POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, DECEMBER 15, 1905. VOL. XXII., No. 2292. 1. All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOB OF THE POLICE GAEETTE, NEW SCOTLAND YABD, LONDON, S. W. t. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. fe. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. i. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 6s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 6s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. $. livery announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the ease may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual formj and accompanied by a covering letter. 12. Alt payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subser/ uent issue cannot be guaranteed. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT 1— Convict Supervision Office.— Supervisee EDWARD SWINDELL, alias JACK- SON, MARSHALL, and GEORGE BAKER, - Office No. 995- 03. Before release from prison he was . not directed to report himself to police, therefore, if found up to 18th April, 1907, he should be served with the usual notice, and the obligation to report himself until his supervision expires, explained. 2.— Criminal Investigation De- partment. — For attem t'ne to obtain £ 102 by false pretences, 25th September last ANNIE FRANCES JACKSON, age 40 to 45, complexion fresh or fair, hair brown, sometimes dyed light, eyes blue or grey, of smart appearance. Supposed a native of Yorkshire. Is said to be the widow of an ex- police constable. She repre- sented that she was in South Africa in 1900, and that her husband ( a sergeant- major) was killed in the South African War. Warrant issued. 3.— C Division.— For stealing ( bailee) bp- tween August last and 11th inst., a gold chain : 1 do. bracelet— WALTER CROSS, age 43, height 5 ft. 5i in., complexion Dale, hair and moustache brown, eyes hazel, scar centre of forehead; dress, dark jacket suit, black overcoat, black hard felt hat. A watchmaker; native of London. Warrant issued. • 4.— c Division'— For staling 2 18 ct. gold watches ( 1 Geneva hunter, plain cases; 1 ladv's Geneva demi- hunter do.); 1 18 ct. double Albert, long and short link pattern, £ 2 piece attached; 1 18 ct. gold ring, set 3 diamonds; 1 18 ct. pin, set 1 large diamond, surrounded by 7 small ones— UMBERTO GHILARDI, age 24, height 5 ft. 9 in., complexion dark, full face, long nose, rather pointed, hair ( turning grey) dark brown, eyes brown, burn scars right side of face, large feet; dress, brown jacket, black diagonal trousers., tight fitting, light grey cap, lace boots. A native of Naples. Absconded 3rd inst. Warrant issued. 5.— L Division.—^ or obtaining a situation by a false reference— PERCY WILES, age 21, height 5 ft. 6 or 7 in., complexion sallow, hair brown, slight moustache light, eyes ( large) brown, prominent nose, nervous manner when in conver- sation; dress, dark grey jacket suit and cap. lace boots. A native of Petharn, Canterbury. Warrant issued. G.— T Division.— For stealing from his lodgings, 2nd ult., a lady's gold watch, old- fashioned, black hands; 1 double gold chain, snake pattern, pearl knife, tortoise shell do., gold cross ( chased), 3d., 4d., and 6d., and Jubilee 1887 6d. attached ; 1 lady's gold ring, set diamond in centre, surrounded by turquoise; 3 gold brooches ( 1 oval, set pearl in centre; 1 round; 1 twisted); 1 Jubilee shilling brooch, silver setting; 1 brooch made from a farthing, glass in front; 1 silver medal, Bourne College, Midsummer, 1896. Autumn, Birmingham, presented to Charles G. Reichel," 16th ult.— A MAN, age about 50, height about 5 ft. 6 in., complexion fresh, hair and moustache light; wearing dark clothes, black hard felt hat. Warrant issued. 8.— For obtaining £ 1 bv false pretences. 4th ult.— L. FOREST, ' alias F. VAUGHAN, age about 60, height 5 ft. 8 or 9 in., complexion fresh, hair and moustache dark ( turning grey), plausible manner, limps slightly; wearing black overcoat, black hard felt hat, carries a stick. BERKSHIRE. y.— Faringdon ( County).— For stealing a feather bed, 26th August last— WILLIAM SCARROTT, age 48, height 5 ft. 3i in., com plexion fresh, oval face, hair dark brown, eyes hazel, ship on chest, flowers back of left wrist, star and man's head left forearm, sailor dancing, sailor's head, fish, " True Love," and bracelet right forearm, anchor back of right hand. Warrant issued. 12.— Reading ( Borr, ng'>)— For failing- to report — Licence- holder FREDERICK TILL, Office No. 2255- 01, age 39, height 4 ft. llf in., complexion fresh, hair dark brown, eyes dark blue, mole on both cheeks. A horsedealer; native of Shirley, near Southampton. Sentenced at Maid- stone Assizes, 28th November, 1901, to 4 years penal servitude and remanet of a former sentence for burglary. M." scratched outside of case— WILLIAM BECK, alias JACK BECK and WALTER JOHNSON, age 22, height 5 ft. 4 or 5 in., complexion fresh, full face, large mouth, hair dark brown, red mark right side of chin ; dress, blue serge jacket, light tweed vest, blue beaver trousers, maroon and white muffler, knitted belt, " Johnson " worked in worsted on back, check cap, light lace boots, wearing a string of red beads round neck. Sutherland, Birkenhead. 16.— Middiewich ( County).— For stealing ( bailee), a silver English lever watch, No. 522366, maker, ' Graves, Sheffield, Express lever" on dial — TED FLEET, age about 50, height about 5 ft. 9 in., complexion sallow, hair, moustache, and side whiskers grey, peculiar gait, carried a stick; dress, dark suit, black hard felt hat, light boots. A tramping watch repairer. Wan- ant issued. Information to Supt. Cooper, Middiewich. 17.— Macclesfield ' Borough).— For stpal ing, 20th ult., a lady's silver Geneva watch, No. ( 439, " J. N." on dial, chased back; 7 green silk handkerchiefs, " 33 x 33," with blue and yellow flowers, thereon— FREDERICK PROFFITT, age 30, height 5 ft. 3 in., complexion fresh, hair brown, leaves tattooed on both biceps. A silk weaver. Information to the Chief Constable, Macclesfield. CUMBERLAND- 1 f>.— Carlisle ( City).— For obtaining £ 2 10s. by false pretences, 28th October last— A WOMAN, who gave the name of F. JEFFER- SON, age about 50, slight build, complexion dark, hair ( worn low on forehead) dark brown, of smart appearance and good address; wearing a three- quarter cape and black bonnet. She called on a photographer, produced 2 old pictures, represented that they were by a celebrated water colour artist, and induced the photographer to purchase them for the above amount, the pictures were afterwards lound to be of no value. Warrant issued. Information to the Chief Constable, Carlisle. ESSEX. 19.— Chelmsford ( County).— For being concerned with William Nolan • ( in custody), charged with shopbreaking, 2nd inst., and stealing 10s. ( see Case No. 65)— TED WINGROYE, age 22 to 25, height about 5 ft. 6 in., complexion fresh, rather full face, hair brown, teeth decayed and discoloured, tattoo marks on arms; dress, light overcoat, dark trousers, check cap. A hawker; supposed a native of Hoxton,, London. Is be- lieved to have served in the Army, and to have been convicted of obstruction and loitering. Information to the Deputy Chief Constable, Chelmsford. 20.— Epping ( Count}/).— For stealing a pony ( recovered)— GEORGE COWELL, alias COLE, age 28, height 5 ft. 5 in., rather stout build, com- plexion ruddy, full face, hair dark, eyes light brown; dress, light fustian jacket, cord trousers, brown soft felt hat. A hay carter. Warrant issued. Information to Supt. Laver, Epping. 21.— Romford ( County).— For obtaining 2 pairs boots by false pretences, 5th inst.— WIL LIAM THOMAS ( supposed false), age about 65, height 5 ft. 4 or 5 in., complexion fresh, hair and moustache white, eyes supposed grey, cut scar centre of forehead, 1 finger contracted; dress, black frock coat, dark trousers and overcoat, silk hat, lace boots, carried an umbrella, crook handle with silver mount. He calls on tradesmen and represents that lie has taken a large house in the district, that he is the friend of some well known person, and orders goods on approval. ( Supposed identical with Man, Case No. 7, 17th ult.) Warrant issued. 22.— Romford ( County.— For ab^ condi-' g with workhouse clothing, 3rd ult. EMILY TREDGETT, age 26, height 5 ft. 5 or 6 in., complexion ruddy, hair ( curly) dark brown, eyes grey; dress, blue and white striped print skirt and blouse, marked Rom- ford Union, No. 86." A native of Barking- side.— MARY ANN BAYNHAM, age 21, height 5 ft. 3 or 4 in., slight build, complexion fresh, hair brown, eyes blue, 1 upper front tooth missing; dress, blue and white striped print skirt aind blouse, marked " Romford Union, No. 194." Jones, Romford. 21— Southminster ( County).— For steal- ing ( bailee), 24th ult., a gramaphone aaid 12 records ( recovered)— HENRY JOHNSON ( sup- posed false), age about 30, height 5 ft. 6 or 7 in., complexion fresh, hair dark brown, speaks with Lancashire accent; dress, dark jacket, trousers and cap, red and blue neckerchief, boots cut down fronts. A. S." on forearm, slightly bow- legged; dress, old dark grey jacket, brown broad ribbed cord breeches, grey cap, light lace boots. Is said to be a good cornet player. C. I. H." stamped inside clothing. Committed from West London Police Court, 17th January, 1905.— THOMAS PATRICK CROWLEY, age 25, height 5 ft. 5 in., complexion fresh, hair brown, slight moustache light, eyes grey, " D" and 3 dots left arm; dress, light tweed coat, light cord trousers, tweed cap, " Nbr. 219, and B. A native of Portsmouth. A naval deserter, wearing uniform, " H. M. S. Furious " on cap. Warrant issued. Information to Supt. Has been employed at a photographic studio. A native of Liverpool. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Rochester. A drover. He re- presents that he is employed by a well known sheep farmer or auctioneer, and obtains money to pay for telegrams, & c. Warrant issued.
