POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, AUGUST 25, 1905. VOL. XXII., No. 2260. 1. All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 5. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 6a. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 8. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. A. TIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, ~ Sew Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13 Announcements concerning persons missing can only be accepted on pay- ment; and the charges for the insertion of the same will be given on application. SPECIAL NOTICE. IT is notified for the information of the Police Forces generally that the existing arrange- ments provide that all persons convicted of offences falling under classes II to V, appendix A of the Judicial Statistics, 1899, pages 220 to 224, and sentenced at Quarter Sessions or Assizes to imprisonment for a month or longer, are criminally registered by having their finger- prints and photo- graphs taken in the prisons a fortnight before release. The Police of the Metropolis have been in- structed that whenever they deem it desirable to have criminally registered persons convicted of offences, and sentenced to imprisonment in Magistrates' Courts, the words " finger- prints " or " finger- prints and photograph " are to be added to the form on which the conviction is reported to the Chief Office, who then place themselves in correspondence with the prison authorities. It is suggested that Chief Constables and Heads of County and Borough Police Forces might similarly apply specially in suitable cases for the finger- prints and photographs of persons convicted in Magistrates' Courts whom they believe to be professional or dangerous criminals. Warrant issued. 2.— H Division.— For obfa ning timber to the value of £ 39 3s. 5d., by false pretences— EDWARD AMES, age 40, height 5 ft. 9 in., complexion fair, hair lieht brown, eyes blue, of smart appearance; dress, £ rey jacket suit, silk hat, button boots, wears spats. A native of Waltham- stow, Essex. Warrant issued. 3.— L Division.— Foi- embezzling £ 25 14s. lid.— FREDERICK PACKHAM, age 28, height 6 ft., complexion fresh, hair ( bald on top) dark brown, eyes grey; dress, light grey tweed or blue serge suit, dark tie, black hard felt hat, lace boots. A native of Shipbourne, Kent. Has served in the Metropolitan Police; also been in business as a provision merchant at Ramsgate. Absconded 15tH inst. Warrant issued. 4.— M Division.— On Bench Warrant for failing to surrender to recognizances at South London Sessions, 16th inst., for felony— WIL- LIAM COBB, age 17, height 5 ft. 4 in., com- plexion fair, hair ( worn flat over forehead) dark brown, eyes hazel; dress, dark grey jacket suit, sometimes wears red vest with brass buttons, bow tie, grey cap, brown shoes. A native of St. Pancras, London. t>.— X Division.— For stealing ( larceny, visitor), 14th inst., a dark green leather purse, con- taining £ 1 0s. 4Jd., cash and postage stamps — ALBERT JAMES ENTWISTLE, alias BERTIE JAMES ENTWISTLE and ERNEST FAIR- MAN, Office No. 824- 05, age 20, height 5 ft. 7 in., complexion fair, hair brown, eyes blue, 8 dots left, 1 right forearm, and 1 back left hand, boil scar back neck; dress, dark tweed suit, brown soft felt hat, lace boots. A blacksmith; native of London. Sentenced at Central Criminal Court, 8th February, 1904, to 18 months hard labour for larceny. Liberated on remission 23rd May, 1905. 207. BUCKING HA MS HI RE. 8. — Buckingham ( County). — For em- bezzlement— ARTHUR CAMP, « 7/ a « HARRIS, age 36, height 5 ft. 9 in., complexion fresh, rather long nose, hair dark ( turning grey), heavy mous- tache, eyes blue, scar over left eye, mole right cheek, dot left forearm; dress, brown mixture jacket and vest, black and white mixture trousers, dark motor cap. A native of Hatfield, Herts. ( See Case No. 11, 21st ult.) Has been employed in London as a van and omnibus driver. Warrant issued. Photograph can be seen on application. Information to Supt. Bunker, Buckingham. CA RNA R VONSHIRE. 9. — Bangor ( County). — HARRY SUT- TON MEADOWCROFT ( See Case No. 6, 28th ult.). He is a good pianist, and will probably be found with pierotts or a nigger troupe at a seaside resort, may be in a hospital or Union infirmary, as he is supposed suffering from phthisis. 10.— Bangor ( county\— For stealing an accordion, makers, " Dallape Mariano of Stradella, Italia," on plate— PASSQUILL MASSARO, age about 20, complexion pale, hair dark, lame, suffers from rheumatism : dress, dark coat and vest with white stripes, dark trousers and cap. A fitter; native of Wigan. Sen- tenced at Hereford Countv Sessions, 17th October, 1904, to 9 months hard labour and 7 years super- vision for schoolhouse- breaking. A sailmaker; native of Bristol. Has recently ap- peared strange in his manner. Sentenced at Stafford Sessions, 28th November, 1899, to 7 years penal servitude, and remanet of former sentence, for burglary. Liberated on licence, 16th June last, which expires 9th December, 1907. Hack, Bournemouth. 17.— Petersfield ( County\— For stealing ( bailee) £ 1, 19th inst.— CHARLES SNELL- GROVE, alia* SNOWGROVE, age about 20, height about 5 ft., complexion and hair ( long and curlv in front) dark, supposed tattooing right arm; dress, dark brown mixture suit, blue cap, new brown boots, new braces, " Motor" thereon. A tramping labourer; stated he was a native of Andover. Warrant issued. Information to Supt. King, Petersfield. HEREFORDSHIRE. 18.— We Oh lev ( County).— For an indecent assault on a female, 16th inst., at Bridge Sollers — A MAN, age about 25, height 5 ft. 7 or 8 in., complexion fresh, hair brown, clean shaved, eyes blue; dress, old brown jacket, dark trousers and cap. KENT. 19.— Canterbury ( County).— For stealing £ 2, at Heme Bay, 13th inst.— A MAN, who gave the name of CLARK, age 21 to 25, height 5 ft. 7 or 8 in., rather stout build, complexion dark, full face, prominent nose, large head, hair black, moustache dark, hairy evebrows; dress, light grey tweed suit, blue and grey sweater, cycling stock- ings, light lace boots, wearing 2 watches and double brass chain. Had with him a " Humber" bicycle, 24 in. frame ( replated and enemalled), 2 rim brakes ( one a " Liberty" with inverted lever), black rims, new Wapshare tyres. Warrant issued. Information to Supt. Jacobs, Canterbury. 20.— Dartford ( Cmin/ y).— For leaving his 2 children chargeable to the Common Fund of Dartford Poor Law Union — ALBERT FAGG, alias ALBERT W. JOYCE, age 27, height 5 ft. 6^ in., complexion fresh, hair brown, eyes grey, tattooed cross swords, rifle and star left forearm, bracelet left wrist, cross swords and dot back of left hand, clasped hands and shamrock right fore- arm. Warrant issued. Information to Supt. Kemp, Dartford. 21.— Ramsgate ( Borough).— For stealing during the past 3 weeks, 3 blue guernseys, " S. B. H." in red paint inside— ERNEST BURNS, age 17, height about 5 ft., stout build, complexion fair; dress, blue jacket, trousers and cap, blue guernsey, shoes. A native of Erith. He came to the " Smacks Boys' Home " from the Reformatory ship Cornwall about 2 years ago. Stated his intention of obtaining a berth on a steam- ship. Absconded 16th inst. Warrant issued. 22.— Ramsgate ( Borough).— For embezzl- ing £ 20 10s., 24th ult.— EDWARD MAURICE RATA, age 32, height 5 ft. 4 or 5 in., stout figure, hair and moustache dark, scar on bridge of nose and left cheek; dress, black serge suit ( double- breasted jacket), white straw hat, black band, lace boots. A clerk; native of Jersey. Speaks French fluently. Absconded 25th ult. Stated his intention of proceeding to France, Canada, or the United States. Warrant issued. LANCASHIRE. 23.— Liverpool ( City).— For neglecting to notify his change of address— Licence- holder PATRICK McCREESE, Office No. 1179- 02, age 38, height 5 ft. 5 in., complexion ruddy, hair dark brown, eyes blue, scar back of right hand, above right eye, on bridge of nose, and left temple, anchor, half bracelet back of right forearm and wrist, anchor, " P.," and dots back of left fore- arm, half bracelet, 2 anchors, and ship back of left wrist and hand. A sailor; native of Hastings. Sentenced at Cumberland County Quarter Sessions, 30th June, 1903, to 12 months hard labour, and 5 years police supervision for false pretences. Information to the Head Constable, Detective Department, Liverpool. 24.— Salford ( Borough).— For stealing, 5th inst., £ 100, consisting of 8 £ 10 Bank of England notes, issued at Manchester, dated 6th June, 1903, Nos. 22635, 22636, 33366, 67, 68, 69, 70, and 7T; and 4 £ 5 do., Nos. 45959, 74298, 98491, 98492, issued at Manchester, dated 22nd April, 1904— THOMAS CLIFFORD, age 36, height 5 ft. 6 in., weak knees, complexion pale, hair and slight mous- tache light, unner teeth artificial ( 2 or 3 missing); dress, navy blue jacket or light suit, blue vachting or light cap, lace boots, wears silver watch and curb chain. A farmer; lately employed as a back tenter at print works. He was entrusted with the money, 5th inst., to proceed to Dublin to purchase cattle. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Salford. NOR THA MPTONSHIRE. 25.— Northampton ( Bnrmioh').— For ob- taining a blue serge suit and white straw hat, blue band with blue and red stripes, by false pretences, 5th inst.— H. P. BARBER, age about 22, height 5 ft. 2 in., stout build, complexion sallow, hair dark, clean shaved; wearing the stolen clothing. He took lodgings, 4th inst., and stated that he was a signalman on the London and North Western Railway, and had been transferred from Willesden. Had in his possession a road racer bicycle. He left behind a dark grey mixture suit with stripes running through, blue cap, and a cycle lamp. Warrant issued. Information to the Chief Constable, Town Hall, Northampton. SELKIRKSHIRE. 26.— Selkirk ( County).— For fraud, 2nd inst.— WILLIAM M'DONALD ( may be false), age 35 to 40, height 5 ft. 7 or 8 in., hair and moustache light, eyes ( restless) grey, speaks with London accent, of good address; dress, dark tweed jacket and trousers, light colour vest, black felt hat, tan colour boots blacked over, carried a stick, occasionally wears gold rimmed glasses. He at- tended religious meetings, had a number of tracts in his possession. He represented that he was an agent for a London firm of tea merchants, who were opening a shop in the District, thereby ob- tained a quantity of corn and hay which he afterwards disposed of. Was accompanied by A WOMAN, age about 23, complexion pale, thin features, hair light, pregnant; dress, white or green colour muslin blouse, light grey or blue coloured skirt, drab colour three- quarter length tweed cape, black hat trimmed black feathers; and A GIRL, age 10, hair and eyes dark; wearing light pink or brown frock, white straw hat with white feathers, tan colour boots. They may be found in private lodgings. Warrant issued. Not to be arrested out of the United Kingdom. Information to Chief Constable Porter, Selkirk. SHROPSHIRE. 27.— Oswestry ( County).— For assault, 18th inst., at Duddleston, near Ellesmere— CHARLES WILLIAMS, alias DAYIES ( supposed false), age about 34, height about 5 ft. 6 in., well built, complexion fresh, hair brown, moustache light brown or sandy, scars on bridge of nose and over right eyebrow; dress, dark jacket and vest, cord trousers, dark muffler with red and white stripes, dark grey cap. He has been employed on the Liverpool pipe tract. Absconded 19th inst. Warrant issued. Information to Supt. Lewis, Oswestry. SOMERSETSHIRE. 28. — Dunster ( County). — For obtaining £ 500 by fraud at Minehead, 27th ult.— THOMAS BARSBY, age about 48, height about 5 ft. 10 in., broad shoulders, stoops slightly, complexion, and hair ( turning grey) light, clean shaved, a heavy smoker; usually wears lounge coat, light brown cap, vest, breeches, and brown leather leggings, A groom; native of Loughborough, Leicester. May be found in billiard rooms, or at race meetings. Warrant issued. Information to Supt. Perry, Dunster. STAFFORDSHIRE. 29.— Burslem ( County). — For obtaining money by false pretences— ISAAC PARRY, age about 55, height 5 ft. 2 or 3 in., complexion fresh, thin features, hair and whiskers grey; dress, blue serge suit, light lace boots, usually carries a stick. Supposed a native of Hanley. He represented that he was canvassing for a firm of photographers. Warrant issued. 30. — Burslem ( County). — For obtaining money by false pretences— J. WILSON, age about 30, height 5 ft. 8 or 9 in., good build, oomplexion fresh, hair and moustache dark brown; dress, grey suit ( much worn), black hat, lace boots. He re- presented that he was an agent for the Empire Key Registry, London, obtained Is. 6d. premium due, and gave a false receipt. Warrant issued. Information to Deputy Chief Constable Hill, Burslem. 31— Tettonhall ( County). — For larceny ( lodgings) at Saredon, 28th ult.— STEPHEN CLARKE, age 30, height 5 ft. 3 or 4 in., com- plexion, hair and moustache dark, full eyes, prominent teeth, cut mark upper lip; dress, dark suit with light stripe, prey cap, brown button boots, or a blue serge suit. A native of Great Bridge. May seek employment as a barman.— ELIZABETH CLARKE, wife of above, age about 27, height about 5 ft. 2 in., slight build, com- plexion sallow, hair dark, abscess mark left side of neck; dress, three- quarter grey jacket, light colour blouse, dark skirt, fawn colour straw hat, canvas shoes with patent leather toes.
