All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. JSl. - p X O 2tf SS . 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged, by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be x/ oholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form; and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Mew Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. SPECIAL NOTICE. IT is notified for the information of the Police Forces generally that the existing arrange- ments provide that all persons convicted of offences falling under classes II to V, appendix A of the Judicial Statistics, 1899, pages 220 to 224, and sentenced at Quarter Sessions or Assizes to imprisonment for a month or longer, are criminally registered by having their finger- prints and photo- graphs taken in the prisons a fortnight before release. The Police of the Metropolis have been in- structed that whenever they deem it desirable to have criminally registered' persons convicted of offences, and sentenced to imprisonment in Magistrates' Courts, the words " finger- prints " or " finger- prints and photograph " are to be added to the form on which the conviction is reported to the Chief Office, who then place themselves in correspondence with the prison authorities. It is suggested that Chief Constables and Heads of County and Borough Police Forces might similarly apply specially in suitable cases for the finger- prints and photographs of persons convicted in Magistrates' Courts whom they believe to be professional or dangerous criminals. A native of London. Has been convicted at Leicester, Penarth, Weston, Bath, Frome, Cardiff, Manchester, Salford, Liverpool, and Bristol. Associates with betting men, and fre- quents race courses. A labourer; native of Canada. Sentenced at Chelmsford Assizes, 11th November, 1902, to 3 years penal servitude for larceny. Licenced 22nd February last. C 557. To be dealt with where found. 3. — C Division.— For obtaining 20 costume skirts, by false pretences, 28th ult.— ARTHUR WILLIAM TAYLOR, age 35 to 40, height 5 ft. 10 or 11 in., complexion fresh, hair and eyes dark, moustache light brown, of smart appearance; wearing frock coat, silk hat, button boots. A traveller in costumes, lace, & c. Sup- posed a native of Lincoln. Warrant issued. 4.— F Division-— for obtaining; £ 11 by false pretences— JAMES HAWTHORNE BATH- GATE, age about 45, height 5 ft. 11 in., com- plexion ruddy, hair brown ( turning grey); dress, blue jacket suit, brown overcoat, hard felt hat. A native of Saxmundliam. An order was received by a local dealer from J. Lloyd Morgan, addressed from Eaglescliffe, Yarm, Durham, for a hamper of game, & c., to be sent to Rock Ferry Station for one Powell. A letter, signed J. Francis Powell, was sent from Trevelyn Hotel, Bradford, directing that the hamper be sent to Birkenhead. J. A native of Goole, Lines.— EDITH MAR- LOW, age 30, height 5 ft. 1 in., ccmplexion pale, hair brown ( turning grey), eyes brown. A native of Long Eaton. Was accompanied by a Girl, name Winnie, age 6 years. May endeavour to proceed to Canada. Warrant issued. Not to be arrested out of the United Kingdom. ^ 19.— Derby ( County).— For stealing, at Long Eaton, lst inst., a gold Albert, old- fashioned square pattern links; 1 small gold locket; and a walnut timepiece— HAROLD ROSS, age about 29, height 5 ft. 5 or 6 in., ccmplexion fresh, hair light ginger, clean shaved, twitches his eyes, slightly lame left leg; dress, dark suit, blue cap. A tramping watch cleaner. He took lodgings, stated he was starting a business, committed lar- ceny, and decamped. Warrant issued. ESSEX. 20.— Witham ( County).— For stealing a bicycle, 20th inst.— BERTRAM RILEY, age 25, height 5 ft. 2 or 3 in., complexion fair, hair and moustache ( about a month's growth) light brown; dress, blue serge jacket and vest, grey trousers, light grey motor cap ( worn low on forehead), cycling shoes, usually wears a muffler. FLINTSHIRE. 21 — Mold ( uounty).— For stealing a lady's watch and chain with pendants; and a silver brooch— MARK WALSH, age 20, height 5 ft. 4 in., complexion dark, hair ( curled at front) black, eyes blue, burn scar right cheek; dress, blue jacket and vest, police uniform trousers, black and white muffler, black and white striped cap, new lace boots. A native of Stalybridge.— PETER BURCHALL, age 18, height 5 ft. 7 in., complexion pale, hair black, eyes dark, abscess marks right side of neck and cheek; dress, dark serge coat and vest, dark trousers and cap, strong lace boots with new toecaps. Hopkins, Cheltenham. 23.— Bristol ( City).-- For ohtaininir. by false pretences, 13th inst., a dark brown horse cob, about 7 years, 14 hands 3 in., stiff build, blistered in front, recently clipped, high showy action, may go slightly lame after being driven a long distance — WILLIAM MASON, alias WILLIAM O'ROURKE, age 29, height 5 ft. 8£ in., com- plexion fresh, hair and slight moustache light brown, eyes grey, dot inside of both forearms, anchor back of right hand; dress, dark grey suit ( trousers tight fitting), dark cap, turned up at back. A groom ; native of Bristol. After obtain- ing the cob he borrowed a set of light black leather harness, brass mounts, rush collar lined yellow material; and a Reading spring trap, painted dark green, picked out red, " G. C." in gilt on back, red wheels picked out black, near shaft has been re- paired with an iron plate. Absconded 13th inst. May be found in company of low horse dealers at markets and fairs. HER TFORDSHIRE. - Hertford ( Cou- 1>,).— For stealing, 20th inst., a pearl and turquoise pendant and chain ; 1 pearl heart and chain ; 1 diamond ring ( 2 rows of stones); 1 turquoise and diamond ring; 1 garnet ring; 1 turquoise and pearl ring; 2 turquoise and pearl bracelets ( one with design of horse shoe and curb); 1 pearl crescent brooch; 1 topaz cross; 1 oxydised chain purse; 1 green crocodile skin purse, and about £ 12; 1 silver watch and brooch, round filigree, in shape of daisies, watch inscribed " L. WARD from HARRY," and a date; 1 amethyst necklace, 8 or 9 stones; 1 long blue stone chain and charms, with 2 photographs in frame; 1 gold pencil case; 1 emerald ring; 1 plain gold wire ring, with " L " on shield; 1 flat curb bracelet, set turquoise all round; 1 silver backed hair brush, design angel's head; 1 do. hand glass, do.; several small pieces of jewellery; 1 plain brown leather hand bag; about 10 blouses, various colours— MARY LYONS, Office No. 684- 04, age 42, height 5 ft. 4 in., complexion nale, hair and eyes dark, rather thin face, walks erect; dressed, when last seen in a royal blue skirt and felt hat, with pom- poms to match, may be wearing a pink print skirt. A servant; native of London. Sentenced at St. Albans Quarter Sessions, 16th June, 1903, to 12 months hard labour for larceny ( dwelling). Liberated on remission, 2nd May, 1904. 22. Warrant issued. HUNTINGDONSHIRE. 27.— Huntingdon ( County).— For obtain- ing various sums of money by false pretences— A MAN, age 23 to 25, height 5 ft. 5 or 6 in., slight build, complexion and eyes dark, hair ( inclined to curl) black, thick lips, husky voice, appearance of a foreigner; dress, navy blue overcoat, velvet collar, dark grey trousers, dark cap or hat, dark tie. He calls upon clergymen, stating he is a rail- way clerk, that he suffers with varicose veins, and asks for a few shillings to enable him to obtain an elastic stocking. ( Supposed identical with F. Wood, Case No. 10, 20th January, 1905.) Warrant issued. Information to Deputy Chief Constable Copping, Huntingdon. KENT. 28.— Ash ford ( County).— For stealing from his lodgings, a small square varnished wooden box containing 17s.— — PAYNE, age about 53, height about 5 ft. 3 in., complexion fair, hair and moustache light brown ( turning grey), bridge of nose flat, walks quickly; dress, dark morning coat and cap, blue serge vest and trousers, rubber collar and front, tie with amber stripes. May be carry- ing a small black leather bag. Is a good pianist, plays at public houses. Warrant issued. Information to Supt. Bailey, Ashford. 29.— TiiJtforidge Wells ( County).— For gross indecency with male persons— SAMUEL GIACOMELLI, alias GIACOMETTI and SMITH, age 54, height 5 ft. 5J in., stout build, complexion pale, oval face, hair ( bald on top) grey, clean shaved, eyes ( deep set) grey, walks erect, takes short quick steps, high pitched voice, speaks quickly, then pauses suddenly and takes a deep breath, well educated, highly scented; usually wears dark suit and overcoat, black bowler hat, black shoes, large silver horse shoe pin. An Italian; bom at Brighton. Is said to be a member of the " Hearts of Oak" Society. He induces school boys to accompany him to secluded places and commits the offence bv promising them money, jewellery, & c. Absconded 12th inst. Warrant issued. LANCASHIRE. 30.— A shton- under- Lyne ( Borough).— For stealing, 13th inst., a lady's small 9 ct. gold keyless watch, white dial, gold figures, blue and white enamelled bow attached; 1 18 ct. gold mar- quise ring, set rubies and diamonds; 1 do., double head cluster diamond ring; 1 do. snake ring, set garnet; 1 9 ct. gold ring, set garnet— WALTER EDMUNDS, alias FRED HILTON, age about 20, height 5 ft. 3 or 4 in., complexion fair, hair ( in- clined to sandy) light, swinging gait; dress, dark jacket suit with narrow light stripes, grey motor cap, patent leather lace boots, tan kicl gloves, carries a yellow cane with silver band. Is fond of billiards. Information to the Chief Constable, Ashton- under- Lyne. 31. — Sal ford ( B ro gh). — For stealing ( servant) £ 18 14s. 10d., and securities for money — PETER APPLETON, alias PETER AP- PLETON BACH, age 18, height 5 ft. 3 or 4 in., complexion fair, hair light and curly, long red face; dress, dark suit with faint light stripe, dark speckled cap. Warrant issued. Information to the Chief Constable, Town Hall, Salford. 32. — Warrington ( Borough'.— For steal- ing ( by trick) 2 gramaphoues and 19 records ( recovered)— A MAN, who gave the name of H. BENTLEY, age 30 to 35, height 5 ft. 5 or 6 in., complexion fresh, moustache sandy, speaks with Lancashire or Birmingham accent; dress, black or blue jacket, dark vest, muffler and cap, brown cord trousers. He called at a music shop and asked for a gramaphone and records, for which he stated he had made arrangements with the owner the previous evening; also" stated that it was for a concert, and that he had paid a half guinea for the loan of it. W." in blue ink back of one hand, walks erect; dress, blue serge jacket and trousers, dark grey overcoat, dark cap, military boots. A shop porter; native of London. Has served in the 2nd Battalion Lancashire Fusiliers. Warrant issued. Not to be arrested out of the United Kingdom.
