All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOE OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10a. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name_ of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. " 3C j( C O 2SJT „ 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. THE EDITOR, New Scotland Yard, London, S. W. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery ol property or the detection of crime, whether printed and issued by the iM etropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( a) The amount of the reward, ( ft) The conditions on which it is payable, ( e) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement in relation to property stolen, or criminally taken or disposed of, holdine out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularlydirected to the conditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at which Notices can be posted. STOLE N. 17th December, 1899, JEWELLERY as follows: [ Give full and accurate description.] The above reward will be paid by Mr. John Smith, 500, Victoria Street, Westminster, to any person giving such infor- mation as will lead to the apprehension and conviction of the thief and recovery of the property, or in proportion to the amount recovered. Information to the Metropolitan Police Office, New Scotland Yard, S. W., or to any Police Station. [ Insert name and address of the Printer.] It is to be specially noted that all printed Bills or Circulars forwarded to the Metropolitan Police Office for posting or dis- tribution, whether offering rewards or otherwise, should have the Printer's name and address thereon, as required by the Act 32 and 33 Vic., cap. 24 ( see second Schedule re- enacting sec. 2 of 2 and 3 Vic., cap. 12). METROPOLITAN POLICE DISTRICT 1-— Criminal Investigation De- partmentm— For larceny at Cape Town — JULES HARDY, age about 30, height 5 ft. 5 or 6 in., stout build, complexion sallow, hair and eye- brows dark brown, thick lips, clean shaved, eyes ( close together) dark grey, wears gold rimmed glasses, long nose, stoops slightly, of pronounced Jewish appearance; dress, usually black frock coat suit, silk or hard felt hat. A native of Jersey. Provisional warrant issued. 2 — Criminal Investigation De- partment. — For obtaining goods by false pretences at New Zealand— WALTER M. MAX- WELL, age about 31, height 5 ft. 4 or 5 in., complexion sandy, small moustache and pointed beard, eyes light, tosses his head about when talking, swaggers, well educated, pleasant manner; dress, somewhat like a jockey. Claims to be the son of a Baronet. Is accompanied by his WIFE, age about 30, height 5 ft. 7 or 8 in., well built, hair light, eyes blue, rather large mouth, artificial teeth in upper jaw; and a CHILD, 2 or 3 months old. Provisional warrant issued. 3.— A Division*— On Bench Wariant, for absconding from his bail at the Central Criminal Court, having been charged with conspiracy and fraud— CAPT. A native of Italy. Warrant issued. 6.— J Division.— For abandoning, 29tb ult., her female child, age 3 weeks — KATE ISAACS, late of Whitechapel, age 34, height 5 ft. 4 in., complexion sallow, hair black, eyes dark; wearing black skirt, red knitted shawl. A groom; native of Dover. Has been employed as a carman and labourer. Was convicted of drunkenness at Tunbridge Wells. Warrant issued. Information to Supt. Goddard, Wokingham. CA MBRIDGESHIRE. 12. — Cambridge ( Borough).— For em bezzling 2s. 7d., 8th inst, — HENRY JAMES, age 34, height 6 ft. 3 or 4 in., well built, hair and moustache brown ; dress, black overcoat with velvet collar, black trousers, black hard felt hat or brown soft felt hat. Yi.— Altrincham ( County).— For obtain- ing, by false pretences, a bright bay carriage horse, very showy, 7 years old, 16 hands, hind fetlock and patch on off fore leg white, is putting up 2 spavins, may go lame— T. MOORE, alias ALBERT TANSEY, age 36, height 5 ft, 6 in., slight build, complexion fresh, sharp features, freckled face ( blue marks thereon), hair light sandy, clean shaved, twitches one side of face, large joint right forefinger, spoke with Yorkshire accent, looks downwards when talking; dregs, dark suit and cap, lace boots.— For aiding and abetting the above — ARTHUR G. WAIN- WRIGHT, age 40 to 45, height 5 ft. 10 in., com- plexion, hair, and moustache dark; dress, dark suit, hard felt hat. They answered an advertise- ment inserted in an evening paper, arranged to meet at the farm or place where the horse was for sale, and after completing the transaction, tendered a cheque ( on the Manchester, Liverpool, and District Bank) which was found to be worthless. A joiner; native of Leek. Sentenced at Derby County Sessions, 1st July, 1903, to 9 months hard labour and 2 years supervision, for stealing 6s. 3Jd. Liberated on remission, 10th March, 1904. 678. A cowman or farm labourer. Warrant issued. 19.— Eckington ( County).— For stealing at Creswell, between 26th July and 28th ult., a horse, cart and harness ( recovered)— WILLIAM TATHAM, age 22, height 5 ft. 10 in., complexion fair, hair ( bushy) brown, slight moustache ginger, eyes grey; dress, navy blue jacket suit, single- breasted vest, light check cap, light lace or button boots, or brown jacket suit, double- breasted vest. Warrant issued. 21— Southend- on- Seik ( County)— For stealing ( bailee), between 6th and 16th September a grey mare cob, aged, about 15 hands, flea bitten, knees chipped, white legs, medium tail — CHARLES BEAL, age 23, height 5 ft. 2 or 3 in., complexion fresh, full red face, hair brown, very slight moustache, eyes blue, carries his head forward ; dress, brown tweed jacket suit, cap. A dealer; native of Stonehouse, Gloucester. Frequents fairs and markets. Warrant issued. Information to Supt. Biggs, Stroud. 26. — Bristol ( City).— For stealing jewellery — MAURICE BRIGHT, age 25, height 5 ft. 8 or 9 in., slight build, complexion fresh, hair light brown, slight moustache light, turns his feet slightly outwards ; dress, grey suit and cap. A native of Colerne, Wilts. Warrant issued. Information to the Chief Constable Bristol. 29.— Hartford ( County).— For deserting his wife and 3 children, leaving them chargeable to the Dartford Poor Law Union— GEORGE TAY- LOR, age 35, height 5 ft. 10 or 11 in., com- plexion fresh, hair light brown, eyes brown, carries head forward; dress, light grey coat and vest, cord trousers, black cap, nailed boots. TENNEY, age about 35, height 5 ft. 7 in., slight build, complexion fair, hair light, moustache light brown; usually wears black square cut jacket and vest, dark grey trousers, black bow tie, black soft felt hat. Was employed as manager of a boot shop, has also been employed by boot manu- facturers at Paddington and Holloway, London. Absconded 2nd inst. Stated his intention of pro- ceeding to America. Information to Inspector Heard, Deal. 31 — Maidstone ( County).— For stealing about 4 cwt. 52 lbs. of brass fittings— GEORGE THOMAS MORRIS, age about 55, height 5 ft>. 7 in., rather stout build, complexion, hair, beard, rather long moustache, and eyes ( cast in one) dark, erect bearing, gruff voice; dress, blue suit, brownish overcoat, bowler hat with broad brim, American pattern. A metal dealer; native of Lon- don. Was charged at Clapham about 12 months ago with inciting an employe to steal. Warrant issued. Information to Supt. Ford, County Police Office, Maidstone. 32. — Rochester ( City). — For embezzle- ment— HARRY R. COURT, age 24, height 5 ft. 8 in., slight build, complexion fair, thin face, hair and slight moustache light brown, eyes brown; dress, dark grey suit. A commercial traveller. Warrant issued. Not to be arrested out of the United Kingdom. Information to the Chief Constable, Guildhall, Rochester. HAMPSHIRE. 27 — Southampton ( Borotiqh).— For steal- ing £ 2 10s., 7th inst.— OLIVE WOOD, age 16, height 5 ft., complexion fair, full face, hair light, eyes grey, one artificial tooth in front upper jaw, shows gold wire when speaking. Warrant issued. Information to the Chief Constable, Southamp- ton. KENT. 28.— Chatham ( County). — For deserting his wife, leaving her chargeable to the Common Fund of the Medway Union— JOHN MILLS, age 43, height 5 ft. 8 in., complexion pale, hair light brown; dress, usually dark coat and vest, cord tiousers, heavy lace boots. A native of Cobham. Warrant issued. Information to Supt. Sargent, Chatham. LANCASHIRE. 33.— Bury ( County], — For stealing from his lodgings, 14th inst., a Prudential Assurance Ordinary Branch 15 years' policy for £ 50 and profits, expires in 1907, No. 416453, in name of Eliza Blakemore; 1 do., one penny per week policy, No. 48455248, in name of Herbert Blakemore; 2 do., Nos. 39219595, 62126205, in name of Ernest A. Blakemore; and £ 4— A MAN, who gave the name of HARRY WILLIAMS, age about 40, height 5 ft. 8 or 9 in., complexion fresh, hair, thick moustache, and side whiskers brown; dress, dark suit, black twill overcoat. For the past 5 weeks he was employed as a tin and sheet metal worker; stated he was a native of Bolton. Is supposed to have been employed at Warrington and Blackburn. Information to Supt. Noblett, Bury. 34.— Liverpool ( Ci y).— For stealing six £ 5 Bank of England notes ; a return pass from Liverpool to New York, issued by the White Star Line at New York, 15th September ; and a draft for £ 900— W. ROBERTS, age 50, height 5 ft. 7 or 8 in., complexion fresh, low wide forehead with large vein on one side, hair and moustache brown, may now be clean shaved, rather long nose with high bridge and hooked end, high cheek bones, cheeks sunken, narrow pointed chin, wide flat finger ends, American accent, is very talkative and boasts of having travelled Europe ; dress, black overcoat, blue serge jacket, broad ribbed dark blue serge vest and trousers, light peak cap, lace boots, large gold ring set red stone, wears glasses when reading, case of which is marked " Salt Lake City, Utah." Supposed a native of Manchester. On 6th inst., he received in London the following Bank of England notes in exchange for the draft, 6 £ 100, Nos. 98986 to 98991, dated 17th September, 1902 ; 4 £ 50, Nos. 95047 to 95050, dated lvth January, 1903 ; 6 £ 10, Nos. 92834 to 92839, dated 17th July, 1903; 8 £ 5, Nos. 21562 to 21569, dated 12th May, 1& 0- 4. He travelled from New York to Liverpool with the loser. Is evidently an expert travelling thief, and may endeavour to proceed to America by one of the steamers sailing from the Continent. Information to the Chief Constable, Liverpool. 35.— Blackburn ( Borough).— For embezzl- ing monies of the Blackburn Trades' Council— PATRICK MAGUIRE, age 46 to 48, height 5 ft. 7 in., stout build, complexion sallow, full face, hair ( bald on top) and slight moustache brown, small red lump under left ear. Warrant issued. 9L— Macclesfield ( County).— For stealing £ 1 5s., 23rd ult. — FRED HOULDS- WORTH, age 14, height 5 ft., complexion fair, hair dark brown, eyes brown; dress, dark jacket and cap, blue vest and trousers, lace boots ( piece cut out of inside of each). A native of Hudders- field. He absconded from the Manchester and Salford Reformatory, obtained employment 19th ult., and on 23rd ult., during the temporary absence of his employer, committed larceny and decamped. Warrant issued. Information to Supt. Downes, County Police Office, Macclesfield. ESSEX. 92. — Southend- on- Hea ( County).— For obtaining £ 2 7s. 6d. by a worthless cheque— A. MILLER, alias ALEXANDER ELDER, age 39, height 5 ft. 2 in., complexion fresh, hair ( bald on top) and moustache brown, eyes blue, hairy mole right cheek and bend of right arm, brown mole right side of chest, suffering from eczema; wearing dark frock coat, high silk hat, gloves. A German, speaks broken English. Sentenced at the Central Criminal Court, 21st October, 1895, to 15 months imprisonment for stealing a piano, etc., in name of Alphonse Armour, and at the same Court on 7th April, 1902, to 18 months imprison- ment for obtaining goods by false pretences. He had an office at Fenchurch Street, E. C., and traded as Waters, Son & Co., shipping agents. Warrant issued. Information to Inspector Brown, Southend- on- Sea. GLAMORGANSHIRE. 93.— Cardiff ^ Borough).—* or ( stealing £ 5 from his lodgings — FRED SHORT, alias GEORGE EVANS, ROBERT SHARPE, and FREDERICK POVEY, an Irishman, age about 30, height 5 ft. 7i in., complexion fair, long face, hair light brown, eyes grey, small brown mole right side of nose, tombstone, " G. R. E. F. C. V. E," and heart inside left forearm, hands and heart and heart pierced with dagger back of left hand, cut scar upper lip, two wounds on shoulder; wearing bandsman's uniform of the Worcestershire Regi- ment, stated he was a clarionet player, and was on sick leave, had in his possession Army papers bear- ing the name of Short.
