POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, SEPTEMBER 1, 1905. VOL. XXII., No. 2262. REOUIj 1. All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of Is. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. A. TIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13 Announcements concerning persons missing can only be accepted on pay- ment; and the charges for the insertion of the same will be given on application. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery ot property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement in relation lo property stolen, or criminally taken or disposed of, holding oat any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularlydirected to the conditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 191 Stations of the Metro- politan Police Force at which Notices can be posted. Victoria Street, Westminster, to any person giving such infor- mation as will lead to the apprehension and conviction of the thief and recovery of the property, or in proportion to the amount recovered. Information to the Metropolitan Police Office, New Scotland Yard, S. W., or to any Police Station. [ Insert name and address of the Printer.] It is to be specially noted that all printed Bills or Circulars forwarded to the Metropolitan Police Office for posting or dis- tribution, whether offering rewards or otherwise, should have the Printer's name and address thereon, as required by the Act 32 and 33 Vic., cap. 21 ( see second Schedule re- enacting sec. 2 of 2 and 3 Vic., cap. 12). APPREHENSIONS SOUGHT METROPOLITAN POLICE DISTRICT 1 — A Division,— For obtaining 10s. by false pretences — WILLIAM YOUND, age 30, height 5 ft. 4 or 5 in., thick set, complexion fresh, hair and slight moustache light brown, eyes grey; dress, blue dungaree coat, dark trousers, blue front and collar, dark can. He represented that he was a motor wagon driver in the employ of a firm at Maidstone. Warrant issued. 2.— B Division•— For stealing ( servant), 21st ult., a brown leather portmanteau and a quantity of clothing ( recovered) — JAMES ALFRED POULTON, alias POULTER, age 24, height 5 ft. 9 in., complexion fresh, hair, slight moustache and eyes brown; dress, grey check jacket and breeches, brown gaiters, long grey overcoat, hard felt hat ( all stolen). A native of London. 3 — B Division.— For obtaining board lodging, and money by fraud — WILLIAM HENRY BIRKIN, age 26, height 6 ft. 2 ir slight build, complexion, hair and heavy mous- tache dark, eyes brown, large prominent teeth, receding forehead, nervous manner, genteel ap- pearance; dress, dark grey flannel suit with thin white stripes, red and blue tie, straw hat, button boots. He represented that he was entitled to a large fortune on a certain date. Warrant issued. 4 - c Division.— KARL MIELING, Case No. 3, 18th ult. Warrant withdrawn. Property recovered. 5— C Division . — For stealing £ 5— ALEXANDER SULLIVAN, age 18, height 5 ft. 5 in., complexion fair, hair ( cut short) light brown, eyes ( cast in left) blue, female ( supposed) tattooed on right forearm; dress, dark blue suit and cap, lace boots. A native of London. Warrant issued. 6.— IV Division.— EH WARD E. WEST- FIELD, Case No. 4, 15th July, li- 04. Warrant withdrawn. 7.— W Division « — For stealing a cheque for £ 2 10s.; 1 £ 5 Bank of England note; 1 postal order for £ 1 Is.; 1 do. for 10s.; 1 do. for 2s. 6d.; and £ 68 10s.— THOMAS MACK, age 20, height 5 ft. 6 or 7 in., complexion fresh, hair dark brown, eyes blue, small chin, larce feet; dress, blue serge reefer jacket and vest, dark striped trousers, lace boots. A barman. He was entrusted with the above to bank. Was accompanied by A MAN, age 19, height 5 ft. 4 in., complexion ruddy. May endeavour to leave the country. Warrant issued. K.— X Division*— For burglary and lar- ceny — GEORGE GILLARD, age 19, height 5 ft. 6 in., complexion ruddy, oval face, nose straight and rather pinched, hair dark, eyes dark grey, warts on both hands, slight scar on upper lip, large ears; dress, dark suit and cap, lace boots. Supposed a native of London. 9 — X Division.— For stealing a safety bicycle, " Armstrong, maker, Harrow Road," on transfer; and 5s. — CYRIL TURNER, age 17, height 5 ft. 8 or 9 in., complexion pale, hair ( curly) dark brown, eyes grey; dress, dark grey suit and cap, dark tie, lace boots. A native of London. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 10.— For stealing, by trick, an 18 ct. single stone diamond ring, weight of diamond ct., slight flaw— HYMAN COHEN, age 38 to 40, height 5 ft. 6 in., complexion fresh, hair and moustache light, eyes grey ; dress, grey frock coat and vest, striped trousers, dark bowler hat. A native of London. He is an expert judge of diamonds, and is well known to pawnbrokers and jewellers in London, Birmingham, Liverpool, and other large towns. Warrant issued. Information to Supt. BEDFORDSHIRE. 11.— Bedford ( County).— For stealing a set of graining combs: 1 paper brush with white bristles; 1 pair paperhanger's scissors — BILL DALTON, age 30, height 5 ft. 9 in., complexion sallow, hair dark brown, eyes hazel, carries his head downwards, peculiar looking when talking: dress, light grey suit, red tie. grey cap. A painter: supposed a native of Suffolk. Carried a black bag. Was accompanied by his WIFE, age 35 to 40, height about 5 ft. 9 in., slight build, complexion pale; dress, light blouse, red skirt, large white hat, had with her a string bag and paper parcel : and a GIRL, age 13, slight build, rather deaf. Bunker, Buckingham. 19.— Grays ( County).— For obtaining 15s. and food by false pretences, on 23rd ult.— Licence- holder ARTHUR POTTER, alias CHARLES CLARK and COLLINS, Office No. 199- 02, Case No. 31, 18th ult., age 37, height 5 ft. 1 in., com- plexion fair, hair light brown, eyes blue, lost 2nd, 3rd, and 4th left fingers; dress, rusty black jacket, rusty blue trousers, and brown cap. A cooper; native of Brighton. Sentenced at Chelmsford County Quarter Sessions, 16th October, 1902, to 3 years penal servitude and remanet of former sentence for larceny. Liberated on licence, 8th August, 1905, which expires 14th July, 1906. z c 337. CARDIGANSHIRE . 15.— Aberystwyth ( County\— For non- appearance to a summons for cruelty to a horse- NOAH FLORENCE, a* e about 50, height about 5 ft. 10 in., complexion and hair dark, eyes grey, upper half of right ear missing, appearance of a low horse dealer. A clothes- peg maker; supposed a native of Clun, Salon.— NOAH FLORENCE ( son of the above), age about 15, height 4 ft. 8 in., complexion fresh, hair red. They travel the counties of Mid Wales, Herefordshire, and Shropshire with a horse and spring cart, " Noah Florence, Clun," thereon, accompanied by 2 Boys, ages 10 and 7 years respectively. OA RNA R VON SHIRE. 1C — Bangor ( Cmnty).— For stealing an accordion, makers, " Dallape Mariano of Stradella, Italia," on plate— PASSQUILL MASSARO, age about 20, complexion pale, hair dark, lame, suffers from rheumatism; dress, dark coat and vest with white stripes, dark trousers and cap. He left Wrexham a few days ago, supposed in the direction of Hereford. Warrant issued. Information to Deputv Chief Constable Harris, Bangor. DENBIGHSHIRE. 17.— Wrexham ( County).— For embezzle- ment— WILLIAM FARRELL, age 28, height 5 ft. 4 or 5 in., hair ( thick and curly) and mous tache dark, squints; dress, old dark suit, lace hoots. A grocer; native of Burnley. Lately em- ploved as Assistant County Court Bailiff. Warrant issued. Information to Deputv Chief Constable Jones, Wrexham. GLOUCESTERSHIRE. 21.— Gloucester ( Countyi.— For obtain- ing money and a diamond pin by false pretences E. LEECH, age 25 to 30, height 5 ft. 6 or 7 in., complexion, hair and moustache dark, eyes ( full) brown; wearing dark clothes, motor cap. Warrant issued. 22 .— Gloucester ( f"•"*•'(,).— Kor obtain- ing money by false pretences— FREDERICK ROGERS, age about 30, height 5 ft. 7 or 8 in., complexion fair, hair and moustache light brown, eyes blue; dress, brown jacket, blue trousers, cap, military boots. Is fond of pigeon flying. A painter and sign writer; native of Gloucester. May seek employment with roundabouts or at carriage works. Warrant issued. Information to Deputy Chief Constable Harri- son, Gloucester. 23.— Stroud ( County).—- For stealing. 21st ult., a 18 ct. gold keeper ring, chased— GEORGE LOCKE, age 40, height 5 ft. 7 or 8 in., com- plexion and hair dark, rather heavy moustache ( recently trimmed), eyes hazel, lump on left temple, walks erect; mav be wearing a blue serge suit. A groom ; native of Thrupp, near Stroud. Is accompanied by a WOMAN, age 20, height 5 ft. 3 in., complexion pale, hair light brown, eyes ( small) blue, small mouth. Had with them a large tin trunk. When last heard of were using the name of Wilcox, and travelling from Bristol to Birmingham. Warrant issued. Information to Supt. Biggs, Stroud. 24.— Bristol ( City).— F « r obtaining money by false pretences- A. R. MATTHEWS, age about 40, height 5 ft. 5 or 6 in., complexion fresh, red nose, hair brown, heavy moustache light, of good address, with slight hesitancy in speech, of smart appearance; dress, dark lounge suit with light stripe, black tie. He takes rooms in a good class neighbourhood, and advertises in local papers: " Wanted, workman with some knowledge of machinery and little capital. Wages, 35s. per week." He informs applicants that he has come from London to push the sale of a non- slipping pulley covering, and that he desires to appoint an agent for the District, who must deposit £ 10 as part security for the stock of pulley coverings, which, when received, proves to be brown paper. He uses cards and billheads, headed: " A. R. Mathews & Co., Manufacturers of Mathews' Non- Slipping Pulley Coverings. No. 46 Seymour Street, London." ( See Case No. 43, 14th April, 1905.) ESSEX. ! 8— Brentwood ( County).— For stealing from his lodgings, 26th ult., a gold mourning ring, set 16 pearls, crystal in centre, " In memory of M. Western, 1816," engraved thereon, piece of gold inside to make the ring smaller; 2 small gold hoop rings, set pearls; 1 small gold ring, set turquoise and diamonds; 1 gold locket, similar to a watch; 1 gold brooch, shape of a lovers' knot— THOMAS, age 40, height 5 ft. 6 or 7 in., com- plexion ruddy, long face, loose skin, hair turning grey, eyes grey blue, teeth irregular and dark; dress, dark grey fine twill jacket, dark vest, black trousers with fine light stripe, white straw hat with black band, leather watch guard. He called at a Registry Office and obtained the names of persons who let furnished apartments, called at one of the addresses given him, stated he had been recommended there, then asked to have wash and committed the larceny. HAMPSHIRE. 25 — Bournemouth ( County).— For steal- ing, 18th ult., a small square silver box, about 2J in. square, 4 small knob feet, chased; 1 old round silver do., about size of half- crown, crinkled edge; 1 old silver slipper, about in. long, chased; 1 silver scent bottle, plain round shape, tapered one end; 1 Indian silver mustard pot, round ball shape, on 3 claw feet, small silver apostle spoon in same, chased Indian pattern; 1 silver pencil case and paper knife combined, about 8 in. long, plain; 1 small fancy silver sweetmeat dish, per- forated, with handle, shape of a cakedish, small rim base; 1 small silver dish, 3 by 2 in., per- forated each end, fancy pattern; 1 old- fashioned gold cameo brooch, head carved thereon, showing curly hair and short side whiskers, stand un collar, gold split ring attached; 1 small Dresden china ornament, shape of a footstool, white ground with sprays of forget- me- not raised thereon — A WOMAN, age about 30, height about 5 ft., com- plexion pale, of good address; dress, light dress, three- quarter jacket to match, white sailor hat, sup- posed black band. Hack, Bournemouth. 26.— Winchester ( City).— For non- pay- ment of £ 20 8s., maintenance arrears — FREDERICK HENRY PICKETT, age 36, height 5 ft. 8 in., rather slight build, complexion fresh, hair and eyes brown, moustache light, scar centre of forehead, lump on knuckle of right little finger. A grocer's assistant; native of Chertsey. Warrant issued. Information to the Head Constable, Winchester. 27 — Southampton ( Bornurjh).— For steal- ing a pair of blankets— MARY FRASER, alias EDGAR, age about 35, height 5 ft., complexion and hair dark; dress, short black coat, black sateen blouse, electric blue skirt, white collarette, small silver brooch, white sailor hat, black band. HERTFORDSHIRE. 28.— Bishop's Stortford ( County).— For obtaining by false pretences, 26th ult., a spoke- shave; 3 bradawls; 4 chisels ( lj, 1, and \ in.); 1 bevel; 2 gouges; 1 hammer; 1 oilstone in case; 1 punch; 1 2 ft. rule; 1 pair pincers; 1 pair com- passes; 1 level; 1 plugging chisel; 1 screw driver; 1 file; 1 brace, with § and J twist bits; 4 pin bits; 7 centre bits; 1 rose bit, all a green baize case, with " H. W." worked thereon; 1 oil can; 1 jack plane; 1 smoothing do.; 1 rabbit do.; 1 foot square; 1 6 in. do.; 1 hand saw; 1 tenon do.; 1 mallet; 1 mortice gauge, all stamped " H. West" — JOHN JAMES, alias FREDERICK LEEKS and GEORGE BROWN, age 40 to 45, height 5 ft, 3 or 4 in., complexion fresh, hair ( curly at sides) light brown; wearing dark clothes, cap, militarv boots. A carpenter and joiner. Has served in the 3rd Battalion King's Roval Rifles. Stays at common lodging houses. Warrant issued. Information to Supt. Martin, Bishop's Stortford. 29.— Hertford ( County).— For stealing, 27th ult., a bay mare, aged, 15 hands, well bred, black points, small white spot on forehead, recently shod with leathers under front shoes, in fair condition— WILLIAM PIIIPPS, age about 50, height 5 ft. 6 or 7 in., face pock marked, hair and moustache turning grey; dress, licht drab dust coat, light trousers ( tight fitting). Warrant issued. Information to Supt. Foster, Hertford. KENT. 30.— Canterbury ( County).— For stealing £ 2, at Heme Bay, 13th ult.— A MAN, who gave the name of CLARK, age 21 to 25, height 5 ft. 7 or 8 in., rather stout build, complexion dark, full face, prominent nose, large head, hair black, moustache dark, hairy evebrows; dress, light grey tweed suit, blue and grey sweater, cycling stock- ings, light lace boots, wearing 2 watches and double brass chain. Had with him a " Humber" bicycle, 24 in. frame ( replated and enemalled), 2 rim brakes ( one a " Liberty" with inverted lever), black rims, new Wapshare tyres. Warrant issued. Information to Supt. Jacobs, Canterbury. 31 — Cranhrook ( County).— For obtaiuirg £ 7 by a worthless cheque on the London and Provincial Bank, Bristol Branch — GEORGE HARVEY ( supposed false), age about 40, height 5 ft. 10 in., complexion dark sallow, hair and slight moustache dark, large eyes; dress, grey pepper and salt colour suit, grey cap. Stated he was travelling for the Commercial Motor Car Co., Bristol. Had with him a brown leather Gladstone bag, about 18 in. long, and a " Humber " bicycle, plated rims, 2 brakes. ( See Case No. 54, 18th ult.) Warrant issued. Information to Supt. Fowle, Cranbrook. Zi.— Ramscrnte ( Borouah\— For stealing during the past 3 weeks, 3 blue guernseys, " S. B. H," in red paint inside— ERNEST BURNS, age 17, height about 5 ft., stout build, complexion fair; dress, blue jacket, trousers and cap, blue guernsey, shoes. A native of Erith. He came to the " Smacks Boys' Home " from the Reformatory ship Cornwall about 2 years ago. Stated his intention of obtaining a berth on a steam- ship. Absconded 16th ult. Warrant issued. 33 — Ramsgaf ® ( Bdrour/ h).— Yar ombpzzl- ing £ 20 10s., 24th July— EDWARD MAURICE RATA, age 32, height 5 ft. 4 or 5 in., stout figure, hair and moustache dark, scar on bridge of nose and left cheek; dress, black serge suit ( double- breasted jacket), white straw hat, black band, lace boots. A clerk; native of Jersey. Speaks French fluently. Absconded 25th July, Stated his intention of proceeding to France, Canada, or the United States. Warrant issued.
