All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2 particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be mode in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. A. TIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form; and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning persons missing can only be accepted on pay- ment; and the charges for the insertion of the same will be given on application. THE EDITOR. New Scotland Yard, London, S. W. In most cases in which Licence- holders and Supervisees residing in the Provinces fail to report themselves and whose arrest is con- sequently desired, the Editor is requested to insert the particulars in the GAZETTE. Arrests on such informations are made subsequently, but the particulars are not always forwarded for the purpose of the original information being can- celled as required by Rule 9 of the Regulations; the Editor therefore desires to call special atten- tion to this matter with a view to the Rule mentioned being invariably acted upon. A native of Mauritius. He represented himself as a theatri- cal manager, and obtained the above amount under pretence of offering employment on the stage. Warrant issued. — D Division. — For stealing ( bailee) 7s. 6d.— WALTER JENNER, age 45, height 5 ft., complexion, hair and moustache dark ( turning grey), left leg drawn up from knee, walks with crutches. Warrant issued. 3.— D Division.— For obtaining 18s. and drapery to the value of 7s. by a worthless cheque ( embossed penny bill form) on Parr's Banking Co., Manchester— JAMES WITHINGTON HYDE, age 47, height 5 ft. 5 in., complexion fresh, hair ( bald on top), whiskers and heavy moustache brown ( turning grey), eves blue grey, right little finger contracted; dress, black morning coat and vest or black frock coat, dark striped trousers, silk hat, sometimes wears a light grey bowler hat. OA MB RIDGESHIRE. 4.— Newmarket ( County).— For break- ing into the Great Eastern Railway Station at Isleham, and stealing clothing ( recovered), and 30 halfpenny postage stamps — WILLIAM WARREN, age 45 to 50, height 5 ft. 11 in., com- plexion dark, hair, whiskers, and moustache black ( turning grey), eyes brown, walks erect, front teeth much decayed, of military appearance; dress, long dark coat, cord trousers, light colour cap, old light boots. Sleeps in stacks and outhouses, associates with poachers. May seek employment with threshing machines. Warrant issued. Information to Deputy Chief Constable White- church, Newmarket. 5.— Cambridge ( Borough).— For stealing, 6th inst., a " Premier" bicycle, " 183176 " on bot- tom bracket, 24 in. frame, free wheel, green enamelled, lined thick gold and thin red lines, Clipper tyres, oxidised Silver King lamp, small bell, steel pumn, plated rims, green centres, gold lined, rubber pedals, both mud guards green, 2 inverted lever brakes, slightly upturned handle bars, celluloid grips, tool bag, transfer on head and back mud guard, nearly new— — PALMER, age 25 to 30, height about 5 ft. 10 in., rather stout build, full red face, hair light, slight mous- tache, eyes blue; dress, light grey knicker suit, dark vest, light tie, light grey cap, wore gold colour chain. CHESHIRE. 6. — Oakmere ( County). — For stealing, 5th inst., at Sandiway, a hand saw; 1 tenon saw; 1 1 in. chisel; 1 axe; 1 hammer; 1 1J in: chisel, all stamped " E. Capper "; 1 smoothing plane, stamped " A. Poole"; 1 oil stone; 1 joiner's bass; 1 Jack plane; 1 rabbet do.; 2 punches; 1 hammer; 1 set of bits in case; 1 wood chisel; 1 gouge; 1 12 in. square; 1 do. bevel; 2 gimlets, some stamped " F. Williams" — A MAN, age 35 to 40, height 5 ft. 6 in., moustache light sandy, beard about 3 weeks growth, shuffling gait; dress, light jacket, cord trousers, dark peak cap. He pledged at Burslem, 8th inst., other tools, which were stolen at the same time. Information to Supt. Beeley, Oakmere. ESSEX. 7.— Chelmsford ( County).— For obtain- ing 4s. 8d. by false pretences, 28th ult.— FRANK WARD, age about 28, height 5 ft. 6 or 7 in., complexion fair, hair brown, plausible manner, appeared to have slight impediment in speech, of military appearance; dress, grey suit and cap, white neckerchief, wearing gold colour ring right little finger. He represented to a person that he had brought a parcel from her son who was in India, and that there were insurance charges, etc., to the amount of 4s. 8d. to pay before he could forward the parcel from the port. Warrant issued. 8.— Chelmsford ( County).— For stealing ( bailee), 4th inst., a " Humber" bicycle, No. 136456, 25 in. frame, Dunlop tyres, plated rims, black enamelled, front rim brake, back pedalling brake, cork grips — E. RUSH, alias ANIE RUSH, EDWARD HENNIKER RUSH, PLAY- STED, and ARNEY, age 40 to 45, height 5 ft. 6 or 7 in., complexion, hair, and heavy moustache dark, piercing eyes; dress, black frock coat, dark or black trousers, yachting cap, grey speckled water- proof coat, wore a small primrose badge. A draper's assistant; native of Tunbridge Wells. Stated he was an agent for the Canadian Press Association, and was going to open a branch at Chelmsford. He left behind a brown paper parcel containing a piece of old canvas, brown paper, and a pair of old boots. Appearance of an Italian. ( See Case No. 25, 14tn ult.) Warrant issued. Is a deserter from the 2nd Wiltshire Regiment ; wearing plain clothes, black cap, military boots. A native of Wootton Bassett, Wilts. Absconded 21st nit. Warrant issued. Information to Supt. James, Alton. 15. — Winchester ( City). — For stealing, 6th inst., a screwdriver, spindle blade, brown polished handle; 1 do., flat blade; 2 pairs pliers ( cutter of 1 damaged, file mark inside handle of other); 1 plumb bob and line on a wooden reel, with small piece chipped out; 1 do. on a tin reel; 5 painters' knives, various sizes; 1 packing knife, " W. C." pricked in leather handle; 2 small hammers, maker, " Ibbitstone," on heads; 1 old pointing trowel, " W. H. S." supposed on blade; 1 small roller; 1 canvas handbag, brown handle, spring lock in centre, metal fastening each end—- W. Attends race meetings; a native of Leeds. 2nd, age about 28, height 5 ft. 1 or 2 in., hair and moustache dark, stammers badly; dress, grey dust coat, dark trousers and cap. 24.— Grantham ( Borough).— For stealing £ 40 from his lodgings, 7th ult.— HARRY JACK- SON ( supposed false), age about 30, height 5 ft. 6 or 7 in., complexion fresh, rather thin face, hair dark brown, clean shaved, one front tooth broken; dress, dark suit ( vest double breasted), bow tie. Stated he was connected with the Victoria Building Society. Information to the Chief Constable, Grantham. NORTHAMPTONSHIRE. 25. — Kettering ( County).— For stealing £ 100 3s. 5d., monies of the Kettering Rural Dis- trict Council— HERBERT NORWOOD, age 35, height 5 ft. 7 or 8 in., complexion sallow, long thin features, hair and moustache dark brown, eyes brown; usually wears a cycling suit. A surveyor; native of Kettering. Is a good billiard player. Photograph can be seen on application. Warrant issued. Information to Supt. Andrews, Kettering. OXFORDSHIRE. 26.— Bicester ( County).— For stealing, 12th inst., a donkey ( recovered)— A MAN, who gave the name of MICHAEL O'RILEY, age 24 or 25, height 5 ft. 7 or 8 in., rather thin face, clean shaved, scars both hands ( mostly on right), Irish accent; dress, black jacket and vest, dark trousers with white stripe, blue muffler, plaid cap, old boots. Speaks of race meetings, frequents common lodging houses. Warrant issued. Information to Supt. Bowen, Bicester. 27.— Oxford ( County).— For burglary, 11th inst., and stealing, a silver pencil case; 1 folding magnifying glass, set in tortoise shell, about 2 in. diameter; a cheque on Gilletts and Co.' s Bank, Abingdon, for £ 34 12s. 6d.; 1 old plaid shawl, about 4 feet square, marked " A. A. A. M."— A MAN, age 30, height 5 ft. 8 or 9 in., slight moustache, leans forward when walking, stutters; dress, dark or navy blue suit, cap, carried an umbrella. Warrant issued. Information to the Chief Constable of Oxford- shire, Oxford. 28 — Oxford ( City).— For stealing ( bailee), 29th ult., a lady's " Abingdon " bicycle, inverted lever brake, front Crabbe brake, black enamelled, gold lined, transfer on head, " Coxeter & Sons, No. 3318 " ; a nearly new " Swift " bicycle, black enamelled, inverted lever brakes, transfer on down tube, " Manufactured specially for Coxeter & Sons, Oxford, No. 193033"; a " Swift" bicycle, black enamelled with gold lines, 2 Crabbe brakes, War wick tpres, No. 247092 — TWO MEN ( age about 22, height 5 ft. 6 or 7 in., complexion rather dark; both wearing hard felt hats).— And A BOY, age 12 or 13. SOMERSETSHIRE. 29.— Bath ( City).— For larceny — GEORGE COLLINS, age about 25, height about 5 ft. 8 in., slight build, complexion sallow, pimples on face, hair and heavy moustache dark brown, flag on one forearm; wearing old dark clothes and cap, dark neckerchief. Was employed with round- abouts, swings, & c. Absconded 22nd ult. Is well known in Gloucestershire. Warrant issued. 30.— Bath ( City).— For larceny ( bailee)— HERBERT ROLAND BATEMAN, age 24, height 5 ft. 7 or 8 in., slight build, complexion pale, hair and slight moustache brown; dress, blue serge suit, light tie and cap. May have in his possession a stand camera and typewriter. For the past 18 months he has edited a book called " Camera Notes." Warrant issued. Information to the Chief Constable, Bath. 31 — Bridgwater ( Borough).— For steal- ing, 3rd inst., a silver lever watch, No. 659356, " J. G. Graves, Sheffield," on dial, silver curb Albert with silver medal, gold heart in centre, " C. W." on reverse— WALTER R. PORTER, age 22 ( looks older), height 5 ft. 6 in., complexion, hair and heavy eyebrows dark, clean shaved, fleshy projection one nostril; dress, grey mixture tweed suit, grey motor cap, new canvas shoes. STAFFORDSHIRE. 32.— Burslem ( County).— For stealing, 13s. 6d., from her lodgings at Wolstanton— ESTHER BANKS, age about 30, height about 5 ft. 2 in., complexion and eyes dark, hair dark brown, several small moles on face, rather wide nose, large ears; dress, dark grey costume with faint light stripes, loose fitting jacket, black chiffon hat with large black ostrich feather. A domestic servant or warehouse woman; native of Stoke- on- Trent. A butler; native of Riga, Russia.— JOHANN COVVALZCECK, age 26, height 5 ft. 6J in., complexion sallow, oval face, hair dark brown, eyes grey, burn scar on right thumb, scar back of right middle finger, on both knees, and near right elbow, boil scar centre of back, slight varicose veins right leg.
