All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. ' 2 Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. I. Particulars as to stolen property will be likewise inserted in one issue, if lufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of Is. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be mode in the first instance for cost of engraving sketches. 8. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. A. TIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce• ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form; and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning persons missing can only be accepted on pay- ment; and the charges for the insertion of the same will be given on application. THE EDITOR. New Scotland Yard, London, S. W. SPECIAL NOTICE. IN certain cases questions have arisen as to the payment for photographs applied for by Police Forces under Home Office circular of 15th March, 1897. The Registrar of Habitual Criminals is therefore authorised by the Secretary of State to say that, in any ordinary case, a photograph is not necessary to enable his Department to identify a prisoner, the finger prints alone being sufficient for the purpose; but if a photograph is applied for, or if, in any rare case, it should be re- quired to complete the identification, the cost will be charged to the Police Force interested. BERKSHIRE. 6.— Windsor ( County).— For obtaining 10s. by false pretences at Sunningdale, 7th inst.— — WILSON, age 23 or 24, height 5 ft. 8 or 9 in., complexion fair, hair ( inclined to sandy) light; wearing dark overcoat, hard hat. He represented that he was secretary to the Sunninghill and Sunningdale Junior Cricket Club. A native of Sheffield. Frequently sings at concerts at public houses. Has been employed as a photo- grapher's canvasser. GLOUCESTERSHIRE. 17.— Gloucester ( County).— For stealing, 26th ult., an oil painting — HARRY FRAN- CHAM or FRANSHAW, age about 35, height 5 ft. 6 or 7 in., complexion pale, consumptive ap- pearance, hair light, thin on top, moustache in- clined to ginger; dress, old dark suit, cap. He calls upon antique dealers and others, and seeks employment to clean oil paintings and prints; also to repair old china, if entrusted with goods, calls a day or two afterwards for money on the work, then disposes of the articles. Turner" supposed tattooed on left forearm; dress, blue jacket suit, blucher boots. Is said to be a native of London or Nottingham. Was employed as boots at a hotel, previously as a labourer. She took a situation as cook, and obtained the above amount for railway fare. The references she gave were false. May be found at common lodging houses. Warrant issued. KiNROSS- SHIRE 28 — Kinross ( County).— For breaking into Farm Bothy, 10th inst., and stealing 2 £ 5 notes— JOHN FOWLER SMITH, alias JOHN LAW, age 24, height 5 ft. in., complexion ruddy, full round face, eyes blue, cross tattooed back of left hand, dot base of left thumb, scars on arms and right calf, small mole back of right leg above bend of knee, flat feet, which he turns outwards, shuffling gait; dress, dark jacket and vest, blue trousers, grey tweed cap. A farm servant; native of Buckie, Banffshire. Has been previously con- victed. Was in Oakbank Industrial School from 1890 to 1897. Warrant issued. LANARKSHIRE, 29.— Glasgow ( City).— For stealing clocks, watches and jewellery, entrusted to him for repairs — JOHN SIMPSON, age 25, height 5 ft. 4 or 5 in., complexion fresh, full round face, hair dark brown, clean shaved; dress, blue jacket and vest, light tweed trousers, hard felt hat. He carried on business as a watchmaker, & c., at Main Street, Maryhill. Absconded 22nd ult. Is said to be a native of Banffshire. Warrant issued. Information to Chief Constable Stevenson, Glasgow. NORFOLK. 30.— Docking ( County) — For stealing from lodgings, 27th ult., at Great Massingham, 5 pairs black stockings; 20 knives, white bone handles ( 18 marked " Excelsior, George Hines, Sheffield "); 20 prongs, some plain, others marked " African silver "; 5 serviettes — STEPHEN BUY, age about 31, height 5 ft. 7 or 8 in., complexion fair, thin features, rather long chin, hair dark brown, moustache brown; dress, navy blue serge suit, dark check cap, small blue tie, light lace boots. A plasterer. Warrant issued. Information to Supt. Baldwin, Docking. 31. — East Harling ( County). — For threatening his wife at Thetford— FREDERICK JOHNSON, age 39, height 5 ft. 11 in., complexion fresh, hair dark, moustache brown ( turning grey), eyes grey, right forefinger missing; dress, black jacket and vest, dark grey trousers and blue over- alls, dark grey motor cap, lace boots. An engineer; native of Ashill. Has travelled the country with steam traction engines. May seek employment with travelling showmen. He left for London 10th inst. Warrant issued. SHROPSHIRE. 32.— Oswestry ( County). — For stealing, 13th April last, a horse ( recovered)— ARTHUR SPIERS, age about 22, height 5 ft. 5 in., com- plexion fair, long thin features, peculiar mouth, hair light brown, clean shaved, eyes blue, large irregular teeth, heavy eyelashes; dress, dark square cut jacket suit, dark neckerchief ' with narrow white stripe, grey plaid cap with large peak, light lace boots. A groom; native of Llanforda. Sup- posed to have enlisted under an assumed name. Warrant issued. 33. — Oswestry ( County). — For stealing ( bailee), 16th ult., a gold keyless Waltham lever watch, No. 5648190, " Orient" stamped inside case, case worn, plain outside, 9 ct. gold chain, small square links, old- fashioned, and gold medal, " Sutton F. C., 1901, and H. J. L." on back, and monogram " G. H. C." on front, attached — ARTHUR SIDNEY BARNES, age 33, height 5 ft. 6 in., complexion fresh, hair and moustache dark brown, eyes hazel, scar left side of neck. A grocer; native of Leominster. He served 12 years in the Shropshire Light Infantry, was dis- charged in March, 1904. Warrant issued. Information to Supt. Lewis, Oswestry.
