All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2 Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. A. TIOATS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office.* 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills or other advertisements, offering a reward fo- the eHsccveary oi property or the detection of crime, whether printed and inrned by the > 1 etropolitan Police, or distributed and exhibited, with toe sanction of the Commis- sioners, on the application of private nersons. or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( à) The amount ot the reward. ( á) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. 2. No expression must be used in such an advertisement in relation io property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particuiarlydirected to the conditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 191 Stations of the. Metro- politan Police Force at which Notices can be posted. STOLEN. 17th December, 1899, JEWELLERY as follows: [ Give full and accurate description.] The above reward will be paid by Mr. John Smith, 500. Victoria Street, Westminster, to any person giving such infor- mation as will lead to the apprehension and conviction of the thief and recovery of the property, or in proportion to the amount recovered. Information to the Metropolitan Police Office, New Scotland Yard, S. W., or to any Police Station. [ Insert name and address of the Printer.] It is to be specially noted that all printed Bills or Circulars forwarded to the Metropolitan Police Office for posting or dis- tribution, whether offering rewards or otherwise, should have the Printer's name and address thereon, as required by the Act 32 and 33 Vic., cap. 24 ( see second Schedule re- enacting sec. 2 of 2 and 3 Vic., cap. 12). METROPOLITAN POLICE DISTRICT 1— Convict Supervision Office.— For housebreaking, and stealing 200 copies of Francis and Day's popular music; 100 picture post cards; 4 tuning forks; 100 mandoline strings; 6 pocket books; and 36 black lead pencils— WIL- LIAM WILLIS, alias WILLIAM GRUNDY, WILLIAM JONES, WILLIAM GRUNDAY, and WILLIAM JOHN SMITH, Office No. 1166- 97, age 28, height 5 ft. 6 in., complexion fresh, hair brown, eyes grey, anchor, pierced heart and blue dot right, stroke left forearm, wreath right wrist; dress, grey jacket and trousers, fancy blue vest ( red spots), blue serge cap, brown lace boots. A labourer; native of London. Sen- tence! at Middlesex Sessions, 21st February, 1903, to 18 months hard labour for horsestealing. Liberated on remission, 21st May, 1904. 3927. 2.— E Divisionm— For stealing a street organ, *' Pesaresi & Son, Warner Street, E. C.," on front, " G. S. No. 1 " on box, " No. 368 " stamped inside, on red barrow, picked out green and white — THOMAS CORN, age about 50, height 5 ft. 2 in., stout build, complexion ruddy, full face, hair and moustache ginger, left arm deficient; dress, blue serge jacket, grey trousers, blue guernsey, P. & O. cap, blucher boots. Warrant issued. 4 — W Division.— For failing to uppear to bail at Central Criminal Court, 4th inst., to re- ceive sentence for carnal knowledge— CHANDRA DHARMA, age 25, height 5 ft. 3i in., com- plexion very dark brown, hair and eyes black, scar right side of face, lst joint right fore finger deficient; dress, blue serge suit, grey overcoat', silk hat. For stealing from her lodgings, a gold signet ring, 3 coil, set dark malachite stone; 1 dress ring, double buckle ( recovered); 1 gold brooch, double heart, " Miz- pah " on front, interpretation at back; 1 gold curb bracelet with heart shape lock— GLADYS ROSS ( supposed false), age about 22, height about 5 ft. 2 in., hair dark, worn low on forehead, heavy eyebrows, front teeth decayed; dress, navy blue skirt, blouse of light material, pink silk tie, grey jacket, large black hat, buckle shoes with patent leather toe caps. Stated she had recently arrived from New York, where she had kept a hotel. Warrant issued. Information to Supt. Endean, Falmouth. DEVONSHIRE. 6.— Torquay ( County). — For stealing a watch and chain ( recovered)— WILLIAM BAKER, age about 18, height 5 ft. 8 in., slight build, complexion fair, hair light, slight moustache, eyes bloodshot, broad features, sharp nose; dress, black double- breasted coat, black vest, dark trousers with small light stripe, black muffler, blue cap, lace shoes. Stated he was a native of Ports- mouth. May be found with roundabouts. Warrant issued. Information to Supt. Roberts, Torquay. ESSEX- 7.- Brentwood ( County).— For abscond- ing with workhouse clothing— GEORGE F. MARTIN, age 40, height 5 ft. 6 or 7 in., slight build, complexion, hair and eyes dark.— GEORGE BRAILLEY, age 52, height 5 ft. 9 in., stout build, complexion, hair and eyes dark, nose has been broken. Labourers; natives of Poplar. Both Wearing cord vest ( with sleeves) and trousers, cap and heavy lace boots, all stamped " Poplar Union Workhouse." Warrants issued. Information to Supt. A mechanic; native of Matlock. Sentenced at Sheffield City Quarter Sessions, 22nd October, 1896, to 7 years penal servitude for burglary. Liberated on 3rd licence, llth ult., which expires 22nd inst. ALLEN, age about 40, heiglit about 6 ft., hair dark brown, clean shaved; dress, brownish grey jacket and trousers, black overcoat with velvet collar. Warrant issued. Information to Supt. Is be- lieved to have been invalided from the Army. He belongs to the Middlesex Militia. Warrant issued. Information to the Chief Constable, Ports- mouth. HEREFORDSHIRE. 12.— Hereford ( City).— For being con- concemed with John Hill ( see Case No. 28) in stealing, 28th ult., a horse, trap, and harness ( lecovered) — GEORGE DAY or HARRY CARTER, age 35 to 38, height about 5 ft. 6 in., stout build, complexion fresh or ruddy, slight moustache brown, supposed cut scar on left cheek; dress, dark grey suit ( believed striped), black bowler hat. They rented a stable, ordered a large quantity of corn, obtained a horse and trap on trial for 3 days, paid £ 1 on account, then disposed of the horse and trap and decamped, 28th ult. Warrant issued. Information to Chief Constable Richardson, Hereford. KENT. IS.— Canterbury ( County). — For stealing ( bailee), at Whitstable, a bicycle ( recovered)— J. JAMES, correct name supposed CHARLES WILSON, age about 27. height 5 ft. 9 or 10 in., complexion fresh', - hafr' tightf brown'; a ^ ufihfi' " or the Royal Garrison Artillery; wearing blue serge uniform. ' 7.— Sredg water ( Borough).— For steal- ing £ 5, 30th ult.— A MAN, known by the name of JIM, age about 22, height about 5 ft. 4 in., com- plexion fresh, Roman nose, hair ( close cut) light brown, eyes blue, lame right leg; dress, short coat, brown mixture trousers, lace boots. May be found with roundabouts or at a boxing booth. Warrant issued. Information to Chief Constable Barnett, Bridg- water. Fluess tyres with air tubes inside, rim brake front wheel, back mudguard fastened with long bolt— UMBERTA & HERARDI, alias ANARCHI, an Italian, age about 26, height 5 ft. 6 or 7 in., complexion dark, round face, hair dark brown, speaks French fluently; dress, brown suit, grey cap, light lace Loots. IS) — Chertsey County).— For failing to appear to a summons for being disorderly and refusing to quit licenced premises, 9th ult.— WIL- LIAM LANEY, age about 38, height about 5 ft. 8 in., stout build, complexion fresh, full face, hair brown, moustache light, eyes blue; dress, dark jacket and vest, cord trousers, black bowler hat. GARNETT, age 40 to 45, height 5 ft. 11 in., good build, complexion fresh, hair brown ( turning grey), eyes blue ( slight cast in one), slightly deaf, inclined to lisp, of good ( address; dress, plaid coat, breeches and cap, fancy red spotted vest, brown leggings and boots. Supposed a native of Leicester. Found in their possession, 3 pawntickets ( one for a vest, dark red and green speckled, fancy, double- breasted, flaps over pockets, black round buttons, pledged at Chelmsford, 1st inst., in name of Fred Davis ( a trade ticket was found on Allen, marked " a/ a, 6/ 6, No. 13231, Patt. No. V368, size 3," which probably refers to vest); one for 2 shirts, at Romford, 30th ult., in name of F. Davis; one for pyjamas, at Poplar, 15th ult., in name of John Davis); 1 pair new grey corsets; 2 new boot brushes, one marked " 94d."; 1 moustache cup, new, " Ludgate Circus, and St. Paul's," thereon*, " 9d." marked on bottom; 1 black fancy earthen- ware tea pot, " lid." on bottom; 1 cut glass salt cellar; 1 Naval Reserve certificate, No. 4646, P., Samuel Allen, born 1867, height 5 ft. 4| in., com- plexion fair, eyes grey, " S. HEREFORDSHIRE. 28.— Hereford ( City).— Remanded, charged with stealing a horse, trap and harness ( recovered) — JOHN HILL or MILLER, age 30, complexion pale, hair dark brown, moustache dark, eyes hazel. A native of Chard, Somerset. Has been travel- ling the country with low horse copers and carpet hawkers with a van. ( See Case No. 12.) Photograph can he seen on application. WILTSHIRE. 29. — Salisbury ( City). — Remanded till 10th inst., charged with obtaining money by false pretences— HENRY PERRY, age 36, height 5 ft. 3J in., complexion fresh, hair and moustache dark, eyes grey, 2 flags, bracelet and anchor left fore- arm, bracelet right wrist, small flower on chest; dress, black suit, black muffler, check cap.— NELLIE COWLEY, age 40, height 5 ft. 2\ in., complexion fresh, hair dark, eyes grey; dress, black skirt, small black and white check blouse, fawn colour f- length jacket with velvet collar, black sailor hat. Both believed previously con- victed.— They were accompanied by MARY ELLEN PERRY, age 14, complexion fresh, hair dark; dress, blue jacket and skirt, red tam- o'- shanter. LANCASHIRE. 14.— Bury ( County).— For stealing ( bailee) £ 1— JOHN CRASWELL, age 20, height 5 ft. 7 or 8 in., complexion fresh, hair dark brown, eyes brown, " John" and cross flags rigEE fore- arm, " J " left forearm; dress, dark grey overcoat, blue serge jacket and vest, military trousers with stripe taken out, blue cap, military boots. Sup- posed an absentee from the Army. Warrant issued. Information to Supt. Noblett, Bury. 15.— Warrington ( Borough).— For shop- breaking and stealing about 30 yards silk ribbon and chiffon; and £ 6 10s.— A MAN, who gave the names of WILLIAM HY. MOLYNEUX and WILLIAM LITTLE, age about 27, height 5 ft. 6 in., complexion fair, hair light brown, clean shaved, eyes brown, top joint of left little finger missing, supposed ship tattooed left forearm; dress, grey mixture tweed suit, square cut jacket, blue guernsey, dark rainproof overcoat with slight white spots, single- breasted, saddle back, black and white striped silk muffler, black and white plaid cap, old lace boots. Stated he was a seafaring man, recently returned from China. Warrant issued. Information to the Chief Constable, Warring- ton. OXFORDSHIRE. 16.— Henley- on- Thames ( County).— For obtaining through the Lady newspaper, in February last, clothing, & c., by fraud— — RICHARDSON ( supposed false), age 40 to 45, height 5 ft. 5 or 6 in., complexion fresh, hair ( worn on top) dark brown, eyes ( supposed) grey or blue, double chin, walks rather badly, thick voice, well educated; dress, navy blue skirt, black jacket, white hat, brown fur, button boots, usually wears a heavy veil. Had in her possession a small brown hand bag. Supposed previously convicted and wanted elsewhere. Warrant issued. Information to Supt. Sorrel, Henley- on- Thames. YORKSHIRE ( West Riding). 21.— Barnsley ( County).— For failing to report — Licence- holder ADAM TATTERSALL, alios JOHN SMITH, and ALFRED MARTIN, Office No. 1910- 99, age 50, height 5 ft. 8 in., com- plexion fair, hair light brown ( turning grey), eyes grey, scar left side forehead and each eyebrow, nose fractured and flattened. A collier; native of Church, Lanes. Sentenced at Aylesbury As- sizes, 12th January, 1880, to penal servitude for life for wounding, with intent to murder. Liberated on third licence, 3rd March, 1905. To be dealt with where found. Information to Supt. Quest, Barnsley. 22.— Bradford ( City).— For embezzling £ 6, 18th ult.— HERMON BERGSON, a Russian Jew, age 20, height 5 ft. 7A in., complexion fresh, long features, hair brown, eyes grey, small mark on ball of 2nd right finger; dress, blue serge coat and vest, dark striped trousers, grey check muffler, grey cap, lace boots. A tailor. Has served in the 3rd Battalion West Yorkshire Regiment. May have re- enlisted. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Bradford. 23.— Wakefield ( ni'v).— For obtaining £ 7 by fraud, 25th ult.— ARTHUR R. MATTHEWS, age 40 to 45, height 5 ft. 4 or 5 in., complexion fresh, round face, hair and moustache dark ( turn- ing grey), rather red nose, speaks quickly, lisps, of smart appearance. He advertises in daily and evening papers " Engine drivers, mechanics, & c., with capital, wanted, good wages, regular employ- ment," appointments are made with applicants who are then asked to deposit a sum as part security for a stock of A. R. Matthews & Co., non- slipping pulley covering, and informed that they will re- ceive £ 2 per week and 10 per cent, commission on all contracts. The alleged pulley covering is a roll of brown paper. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Wakefield. FRIDAY, MARCH 7, 1905.
