POLICE GAZETTE PUBLISHED BY AUTHORITY. . NEW SERIES. FllIDAY, AUGUST 11, 1905. VOL. XXII., No. 2256. 1. All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewiie inserted in one issue, if sufficient to enable Ihe article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10a. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ATIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to>_ be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Sew Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13 Announcements concerning persons missing can only be accepted on pay- ment; and the charges for the insertion of the same will be given on application. Cities and Boroughs therein, arranged in alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. SPECIAL NOTICE. IT is notified for the information of the Police Forces generally that the existing arrange- ments provide that all persons convicted of offences falling under classes II to V, appendix A of the Judicial Statistics, 1899, pages 220 to 224, and sentenced at Quarter Sessions or Assizes to imprisonment for a month or longer, are criminally registered by having their finger- prints and photo- graphs taken in the prisons a fortnight before release. The Police of the Metropolis have been in- structed that whenever they deem it desirable to have criminally registered persons convicted of offences, and sentenced to imprisonment in Magistrates' Courts, the words " finger- prints " or " finger- prints and photograph " are to be added to the form on which the conviction is reported to the Chief Office, who then place themselves in correspondence with the prison authorities. It is suggested that Chief Constables and Heads of County and Borough Police Forces might similarly apply specially in suitable cases for the finger- prints and photographs of persons convicted in Magistrates' Courts whom they believe to be professional or dangerous criminals. FRANCIS THOMAS SCRIVEN, age 38 to 40, height 5 ft. 9 in., com- plexion pale, face much scarred ( supposed pock- marked), liair dark brown, eyes grey, wears glasses; wearing clerical attire. Supposed a native of Weymouth. Warrant issued. 2.— c Division. — For scaling a £ 50 note — MAX BERMAN, age 35, height 5 ft. 9 in., complexion fresh, hair and slight wiry moustache dark, stutters slightly, of dissipated appearance: dress, black morning coat and trousers, hard felt hat. A native of Germany. Warrant issued. 3. — T Division. — For embezzling about £ 45— WILLIAM PETTLE, age 53, height 5 ft. 2 or 3 in., complexion fresh, hair ( turning grey) dark brown, moustache ginger, beard close cropped, eyes grey; dress, black morning coat and vest, dark grey striped trousers, black tie, black hard felt hat. A native of Torrington, Devon. He was employed as a rent collector. Absconded 2nd inst. Warrant issued. 4.— X Division.— For obtaining mon » y by false pretences— ALEX ALFRED SWAIN, age 42 ( looks younger), height 5 ft. 6 in., com- plexion, hair, short moustache, and eyes dark, one lower front tootli missing; usually wears dark clothes. Supposed a native of London. A con- jurer; is said to be known at Brighton and Mar- gate. Warrant issued. 5.— X Division.— For stealing, 1st inst., a dark chestnut horse pony, 11 hands, aged, hog mane, short tail, in good condition; a set of brown leather harness, brass mounts, trace recently spliced; and a miniature dog cart, painted black, Warner wheels, chocolate stripes, rubber tyres let in in pieces, off shaft repaired with iron bolt, nickle plated lamps, blue and white knee apron, and a small green mat— A MAN, age 50, height 5 ft. 7 in., stout build, complexion fresh, promi- nent nose, hair and moustache ( cut short) grey; dress, grey suit, dark tie, black bowler hat. Warrant issued. 6.— X Division.— For obtaining money by false pretences and on suspicion of having stolen a gold watch, small gold chain attached ; 1 small gold chain; 1 platinum and gold watch guard: 3 gold pins: 1 belcher ring — Licence- holder HARRY THOMPSON, alias HERBERT RAN- KIN, Office No. 2614- 02, age 23, height 5 ft. 9i in., complexion fresh, hair light brown, eyes grey, scar right eyebrow and end of nose, hairy mole right cheek. A tailor; native of Edinburgh. He represented that he was collecting subscriptions for the Uxbridge Football and Athletic Club. Sen- tenced at Liverpool Assizes, 14th February-, 1903, to 3 years penal servitude for housebreaking and larceny. Licenced 10th June, 1905. d 76. Has also been convicted at Leeds, Harrogate, Lis- card, Bath, and Bristol. ( See Case No. 15 current issue). Believed to be identical with MAN de- scribed in Cases Nos. 12 and 18 of 4th inst. 7.— Y Division•— For embezzling .£ 20 7s. lOd. — FRANK GEORGE SOPER, age 36, height 5 ft. 5 in., complexion pale, high fore- head, small chin, hair dark brown, slight mous- tache; dress, black frock coat and vest, grey striped trousers, silk hat, lace boots, wears pince- nez. A native of London. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BEDFORDSHIRE. s. — Bedford ( Borough) — For st^ aline. 29th ult., a dog cart, black body, " E. W. T." in gilt on sides and back, brass mounts on shafts, blue wheels with yellow lines, " Gold, Long Acre," on wheel boxes, Blue cushions, left wing at back has been broken and spliced, rubber bearings and mats— G. HARD WICK, age 40 to 50, height 5 ft. 7 or 8 in., stout build, rather round shoulders, round red face, moustache dark, spoke with Nor- folk or Lincolnshire accent; dress, blue jacket and trousers, light vest, straw or bowler hat. OA MB RIDGES HIRE. 9.— Cambridge ( Co> nty\— For embezzle- ment— GEORGE CHARLES ' ROSE, age 27, height 5 ft. 4 or 5 in., complexion, hair, slight moustache, and eyes dark; dress, dark blue jacket and vest, grey striped trousers, white straw hat with black band, lace boots. A baker; native of Cambridge. Warrant issued. Information to Supt. Webb, Cambridge. 10.— Cambridge ( Borough).— For obtain- ing £ 2 by false pretences, 14th June last— BERT RAE, age 30 to 40, height 5 ft. 7 or 8 in., com- plexion fair, hair and moustache light brown: dress, dark jacket suit. Was accompanied by his Wife, age 20 to 30, rather short, and a Girl, age 18 months. He travels the country selling paper bags, trading as the Cambridge Paper' Bag Manu- facturers. Usually hires a horse and trap for which he fails to pay. He has his letters addressed in various names to the G. P. O. He speaks a great deal of polo ponies and noted riders, appears well acquainted with Tattersall's, London. He left behind at his lodgings a new holdall, con taining linen, an old plaid suit, and a piece of paper, " Miss E. Cox, 37 Charles Street, Hatton Garden, E. C." thereon. Warrant issued. A hawker. Was accompanied by his Wife and 2 Sons.— NOAH FLORENCE," age about 15, complexion dark, hair dark brown, eyes grey. They usually travel Mid- Wales, Salop, and Herefordshire. Warrant issued. DERBYSHIRE. 13 — Derby ( County).— For stealing a brown leather bag; 1 collector's book; samples of cloth and drapery; season ticket Ilkeston to Notting- ham, Midland Railway; and 6s. 6d., 27th ult., at Long Eaton — ALFRED PHILLIPS, age about 30, height 5 ft. 9 in., slight build, com- plexion sallow, thin face, hair black, moustache dark, eyes ( large) grey; dress, dark blue serge jacket suit, grey cap. A collector and canvasser; native of Gravesend. Warrant issued. Information to the Deputy Chief Constable, County Police Office, Derby. 14. — Rcnishaw ( Ctm. nt. y) - F< « r staling from a public- house at Barlborough, 16th ult., a red, white and green woollen suit; 1 black suit, white stripes; 1 pair red, white and green trousers; 2 red flannelette petticoats; 1 blue and amber striped underskirt, grey lined; 1 black merino underskirt; 1 blue and white striped linen shirt; 1 black and white spotted silk handkerchief; 1 pair of nailed Blucher boots, size 8; 1 blue serge vest; 1 light cap— SAMUEL WILLOUGHBY, age about 40, height 5 ft. 6 or 7 in., complexion ruddy, face and neck deeply pock- marked, hair ( inclined to curly) and slight moustache dark, addicted to drink; dress, dark jacket and trousers, light silk neckerchief, Blucher boots, may be wear- ing one of the stolen suits. A navvy or labourer, may seek employment on public works. Sings comic songs at low public houses. Frequents race meetings as a tipster and conjurer. Warrant issued. Information to Supt. DEVONSHIRE. 15 — Exeter ( City).— For stealing. 22nd nit. 1 old- fashioned 18 ct. gold hunter watch, white dial, gold hands, plain case; 1 do. 22 ct. gold verge watch, pear case, white dial, gold hands; 11 gold seals, very old design, various colour stones, all have crests engraved thereon, one has " M. C."— Licence- holder HARRY THOMPSON, alias HERBERT RANKIN, Office No. 2614- 02, age 23, height 5 ft. 9^ in., complexion fresh, hair light brown, eyes grey, scar right eyebrow and end of nose, hairy mole right cheek; dress, dark grey coat and trousers, fancy vest, bowler hat. Warrant issued. • 7.— Chelmsford ( County).— For scaling- 15s. from her lodgings, 22nd ult.— BESSIE MONTGOMERY, age about 29, height 5 ft. 6 in., complexion fresh, full face, hair and eyes dark, cut scar under chin, speaks with North Country accent; dress, black skirt and bodice, or faded blue blouse, black sailor hat with white headed pin, 2 brooches. She stated that she was living apart from her husband, and that she had 2 children in a school. Warrant issued. 18.— Chelmsford ( County).— For embezzl- ing £ 15 lis. ROBERT KING, age 22, height 5 ft. 7 or 8 in., slight build, complexion sallow, of delicate appearance, hair light brown, clean shaved; dress, long dark fawn colour coat, dark grey jacket, dark striped trousers, mauve tie, check cap. A clerk. Absconded from Great Braddon, 3rd inst., left Chelmsford same day by train for London. WaiTant issued. Information to the Deputy Chief Constable, Chelmsford. 19.— Southend - on - Sea ( County).— For stealing, 28th ult., a lady's 18 ct. gold buckle ring, set sapphires and diamonds, small diamond back of buckle; 1 do. gold ring, set 3 turquoise ( broken); 1 do. gold dress ring, set 7 small dia- monds; 1 do. small gold neckchain, round links, gold cross attached; 1 small gold brooch, set brilliants; 1 lady's silver watch, chased back, small flower round face, silver chain, rope pattern, tassel at end, tied with piece of string, attached; and a purse containing £ 4— HETTIE MAID- LAND, age 23, height 5 ft. 6 in., complexion sallow, long face, square jaw, hair black, eyes dark, cut scar under chin, North Country accent; dress, black Melton cloth skirt, blue striped blouse ( faded), black sailor hat, strap shoes. Has been a sick berth attendant. May be found on public works. Warrant issued. 26.— Portsmouth ( Borough).— For failing to surrender to his reoognizances at Quarter Ses- sions, 1st ult., for larceny, 24th April last — GEORGE SPICER, age 28, height 5 ft. 8 in., complexion fresh, hair and eyes brown; dress, black double- breasted coat and vest, grey striped trousers, light cap. A native of Portsmouth. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. HUNTINGDONSHIRE. 27.— Huntingdon ( County).— For stealing, 15th June last, a B flat clarionette in case, 13 keys, including C sharp, fitted with lyre, " Beeson & Co., 198 Euston Road, London," stamped on joints— A MAN, age about 28, height 5 ft. 4 in., complexion fresh, high cheek bones, hair light brown, moustache light, eyes grey, large nose; dress, black jacket and vest, dark trousers and cap. Stated he was a painter and a native of White- chapel. A good clarionet player; is probably tramping the country. Believed to be a deserter from the City of London Militia. Warrant issued. KENT. 28.— Canterbury ( Ciunty).— For stealing between 28th and 29 th ult., at Blacksole, 2 silver necklaces; 2 or 3 silver bangles; 1 pair gold earrings in case, buttercup shape; 1 small gold bangle, shape of hunt- ing horn, in case; 1 gold puzzle ring in a trinket case; several gold and silver Egyptian and Chinese coins; 3 large table knives with black horn handles; 3 small do., all stamped " Harrods, Limited," on blades; 1 poultry carving fork, ivory handle; 1 blue enamelled tea can— TWO MEN ( 1st, age about 30, height 5 ft. 9 or 10 in., slight build, hair light; wearing dark clothes and cap. 2nd, age 20 or 21, height 5 ft. 7 or 8 in., hair dark, rather full face; dress, old dark jacket, grey trousers and cap). Information to Supt. Jacobs, Canterbury. 29.— Dover ( Borough) — For stealing. 1st inst., a " Sunbeam" bicycle, trajisfer on back mud- guard, " Jos. Austin, maker, Dover," flat handle bars, front and back rim brake, B. S. A. fittings, stay of back mud- guard broken, old Dun- lop cover back wheel, lamp attached— WASH COONUS, a Russian, age about 30, height 5 ft. 10 in., complexion sallow, long pointed nose, hair light; dress, dark grey reefer suit, straw hat with black band. 30.— Dover ( Borough).— For stealing ( bailee) £ 6 7s., 2nd inst. — MAY STORR, age 24, height 5 ft. 9 in., complexion sallow, hair dark, teeth missing from front upper jaw ; dress, brown jacket, white lace trimmings, brown skirt, black hat trimmed black feathers, shoes. A laundress; native of Henley- on- Thames. Warrant issued. Information to the Chief Constable, Town Hall, Dover. LANCASHIRE. SI— Bolton ( County\— For stealing lis. from a till at Farnworth, 22nd ult.— WILLIAM COOPER, age about 20, height 5 ft., hair light, clean shaved, thin features, glides one eye, female and " Lucy" on one arm; dress, dark jacket and vest, dark moleskin trousers, grey cap, tanned lace boots. He was employed by an ice cream vendor, may seek employment as an organ grinder. Warrant issued. 32. — Bolton I County). — For stealing, 4th inst., at Famworth, a lady's 9 ct. gold gipsy ring, single stone diamond in centre — A MAN, age about 35, height 5 ft, 9 in., hair and moustache light brown, snake tattooed right arm, lighthouse and flowers left forearm, speaks with London accent, lisps: dress, dark brown check suit, grey cap, wearing gold or imitation gold snake ring right little finger. He has served in the Navy. Had with him a bicycle, black enamelled, Westwood rims, free wheel, mud- guards, plated handle bars, white grips, small piece chipped off end left grip. GLA MORGA NSHIRE. 30 — Swansea ( Borough).— For neglecting to maintain their wives and children— HENRY DOEL, age 29, height 5 ft. 8 or 9 in., hair sandy. A tailor.— DAVID YORATH, alias DAVID METROPOLITAN POLICE DISTRICT 33.— B Division.— Information is requited respecting the antecedents of JOHN JONES, age 25, height 5 ft. 2 in., complexion fair, hair brown, eyes grey, line and dots in blue ink on each fore- arm; dress, dark grey jacket, blue serge trousers, grey vest and cap, lace boots. A kitchen porter. This man is awaiting trial at North London Ses- sions, 22nd inst., for burglary. The offence was effected by crossing waste ground at rear of premises, climbing wall to roof of flats, entering window ( partly opened but secured by patent fasteners, which could be reached and undone by inserting arm), stealing quantity of clothing, and leaving by way of pantry window.
