POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, AUGUST 1905. VOL. XXII., No. 2254. 1. All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OP THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewuie inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 6, 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to^ be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. Announcements concerning persons missing can only be accepted on pay- ment; and the charges for the insertion of the same will be given on application. THE EDITOR, New Scotland Yard, London, S. Warrant issued. 4.— L Division.— For stealing, a ho^ se 24th May last— THOMAS HENRY BUBBLES, age 44, height 5 ft. 4 in., complexion fresh, hair ( inclined to ginger) light, growing a beard and moustache, eyes grey, of slovenly appearance; dress, shabby dark clothes, muffler, cap, heavy boots. May be found in the neighbourhood of hop fields, accompanied by his wife and 4 children. Warrant issued. 5.— P Division.— For stealing ( baiWY jewellery to the value of £ 14— CALEB STEPHEN WAITE, age 28, height 5 ft. 4 in., complexion pale, hair light, eyes grey, mole right side of nose; dress, black jacket, grey fancy vest ( double- breasted), grey striped trousers, hard felt hat, brown boots. A native of Brighton. Warrant issued. * 6.— S Division.— For Stealing ( bailee) 4 donkeys— GEORGE HAWES, age 26, height 5 ft. 5 in., complexion fresh, hair light, eyes grey; dress, brown jacket suit, grey cap, lace boots. A native of Bushey. Warrant issued. 7.— V Division.— Tot stealing, 24th ult., 3 ladies' gold rings ( 1 double hoop diamond, en- graved " M. A."; 1 set, 2 diamonds and 3 pearls in row; 1 set 5 opals, 4 diamonds set at corners of opal); 2 gold curb bracelets, padlock attached to one; 3 gold charms ( 1 fowl; 1 wishbone, set 3 garnets; 1 boot); 1 lady's gold watch, No. 15109, " Swiss" engraved inside case, long fancy chain, pencil case, 6d. and 3d. piece attached; 1 gold medallion, size of a florin, photograph of a gentle- man one side, lady the other; 3 gold pins ( 1 sham- rock shape, set diamond, sapphire and ruby; 1 large turquoise, claw setting; 1 safety, large blue stone in centre); 1 signet ring, set dark green stone, crest a fox's head, goose wing in mouth; 2 small leather cases, 1 containing silver knife, fork and spoon, monogram, " E. W." thereon— HENRI BALTHAZAR, a Frenchman, age 17, height 5 ft., round shoulders, complexion fair, hair light, speaks English badly; dress, grey mixture jacket, dark trousers, motor cap. 8.— Y Division.— For stealing a horse, cart and harness— A MAN, age 50 to 55, height 5 ft. 5 or 6 in., thick set, complexion fresh, hair ( bald on top), moustache and side whiskers grey, broad spoken; dress, dark jacket, grey trousers, hard felt hat. Supposed a native of Bristol. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 9.— For mis- appropriation of trust funds— GEORGE DANIEL STARKEY OLIVANT, late of Eastcheap and Selborne Road, Sidcup, age 38, height 6 ft., slight build, stoops slightly, com- plexion, hair and moustache dark, may now be clean shaved; usually wears frock coat suit, silk hat. Warrant issued. 10. — For forftery — RAMON GARCIA MENDEZ, age 30 to 40, height about 5 ft. 5 in., complexion sallow, hair, thick beard and mous- tache black, may be clean shaved, speaks Spanish; dress, dark grey suit with small check. Warrant issued. 11.— For conspiracy to defraud— WILLIAM LESLIE, age 35 to 38, height 5 ft. 8 or 9 in., hair dark, moustache brown, rather long angular face, swinging gait, stoops slightly, 2 artificial teeth in front of upper jaw, plausible manner, may be wearing a gold ring, set 2f white brilliant, and a diamond cluster stud, about & in. in diameter. For some years was employed as working electrician at Fulham Grand Theatre. Is fond of motoring — FRANCES CHEESMAN, age about 26, height about 5 ft. 6 in., slight build, complexion sallow, thin face, hair and eyes dark, smart and ladylike, and of rather foreign appear- ance. Both late of Bangalore Street, Put- ney. CAMBRIDGESHIRE. 12.— Cambridge ( County).— For stealing, 28th ult., at Trumpington, a pearl necklace, com- posed of 50 to 60 small pearls, daisy pattern; 1 gold brooch, 2 swallows composed of pearls; 1 plain gold brooch, art jewellery, with hanging pearl and green enamelled leaf; 1 plain twisted gold brooch, blue stone in centre; 1 plain gold ring, 2. heart shape opals and 2 diamonds in centre; 1 rose ring with rubies, emeralds, and pearls in shape of rose, old- fashioned; 2 chain purses, containing about £ 1. The jewellery was in a red velvet case, " Muncey, Cambridge," there- on— A MAN, who gave the name of HARRY BOWERS, age about 30, height 5 ft. 8 or 9 in., round brown face, may have slight moustache, front upper teeth missing: dress, dark jacket suit, black hard hat, brown boots. He called at a house, stated he was collecting subscriptions for a cricket club ( false), and when left alone com- mitted larceny. Warrant issued. 13.— Cambridge ( County V— For embezzle- ment— GEORGE CHARLES ROSE, age 27, height 5 ft. 4 or 5 in., complexion, hair, slight moustache, and eyes dark; dress, dark blue jacket and vest, grey striped trousers, white straw hat with black band, lace boots. A baker; native of Cambridge. Warrant issued. Information to Supt. Webb, Cambridge. 14.— Cambridge ( Borough).— For obtain- ing £ 2 by false pretences, 14th June last— BERT RAE, age 30 to 40, height 5 ft. 7 or 8 in., com- plexion fair, hair and moustache light brown; dress, dark jacket suit. Was accompanied by his Wife, age 20 to 30, rather short, and a Girl, age 18 months. He travels the country selling paper bags, trading as the Cambridge Paper Bag Manu- facturers. Usually hires a horse and trap for which he fails to pay. He has his letters addressed in various names to the G. P. O. Warrant issued. 15.— Cambridge ( Borough).— For stealing 26th ult., a motor bicycle, registered No. P. 374, dark green enamelled, spring saddle and handles, new Palmer cord tyres, Bowden back brake, front Crabbe rim brake, rubber pedals, leather driving belt with 3 fasteners, nickel rims, a rather tall machine, in good condition, tool bag, & c., attached — A MAN, who gave the name of L. FRANK, a foreigner, age 35 to 40, height about 5 ft. 7 in., complexion sallow, hair and moustache ( waxed at ends) dark, scar 2nd right finger, slight ; 2 THE POLICE GAZETTE. FRIDAY, AUGUST 18, 1905. APPREHENSIONS SOUGHT ( continued > — impediment in speech; dress, dark brown plaid jacket suit, plaid motor cap, lace boots. He speaks a great deal of polo ponies and noted riders, appears well acquainted with Tattersall's, London. He left behind at his lodgings a new holdall, con- taining linen, an old plaid suit, and a piece of paper, " Miss E. Cox, 37 Charles Street, Hatton Garden, E. C." thereon. Warrant issued. 16.— Cambridge ( Borough).— For failing to report— Licence- holder JOHN ROCK, alias WILLIAM ELLIS and JOHN SULLIVAN, Office No. 3601- 99, age 50, height 5 ft. 7£ in., complexion fresh, hair and eyes grey, ci'oss, anchor, heart, dart, and spray right, " G. S.," forget- me- not, and 5 point star left forearm. A groom; native of Dublin. Reported at King's Lynn, 10th ult., his intention of proceeding " to Cambridge, and has not since been heard of. Sentenced at Maidstone Sessions, 8th January, 1903, to 3 years penal servitude for malicious damage. Licenced 10th April, 1905. d 14. Information to Chief Constable Holland, Cam- bridge. CHESHIRE. 17.— Runcorn ( County).— On commitment • warrant for non- payment of £ 1 4s., fine and costs imposed for using a locomotive engine without having a licence— SENATOR JAMES LEO, age about 35, height 5 ft. 4 or 5 in., complexion fresh, hair ( worn low on forehead) brown, clean shaved; dress, dark jacket suit, straw hat. A showman; native of New York. Travels the country with a locomotive engine, " Doris," No. 2723. Information to Supt. Ennion, Runcorn. CUMBERLAND. 18.— Workington ( County).— For obtain- ing money by false pretences, 18th ult.— A MAN, who gave the name of J. MURRAY, age 22 to 25, height 5 ft. 5 or 6 in., slight build, rather round shoulders, complexion fair, hair light brown, slight moustache ginger; dress, dark tweed suit and cap. Appearance of an engine fitter, or of having been employed at ironworks. He called upon professional gentlemen, tradesmen, & c., and solicited subscriptions for a football or cricket club, and used the name of a local gentlemen as being the president, thereby induced persons to become subscribers; on calling for a second sub- scription, he handed some of the subscribers a briarwood pipe in case, which he stated had been presented by the members of the club to each of the presidents. He invariably carried bait tins. Warrant issued. Information to Supt. Cheesman, Workington. DENBIGHSHIRE. 19.— Llanrwst ( County).— For leaving his " wife and children chargeable to the . Llanrwst Union— WILLIAM HENRY HODGINS, age 37, height 5 ft. 7 in., slight build, complexion pale, hair ( inclined to curly, turning grey) and mous- tache sandy, eyes blue, front teeth decayed. A tailor; native of Liverpool. Absconded about 12 months ago. Warrant issued. A reward of £ 1 will be paid by the Guardians, Llanrwst Union, for the arrest of Hodgins. Information to Supt. Woollam, Llanrwst. DERBYSHIRE. 20. — Renishaw ( County). — For stealing from a public- house at Barlborough, 16th ult., a red, white and green woollen suit; 1 black suit, white stripes; 1 pair red, white and green trousers ; 2 red flannelette petticoats; 1 blue and amber striped underskirt, grey lined; 1 black merino underskirt; 1 blue and white striped linen shirt; 1 black and white spotted silk handkerchief; 1 pair of nailed Blucher boots, size 8; 1 blue serge vest; 1 light cap— SAMUEL WILLOUGHBY, age about 40, height 5 ft. 6 or 7 in., complexion ruddy, face and neck deeply pock- marked, hair ( inclined to curly) and slight moustache dark, addicted to drink; dress, dark jacket and trousers, light silk neckerchief, Blucher boots, may be wear- ing one of the stolen suits. A navvy or labourer, may seek employment on public works. Sings comic songs at low public houses. Frequents race meetings as a tipster and conjurer. Warrant issued. Information to Supt. Andrew, Renishaw. 21 — Chesterfield ( BornnphS.— For ob- taining goods by false nretences, 3 Chesterman tape measures, 66 ft., brown leather case; 1 2 ft. wood section rule; 3 spirit levels, 12 in., " Pres- ton " thereon, one end pointed; 1 steel ratchet brace, 10 in. long; and a quantity of stationery, consisting of ink stand, British Stylo pen, ink, gum, compasses, ledgers, & c.— HARRY WIL- LIAMS, alias HENRY HARRIS, STAMP, WILLIAM HENRY BALIN, and HARRY HARVEY, Office No. 3616- 02, age 49, height 5 ft. 6i in., complexion fresh, hair dark brown, eyes brown, long scar ball of left thumb and 2nd right finger. A labourer; native of Gloucester. Sen- tenced at Bucks Quarter Sessions, 29th June, 1903, to 9 months hard labour for false pretences. Liberated on remission 23rd February, 1904. 141. Warrant issued. ESSEX. 22 — Chelmsford ( County).— For stealing ( bailee), 16th ult., a safety bicycle, cushion tyres, black enamelled diamond frame, odd cranks ( 1 flat, 1 round), rat trap pedals, tangent spokes— — TATERS, age about 20, height 5 ft. 4 in., stout build, complexion dark, eyebrows meet, usually wears a bead necklace. Has been em- ployed as a bargee, also with roundabouts, & c. Warrant issued. 2?>.— Chelmsford ( County).— For stealing 15s. from her lodgings, 22nd ult.— BESSIE MONTGOMERY, age about 29, height 5 ft. 6 in., complexion fresh, full face, hair and eyes dark, cut scar under chin, speaks with North Country accent; dress, black skirt and bodice, or faded blue blouse, black sailor hat with white headed pin, 2 brooches. She stated that she was living apart from her husband, and that she had 2 children in a school. Warrant issued. Information to the Deputy Chief Constable, Chelmsford. 24— Southend - on- Sea ( Cmwhr,.— For stealing, 28th ult., a lady's 18 ct. gold buckle ring, set sapphires and diamonds, small diamond back of buckle; 1 do. gold ring, set 3 turquoise ( broken); 1 do. gold dress ring, set 7 small diar- monds; 1 do. small gold neckchain, round links, gold cross attached; 1 small gold brooch, set brilliants; 1 lady's silver watch, chased back, small flower round face, silver chain, rope pattern, tassel at end, tied with piece of string, attached; and a purse containing £ 4— HETTIE MAID- LAND, age 23, height 5 ft. 6 in., complexion sallow, long face, square jaw, hair black, eyes dark, cut scar under chin, North Country accent; dress, black Melton cloth skirt, blue striped blouse ( faded), black sailor hat, strap shoes. GLAMORGANSHIRE. 25. — Pontypridd ( County).— For failing to report— Licence- holder RICHARD MILES, alias JOHN MILES, Office No. 3210- 00, age 46, height 5 ft. in., complexion fresh, hair dark brown, eyes grey, scar base right thumb and front 2nd right finger. A machine fitter; native of Ely. Sentenced at Swansea Assizes, 30th July, 1901, to 5 years penal servitude for false pretences. Licenced 12th May last, b 353. Information to Acting Supt. GLOUCESTERSHIRE. 26 — Staple Hill { County).— Escaped from Brentry Inebriates' Home, 25th ult.— ERNEST BALL, age 42, height 5 ft. 6i in., complexion dark, hair ( bald on top) dark brown, eyes hazel; dress, black or brown coat and cap, dark vest, cord trousers, " 120" marked inside clothing. He was committed from Clerkenwell Police Court. Warrant issued. Information to Supt. Cooke, Staple Hill. ' il.— Bristol ( City).— For stealing a motor bicycle, No. A. E. 168, black enamelled, " Royal Fort" on tank, " Priddle" transfer on head and down tube, 2 H. P. Minerva engine, Clincher tyres, front left hand corner of tank has been repaired with a piece of copper, blacked over, green band round tank to match the words " Royal Fort"— WILLIAM HENRY MITCHELL, alias READ, JENKINS, and W. H. MILLS, age 21, height 5 ft. in., slight build complexion fresh, hair light brown, clean shaved, eyes blue, good teeth, woman in tights with skipping rope hanging down back tattooed left forearm; dress, dark jacket and vest, blue flannel trousers with fainfc white stripe. HAMPSHIRE. 28.— Fareham ( County).— For leaving his wife and child chargeable to the Common Fund of the Fareham Union— FRANK HAWKE, age 41; height 5 ft. 5 in., complexion fresh, hair brown, eyes hazel, cut scar right cheek and back of right little finger: dress, dark tweed suit, grey mixture cap, nailed boots. Carman, Fareham. 29.— Portsmouth ( flnrtn/. oh\.— For steal- ing a pair of field glasses— CHARLES WILLIS, age about 24, height 5 ft. 6 or 7 in., complexion fresh hair dark brown, moustache pointed at ends, eyes brown; dress, grey plaid suit ( vest double- breasted), green tie, plaid cap, Blucher boots, 2 rivets in each upper, wearing chain across vest. Warrant issued. 30.— Portsmouth ( Borough).— For failing to appeal- to a summons for keeping a brothel — BESSIE RENYARD, age 47, height 5 ft., stout build, complexion fresh, hair brown, eyes blue, addicted to drink. A native of Bridport. Warrant issued. Information to the Chief Constable, Town Hall, Portsmouth. LANCASHIRE. 31— Bolton ( County).— For stealing lis. from a till at Farnworth, 22nd ult.— WILLIAM COOPER, age about 20, height 5 ft., hair light, clean shaved, thin features, glides one eye, female and " Lucy" on one arm; dress, dark jacket and vest, dark moleskin trousers, grey cap, tanned lace boots. He was employed by an ice cream vendor, may seek employment as an organ grinder. Warrant issued. 32.— Bolton ( County).— For stealing, be- tween 25th and 26th ult., a silver English lever watch, cream colour dial, gold hands, maker, " Greenhalgh, Bolton," on works; and £ 17— A LAD, age 13, height 4 ft. 4 in., slight build, com- plexion pale, delicate appearance, hair dark brown, eyes blue or grey, ring worm mark left side of head, sores on corners of mouth; dress, mixture tweed knicker suit, black stockings, cap, may be wearing a silver Albert, dog link pattern. May be spending money freely at seaside resorts. Information to Supt. Leeming, Bolton. 33. — Manchester ( City).- For larceny from lodgings, and for failing to report— Licence- holder HENRY GREEN, alias JOHN HENRY GREENWOOD, HENRY E. SINCLAIR, and GEORGE JOHNSON, Office No. 2257- 01, age 51, height 5 ft. 1 in., complexion fresh, hair ( turning grey) and eyes brown, scar back of neck and under left jaw, bracelet both wrists, tea pot left fore- arm, ring 2nd and 4th right fingers. A joiner; native of Winchester. Sentenced at Sheffield Quarter Sessions, 17th October, 1901, to 3 years penal servitude and remanet of a former sentence for larceny from dwelling- house. Liberated on licence, 8th July, 1905, which expires 2nd October, 1906. H L R V b 271. Information to the Chief Constable, Manchester. 34.— Burnley ( Borough).— For failing to report— Licence- holder ALBERT E. TAYLOR, alias FREDERICK PARKINSON, Office No. 3557- 99, age 36, height 5 ft. 4£ in., complexion pale, hair brown ( thin on top), eyes grey, nose inclined to right, mole centre back of neck and back right upper arm. Sentenced at Chester Castle Quarter Sessions, 15th October, 1902, to 3 years penal servitude for larceny. Liberated on the 4th March last. Licence expires 14th October, 1905. Has also been convicted at Burnley, Sal- ford, Nottingham, Lockerbie, North London Sessions, Stafford, Manchester, Aberdeen, Carlisle, Preston, Liverpool, and Bradford. Warrant issued. Information to Chief Constable Smith, Burnley.
