All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings oJ stolen property, will be inserted at a cost of 7s. per portrait, and of 6s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 6s. to 10s. A remittance of 6s. should be made in the first instance for cost of engraving sketches. 8. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. A. TIONS. 7. Announcements concerning stolen properly must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the papei only; they must be in the usual form, and accompanied by a covering letter 12. All payments must be in advance, either at the office. New Scotland Yard by Postal Order, or by Post Office Order, payable at Parliament Street Posh Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. SPECIAL NOTICE. IT is notified for the information of the Police Forces generally that the existing arrange- ments provide that all persons convicted of offences falling under classes II to V, appendix A of the Judicial Statistics, 1899, pages 220 to 224, and sentenced at Quarter Sessions or Assizes to imprisonment for a month or longer, are criminally registered by having their finger- prints and photo- graphs taken in the prisons a fortnight before release. The Police of the Metropolis have been in- structed that whenever they deem it desirable to have criminally registered persons convicted of offences, and sentenced to imprisonment in Magistrates' Courts, the words " finger- prints " or " finger- prints and photograph" are to be added to the form on which the conviction is reported to the Chief Office, who then place themselves in correspondence with the prison authorities. It is suggested that Chief Constables and Heads of County and Borough Police Forces might similarly apply specially in suitable cases for the finger- prints and photographs of persons convicted in Magistrates' Courts whom they believe to be professional or dangerous criminals. Represents that she is in receipt of an allowance from her mother at Yarmouth. May be found at seaside commercial hotels. ( See Case No. 5, 18th November, 1904.) She obtained £ 2 10s. 6d. from a solicitor by representing that her husband had recently died and left £ 232 in the Post Office Savings Bank, and other property. Is identical with CATHERINE YOUNG, or RODDIE, pre- viously convicted of similar offences at Edinburgh, Glasgow, and Kirkcaldy. Warrant issued. 7.— Ayr ( County).— For stealing at Troon, 21st ult., 2 £ 5 British Linen Co.' s Bank notes; 1 £ 5 and 5 £ 1 bank notes— JOHN McGREGOR, age 17, height 5 ft. 2 in., complexion fresh, hair dark brown, eyes grey or blue, slouching gait; dress, dark brown tweed jacket suit with red lines, raised seams, two pockets ( top ones have flaps and buttons) on each breast of jacket and vest, trousers tight fitting below knees, dark brown or light colour tweed cap with long peak, raised seams, light tie, light lace boots. BERKSHIRE. 8. — Reading ( County). — For obtaining food and lodgings by false pretences and stealing a gold ring, " J. B." engraved thereon, and £ 4 15s., at Pangbourne, 27th ult.— HENRY CROWSON, alias BROOKS, age 26, height 5 ft. 8 in., thin face, hair dark brown, clean shaved, bad teeth, abscess mark left jaw, walks rather badly; dress, dark grey cutaway coat, plaid vest with round buttons fastened with links, dark trousers with light stripes, blue tie, hard bowler hat, lace boots. CHESHIRE. $.— Middlewich ( County).— For embezzl- ing £ 50 12s., lst December, 1904— THOMAS EARLAM, age 55 or 56, height 5 ft. 9 or 10 in., complexion fresh, hair, whiskers ( straggling) and eyes brown, top lip and chin clean shaved, stoops slightly, frequently pouts his lips when in con- versation, addicted to drink, is fond of talking matters relating to law; dress, black coat suit, light colour rainproof overcoat, dark tie, black hard felt hat, light lace boots. Carried a black patent leather handbag about 22 by 14 in., containing black suit. A native of Leftwich, Cheshire. Was employed as an assistant overseer. Warrant issued. Information to Supt. A tailor. Warrant issued. 13— Bristol ( City).— For stealing from his lodgings, 26th ult., a lady's gold chased keeper ring; 1 do. dress ring, set 2 emeralds and ruby in centre; 1 do., set pearl, surrounded with small rubies; 1 do., set diamond, surrounded with black enamel; 1 do. gold turquoise ring, set 2 red and 2 blue stones; 2 gold oval brooches ( 1 set amethyst; 1 turquoise ( yellow stone); 2 round gold earrings, pink stone in centre; 1 small gold locket, one side enamelled blue, other chased; and £ 3 10s. COWEL, age 25 to 30, height 5 ft. 4 or 5 in., com- plexion, hair and moustache dark; dress, dark suit and overcoat. Had with him a brown leather Gladstone bag. CURTIS, age 35, height 5 ft. 8 in., complexion fresh, hair brown, eyes blue; dress, dark tweed jacket and vest, cycling knickers and stockings, or breeches and gaiters. A painter; native of Shirley, Hants. Sen- tenced at Bournemouth Quarter Sessions, 22nd October, 1901, to 3 years penal servitude for obtaining goods by false pretences. HEREFORDSHIRE. 16.— Ledbury ( County).— For stealing hop poles at Bosbury, 18th ult.— HENRY BANKS, age 31, height 5 ft. 7 in., complexion fresh, hair, whiskers and moustache sandy, eyes blue; dress, brown jacket, vest and cap, cotton cord trousers, old boots. A labourer; native of Cradley. Tramps the country seeking employment in hop yards and fruit gardens. Sentenced at Hereford Quarter Sessions, 2nd July, 1894, to 5 months imprison- ment for horsestealing; and at Worcester, 15th October, 1895, to 6 months for housebreaking. Warrant issued. Information to Supt. Phillips, Ledbury. HERTFORDSHIRE. 17.— Hitchin ( County).— For stealing. 24th ult., 78 newspapers ( Hertfordshire News)— H. J. H. ROBERTS, age 15, height about 5 ft. 2 in., complexion fresh, full face, hair brown; dress, brown jacket ( supposed), cord trousers, light brown cap with green stripes. Absconded 24th ult. Had with him a roadster bicycle, 23 in. frame, flat handle bars, 2 Crabbe brakes, 1 pull up lever working both, plated wheels, British tyres, No. 49270 under bracket, free wheel, " Nightingale," transfer. Stated he came from Northampton and had been employed at printing works, boot shops, also distributing bills. May seek similar employment. Warrant issued. Information to the Deputy Chief Constable of Herts, Hitchin. IWatford ( County).— For stealing from his lodgings, a silver watch chain ( recovered) and a shirt front with turn down collar, " Polo " and " S. A. 6," laundry mark, thereon— EDWIN MOR- GAN, age about 30, height 5 ft. 5 or 6 in., rather stout build, complexion fresh, injury to left eye, nose appears to have been broken; dress, dark brown jacket and vest, dark trousers, light check cap, back turned up, buttons at side, light tie. Stated he was an iron rivetter. Warrant issued. Information to Supt. Wood, Watford. 19.— St. Albans ( City). — For obtaining money by false pretences, 23rd ult.— A MAN, age 30 to 33, height 5 ft. 8 or 9 in., well built, com- plexion dark; wearing dark grey overcoat, black hard felt hat, pince- nez with gilt rims. He calls on persons, represents that he belongs to a local firm of photographers, who have brought out a new process in photography, and to advertise same they will enlarge portraits free of charge; after obtaining a photograph for enlargement he solicits an order for a frame and obtains a deposit. Warrant issued. Information to Chief Constable Smith, St. Albans. KENT. 20.— Sandwich ( County). — For stealing, about 28th January last, at Broadstairs St. Peters, Thanet, a banker's cheque ( recovered); 1 gold brooch, star shape, pearl in centre, photograph of an elderly gentleman at back— CHARLOTTE BROUGHTON, age about 30, height about o ft. 3 in., complexion fair, thin face, high cheek bones, hair ( thin) brown, worn with two rolls behind, eyes ( large) blue; dress ( supposed) dark grey skirt, 2 plain frills around bottom edge with black braid, black three- quarter length jacket, sable necklet, brown straw hat, trimmed bunches of brown silk. Stated she was a nurse. She is also suspected of stealing a half hoop diamond ring, set 5 diamonds; 1 twisted gold ring, true lovers' knot; 2 cameos, worn on wrist; 2 gold lockets ( 1 set pearls); 1 gold safety pin brooch, with two hearts joined together in centre. ( See Case No. 17, 24th ult.) Warrant issued. Information to Supt. Chaney, Sandwich. 21.— West Mailing ( County).— For non- payment of £ 10 9s. maintenance arrears — ALBERT WILLIAM CHAPMAN, age 30, height 5 ft. 10 or 11 in., complexion sallow, hair brown, slight moustache light, eyes ( large) grey, carries his head forward, turns his left foot in- wards; dress, dark suit and overcoat, hard felt hat, light lace boots. A commercial traveller. Warrant issued. Information to Supt. Hoare, West Mailing. 2l.— Ramsgate ( Borough).— For obtaining, by false pretences, 25th ult., a dark grey travelling rug, royal blue and white mixture check inside, with fringe— A GIRL, who gave the name of — ISAACS, age about 17, height about 5 ft. 4 in., of smart appearance; dress, dark navy or grey cos- tume, blue and white fan shape ribbon at back of hat. She obtained the rug on approval, stated it was for her father, and gave a false address. On the same date she also obtained, by similar means, from another tradesman, a lady's red French twill flannel dressing gown, handkerchief sleeves, trimmed grey and white; she was then wearing a fawn colour coat. Warrant issued. Information to Chief Constable Jones, Rams- gate. 23.— Tunbridge Wells ( Borough).— For stealing, 4th itnst., from his lodgings, a dark green vest with red silk spots, jet buttons, lined red flannel; 1 dark grey vest with white stripes and a pair of trousers to match; 1 pair light grey trousers; 1 pair gold rimmed folding eyeglasses; 1 small match box, set Scotch stones; 1 brown Russia leather cigar case; 1 gold ring ( stone missing); 1 razor; and £ 2 Is. 6d. CLARKE, age about 35, height 5 ft. 7 or 8 in., stout build, complexion pale, hair and rather heavy moustache sandy, eyebrows and lashes white, very high fore- head, Irish accent; dress, light fawn colour Nor- folk jacket with band, has been repaired in centre of back, dark vest and trousers, dark grey cap with white stripes, brown boots, wore a signet ring on one left finger, steel chain with a lady's ring attached. Carried a wicker bag. Warrant issued. Infoi- mation to Chief Constable Prior, Tun- bridge Wells. LANARKSHIRE. 24.— Glasgow ( City).— For stealing, be- tween 1st May and 31st December, 1904, a large quantity of jewellery— WILLIAM M. CAND- LINE, age 26, height 5 ft. 4 in., complexion pale, hair light; dress, dark tweed suit, dark grey over- coat, black hard felt hat. A native of Glasgow. Was employed as a pawnbroker's manager. Ab- sconded 1st inst. May endeavour to leave the country. Warrant issued. 25.— Glasgow ( City).— For obtaining from the British Linen Co. Bank, on the false repre- sentation that he had been sent by a customer, a cheque book, containing 12 cheques, payable to bearer, Nos. C 18829 to 18840 inclusive, 2 of which he has uttered.— Expiree JOHN MERE- DITH, alias JOHN GRAY, Office No. 359- 03 ( for photograph, See Case No. 38, 8th July, 1904), age 35, height 5 ft. 7£ in., complexion fresh, full face, much tanned, hair dark brown, eyes dark blue ( yellow spots thereon), scar left side of jaw ( close to ear), faint dots between each thumb and fore- finger, mole back of neck. A seaman; native of Aberdeen. On a former occasion he passed a number of cheques ( obtained by similar means) in Hull, London, and in Paris. Sentenced at Liverpool Assizes, 27th November, 1900, to 3 years penal servitude for forgery and fraud. Liberated on 2nd licence, 25th May, 1904, which expired 28th July, 1904. a 438. Warrant issued. LANCASHIRE. 26.— Manchester ( City).— For failing to report— Supervisee PETER KING, Office No. 3426- 02, age 19, height 4 ft. 11 in., complexion fresh, hair dark brown, eyes brown, sailor with flag, " S. S." and tombstone right, woman,, flag, " B. S.," heart, " L. E." and tombstone left forearm. A boatman; native of Birmingham. Sentenced at Birmingham Sessions, 28th October, 1903, to 8 months hard labour and 2 years supervision for larceny. Liberated on remission, 13th June, 1904. 3749. 21.— Manchester ( City).— For failing to report— Licence- holder JOHN KELLY, alias JOHN ROBERTS, Office No. 3160- 00, age 32, height 5 ft. 6J in., complexion fair, hair dark brown, eyes ( cast in left) brown, scar right side of forehead and each side of chin. A labourer; native of Mahchester. Sentenced at Gloucester Quarter Sessions, 26th June, 1901, to 3 years penal servi- tude and remanet of a former sentence for larceny. Information to the Chief Constable, Manchester. 28. — Oldham ( Bon, ugh). — For stealing ( bailee), 22nd ult., a new " Special Swift" light roadster, No. 243813, 23 in. frame, gear 70, free wheel, two hand brakes, Warwick tyres, plated rims, three coil spring saddle, " Special Swift" stamped on head and back mudguard, lamp, pump, bell and tool bag attached— ZACHARIAH COOPER, age 26, height 5 ft. 6 or 7 in., slight build, complexion sallow, hair brown ; dress, dark suit, hard felt hat. A native of Dudley, Staffs. Warrant issued. 29. — Oldham ( Borough). — For obtaining money by false pretences— JAMES COXON, age 30, height 5 ft. 3 or 4 in., complexion dark, hair and moustache black, speaks with North Country accent, of smart appearance; dress, long light brown mixture overcoat, brown tweed suit, light mixture cap, rubber collar. He took stables, ad- vertised in local papers that he had just com- pleted a large contract as carrier, and had a number of carts, lorries, horses, & c., for sale. The persons defrauded received an elaborate war- ranty with each horse, but on the horses being worked they were found to be worthless. Warrant issued. Information to the Chief Constable, Oldham. METROPOLITAN POLICE DISTRICT. 30.— Criminal Investigation De- partment*— For obtaining by false pre- tences, 27th January last— WILLIAM WAL- LACE RUSSELL, alias GREEN, JOHN WIL- LIAM MAURICE RUSSELL, EUGENE EVANS, and WILLIAM WALLACE LLOYD, age 27, height 5 ft. 6 in., complexion fresh, hair brown, may be wearing a slight dark moustache, eyes grey; dress, blue serge jacket and vest, dark trousers, hard felt hat or cap. Supposed a native of London. He calls upon persons connected with | churches or chapels, represents that he has been recommended to them by another person connected with the same church or chapel, then produces an enlistment form for the Royal Marines, and requests money to enable him to travel to Chat- ham to join. He invariably gives address, 10 Ferry House Street, Brompton, Chatham. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. LANCASHIRE. 31.— St. Helens ( Burough).— For attempted murder of a constable, 27th ult.— DAVID EARP, age 49, height 5 ft. 4 in., complexion fresh, hair and moustache ( turning grey) sandy, may now be clean shaved, blind right eye, left eye blue, j may be wearing glasses; wearing light colour dust coat, cap.
