All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2 Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. I. Particulars as to stolen property will be likewise inserted, in one issue, if sufficient to enable the article in question to be thereby identified. ( In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. ft. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 6s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. (!. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. VOL. XXII., No. 2264. • ac x. o ss*, 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to^ be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, ~ Sew Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13 Announcements concerning persons missing can only be accepted on pay- ment; und the charges for the insertion of the same will be given on application. A painter: supposed a native of Suffolk. Carried a black bag. Plays the piano and sings at public houses. Was accompanied by his WIFE, age 35 to 40, height about 5 ft. 9 in., slight build, complexion pale; dress, light blouse, red skirt, large white hat, had with her a string bag and paper parcel; and a GIRL, age 13, slight build, rather deaf. CORNWALL. 12.— Stratton ( Cimitiy).— For deserting his wife, leaving her chargeable to the Common Fund of the Stratton Union— FRANCIS WALLACE, age 39, height 5 ft. 3 in., stout build, complexion fresh, round features, hair and long heavy mous- tache dark brown, eyes hazel, addicted to drink, very talkative; dress, navv blue coat and vest, dark brown cord trousers, black bowler hat. A cycle fitter and clock and watch cleaner; native of Coventry. For deserting his wife and family, leaving them chargeable to the Common Fund of the Stratton Union— GEORGE JOHNSON, age 36, height 5 ft. 6 in., stout build, complexion and heavy moustache dark, hair ( very thick) dark brown, eyes ( 1 brown, 1 green), heavy eyebrows, bow- legged, round features, cut mark muscle of left arm, " G. John- son " and " H. Pritchard" tattooed on left arm, toes of one foot webbed. A sailor; native of Sevenoaks. Warrants issued. CARTER DYSON, age about 26, height 5 ft. 9 in., complexion fair, hair brown, clean shaved, scar behind left ear; dress, slate colour suit, morning coat, patent leather or white sand shoes. Brooks, Beaminster. li-— Bland ford ( County).— For obtaining, 15th ult., by false pretences, a bicycle ( recovered) — FRANK CHARD, alias FRED MATTHEWS, age 36, height 5 ft. 6 in., complexion fair, hair and moustache light brown, eyes grey, mole left shoulder blade, left cheek, and left side of nose; dress, dark grey suit, cap of lighter material. A shoeing smith; native of West Camel, Somerset. Has served in the Royal Field Artillery. Pre- viously convicted at Basingstoke and Poole. Warrant issued. Information to Supt. Elford, Blandford. DUMFRIESSHIRE 15.— Dumfries ( County).— For stea'ing a grey skin carriage rug, tails attached, lined blue cloth; and £ 2 Os. 6d.— HENRY CLARK, age 19, height 5 ft. 5 in., complexion pale, hair dark, eyes grey; dress, dark grey jacket suit, cap, wore a long black curly wig and blue glasses. A footman; native of London. Is believed to have been em- ployed at music halls and theatres. Warrant issued. Not to be arrested out of the United Kingdom. ESSEX. 16.— Colchester ( County).— For stealing £ 100, monies of the Brightlingsea Urban District Council— ARTHUR JOHN DURRANT, age 40 to 45, height 5 ft. 4 or 5 in., complexion pale, hair black, eyes darlc, limps, mole under left eye; dress, new dark grey suit, black bowler hat, new lace boots. An assistant overseer and collector; native of Brightlingsea. Warrant issued. Information to Acting Supt. Luuniss, County Police Office, Colchester. 17.— South minster ( County). — For stealing from their lodgings at Fambridge, 31st ult., a gold keeper ring. 18 ct., chased; a work box containing 15 old copper coins; and £ 2— A MAN, age about 30, height 6 ft., slight build complexion, hair, moustache, slight side whiskers and eyes dark; dress, erey suit and cap. Sup posed a Russian Jew.— A WOMAN, age about 20, height 5 ft., complexion pale, hair and eyes dark; dress dark skirt, cream colour blouse, lace front and sleeves, small dark straw hat trimmed purple chiffon. Rhodes, Sittingbourne. 27.— Margate (- Bo- • » g1').— For stealing £ 2 10s. 6d.— WILHELM HEIKAMPF, a German, age 19, height 5 ft. 5 in., complexion fair, hair brown, clean shaved, eyes grey, of delicate appear- ance, large dark brown mole left side of neck; dress, new dark mixture tweed suit, check cap. Was employed as kitchen porter at a hotel. Absconded 30th ult. Warrant issued. Information to the Chief Constable, Margate. KENT. 23.— Canterbury ( County).— For obtain- ing 5s. by false pretences, 29th ult., at Heme Bay — A MAN, who gave the name of BARTLETT, age 30 to 35, height 5 ft. 10 in., stout build, hair dark, clean shaved, full face; dress, light check suit, black hard felt hat. He called at several hotels at Heme Bay and represented that he was deaf and dumb, wrote on a piece of paper asking to see the landlord or manager, and requesting that he could be lodged for a few days, upon being shown a bedroom, he produced a long subscription list, purporting that he was collecting for the Deaf and Dumb In- firmary, London, thereby obtained money. The subscription list bore name of Bartlett, which name he also wrote on a niece of paper; on leaving each hotel, he " spoke," stating he was going to the railway station for his luggage. Warrant issued. 2i— Canterbury ( C'lunty).— For obtain- ing 10s. by false pretences, 19th ult., at Heme Bay— A MAN, who gave the name of W. JAMES, age 20 or 21, height 5 ft. 9 or 10 in., hair dark brown ( close cut), clean shaved, pimples on face, eyes dark, bad teeth; dress, long dark grev dust coat, old dark jacket, pepper and salt colour trousers, dark tie, black hard felt hat, lace boots. He circulated printed bills, and sold patent non- return taps; also applied for an agency for cycle dealers. Absconded 31st ult. Warrant issued. 25.— Canterbury ( County).— For obtain- ing 2s. 6d. by false pretences, 25th ult., at Heme Bay— A WOMAN, who gave the name of VALE, age about 55, height 5 ft. 2 or 3 in., thin face ( sunburnt), hair white, eyes brown; dress, black skirt and blouse, iron grey jacket, black bonnet with fringe of beads in front, mauve flowers. She represented that she had obtained a situation as cook in the neighbourhood, and obtained the above amount to pay railway fare to Chatham. She has obtained money bv representing that her husband was a sergeant in the Army, was wounded in South Africa, and died in Netley Hospital; by stating that well known people had recommended her as worthy of help ; also that she had 2 bovs in a school at Dover, and clergymen in the District were in- terested in her. Not now wanted. 29. — Chorley ( County).— For failing to re- port— Licence- holder THOMAS CUBIN, alias COWBIN, Office No. 536- 01, age 54, height 5 ft. 2 in., complexion sallow, hair ( bald in front) and eyes dark brown, scar over right eyebrow and front right wrist. A collier; native of Chorley. Sentenced at Liverpool Assizes, 30th April, 1901, to 5 years penal servitude and remanet of former sentence for burglary. Liberated on licence 22nd ult., which expires 27th January, 1907. A native of Preston. May be found at fairs in Lancashire, where he is well known to showmen. Information to Supt. LINCOLNSHIRE. 34.— Grimsby ( Borough).— For shopbreak- ing between 5th and 7th ult., and stealing a quantity of clothing — ALFRED STORER, age 27, height 5 ft. 6 in., complexion sallow, hair dark brown, eyes blue, " John," cross, 2 flags, heart and arrow left forearm, rings lst, 2nd, and 3rd left fingers, girl, anchor, 2 flags, heart and arrow right forearm, full- rigged ship on chest. — HARRY BUSHNELL, age 26, height 5 ft. 10 in.., complexion fresh, hair light brown, eyes blue, female, clasped hands and heart, cross flags, figure of woman with scroll " England for ever," 2 female figures, and " H E S E M 2 " right forearm, rings on all fingres. Natives of Nottingham. — EDWARD GLYNN, age 26, height 5 ft. 5 in., complexion fresh, hair dark brown, eyes grey, scar left elbow, 2 dots and line left forearm, 3 dots and cross right forearm, scars right shin. METROPOLITAN POLICE DISTRICT 35.— Convict Supervision Office.— Special attention is called to Licence- holder HARRY THOMPSON, alias HERERT RANKIN, Office No. 2614- 02, Case No. 6, 11th ult., who is travelling various parts of the country committing larcenies, and obtaining money by false pretences. His method is to call on professional gentlemen, tradesmen, & c., and solicit subscriptions for football, cricket, and athletic clubs, inducing them to become subscribers by using the name of a local gentleman as presi- dent of the club. He commits the larcenies of jewellery, & c., when left alone in a room. Is identical with MAN, Case No. 12, 4th ult., and believed identical with MAN, Cases Nos. 18 of 4th and 41 and 75, 25th ult. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. R3& 9K: METROPOLITAN POLICE DISTRICT 36.— X Division.— For embezzling £ 15 17p. 4d., monies of a Sick Benefit Society— GEORGE FOSTER, age 40, height 5 ft. 7 in., complexion fair, hair and moustache light, eyes grey; dress, dark jacket suit, black hard or soft felt hat. A trunk maker; supposed a native of London. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. R.": 1 pair of black leather do., 5J in. long when closed, opens with double slides, the leather on the left cover has been replaced badly, showing brass underneath, sun shade attached, brass jointed, 2 in. lenses; 1 pair of large do., yellowish colour, both small lenses are cracked ; 1 round gold locket, containing 2 photo- graphs inside,' gold chain attached; 1 short broad gold chain, with watch key and seal attached, " J. Annearance of a mechanic. Found in pockets a blank form of railwav advice bill of the East and West Junction and Stratford- on- Avon, Towcester, and Midland Junction Railways.
