All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR or THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they art sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons be apprehended or of stolen property bear a number, and as far us practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in thq POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later tlian Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be jin advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13 Announcements concerning persons missing can only be accepted on pay- ment; and the charges for the insertion of the same will be given on application. SPECIAL NOTICE. FUGITIVE OFFENDERS, A case has come under the notice of the Editor, in which a person whose apprehension was sought in England, and who was described in the POLICE GAZETTE, gave himself up to the Colonial Police. The prosecutor declined to take any further action in the matter, but the case necessitated the dispatch of two telegrams, the cost of which had to be refunded by him. To avoid such expense, the Editor requests that if there is reason to believe that a fugitive offender is likely to go to the Colonies, and the prosecutor is unwilling to incur any expense with a view to obtain his surrender, a notification be made in the communication sent to this Office to the effect that the offender is not to be arrested beyond the United Kingdom. The necessity for the adoption of such a course will be apparent from the fact that the POLICE GAZETTE is circulated in the Colonies. Supposed a native of Kent. Absconded 16tli inst. Warrant issued. 3.— X Division.— For stealing ( bailee). 12th inst., a pony, trap, and harness ( recovered) GODD'ARD, age 30, height 5 ft. 7 in., complexion fair, hair brown, moustache and eyes light, wears gold rimmed pince- nez; dress, blue serge jacket and vest, dark grey trousers, hard felt hat, brown lace boots, red double cord watch guard, sometimes wears uniform of the Salvation Army. C., 1st inst.— ERNEST PASK, age 20, height 5 ft. 5 or 6 in., complexion fresh, hair dark, eyes brown, front upper teeth decayed, anchor or serpont in blue ink inside right forearm : dress, grey flannel suit, white straw hat with blue and yellow band, white shoes. BRECONSHIRE. 5.— Criokhowell { County).— For stealing carpenter's tools ( recovered) — GEORGE MEADOWS, age 22, height 5 ft. 9 in., complexion fresh, hair brown, small moustache light, eyes hazel, blue spot over left eyebrow, 3 cut scars left thumb, birthmark right buttock. Convicted of burglary at Usk Quarter Sessions, 4th October, 1900; and of larceny on 17th October, 1900. Has served in the Army.— THOMAS MEADOWS, age 32, height 5 ft. 5 or 6 in., stiff build, complexion fresh, full round features, hair and thick mous- tache brown. Both are carpenters; natives of Abergavenny. May endeavour to leave the country. Warrant issued. Information to Supt. Winterson, Crickhowell. Convicted of larceny at Congleton in June, 1896; illegal pawning at Manchester, June, 1900; larceny at Burslem, October, 1900: at Congleton, October, 1902: at Stockport, May, 1903: at Chester, October, 1903: and at Bangor, October, 1904. DERBYSHIRE. 8. — Renishaw ( County). — For Stealing from a public- house at Barlbrough, 16th inst., a red, white and green woollen suit; 1 black suit, white stripes; 1 pair red, white and green trousers; 2 red flannelette petticoats; 1 blue and amber striped underskirt, grey lined; 1 black merino underskirt; 1 blue and white striped linen shirt; 1 black and white spotted silk handkerchief; 1 pair of nailed Blucher boots, size 8; 1 blue serge vest; 1 light cap— SAMUEL WILLOUGHBY, age about 40, height 5 ft. 6 or 7 in., complexion ruddy, face and neck deeply pock- marked, hair ( inclined to curly) and slight moustache dark, addicted to drink; dress, dark jacket and trousers, light silk neckerchief. Blucher boots, may be wear- ing one of the stolen suits. A navvy or labourer, may seek employment on public works. Sings comic songs at low public houses. Warrant issued. Information to Supt. A nurse; native of Yorkshire. Sentenced at Central Criminal Court, 30th April, 1900, to 5 years penal servitude for false pretences. Warrant issued. Information to Supt. Gibbons, Southminster. 15 — Colchester ( Borough).— For stealing, 19th inst., a watch ( recovered); 1 9 ct. gold Albert, curb pattern; 2 ladies' silver watches; 1 gold curb bracelet, gold coin attached ; 1 lady's gold ring, set pink corals ( centre one missing); several gold charms; 1 necklace of corals and pearls; 1 brown leather dressing case, containing razors, & c.— GEORGE GANT, age about 45, height 5 ft. 8 or 9 in., complexion fresh, clean shaved; wearing a three- quarter length light dust coat, light cap. GLOUCES TERSHIRE. 16— Cheltenham ( County).— Frr fraud and forgery— LEWIS HUNT, age 45 to 50, height 5 ft. 6 or 7 in., stout build, complexion fresh, hair ( slightly grey at sides) dark brown, eyes grev. upper lip thick, V shape, upper front teeth missing, high cheek bones; usually wears grey suit. A hotel proprietor. Warrant issued. 17.— Cheltenham ( County).— For stealing £ 2 10s., 8th inst.— ROBERT SILVER, age about 35, height 5 ft. 6 in., complexion fresh, large head, moustache brown, ends cut close, rather small eyes; usually wears knickers and stockings. Has been employed as a travelling inspector on the Honey- bourne and Cheltenham Line, G. Western Rail- way, in course of construction. Is said to belong near Malmesbury, Wilts. Warrant issued. 18. — Cheltenham [ County). — ALBERT HENRY CLARKE ( Case No. 18, 16th September, 1904). Is now believed tramping through Suffolk, Norfolk, and Surrey, using the name of KIDD, and obtaining a living by repairing mats. Stays at common lodging houses. Information to Supt. Hopkins, Cheltenham. 19. — Gloucester ( County). — For house- breaking, and stealing a lady's silver Geneva watch, No. 78295; 1 4s. piece, and Jubilee brooches, figured around edges; 1 2s. piece, dated " 1849," with hole therein; 1 4s. piece; 1 gold horseshoe pin, whip pattern; 1 pair light lace boots; 1 razor, " T. Bennett" and " J. Hamblin " scratched thereon; 1 Army knife, " No. 3516" on handle— CYPRUS GILES, age 24, height 5 ft. 3 in., complexion fresh, hair light, eyes blue, " C. P." tattooed on left arm; dress, light suit. A drover; native of Gloucester. Attends fairs, some- times travels with circuses. Warrant issued. HAMPSHIRE. 21.— Aldershot (< oi<„ iu I.— For stealing, 22nd inst., a light brown gelding, age about 10 years, about 15 hands, short brown mane and tail, in good condition, usually goes lame in off hind leg if driven far; a set of black leather harness, silver mountings on bridle, brass mountings on other parts, near hame ring missing; and a light 2 wheel trap, body painted blue, white stripes, wheels dark green, picked out white, off step miss- ing, back of seat broken on off side, back of cart is a fixture, lamp on off side, card with " Henry A. Fisher, Greengrocer, Crimea Road, Aldershot," thereon— ARTHUR ELLIS, age 26. height 5 ft. in., complexion fresh, hair light brown, eyes blue, scar bridge of nose, tattooed " O. Hawkins, Aldershot. 23.— Alton ( County). — For stealing, 6th April last at Selborne, a quantity of building materials— WILLIAM GARRETT, age 40, height 5 ft. 8J in., complexion fresh, hair dark brown, eyes grey. A native of Kensington. May seek employment as a foreman carpenter; occasionally takes contracts for building small houses, and absconds before completing same. Warrant issued. Information to Supt. Maclnnes" scratched on case, loop very loose; 1 do. silver watch, thick glass, white dial with blue flowers thereon, " J. Maclnnes" scratched inside, flowers engraved on back of case; 1 tiger claw brooch, set in gold, with tiger's mouth open in centre, " Man- eater old male tiger, shot 31st January, 1903," engraved on back; 1 good conduct medal, H. M. S. Edinburgh, " Alfred Pearce " on rim; 1 small silver beaded satchel, plain back; .1 birth certificate, John Malcolm Maclnnes; and several foreign coins— A MAN, age about 30, height about 5 ft. 6 in., complexion and eyes dark, hair and moustache ( curled at ends) black, one upper tooth broken, of Jewish ap- pearance; dress, light grey suit with dark stripes forming squares, white silk tie with gold colour ring set blue and white stones, white straw hat, brown boots blacked over. Stated he was a clothier's traveller. Information to Supt. Cottle, Gosport. 25.— Lyndhurst ( County).— For obtaining £ 4 10s. by a worthless cheque, at Lymington, 1st inst.— A. W. MORLEY HARRISON ( supposed false), age about 40, height 5 ft. 9 or 10 in., com- plexion ruddy, sunburnt, hair and moustache brown; dress, blue serge jacket and trousers, hard felt hat. Had with him a black bag. He is wanted for similar offences at Folkestone, Wor- cester, and Winchester. Warrant issued. Information to Supt. Courtney, Lyadhurst. 26 — Petersfield ( County).— For stealing from his lodgings at Bramshott, 20th inst., a silver English lever watch, open face, gold hands, " George B. Livingstone" engraved on back inside case— HARRY WAKEFIELD, alias WAKE- FORD, age 20, height 5 ft. 10| in., complexion fresh, hair dark brown, clean shaved, eyes hazel; dress, dark jacket, light cord trousers, light cap, supposed old military boots. HEREFORDSHIRE. 27. — Hereford ( County). — For breaking into the railway station at Abbey Dore, and steal- ing a pair of scissors, & c. ( recovered)— A MAN, age 23 to 25, height 5 ft. 3 to 5 in., complexion sallow, hair brown, beard and moustache ( about 2 weeks' growth) light or sandy, eyes rather sunken; dress, dark suit, dark grey cap, light boots, sup- posed brown, blacked over. Appearance of a collier. Information to Supt. Cope, Hereford. 28.— Weobley ( County). — For stealing a dark serge jacket, rather heavy material— A MAN, age about 45, height 5 ft. 6 or 7 in.; wearing dark clothing. Information to Supt. Williams, Weobley. HERTFORDSHIRE. 29.— Hertford ( County).— Tot stealing £ 15 from a till, between 15th and 16th inst.— JOHN H. HEAD, age about 35, height 5 ft. 8 or 9 in., slight build, complexion and hair dark, clean shaved, left hand withered and deformed, of good address ; wearing dark clothing. At one time he was employed at a grocer's as clerk and cashier. Supposed wanted elsewhere. Warrant issued. Information to Supt. Foster, Hertford. 30.— Mfat ford ( County). — For embezzle- ment— J. W. SP1NDLER, age about 36, height about 5 ft. 7^ in., complexion fresh, bair brown, heavy mousiache light, cast in left eye ; dress, dark jacket and vest, dark striped trousers, straw hat, shabby genteel appearance, well educated. KENT. 31.— Gravesend ( Borougti).— For stealing from a boarding house, 14th inst., a Queen's South African medal, inscribed, " 5538, Corpl. W. O. Wilson, 1st Oxford Light Infantry," around edge, 4 clasps, Relief of Kimberley, Paardeberg, Trans- vaal, and Driefontein; 1 King's do., " 5538, W. O. Wilson, 1st Oxford Light Infantry," inscribed around edge, 2 clasps, South Africa, 1901, South Africa, 1902; 1 18 ct. gold signet ring, shield shape, stamped " 18 ct.. G. W. S." and crown inside; 1 half mourning ring, 9 ct., brilliants set in silver with spray on top, made with thin band; 1 gold cased dress chainj about 6 in. long, small bugle at end, inlaid with imitation turquoise, with 2 bands intervening— A MAN, who gave the name of — PEARCE, age 23, height about 5 ft. 2 in., complexion fair, round face, very sunburnt, clean shaved; dress, light brown suit, large white necker- chief. THE POLICE GAZETTE. 3 NO TTINGHA MS HIRE. 40.— Mansfield ( County).— for stealing from his lodgings, a silver lever watch, No. 113801, gold hands, olack figures, " Frank Buxton " en- graved on inner case, white metal chain, curb pat- tern, and 4 keys, attached— A MAN, age about 25, height 5 ft. 7 or 8 in., complexion fresh, long features, hair and slight moustache sandy; dress, dark jacket suit, cap, light boots, wore a watch chain with two medals attached, and two rings on left little finorer. Stated he came from Leeds, and had obtained employment at a local colliery. Had with him a bicycle. Warrant issued. Information to Supt. Hensley, Mansfield. height about 5 ft. 5 in., complexion fresh, hair dark, clean shaved, eyes blue, rather long body, short legs, swaggering gait; dress, brown mixture square cut jacket suit, white straw hat with black band, dark red tie, with gold safety pin, brown lace boots, wore a gold ring set blue stone on 3rd left finger. A native of Addington, Northampton- shire. Absconded 15th inst. May endeavour to leave the country. Warrant issued. Information to Supt. Andrew, Renishaw. 8 or 9 in., rather stout build, complexion dark, hair ( curly) black, clean shaved; dress, jacket suit, straw hat, sometimes wears a sash. A stock and share broker.
