POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, DECEMBER 8, 1905. VOL. XXII., No. 2290. 1. All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THB EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. I. Particulars concerning persons whose apprehension is sought will be inserted IN one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. i. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. f. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 6s. to 10 « . A remittance of 5s. should be made in the first instance for cost of engraving sketches. I. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may- be. ! 7. 8. 9. 10. 11. 12. 13. . T IONS. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged hy counties. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. SPECIAL NOTICE. IT is notified for the information of the Police Forces generally that the existing arrange- ments provide that all persons convicted of offences falling under classes II to Y, appendix A of the Judicial Statistics, 1899, pages 220 to 224, and sentenced at Quarter Sessions or Assizes to imprisonment for a month or longer, are criminally registered by having their finger- prints and photo- graphs taken in the prisons a fortnight before release. The Police of the Metropolis have been in- structed that whenever they deem it desirable to have criminally registered persons convicted of offences, and sentenced to imprisonment in Magistrates' Courts, the words " finger- prints " or " finger- prints and photograph " are to be added to the form on which the conviction is reported to the Chief Office, who then place themselves in correspondence with the prison authorities. It is suggested that Chief Constables and Heads of County and Borough Police Forces might similarly apply specially in suitable cases for the finger- prints and photographs of persons convicted in Magistrates' Courts whom they believe to be professional or dangerous criminals. SLATER, age 32, height 5 ft. 11 in., slight build, complexion dark, haggard features, hair dark brown, slight moustache dark, eyes hazel, of quiet and retiring disposition; ' dress, dark grey jacket suit, hard felt hat, " Berkeleys, Ltd., 125 Victoria Street, Lon- don, S. W.," iuside, lace boots. Supposed a native of Glasgow. Warrant issued. 2.— A Division.— For embezzling 1' s. 6d , 28th ult.— ARTHUR JAMES HALL, age 24, height 5 ft. 11 in., complexion fair, hair light, clean shaved, eyes grey, tobacco stains on left fingers; dress, grey jacket aud vest, dark trouiers, light cap, brown boots. A native of London. He was employed by a Gas Light and Coke Company. Warrant issued. 3.— D Division.— For obtaining £ 25 10s. 9d., by a worthless cheque, drawn on Investment Corporation of England, Blonifield Street, E. C., — LEWIS GREENE TEWKESBURY, age 42, height 5 ft. 11J in., complexion pale, hair dark brown, eyes blue, pronounced American accent; dress, black morning coat suit, dark grey overcoat, black hard felt hat. Associates with company promoters and outside stock brokers. A native of Manchester, Hampshire, U. S. A. — VIOLET AUBREY TEWKESBURY, age 40, height 5 ft. 6 or 7 in., complexion fair, hair golden ( supposed dyed), eyes blue, far advanced in pregnancy; dress, dark skirt, three- quarter sable jacket and toque to match, of theatrical appearance. A native of Belgium. Warrant issued. 4.— E Division.— HARRY CLARKE, Case No. 3, 17th ult., not to be arrested. Warrant withdrawn. 5.— M Division. — For stealing £ 10 5s. Gd., 28th ult.— WILLIAM PAYNE, age 23, height 5 ft, 8 in., complexion fair, hair light, eyes blue, scar left cheek, stutters; dress, blue serge jacket suit, black bow tie, dark cap. Supposed a native of Chapel Allerton, Leeds. Warrant issued. 6.— P Division.— For embezzling 13s. 10sd. — ARTHUR LINDSAY, age 24, height 5 ft, 2 in., complexion fresh, hair black, eyes brown, heart pierced with dagger, wreath, and '" A L " in blue ink, supposed left forearm; dress, grey jacket suit, fawn or grey overcoat, dark tweed cap, black putties, lace boots. Warrant issued. 7.— V Division.— For obtaining money by false pretences— E. CITY OF LONDON. — For obtaining £ 10 bv false pretences— THOMAS CHARNOT JONES, age about 26, height 5 ft. 10 in., complexion fresh, hair and slight moustache dark brown; wearing blue serge jacket, fancy vest, dark brown overcoat, felt hat. Is fond of speaking of his experiences in South Africa. Not to be arrested out of the United Kingdom. Warrant issued. Information to Supt. Stark, 26 Old Jewrv, E. C. BERKSHIRE. y— Reading borough).— b'or stealing. 30th ult., 2 bends of leather ( recovered) WAT- SON ( supposed false), age 35 to 40, height about 5 ft. 7 in., stout build, hair light ( turning grey), eyes grey, clean shaved, full round face, long deep scar on right shin, which lias had a piece of bone taken therefrom, well educated; dress, brown over- coat, fawn check trousers, blue and white muffler, blue serge cap, lace boots, carried a brown paper parcel and repairing outfit. Absconded 30th ult. A tramping shoemaker. Stated he was a native of Coventry. Is conversant with church matters, and talks a great deal of ritualism. Information to Capt. OAd.— HERBERT BECKETT, alias HERBERT EDWARD QUAINTON and QUINTON. age 28 to 30, height 5 ft. 9 or 10 in., complexion fresh," hair and moustache light, eyes blue, flags, wreath of laurel, and ship tattooed on right arm; dress, navy blue jacket ( double breasted) and trousers, blue serge vest, dark grey cap with flaps over ears, navy blue muffler with white stripes. A native of Steeple Craydon, Bucks. Stated he was a sailor. Had in his possession a Marine Engineer's Association badge. Cheesman, Workington. 14.— Carlisle { City).— For failing to notify change of residence— Licence- holder ELIZABETH FITZGERALD, alias MARY SMITH, THOMP- SON,, JOHNSON, and STEVENSON, Office No. 1070- 98, age 65, height 4 ft. lli in., complexion fresh, hair ' dark brown, eyes blue, scar over right eyes, above left eyebrow, and on cheek, birth mark behind ear. A charwoman; native of Liverpool. Sentenced at Carlisle City Sessions, 21st October, 1903, to 3 years penal servitude for larceny. Licenced 21st October, 1905. d 20. 15.— Carlisle ( City).— For obtaining £ 2 10s. by false pretences, 28th October last— A WOMAN, who gave the name of F. JEFFER- SON, age about 50, slight build, complexion dark, hair ( worn low on forehead) dark brown, of smart appearance and good address; wearing a three- quarter cape and black bonnet. She called un a photographer;, produced 2 old pictures, represented that they were by a celebrated water colour artist, and induced the photographer to purchase them for the above amount, the pictures were afterwards found to be of no value. DERBYSHIRE. 16.— Chesterfield ( County}.— For steal ng from his lodgings at Tupton, 11th ult., a deep pink flannelette singlet; 1 pale blue shirt with white stripes; 1 dark mixture Granville shirt; 1 pair lace boots, size 6 ( nearly new); 1 pair light tweed trousers; 1 dark plaid jacket; 1 light striped cap; 1 blue check muffler - JOHN BOOTH, alia* AMOS BAILEY, age 19, height 5 ft. 1 in., com- plexion fresh, round face, hair ( short, badly cut) dark brown; dress, dark coat and trousers, light striped cap, clogs, usually wears a strap on right wrist, may be wearing some of the stolen clothing. A collier; native of Hanley, Staffs. Warrant issued. Information to Supt. Faulkner, County Police Office, Chesterfield. 17 — Chesterfield ( Borough\— For ob- taining food and lodgings by false pretences, 24t, h ult.— JOHN HALL, age about 26, height 5 ft. 7 in., complexion fresh, hair and moustache dark brown, eyes dark; dress, dark brown suit, white silk tie, dark overcoat, blue and white sateen muffler, light lace bootsi, carried an old umbrella. Stated he was a blacksmith's striker. He repre- sented that he had obtained employment at a local foundry; also stated that he was a local preacher; native of Bristol. Absconded under the pretence of going to the railway station for his box. Warrant issued. Information to the Chief Constable, Chesterfield. ESSEX. 18.— Brentwood ( County).— For stea'ing ( servant), 26th ult., at Great Warley, a light check cap, " A. H. B." on lining; 1 blue Oxford shirt, " A. H. B." on tab; 1 dark check overcoat, nearly new, chain tab, silk lining, side pockets, pocket book with cards relating to billiards, and a pair brown leather gloves, in pockets; 1 pair grey lamb's wool pants; 1 under vest— FRANK COX, age " 25, height 5 ft. in., rather slight build, complexion fair, hair ginger, eyes blue, speaks rather abruptly in a loud voice; dress, dark grey striped suit, and the stolen clothing. A grocer's assistant; native of Stratford- on- Avon. Warrant issued. Information to Supt. Marden, Brentwood. 19.— Epping ( County).— For stealing a pony ( recovered)— GEORGE CO WELL, alias COLE, age 28, height 5 ft. 5 in., rather stout build, com- plexion ruddy, full face, hair dark, eyes light brown; dress,, light fustian jacket, cord trousers, brown soft felt hat. A hay carter. Warrant issued. Information to Supt. Laver, Epping. 20.— Southminster ( County).— For non- payment of £ 27, maintenance arrears— GEORGE WILLIAM HURRELL, age about 40, height 5 ft. 8 or 9 in., stout build,, weight about 15 stones, complexion fresh, hair dark brown, eyes blue. A ship's mate; native of Maldon, Essex. Warrant issued. Information to Supt. Gibbons, Southminster, or Inspector Waterman, Maldon. FLINTSHIRE. 21.— Mold ( County).— For stealing £ 15 — WILLIAM SMITH, a Scotchman, age about 26, height 5 ft. 5 or 6 in., broad shoulders, complexion ruddy, hair and slight moustache dark ginger, ring tattooed around one wrist, with line in centre on back of wrist, supposed " W. A. S." on forearm, slightly bow- legged; dress, old dark grey jacket, brown broad ribbed cord breeches, grey cap, light lace boots. Is said to be a good cornet player. Recently employed as a farm labourer. Warrant issued. Information to Deputy Chief Constable Davies, Mold. GLA MORGA NSHIRE. 22.— Bridgend ( County^.— For stealing £ 10 17s. 4d., 23rd ult. ( see Case No. 20, 1st inst.)— THOMAS PINKHAM, age 26, height 5 ft. 9 in., muscular build, complexion pale, hair dark brown, 2 crowns on head, clean shaved, eyes blue. A haulier or labourer.— MATTHIAS PYE, alias WILLIAM BOOTH and MICK, age about 30, height 5 ft. 5 in., rather long face, straight nos_ e, hair black, clean shaved. Has been employed with roundabouts. Both have served in various regiments, and were discharged as worthless. May be found exhibiting a punch and judy show. Be- lieved to be dangerous criminals. A large quantity of clothing has been found at their lodgings, the proceeds of larcenies. Absconded 25th ult. Wan- ant issued. Information to Supt. Davis, Bridgend. HAMPSHIRE. 23.— Fareham ( n » ™ *> tv)-— For obtaining a double case silver watch, No. 5256, by false pre- tences at Havant, 18th ult. — HARRY STATHAM, age about 28, height 5 ft. 4 or 5 in., rather stout build, comnlexion fair, hair light, broad accent; dress, black jacket, brown cord vest with sleeves, white cord trousers, black cap with shiny peak. A seaman, sometimes employed as a labourer. Frequents low public houses and common lodging houses. Warrant issued. Information to Supt. Carman, Fareham. HER TFORDSHIRE. 24.— Hertford ( County).— JOHN H. HEAD, Case No. 26, 21st July last. Not now wanted. Warrant withdrawn. 25.— Hitchin ( County).— F'> r non- pavmen of bastardy arrears— CHARLES HENRY PITT, age 22, height 5 ft. 2J in., complexion sallow, hair and eyes brown; wearing old dark clothing, black and white check cap. A grocer's assistant; native of Shipston- on- Stour, Worcestershire. Re- cently employed by low horse dealers. May be found at common lodging houses, or low beer houses. Warrant issued. Information to the Deputy Chief Constable of Herts, Hitchin. 26.— Ware ( County).— For stealing, 19th ult., at Buntingford, a leather purse, containing £ 4— THOMAS HOWARD, alias SHARPE, age about 54, height 5 ft. 9 or 10 in., hair grey, scar over right eye, large varicose veins left leg; dress, dark coat bound with braid, dark striped trousers, blue and white tie, brown cap, white shirt, " No. 63 " thereon. A painter. Has served in the Gordon Highlanders. Frequents casual wards, lodging houses, and low beer houses. Is known at Bath, Marlborough, Watford, and Romford. Wan- ant issued. KENT. 28.— Faversham ( County).— For obtaining, 21st ult., £ 10 10s., by a fictitious cheque ( No. H. 36006) on Barclay & Co.' s, Ltd., Bank, Tunbridge Wells— GEORGE HARVEY, age about 40, height about 5 ft. 10 in., complexion dark sallow, hair and slight moustache dark, eyes ( large) blue, prominent nose, right corner of upper lip turns up when speaking, supposed artificial teeth; dress, dark grey suit, black bowler hat, lace boots, had with him a brown leather Gladstone hag and a new bicycle lamp. Stated he represented the Commercial Motor Car Company, Limited, Bristol, and had cards in his possession. ( See Cases Nos. 18, 22nd September, and 46, 27th October last.) Warrant issued. Crowhurst, Faversham. 29.— Rochester ( Ct/ iA— For stealing £ 20, 5th inst, — WILLIAM SMITH, age 21 or 22, height 5 ft. 3 or 4 in., complexion fresh, hair light brown, eyes light blue, slouching gait; dress, blue serge coat and vest, dark trousers, blue collar, red tie, with white spots, jockey cap. Has been employed at a photographic studio. A native of Liverpool. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Rochester. 30.— Gravesend{ Borough).— For abandon- ing and exposing his son, age 12 years, in a manner likely to cause unnecessary suffering or injury to his health, 15th ult.— — SULLIVAN, age 42, height 5 ft. 4 or 5 in., complexion sallow, hair dark brown; dress, black overcoat, cord trousers, red scarf, cap. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Gravesend. 31 . — Tunbridge Wells ( Borcugh).— ARTHUR H. SIMCOE, Case No. 28, 15th Sep- tember last. LANCASHIRE. 32.— Liverpool ( City).— For neglecting to notify his residence— Licence- holder WILLIAM FAHEY, Office No. 1276- 04, age 26, height 5 ft. 7 in., complexion fresh, hair black, eyes brown, scar on right cheek and left eyebrow. A labourer; native of Liverpool. Sentenced at Liverpool Assizes, 29th April, 1902, to three years penal servitude for rape, released on second licence, 20th November, 1905, which expires 16tli January next. C 197. Information to the Head Constable, Detective Department, Liverpool. 33.— St. Helens ( B'irnngh).— For stealing ( bailee), 28th June last, a grey ass, aged, and a hawker's low spring cart, Warner wheels, " T. Clarke, Hamer Street " painted on side — SAMUEL DAGNALL, age 34, height 5 ft. li in., complexion fresh, hair light brown, eyes blue, cripple ( left leg). A hawker or rag gatherer. Warrant issued. 34.— St. Helens ( Borough)— For stealing ( bailee) a nearly new camera, whole plate, 2 dark slides, numbered " 1 and 2 " and " 5 and 6," 1 leg of tripod broken— WILLIAM HENRY GREENWAY, age about 45, height 5 ft. 9 or 10 in., slight build, complexion sallow, long fea- tures, hair dark, large curl in front, moustache dark brown, nervous twitch in eyes; dress, short brown overcoat, dark jacket, fancy spotted vest, dark trousers, hard felt hat, light lace boots. A photographer's traveller; supposed a native of Sheffield. Will no doubt be accompanied by his WIFE, age 26, height about 5 ft., hair very dark, eyes light blue; dress, three- quarter length double- breasted fawn colour jacket, black skirt, white sailor hat, lace boots; and TWO CHILDREN ( a BOY, age li, and a GIRL, age 3 years, respec- tively). Warrant issued. Information to the Chief Constable, St. Helens. LINCOLNSHIRE. 35.— Stamford ( Counts.— For embezzling £ 2 4s. 6d., 30th ult.— EDWIN CARPENTER, age 36, height 5 ft, 4 or 5 in., hair dark, mous- tache dark brown, rather red nose; dress, light check jacket and vest, light trousers with dark stripe, light brown mackintosh or dark grey mili- tary overcoat, blue check muffler, grey cap, old boots. METROPOLITAN POLICE DISTRICT. 36 — N Division.— For failing to surrender to his bail — ALBERT EAYRES, Office No. 2527- 99, age 37, height 5 ft. in., complexion fresh, hair and moustache ( only) dark brown, eves blue, plausible manner; well dressed. He was com- mitted for trial at Central Criminal Court from Tottenham Petty Sessions, for fraudulently con- verting to his own use money entrusted to him. He calls on persons having criminal or civil cases pending, and by representing himself as either a solicitor or a solicitor's agent, obtains money for the purpose of legally representing them. On various occasions he has obtained admittance to prisons by forged orders. He has been convicted of personating a police officer. Usually associates with solicitors of ill- repute. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. LANCASHIRE. 37.— Manchester ( City\— For stealing 5 £ 10 Bank of Scotland notes; 5 £ 1 do.; 1 £ 2 do.; and £ 60— JOHN HAYTON PETLER, age 46, height 5 ft. 11 in., complexion very fresh, hair ( thin) light ( turning grey), eyes brownish, abscess marks both sides of neck, slight dimple in chin, stoops slightly and inclines to left, blinks when speaking. A native of Beverley, Yorks.
