All communications for insertion in the POLICS GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. I. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. I. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. f. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 6 » . to 104. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 4. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ^ LTIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or af stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form; and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Pott Office. 13. The Space being limited, announcements concerning " Missing Persons" are only accepted on payment, but insertion in the next or any subsequent issue cannot be guaranteed. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. FUGITIVE OFFENDERS. A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRIC1 1.— E Division.— For stealing ( confidence trick), 4th ult., bank notes, value £ 160— SERGE A. MORRIS, age about 35, height 5 ft. 9 or 10 in., well built, square shoulders, com- plexion fresh, hair and moustache light, eyes blue, round fat fingers; dress, dark grey suit, grey overcoat, brown mixture soft felt hat,_ sometimes wears a cap or silk hat. Speaks English, French, Italian, and Spanish. Supposed a native of France. FERNANDEZ/ age about 30, height 5 ft. 7 or 8 in., complexion sallow, hair, moustache, and eyes dark, of delicate appearance, speaks French, Italian, and Spanish, but little English; dress, dark grey suit, short green overcoat, light soft felt hat. Supposed a native of Italy. Both inveterate cigarette smokers. Warrant issued. 2.— E Division.— For obtaining £ 211 6s. 16th July last, by falsely representing that he had shares to dispose of in the firm of James Hole Co., Ltd., Brewers, Nottingham — Expiree STANLEY GARNER, alia- s STANLEY GARD- NER, Office No. 3047- 00, age 40, height 5 ft. 8J in., complexion fresh, hair brown, eyes grey, scar front of forehead; wearing dark overcoat, high silk hat. A solicitor: native of Liverpool. Sentenced at Liverpool Assizes, 14th November, 1894, to 8 years penal servitude for forgery. Warrant issued. 3.— S Division.— For obtaining 10s. by false pretences — WILLIAM THOMAS OGDEN, age 35 to 40, height 6 ft., complexion fair, hair ( bald on top and back of head) light, eyes blue; dress, blue or grey jacket suit, black hard felt hat, dark grey overcoat. A native of Manchester. He was employed as a builder's foreman, and was authorised to purchase goods required on various works, obtained the above amount by submitting bills in excess of purchases. Warrant issued. 4.- 5 Division- — For embezzling £ 10, 16th October last— JOHN BLOODSWORTH, age 26, height 5 ft. 4 in., complexion fresh, hair and moustache light, eyes blue, right middle finger deficient; dress, drab jacket suit, grey cap, lace boots. A native of Sandv, Beds. Warrant issued. 5.— V Division.— For obtaining cattle by a false cheque— THOMAS CROSS, age 35, height 5 ft. 6 or 7 in., complexion sallow, hair black; dress, dark grey overcoat, brown tweed trousers, dark grey cap, lace boots. Ts well known at Wells, Somerset. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 6.— For obtaining £ 10 bv false pretences — THOMAS CHARNOT JONES, age about 26, height 5 ft. 10 in., complexion fresh, hair and slight moustache dark brown; wearing blue serge jacket, fancy vest, dark brown overcoat, felt hat. Is fond of speaking of his experiences in South Africa. Not to be arrested out of the United Kingdom. Wan- ant issued. Information to Supt. Stark, 26 Old Jewry, E. C. CA RNA R VONSHIRE. 7 — Bangor ( County).— For larceny ( bailee)— HARRY" SUTTON MEADOWCROFT ( see Case No. 6, 28th July last). During the winter he may be found in a Union Workhouse or Infirmary. #.— Uangor ( County).— For larceny. — PASSQUILL MASSARO ( see Case No. 10, 25th August last). Supposed gone in the direction of South Wales. 9.— Bangor ( County).— For larceny, — HUGH THOMAS ( see Case No. 10, 15th Sep- tember last). 10.- Bangor ( County).— For failing to ap- pear at Carnarvon Assizes, 26th ult., to give evi- dence against a prisoner for causing grievous bodilv harm— HARRY HUDSON and JAMES FISHER 01- CONNOR ( see Case No. 10, 17th ult.) 11. — Bangor ( County^.— For stealing a green leather purse, 1 clasp, containing 16s. OJd.— HERBERT BECKETT, age 28 to 30, height 5 ft. 9 or 10 in., complexion fresh, hair and mous- tache light, eyes blue, flags, wreath of laurel, and ship tattooed 011 right arm; dress, navy blue jacket ( double- breasted) and trousers, blue serge vest, dark grey cap with flaps over ears, navy blue muffler with white stripes. Supposed a native of Liverpool. Stated he was a sailor. Had in his possession a Marine Engineer's Association badge. Information to the Deputy Chief Constable, Bangor. 12.— Conway ( County).— For tailing to re- port— Licence- holder GEORGE FORDHAM, alius GEORGE EDWARDS, GEORGE MORLEY, WILLIAM McMAHON, GEORGE HERBERT, and CHARLES DAWSON, Office No. 546- 05, age 78, height 5 ft. 3 in., complexion fair, hair white, eyes grey. A furniture dealer; native of London. Sentenced at Taunton Quarter Sessions, 7th January, 1903, to 3 years penal servi- tude and 2 years supervision for larceny ( person). Licence subsequently forfeited for failing to report. Licenced 16th ult., stated his intenton of residing in this district. To be dealt with where found. Information to Supt. Rees, Conway. A shoemaker; native of Stone. Sentenced at Stafford Quarter Sessions, 14th October, 1902, to 4 vears penal servitude for burglary. Licenced 30th October last. W C 366. To be dealt with where found. CUMBERLAND. 15.— Workington ( County).— For larceny — JAMES WHITE, age 28, height 5 ft. 8 in., complexion fresh, hair and slight moustache light, eyes grey, lounging gait, carries his head forward; dress, old light grey jacket, cord trousers, cap with glazed peak. A labourer or coal miner; supposed a native of Newburn, Northumberland. Warrant issued. Information to Supt. Cheesman, Workington. DEVONSHIRE. 16. — Chudleigh ( County). — CYRIL F. SCOBELL. Case No. 7, 24th ult. Warrant withdrawn. DORSETSHIRE. 17.— Blandford ( County).— For stealing £ 3 at Milton Abbas, 23rd ult.— WALTER HONEY- BUN, age 21, height 5 ft. 6 in., complexion fresh, hair brown ; dress, navy blue suit, dark overcoat. He has been invalided from the Army and Navy. A native of Fordington. Warrant issued. Information to Supt. Elford, Blandford. 18.— Poole ( County).— For leaving his wife and child chargeable to the Common Fund of the Poole Union— ERNEST ALBERT CARTER, age 30, height 5 ft. 8 in., complexion very dark, hair ( turning grey) black, heavy moustache auburn, eyes dark brown, slight scar right temple, scar back of neck, long scar between right thumb and forefinger; dress, black coat and vest, dark grey trousers and cap, sometimes wears a black or fawn colour soft felt hat. A native of London. Warrant issued. Information to Supt. Brown, Poole. ESSEX. 19.— Brentwood ( County).— For stea ina ( servant), 26th ult., at Great Warley, a light check cap, " A. H. B." on lining; 1 blue Oxford shirt, " A. H. B." on tab ; 1 dark check overcoat, nearly new, chain tab, silk lining, side pockets, pocket book with cards relating to billiards, and a pair brown leather gloves, in pockets; 1 pair grey lamb's wool pants; 1 under vest— FRANK COX, age ' 25, height 5 ft. 7i in., rather slight build, complexion fair, hair ( ringer, eyes blue, speaks rather abruptly in a loud voice; dress, dark grey striped suit, and the stolen clothing. A grocer's assistant; native of Stratford- on- Avon. Warrant issued. Information to Supt. Marden, Brentwood. GLAMORGANSHIRE. 20.— Bridgend ( County). — For breaking and entering the Co- Operative Stores, Blaeng- wynfi, 23rd ult., and stealing a safe containing £ 10 17s. 4d.; a ledger; and a number of invoices ( safe, ledger, and invoices recovered)— TWO MEN ( 1st, age 26, height 5 ft. 9 in., muscular build, complexion pale, hair dark, 2 crowns on head, clean shaved, eyes blue, ship and anchor, tombstone, and woman's head one forearm, both hands injured; dress, dark navy blue suit, check plaid cap. A haulier. 2nd, age about 30, height about 5 ft. 5 in., rather long face, straight nose, hair black, clean shaved. A labourer). Information to Supt. Davis, Bridgend. GLOUCES TERSHIRE. 21.— Staple Hill ( County).— For escaping from Brentry Inebriate Home, 17th ult.— LEONARD BATES, age 24, height 5 ft. 10 in., complexion fair, hair dark brown, eyes grey; dress, blue tunic, cord trousers with red stripes, tweed cap, all stamped " 189" inside. A native of Bromley, Kent. Warrant issued. Information to Supt. Cooke, Staple Hill. HAMPSHIRE. 22.— Portsmouth ( Borough}.— For stealing £ 11 18s. 6d., 13th ult.— ERNEST STODDART, age 30 to 33, height 5 ft. 8 in., complexion sallow, hair and moustache dark brown, may be clean shaved; wearing black coat and vest, brown boots, may be wearing a slate colour three- quarter length overcoat. A cycle fitter. Information to the Chief Constable, Portsmouth. £ 3.— Southampton ( Borough).— For steal- ing £ 10— WILLIAM BARNES WARREN, age 23, height 5 ft. 4 in., complexion dark, scar under right eye, 3 or 4 pock marks on left cheek; dress, dark blue serge suit ( jacket double- breasted), grey cap. A ship's steward; native of Penzance. Warrant issued. 24.— Southampton ( Borough).— For fail- ing to appear to a summons for assault — WILLIAM AUSTEN, age 33, height 5 ft. 4 in., hair and moustache brown, eyes blue, scar on top of head. Warrant issued. Information to the Chief Constable, Southamp- ton. HEREFORDSHIRE. 25 — Hereford ( Countu).— For an indecent assault on a female at Madley, 24th ult.— GEORGE JONES, alias TIGER, age 38, height 5 ft. 8 in., well built, erect bearing, complexion pale, hair ( small patch off right side) light ( in- clined to sandy), eyes blue; dress, dark jacket and vest, brown trousers. A labourer; native of Madley, has served in the Army. Is supposed to have proceeded to South Wales. Warrant issued. Information to Supt. Cope, Hereford. 26.— RoSS ( County\— For stealing, 6th ult., a bicycle ( recovered)— A MAN, age about 30, height about 5 ft. 6 in., complexiqn pale, hair and moustache brown, ring tattooed on one finger; dress, new dark suit, dark cap to match. Stated he was a bookmaker; native of Nottingham. Is believed to be an expert bicycle thief. ( See Case No. 55, 17th ult.) Warrant issued. 27.— Ross ( CountyV- For failing to report — Licence holder EDWIN DAVIS, alias DAVIES, Office No. 2355- 02, age 44, height 5 ft. 5 in., com- plexion fresh, hair dark brown, eyes brown, scar inner corner of left eyebrow, right cheek, and left side of neck. A labourer or miner; native of Newnham. Sentenced at Gloucester County Quarter Sessions, 7th January, 1903, to 3 years penal servitude for housebreaking. Licenced 8th April last, d 2. To be dealt with where found. Information to Supt. Marston, Ross. HER TFORDSHIRE. 28 — Ware ( County).— For stealing. 19th ult., at Buntingford, a leather purse, containing £ 4— THOMAS HOWARD, alias SHARPE, age about 54, height 5 ft. 9 or 10 in., hair grey, scar over right eye, large varicose veins left leg; dress, dark coat bound with braid, dark striped trousers, blue and white tie, brown cap, white shirt, " No. 63 " thereon. A painter. Has served in the Gordon Highlanders. Frequents casual wards, lodging houses, and low beer houses. Is known at Bath, Marlborough, Watford, and Romford. Warrant issued. Information to Supt. Duke, Ware. KENT. 29.— Faversham ( County).— For obtaining, 21st ult., £ 10 10s., by a fictitious cheque ( No. H. 36006) on Barclay & Co.' s, Ltd., Bank, Tunbridge Wells— GEORGE HARVEY, age about 40, height about 5 ft. 10 in., complexion dark sallow, hair and slight moustache dark, eyes ( large) blue, prominent nose, right corner of upper lin turns up when speaking, supposed artificial teeth: dress, dark grey suit, black bowler hat, lace boots, had with him a brown leather Gladstone bag and a new bicycle lamp. Stated he represented the Commercial Motor Car Company, Limited, Bristol, and had cards in his possession. ( See Cases Nos. 18, 22nd September, and 46, 27th October last.) Warrant issued. Information to Supt. Crowhurst, Faversham. 30 — Gravesend ( Borough).— For obtain- ing carpenters' tools by false pretences— ARTHUR GIBSON, alias ARTHUR HENRY GIBBINS and GIBBONS, Office No. 3008- 99, age 46, height 5 ft. 5 in., complexion fresh, hair brown, eyes grey, mole left side of neck. A carpenter; native of Framsden, Suffolk. Sentenced at Essex Quarter Sessions, 5th April, 1899, to 6 months hard labour for larceny; has also been convicted of fraud at Chelmsford. Warrant issued. 31.'— Gravesend ( Borough).— For abandon- ing and exposing his son, age 12 years, in a manner likely to cause unnecessary suffering or injury to his health, 15th ult.— — SULLIVAN, age 42, height 5 ft. 4 or 5 in., complexion sallow, hair dark brown; dress, black overcoat, cord trousers, red scarf, cap. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Gravesend. LANCASHIRE. 32.— Prescot ( County). — For stealing a horse ( recovered); and a silver lever watch, open face, No. supposed 1862, maker " Dumbell, Liver- pool," on works, " Thomas Banks" on dial— A MAN, age 18 to 20, height 5 ft. 3 in., complexion ruddy, hair red, eyes blue, rather bow- legged; dress, light brown overcoat, cord trousers, grey cap. leggings, lace boots. A farm labourer. Information to Supt. Baxendale, Prescot. 33.— Southport ( Borough).— For obtaining £ 15 14s. 9d., by false pretences— ERNEST CALLIS, age about 32, height 5 ft. 7 or 8 in., complexion fresh, hair brown, moustache light brown, eyes grey; dress, dark suit and overcoat, black hard felt hat. A clerk; native of Bolton. Absconded 17th ult. Mav endeavour to leave the country; has been to Canada. Warrant issued. Information to the Chief Constable, Southport. 34.— St. Helens ( Borough).— For stealing ( bailee), 28th June last, a grey ass, aged, and a hawker's low spring cart, Warner wheels, " T. Clarke, Hamer Street " painted on side — SAMUEL DAGNALL, age 34, height 5 ft. H in., complexion fresh, hair light brown, eyes blue, cripple ( left leg). A hawker or rag gatherer. Warrant issued. 35.— St. Helens ( Borough) — For stealing ( bailee) a nearly new camera, whole plate, 2 dark slides, numbered " 1 and 2 " and " 5 and 6," 1 leg of tripod broken — WILLIAM HENRY GREENWAY, age about 45, height 5 ft. 9 or 10 in., slight build, complexion sallow, long fea- tures, hair dark, large curl in front, moustache dark brown, nervous twitch in eyes; dress, short brown overcoat, dark jacket, fancy spotted vest, dark trousers, hard felt hat, light lace boots. A photographer's traveller: supposed a native of Sheffield. Will no doubt be accompanied by hi9 WIFE, age 26, height about 5 ft., hair very dark, eyes light blue; dress, three- quarter length double- breasted fawn colour jacket, black skirt, white sailor hat, lace boots: and TW70 CHILDREN ( a BOY, age and a GIRL, age 3 years, respec- tively). Warrant issued. Information to the Chief Constable, St. Helens. MIDLOTHIAN. 36.— Leith ( Burpb).— For embezzling large sums of money— ALFRED DAVID CHISHOLM, age 40, height 5 ft. 4 or 5 in., complexion fresh, hair and moustache reddish, wears glasses, round scar on cheek, leans to left side; dress, usually blue serge suit, light overcoat, always carries a stick. Absconded 16th ult. May endeavour to leave the country. Warrant issued. Information to the Chief Constable, Leith. MONMOUTHSHIRE. 37.— Risca ( County).— For pmbezzling 5s. 10d.— CHARLES LANE, alias WILLIAM and THOMAS LANE, age 24, height 5 ft. 5 in., com- plexion fair, hair light brown, eyes hazel, large ears, twitches one eye when talking; dress, grey jacket and trousers with stripes. A labourer or stableman; native of Worcester. Was employed with a horse and van delivering parcels from the railway station. Warrant issued. Information to Supt. Porter, Risca. NOTTINGHAMSHIRE. 38.— Mansfield ( Co'mty).— For stealing £ 6 from her lodgings — ANNIE FISHER alias SCOTT, age 35, height 5 ft. 4 to 6 in., complexion fresh, hair dark brown, eyes brown, supposed a heavy drinker; dress, black skirt, brown bodice with white stripes, and frill from centre of back over shoulders, white tie, black speckled three- quarter- length jacket, black round hat, lace boots. Is believed to be well acquainted with Sheffield and Huddersfield. She obtains situations as housekeeper, and, after a few days, absconds. Warrant issued. Information to Supt. Hensley, Mansfield.
