THE POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FKIDAY, JANUARY 19, 1906. VOL. XXIII., No. 2J02. • QUI. 1. All communications for insertion in, the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of os. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. k. T IONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form; and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Xew Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery ol property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with tne sanction of the Commis- sioners, on the application of private Persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( a) The amount of the reward. ( i) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement In relation to property stolen, or criminally taken or disposed of, holdine out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularlydirected to the conditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 191 Stations of the Metro- politan Police Force at which Notices can be posted. [ Insert name and address of the Printer.] It is to be specially noted that all printed Bills or Circulars forwarded to the Metropolitan Police Office for posting or dis- tribution, whether offering rewards or otherwise, should have the Printer's name and address thereon, as required by the Act 32 and 33 Vic., cap. 24 ( see second Schedule re- enacting sec. 2 of 2 and 3 Vic., cap. 12). Warrant issued. 2.— L Division.— For unlawfully withhold- ing £ 1, monies of the United Order of General Labourers of London— SAMUEL CARTER, age 40, height 5 ft. 4 in., thick set, complexion fresh, hair brown, clean shaved, large head; dress, blue nilot jacket, cord vest and trousers, dark cap. A labourer; native of Aldershot. Warrant issued. 3.— IV Division.— For withholding £ 36, monies of the Star of Brixton Slate Club — WILLIAM MERCHANT, age 50, height 5 ft. 7i in., complexion fresh, hair turning grey, eyes brown; dress, pepper and salt colour jacket and trousers, dark grey soft felt hat. Warrant issued. 4. — X Division.— For being concerned with THOMAS BROCKETT, in custody, charged with conspiracy and fraud to obtain horses, har- ness, and povender— ALFRED PAYNE, alias GOODWIN and CHIPPY, age 28, height 5 ft. 8 in., complexion, hair and moustache dark, eyes brown; wearing long black overcoat, black hard felt hat, lace boots. A native of co. Wicklow. Has been convicted of similar offences at Liverpool, Prescot, Todmorden, and Birkenhead. Warrant issued. Information to Supt. Ennion, Runcorn. 12.— Stockport ( Borough).— For obtaining money by false pretences— WILLIAM WILSON CAIRNS, alias TURNER, age about 50, height 5 ft. 7 in., red nose, hair turning grey, clean shaved; dress, dark speckled jacket, dark blue trousers, black overcoat, black hard felt hat, old boots. He represented that he had opened a Clothing Club, and for money paid to him he gave a green receipt with an address in ' tjhe Borough stamped thereon. On the receipt he marked the amount of clothing to be given to bearer at a fixed time later in the day. Has been convicted at Lone- ton, Staffs, Kilmarnock, Leeds, Wakefield, and in Ayrshire. CUMBERLAND. 13.— Workington ( County).— Vor obtain ing 3 pairs boots ( 1 pair recovered) ( 1 pair box calf, Derby pattern, size 6, plain soles; 1 pair glace kid, button, size 6, plain soles), by false pre- tences, 10th inst— THOMAS SCOTT, age 18, height 5 ft. 6 or 7 in., slight build, complexion fresh, smooth face, hair dark, of good address; dress, dark overcoat, black knickers, white silk muffler, dark cap, supposed wearing the stolen button boots. V. F." stamped on head, and a martingale — A MAN, age about 40, height 5 ft. 6 in., slight build, sharp features, slightly bald, several upper teeth missing, pock- marked, can speak German; dress, blue suit and cap. A groom. Is known at Swindon, Warwick, and Lambourne, Berks. Information to Supt. Hopkins, Cheltenham. 18.— Bristol ( City).— For larceny ( lodgings) — EDITH CLARK, age 19, height 5 ft. 1 or 2 in., stout build, full round face, hair light brown, eyes blue; dress, blue cape with red lining, black skirt and bodice, blue tam- o'- shanter hat, may be wearing light grey jacket - with metal buttons, strap across back, long brown stole. She repre sented herself as a Lieutenant of the Salvation Army. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Bristol. HAMPSHIRE. 19. — Andovor ( CountyX— For stealing £ 6 — GEORGE HERBERT NEW, age about 30, height 5 ft. 7 or 8 in., complexion fair, hair light brown, stars and stripes tattooed back of one hand, clasped hands back of other, addicted to drink; dress, black suit with white stripes, black bowler hat. A native of London. Has served in the Navy. Warrant issued. Information to Supt. Bowles, Andover. 20— Fareham ( County).— For obtaining £ 5 by a worthless cheque at Havant, 15th August, 1904 — G. B. GIRVAN FINDLAY, age 45 to 50, height 5 ft. 6 or 7 in., thick set, complexion, hair, and long moustache dark, well educated; wearing grey overcoat, black bowler hat, brown boots. Usually stays at hotels or boarding houses. Warrant issued. Information to Supt. LANARKSHIRE. 27.— Govan ( Burgh)— For embezzling £ 37 17s. 9d.— JOHN LAWSON, age 35, height 5 ft. 8 or 9 in., complexion and hair dark, clean shaved; dress, dark tweed jacket suit, dark overcoat, black felt hat, generally carries gloves in one hand, speaks with slight east country accent. LEICESTERSHIRE. 28.— Leicester ( Borough).— For obtaining. £ 250 by false pretences, 12th February, 1903 — WALTER FRANCIS JACKSON, age 33,. height 5 ft. 4 in., slight build, sloping shoulders, complexion rather pale, hair dark tinged with red, eyes prominent, long neck. A solicitor; native of Leicester. Warrant issued. Photograph can be seen on application. Not to be arrested out of the United Kingdom. Information to the Head Constable, Leicester. LINCOLNSHIRE. 29.— Spilsby ( County). — For failing to surrender to his bail at Lindsey Quarter Sessions, Lincoln, 5th inst., for larceny ( see Case No. 26, 13th October, 1905) — JAMES BIRKETT, alias BIRKWOOD' and MELVILLE, age 25, height 5 ft. 10i in., slight build, complexion fair, hair ginger, clean shaved, eyes blue grey; dress, light brown or fawn colour overcoat, dark brown suit, black hard hat, light lace boots. A native of Walthamstow, Essex. Recently employed as an insurance agent at Mexborough, Doncaster. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Marshall, Spilsby. 30.— Lincoln ( City).— " or obtaining food, & c., by false pretences, and stealing 3s., 6th ult.— - ELLIOTT, alias JOHN CHAMBERS, age about 35, height 5 ft. 7 in., slight build, com- plexion dark, hair ( rather long) and heavy mous- tache and beard black, no teeth in upper jaw; dress, dark overcoat, old dark grey mixture jacket suit, black and white check muffler, old light lace boots, old brown kid gloves. He repre- sented that he was an electrical engineer, and about to lay electric plant at a mansion. Is- wanted elsewhere. Warrant issued. Information to the Chief Constable, Lincoln. NO TTINGHA MS HIRE. 31.— Nottingham ( City).— For failing to report— Supervisee THOMAS GASKILL, alias- JOHNSON, Office No. 3517- 02, age 60, height 5 ft. 9i in., complexion sallow, hair and eyes grey, long thin nose ( slightly inclined to left), blue dot back right hand, 4th finger and right thumb have been injured. A painter; native of Manchester. Sentenced at Derby County Quarter Sessions, 5th April, 1905, to 6 months hard labour and 2 years supervision for stealing money. To dealt with where found. OXFORDSHIRE. 32.— Henley - on - Thames ( County).— On commitment warrant for non- payment of £ 2" 2s. and Is. 6d. costs imposed for cruelty to a pony — JOHN BOFFA, an Italian, age 25 to" 27, height 5 ft. 6 or 7 in.,, slight build, complexion dark, thin features, hair, slight moustache, and eyes dark, hangs his head when walking, speaks English im- perfectly. Travels the country with an organ, accompanied by his WIFE ( an Englishwoman), ago 19 or 20, " height 5 ft. 3 or 4 in., full face, hair light brown: dressed in Italian style. A native of Maidenhead. A native of Acocks Green, Birmingham. Warrant issued. 31 - — Bilston ( County). — For obtaining money by false pretences A MAN, age 21 or 22, height 5 ft. 4 or 5 in., complexion fresh, thin features, turned up nose, hair dark brown, clean' shaved ; dress, dark suit and cap, light boots with' toe- caps. Spendlove, Bilston. 35. — Burslem UiountvK— For obtaining furniture by false pretences, 15th ultl— ROBERT HOWLETT MARSHALL, age 32 to 35, height 5 ft. 9 or 10 in., good build, complexion inclined to dark, hair and heavy moustache dark brown; wearing dark overcoat and black hard hat. A ticket writer; supposed a native of London. Stays at common lodging houses. He obtained the' goods by stating he was opening' a business as a sign writer, & c. Warrant issued.
