All communications for insertion in the POLICE GAZETTE, ancl all communi- cations relating to them, should be addressed to THE EDITOR or THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient te enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. A. TIOSTS. 7. Announcements concerning stolen property Must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear « number, and as far as practicable they are alphabetically arranged Ity counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZRTTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings tchich may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. iV'eio Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. SPECIAL NOTICE. PRISONERS UNDER REMAND. The aid of the Metropolitan Police is frequently sought by other Police Forces to make inquiries respecting the antecedents of prisoners under re- mand, and such inquiries often result in identi- fying accused persons as being old offenders. But, in many cases, the time allowed for such inquiries is so brief that effect cannot be given to the request for information or that it can be com- plied with only in a perfunctory manner, and at great inconvenience. The Editor would therefore suggest, in the interest of the Provincial Police Forces, that four clear days, at least, should be allowed in cases of the kind, to complete the inquiries asked for. IWETRQPOUTAN POLIO E DISTRICT 1 — E Division.— Description of JAMES ANDREWS, alias J. A. WATT, whose apprehen- sion is sought for obtaining by fraud, 18th May last, 4 pictures entitled " Twilight Hours," " Reflec- tions," " The Landlord's Daughter" ( Pastels), and " Sunday Morning" ( water colour) respectively, age 33, height 5 ft. 6 in., complexion fresh, thin face, prominent features, hair and moustache light; dresses well. An American. He makes himself acquainted with names of artists who have exhibited pictures at the Royal Academy, also the subject of their pictures. Shortly after the close of the Exhibition he writes to the exhibitors, and on the pretence that he has received a commission from a lady in America to purchase the pictures induces them to let him have them to send to his client for inspection, giving a written undertaking to return or pay for the pictures at a future date. It is suspected that he is carrying on similar frauds under other aliases. Warrant issued. Not to be arrested out of the United Kingdom. YOUNG, age 27, height 5 ft. 6 in., complexion fresh, hair brown, prominent nose, appearance of a groom; dress, blue serge suit, grey tweed cap. Formerly a corporal of the Royal Horse Artillery. Warrant issued. 3. — E Divisionm — For stealing watches and jewellery, value £ 162 7s. Id.— ARTHUR, alias ABBEY SPASSER, a Roumanian, age 21 ( looks older), height 5 ft. 7 in., complexion, hair and eyes dark, appearance of a low type Jew; dress, blue serge jacket suit, black hard felt hat. Warrant issued. 4. — G Division.— For robbery and stealing a large quantity of jewellery, con- sisting of gold watches, diamond pendants, brooches, & c.— TWO MEN ( lst, age 35 to 40, height 5 ft. 9 in., stout build, weight about 15 stones, complexion ruddy, hair light. 2nd, age 30 to 35, height 5 ft. 10 in., complexion sallow, hair and moustache dark, both of good ad- dress and respectable appearance. A third man, who cannot be described, was also con- cerned in the robbery. The men described entered into negotiations with Messrs. Stbckall & Sons, Ltd., wholesale jewellers, 6 8 & 10 Clerken- well Road, E. C., for the purchase of certain articles of jewellery, and during the past 3 weeks called several times after business hours and saw Mr. Thos. J. Stockall, managing director, alone on the premises. On the afternoon of 26th ult. they called, inveigled Mr. Stockall into the office, where they threatened to shoot him, bound and gagged him, took the keys of 3 safes, and abstracted the property therefrom. It is strongly suspected that the robbery was planned by a London organiser of crime, and that the men described were brought by him from the provinces to commit the offence, and they have in all probability now returned, and may alter their appearance by growing beards. :>• — R Division. — HENRY JOHN WEARE, Case No. 35, 6th May last. Apprehen- sion cancelled, not identical with man wanted. 6.- 5 Division.— For obtaining 3 pairs of boots by false pretences, 14th ult.— WILLIAM BARRETT, age 35, height 5 ft. 9 or 10 in., com- plexion fresh, hair and moustache dark; dress, dark overcoat, brown tweed trousers, black hard felt hat. He represented himself as a potman, and stated that his employer had sent him for the boots. Is identical with W. Barrett, who was convicted at Bishop's Stortford, 24th July, 1903; Alfred Boutle, at North London Police Court, 4th June, 1901; and at West Lon- don Police Court, 7th April, 1899. Warrant issued. 7.— S Division.— For stealing ( servant), 23rd ult, £ 32 4s. 9d.— ALBERT LAWRENCE, age 45, height 5 ft. 6 in., round shoulders, com- plexion, hair and moustache ( turning grey) dark, eyes blue, sharp features, flat feet, addicted to drink; dress, grey jacket suit, navy blue overcoat, black hard felt hat. A native of London. 8.— S Division.— For obtaining food and lodgings by false pretences GAY, alias CHAP- MAN, age 25, height 5 ft. 1 in., complexion pale, hair ( thin) and eyes dark, front teeth much de- cayed ; dress, black sac back jacket, black satin blouse, blue serge skirt, 3 rows of trimming around bottom, large red felt hat, black bow in front. Supposed a native of Diss, Norfolk. Warrant issued. — X Division. — For stealing ( bailee), 18th ult., a diamond frame bicycle, 22 in. frame, 28 in. wheels, Dunlop tyres, free wheel, front Plunger brake, Brooks's B28 saddle, 60 gear, block chain, flat handle bars— ARTHUR EVANS, age 18 or 19, height 5 ft. 5 or 6 in., complexion fresh, hair light; wearing black jacket, vest and cap. A native of Kilburn. Yi.— Beacansfi& lti ( County).— For steal- ing 20th August last, a watch ( recovered)— CLARENCE HARVEY BLODGETT, age 24, height 5 ft. 6| in., complexion fresh, hair brown, eyes grey, long scar base of left thumb; dress, light jacket and vest, dark striped trousers. A native of Montreal, Canada. Convicted at Dublin in June, 1902, of stealing a bicycle; at Stirling in September, 1903, of fraud and larceny. Was dis- charged from the Royal Irish Fusiliers, February, 1904, with ignominy. May be found on public works or farms. Is fond of playing a mouth organ. Warrant issued. Not to be arrested out of the United Kingdom. Information to Supt. Marks, Beaconsfield. CHESHIRE. 14. — Stockport ( Borough). — For stealing ( bailee) a horse— WILLIAM TEAGUE, age 35 to 40, height 5 ft. 8 or 9 in., complexion clear, hair ( supposed turning grey) and moustache light, eyes blue; dress, fawn colour overcoat, grey suit, black hat. A horse dealer. Attends horse fairs and sales. Warrant issued. Information to the Chief Constable, Stockport. ESSEX. 15 - Saffron Walden ( County). — For leaving his wife and children chargeable to the Common Fund of the Bishop's Stortford Union, 4th October last— ROBERT WOODCOCK, age 36, height about 5 ft. 9 in., slight build, com- plexion fresh, hair and moustache light; dress, dark jacket and cap, cord vest and trousers. A native of Stansted. Was employed by an engineer. Warrant issued. Information to Supt. Harrington, Saffron Walden. FLINTSHIRE. 16.— Mold [ County).— For obtaining a man- doline harp by false pretences— CHARLES PRICE, age about 30, height 5 ft. 4 in., com- plexion pale, hair and heavy moustache black, wears glasses; dress, dark suit, long dark over- coat, black tie, black soft felt hat, lace boots. Supposed a native of Rhondda Valley. Warrant issued. Information to Supt. Davies, Mold. HAMPSHIRE. 17.— Southampton [ Borough).— For steal- ing a forge; 1 blow pipe; 1 screw cutting lathe; 5 vices— PERCY FORTESCUE, alias HUB- BARD, age 35 to 38, height 5 ft. 8 or 9 in., com- plexion fresh, hair turning grey; dress, usually dark cycling suit. A motor and cycle engineer. Warrant issued. Information to the Chief Constable, Southamp- ton. ISLE OF WIGHT. IS.— Newport ( Town). — For abduction — WILLIAM DAVIS, age about 30, height 5 ft. 8 to 10 in., complexion fresh, hair and moustache dark brown, eyes brown; dress, dark overcoat, dark speckled grey suit, black hard felt hat or blue serge cap, lace boots. Had in his possession 3 medals ( Indian Frontier and 2 South African). Served in the 2nd Notts and Derby Regiment. Absconded 20th ult. for Portsmouth, en route to Newcastle, accompanied by the Girl, age 15 ( looks much older), height about 5 ft. 7 in., complexion fresh, eyes grey; wearing a cape with hood. Warrant issued. Information to Supt. Ayres, Quay Street, New- port. KEMT. 19.— Canterbury ( County).— For desert- ing his wife and 4 children, leaving them charge- able to the Common Fund of the Blean Union, 18th October— HARRY FOAD, alias EVANS, age 29, height 5 ft. 8^ in., good build, complexion fresh, rather blotchy face, hair dark brown, slight moustache dark, sometimes wears side whiskers, eyes brown; dress, dark jacket and vest, light striped trousers, hard felt hat, brown boots. A yachtsman; native of Whitstable. He belongs to the Royal Naval Reserve. Warrant issued. Information to Supt. Jacobs, County Police Office, Canterbury. 20.— Chatham ( County)— For obtaining money by false pretences—- A MAN, supposed J. CLARKE, age 28 to 30, height about 5 ft. 6 in., complexion fair, hair light brown; dress, light grey suit,. blue melton overcoat, cream muffler, check cap, brown kid gloves. He represented himself as an agent for a large firm of printers and stationers, called on shopkeepers, and obtained orders and payment for same, and decamped. Warrant issued. Information to Supt. Sargent, Chatham. LANCASHIRE. 21. — Leigh ( County). — Licence- holder JOHN COX. Office No. 1708- 04, Case No 34, 11th ult., not now wanted. 22.— Stockport ( County\— For conspiracy to defraud ( Horse Fraud)— JAMES GRIMLEY, alias GRINLEY and GRINDLEY, age 24, height 5 ft. 1 in., complexion dark, hair dark brown, moustache dark, eyes brown, cross right forearm, " A. W." right wrist, " H. C." and star back right hand; dress, dark jacket with horseshoe buttons, reddish brown trousers, black or dark blue muffler, cap, clogs with narrow toes. Has been convicted at Liverpool, Salford and Stockport. Said to be well- known to horse dealers and farmers attending fairs in Cheshire, Derbyshire, Lancashire, and Yorkshire. Warrant issued. Information to the Chief Constable, Stockport. 23.— Oldham ( Borough).— For larceny ( per- son), 26th ult.— GEORGE STEADMAN, alias WALTER READ, WALTER STEADMAN, and GEORGE STEADMANS, Office No. 2664- 02, Case No. 13, 28th August, 1903, age 41, height 5 ft 4 in., complexion dark, hair and eyes brown, mous- tache black, dot back right thumb, mole left side neck; dress, black suit with square cut jacket, grey cap, lace boots with square toes. A calico printer; native of Liverpool. He accosted a butcher's boy when returning from an errand, and asked him if he had any change. Upon receiving a negative reply, he then pulled the boy into a garden and took the money, consisting of two sovereigns, 2 half sovereigns, 1 half- crown, and some small change from a small bag that was in the boy's pocket. Sentenced at Hert- ford Assizes, 16th November, 1901, to 12 months for larceny ( person). Has also been convicted at West Bromwich, Birmingham, Handsworth, Sheffield and Nottingham. Liberated on remis- sion, lst October, 1902. 563. Information to Chief Constable Turner, Oldham brown; dress, navy blue or black jacket and vest, dark trousers, dark grey_ single- breasted overcoat, black hard hat. Is a good pianist; may be found in singing rooms at public houses. Was employed as a vanman by a mineral water company. Ab- sconded 15th ult. Warrant issued. 26. — Northampton ( Bo rough). — For obtaining a dressing bag ( recovered) and a brown dressing case, containing silver top bottles, ebony hair and clothes brush, razor, strop, & c., by a ficti- tious cheque on 12th ult.— Licence- holder HENRY ARTHUR CARTER, alias W. H. BRANCOMBE, Captain BRANCOMBE, Major BRISCOE, Cap- ain TROY, R. E., HENRY HARVEY, & c., Office No. 2706- 02, Case 15, 4th, and 40, 18th ults., and current Tabular Form of Apprehensions Sought, age 60 ( looks younger), height 5 ft. 9 in., rather slight build, complexion pale, hair ( bald on top) grey, clean shaved, eyes blue, mole left cheek, scar right side of nose; dress, black melton overcoat ( nearly new), blue or black serge suit, dark motor cap, new lace boots, light brown kid gloves, wearing a diamond ring on 4th left finger. After committing the offence in this Borough, he went to Daventry and committed a similar offence there on the same date. The dressing bag obtained here has been recovered at Chester, where it was left at a house, and it has been ascertained that Brancombe hired a pony and trap in that City on 21st ult. which was found at an hotel at Wrexham. He has a cheque book on the London & County Bank, Gravesend, No. F 41087 to F 410100. He stayed at private lodgings in this town, but sometimes puts up at good hotels. Warrant issued. NORTHAMPTONSHIRE. 24 — Daventry { t'mmtu).— For obtaining, by a worthless cheque, 19th ult., at Crick, a light bay horse, age 9 years, 16 hands 1 in. high, near fore and both hind fetlocks, between hock and off hind fetlock, and blaze down face white, hog mane, dock tail, blemish by wire top of near fore- leg, if clipped would be mouse colour, wore knee caps, brown leather centres, red borders, a Roller rug, royal blue, bound with yellow braid; 1 cream colour flannel rug, dark blue check; 1 pair brush- ing boots with steel or zinc inside and a brown snaffle bridle. The animal is an experienced hunter with perfect manners— A MAN, who gave the name of W. H. MASTERS, age about 4(> height 5 ft. 10 in., stout build, complexion fresh hair and slight moustache dark, eyes hazel, speaks with slight French accent; dress, dark suit and overcoat, black bowler hat, lace boots. Appear- ance of a hotel keeper. The horse was advertised for sale in the Field newspaper, Masters made arrangements by wire to view the animal at Rugby Station, 19th ult. He there purchased the horse for 60 guineas, and in payment tendered a cheque, No. ri 1377637, drawn on the Capital and Counties Bank, Ely Branch. The horse was sent by the 5.45 p. m. train to Euston Station. Warrant issued. Information to Supt. Brown, Daventry. 25.— Northampton ( Borough).— For em- bezzling 10s., 16th July last— LEWIS VORLEY, age 38 to 40, height 5 ft. 5 or 6 in., rather stiff build, square shoulders, hair and moustache PEMBROKESHIRE. 27.— Haverfordwest Castle ( Cmnty). — For stealing a hand saw ( recovered)— FRANK BROWN, age 32, height 5 ft. 3 in., complexion fresh, hair and moustache light brown, eyes brown, rose and shamrock left forearm; dress, dark suit and cap, lace boots. A native of Middlesbrough. Warrant issued. Information to the Chief Constable, Haverford- west Castle. SHROPSHIRE. 28.— Shrewsbury ( County). — For steal- ing, 24th ult., a brown leather purse containing £ 2— A MAN, who gave the name of HARTOP, age about 40, height 5 ft. 9 in., complexion and hair dark, clean shaved, scar right cheek, tattoo- ing right wrist; dress, dark suit, grey mixture over- coat, black tie, imitation gold pin with crystal stone, white muffler, plaid cap with peak, lace boots, " High Street, Poplar Road," marked in- side. He took lodgings, and stated that he was engaged to see to the telegraph wires, committed larceny, and decamped. Information to Supt. Griffiths, Mount Pleasant, Shrewsbury. 5 TA FFORDS HIRE m 29— Burslem ( County).— For stealing £ 6, while postmaster at Porthill, Wolstanton, 31st October last— HENRY MARTIN, age about 37, height 5 ft. 9 or 10 in., rather stout build, com- plexion fresh, face flushed, hair ( scanty) and slight moustache light; dress, short black jacket, black vest, light grey trousers with dark stripes, dark tie, black hard hat, " Plimbley, Hatter, Burslem," inside, lace boots. ' A native of Wall Grange, Leek. Absconded 4th ult. Warrant issued. • O.— Bursl& nt ( County'.— For deserting his child, 14th ult.— FREDERICK SHAW, age 42, height 5 ft. 8 or 9 in., rather stiff build, com- piexion fresh, hair dark, moustache dark brown, eyes grey, cut across bridge of nose, eagle and flag tattooed right forearm, ring left forearm; dress, black coat and vest, moleskin trousers, white muffler, peak cap, lace boots. A forge or farm labourer; native of Burslem. For deserting his wife and family, 16th ult.— JAMES RICHARD ABBOTTS, age 24, height 5 t. 8 or 9 in., slight build, complexion fresh, hair, moustache and eyes dark; dress, black coat and vest, cord trousers, dark plaid muffler, dark cap, lace boots. METROPOLITAN POLICE DISTRICT. 31.— Convict Supervision Of/ ice.— Special attention is called to Licence- holder JAMES MILES, alias THOMAS SMITH, ROBERT EATON, PATRICK ANDERSON, and " TOMMY" LEWIN, Office No. 3195- 99, who is wanted for failing to report, according to the con- ditions of his licence ( Tabular Form, 7th October, 1904), age 37, height 5 ft. 3£ in., complexion sallow, hair ( tinged with grey) black, eyes brown, mole on cheeks and right corner of mouth, front upper teeth defective. A bricklayer; native of London. He is a very expert afternoon house- breaker, generally choosing unattended villa resi- dences, and is believed to be now committing offences in the provinces. Sentenced at South Lon- don Sessions, 14th March, 1900, to 5 years penal servitude, remanet of a former sentence, and 3 years supervision for housebreaking. APPREHENSIONS SOUGHT ( continued)- 5 TA FFOROSHIRE. 62.— Hands worth ( County). — For steal- ing, about 10th October, 1903, one cwt. of metal scale— JOHN ARTHUR HARRISON, age 35, height 5 ft. 10 in., well built, complexion ruddy, hair dark, heavy moustache black, of smart appear- ance; dress, blue serge coat and vest, buff breeches, brown leather gaiters or leggings.
