All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 8. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 5. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10a. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature 0] an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ATIONS. 7. Announcements concerning stolen property must be g1"' ranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons < 0 be apprehended or uf stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Kew Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13 Announcements concerning persons missing can only be accepted on pay- ment; and the charges for the insertion of the same will be given on application. THE EDITOR, New Scotland Yard, London, S. W. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery ol property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( a) The amount of the reward. ( J) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement In relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularlydirected to the conditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 191 Stations of the Metro- politan Police Force at which Notices can be posted. STOLEN. 17th December, 1899, JEWELLERY as follows: [ Give full and accurate description.] The above reward will be paid by Mr. John Smith, 500, Victoria Street, Westminster, to any person giving such infor- mation as will lead to the apprehension and conviction of the thief and recovery of the property, or in proportion to the amount recovered. [ Insert name and address of the Printer.] It is to be specially noted that all printed Bills or Circulars forwarded to the Metropolitan Police Office for posting or dis- tribution, whether offering rewards or otherwise, should have the Printer's name and address thereon, as required by the Act 32 and 33 Vic., cap. 24 ( see second Schedule re- enacting sec. 2 of 2 and 3 Vic., cap. 12). APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT 1.— Criminal Investigation De- partment.— On Provisional Warrants for fraudulent bankruptcy at Johannesburg — SAMUEL SMUELOVITZ, a Jew, age about 30, height 5 ft. 4 in., complexion sallow, hair and moustache dark; tisually wears a fawn colour box cloth overcoat and cap.— HYMAN GORDON, a Russian Jew, age 47, height 5 ft. 4in., hair and short bushy beard black ( turning grey), eyes small, slightly corpulent, grey patch on head; dress, usually grey suit and cap. 2.— A Division.— For stealing, in May last, 3 postal letters containing 2 cheques and a postal order to the value of £ 11 5s.— FRANCIS TAYLER, age about 35, height 5 ft. 8 in., stout build, complexion fresh, full face, hair dark brown, eyes brown; dress, dark clothes, hard felt hat. Warrant issued. 4. — T Division » — For failipg to surrender to his bail at the Central Criminal Court, 12th inst., to plead to an indictment against him for fraud— THOMAS SMITH PAYNTER, late of Elm Lodge, High Street, Southall, age 45, height 5 ft. 10 in., complexion and hair dark ( turning grey), dark moustache, peculiar habit of turning his eyes, and sneering expression when spoken to, swinging gait; dress, blue serge jacket suit, white Alpine liat. A bogus advertising home employment agent. He has advertised as North & Co., The Shanty, Teddington, and York Buildings, Adelphi, W.; Thomas & Co., 61 Amyand Park Road, Twickenham; Smith & Co., Elm Lodge, Southall; Paynter & Co., 16 Shaftesbury Avenue, W. C.; and is believed to be connected with bogus agencies at Southend and Torquay. Absconded 23th ult. May endeavour to leave the country. ( See list of doubtful traders in " P. G." 6th January last.) Warrant issued. 5.— IVDivision-— For embezzling ( is 3} d.. 2nd ult.— ARTHUR FAGENCE, age 24, height 5 ft. 5 in., stout build, complexion fresh, broad nose, hair brown, eyes blue, fleshy growth on left cheek, bad teeth : dress, black coat and vest, light trousers, blue cap. A baker's assistant; native of Guildford, Surrey. Warrant issued. 6.— Y Division,— F « r obtaining £ 4 by a worthless cheque— T. H. A native of Carmarthen. He calls upon military officers and clergymen, representing himself as the next of kin of a deceased soldier, and that he has to proceed to London to receive a large sum of money. An expert cyclist. He had a rowing boat about 20 ft. long, painted lead colour, with sail, and may be found with same on the coast. Absconded 15th inst. Description of girl abducted— ALICE MAUD CHAPMAN, age 17i, he- ight 5 ft. 3 or 4 in., rather stout build, complexion and hair dark; dress, blue military coat with brass buttons, white catin blouse, black skirt, red motor cap, shoes with high heels. Edwards, Welling- ton. 3'.— Whitchurch ( CountyV— For stealing. 6th inst., a bicycle ( recovered) — JOSEPH LAWRENCE, age 24, height 5 ft. 6i in., com- plexion fresh, hair light brown, eyes grey, mole top of left fibula, scar 3 in. long on left loin. Is a deserter from the Royal Horse Artillery, wear- ing uniform. A native of Wrexham. Warrant issued. Information to Supt. Edge, Whitchurch. SOMERSETSHIRE. 31.— Frome ( County .— For embezzling and stealing money to the amount of £ 19 12s. 4d.— ROBERT YOUNG, a Scotchman, age 45, height 5 ft. 10 in., complexion sallow, hair ( turning grey) brown, slightly bow- legged; dress, dark grey lounge coat and vest, light brown breeches and gaiters. Has been employed as a farm bailiff. Warrant issued. Information to Supt. She stated she was collecting money for a con- valescent home for firemen. Jennings, Ilminster. 31.— Taunton ( County). — For feloniously entering a dwelling house with intent to commit a felony— THOMAS LOSII. age 30 to 35, height about 5 ft., thick set, complexion fresh, hair dark brown, slight moustache dark ginger; dress, dark grey mixture suit, dark cap. An engineer's fitter; sunposed a native of Lancashire. Warrant issued. Information to Supt. Durham, Taunton. 35.— Bridgwater < Porough\— For obtain- ing money by false pretences— A WOMAN, age 35 to 40, height about 5 ft., complexion ruddy, hair brown, eyes blue; dress, navy blue costume, three- quarter length coat, toque trimmed blue and red, wears gold pince- nez fastened to enamelled brooch with small chain.
