap, brown boots and leggings. He hires 2 machines ( 1 a lady's) for a few hours, despatches them from the nearest railway station to London, and telegraphs to a confederate to fetch them. Warrant issued. METROPOLITAN POLICE DISTRICT. 26.— B Division•— For stealing property described in Case No. 2, 12th inst.-— Expiree GEORGE HOWARD, alias CLAYTON ( said to be his correct name), ALFRED DAVID COPE, JOHNSON, & c., Office No. 804- 04 ( ILLUSTRATED CIRCULAR 73, Figure 15), age 42 ( looks younger), height 5 ft. 3 in., complexion fresh, hair ( receding from temples) brown, eyes hazel, scar left thumb and back of neck, modulates his voice and has a habit of raising his eyebrows when conversing, is fond of betting; dress, usually jacket suit and bowler hat. A gas fitter ; native of London. This man. who has often resided at Leicester and other provincial towns, is an exceedingly clever a- nd resourceful thief, operates at fashionable resi dences, to which he gains admission by stating that he has been sent to examine the telephone wires, or to inspect the water or gas pipes, and under some pretext, is left to himself, when he at once utilises the occasion to steal valuable jewel lery. Sentenced at North London Sessions, 21st May, 1901, to 4 years penal servitude for stealing jewellery. Licenced 21st May, 1904. b 387. PRIOR, age 17, height about 5 ft. 4 in., com- plexion fair, rather long nose, abundance of hair, eyes blue, dignified carriage and exceptionally polite, committed from Dart ford. — AMY ROGERS, age 17, height 4 ft. 11 in., hair dark, eyes ( bright) blue, lisps slightly, coarse voice, com- mitted from Huddersfield.
