All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OK THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought ivill be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate. when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. C. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no xvarrant is in force against him. the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ATIONS. 7. Announcement? concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the' number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. _ They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. THE EDITOR, New Scotland Yard, London, S. W. SPECIAL NOTICE. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some- times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering a reward for the discovery ot property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( a) The amount of the reward. ( ft) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement in relation to property stolen, or criminally taken or disposed of, holdine out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is particularlydirected to the conditions ( a) to ( d), clause 1, as Police Notices are constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( « •) and ( c). Such notices are not distributed. NOTE.— There are 190 Stations of the Metro- politan Police Force at which Notices can be posted. STOLEN. 17th December, 1899, JEWELLERY as follows: [ Give full and accurate description.] The above reward will be paid by Mr. John Smith, 500. Victoria Street, Westminster, to any person giving such infor- mation as will lead to the apprehension and conviction of the thief and recovery of the property, or in proportion to the amount recovered. Information to the Metropolitan Police Office, New Scotland Yard, B. W., or to any Police Station. [ Insert name and address of the Printer.] It is to be specially noted that all printed Bills or Circulars forwarded to the Metropolitan Police Office for posting or dis- tribution, whether offering rewards or otherwise, should have the Printer's name and address thereon, as required by the Act 32 and 33 Vic., cap. 24 ( see second Schedule re- enacting sec. 2 of 2 and 3 Vic., cap. 12). Office No. 3585- 02,* age 30, height 5 ft. 5 in., complexion pale, hair ( bald) wears brown wig, eyes ( large and protruding) brown, no eyelashes ; small scar centre of right side of forehead, V- shaped scar under right eye, bites his finger nails, appearance of an actor; dress, dark jacket suit, light brown soft felt hat. Sentenced at Central Criminal Court, 16th December, 1901, to 15 months hard labour for obtaining money by false pre- tences. Liberated on remission 7th January, 1903. 9965. Warrant issued. 3.— F Division*— For obtaining £ 1 15s. by false pretences— VERNON READ, alias VIVIAN RAIGH, ago 60 to 65, height 5 ft. 6 in., round shoulders, complexion fair, hair and mous- tache light ( turning grey), turns his feet out- wards ; dress, blue jacket suit, straw hat with coloured band, carried a rough walking stick. A journalist ; stated he was on the staff of the Daily News. Warrant issued. • 4.— M Division,— For stealing £ 266 10s. ( confidence trick\ 8th ult. JOHNSON, age 70, height 5 ft. 7 in., heavy build, complexion florid, hair, moustache, and goatee grey, well spoken, corpulent; dress, black frock coat suit, silk hat. Stated he came from New York. MURPHY, age 60 to 65, height 5 ft. 9 in., heavy build, complexion fair, full features, hair, mous- tache, and full beard iron grey; dress, dark ( shabby) suit, black hard or soft felt hat, light overcoat. Stated he came from Belfast, and that he had won a law suit involving £ 80,000, that the money was at his disposal, and he had to dis- tribute £ 5,000 in charity. 5.— T Division>— For embezzlement, and stealing £ 500 and absconding from bail, 28th ult. — FREDERICK PAIN, age 28, height 5 ft. 7 in., slight build, complexion fresh, hair light brown, eyes blue, long red face, clean shaved, Roman nose, stoops slightly, carries his head a little to one side, scar between eyebrows; dress, blue serge jacket suit, black hard felt hat. A horse dealer; native of Brentwood, Essex. Warrant issued. 6.— V Division.— For obtaining a cheque for £ 37 13s., by false pretences— T. D. VERDON, alias S. VAUGHAN, age 40 to 50, height 5 ft. 6 in., slight build, complexion very pale, hair ( thin in front, slighly bald on top) and small moustaeh brown ( turning grey), eyes blue, quiet demeanour, fixes his eyes on person with whom conversing, and twitches his fingers very noticablv: wearing black frock coat, silk bat with narrow band. He repre- sented that he had 2 daughters to place in a private school, received the above amount as change for a fictitious cheque. Warrant issued. CITY OF LONDON. 7.— For embezzlement — ERNEST COOKE, age 30 to 35, height 5 ft., very slight build, com- plexion pale, hair light, eyes blue, usually wears pince- nez, slightly bow- legged ; dress, black frock coat, dark trousers, brown bowler hat. CAMBRIDGESHIRE. 8.— Cambridge { Borough).— For obtain- ing Is. by false pretences, 26th ult.— A MAN, age 50 to 60, height about 5 ft. 8 in., hair ginger ( turning grey); wore a speckled straw hat. He represented that he was employed to canvass for advertisements for a Local Directory. Warrant issued. Information to the Chief Constable, Cambridge. GLAMORGANSHIRE. 13.- Merthyr Tydfil ( County). — For false pretences and larceny— ROLAND JONES, alias ROWLAND SIMON JONES, Office No. 786- 04, age 26, height 5 ft. 6£ in., complexion fresh, hair and moustache s< mdy, eyes dark brown, good teeth, sctr right wrist; dress, light striped trousers and vest, but may be wear- ing pepper and salt colour suit, which is stolen. A collier; native of Carmarthen. Represented that he was an inspector for an insurance company. AIL expert lodging thief. Sentenced at Glamorgan County Quarter Sessions, 30th June, 1903, to 12 months haai labour fov stealing a watch from his lodgings. Liberated on remission, 16th May, 1904. 605. Information to Supt. Hawkins, Aldershot. 15 .— Fareham ( County).— For leaving his family chargeable to the Common Fund of the Havant Union, 31st August last — EDGAR HEATHER, age 41, height 5 ft. 4£ in., com- plexion fresh, hair dark brown, moustache and side whiskers dark, eyes brown ; dress, dark jacket and vest, grey trousers, brown leather gaiters, black hard felt hat or round soft grey hat, lace boots. He answers advertisements in the World's Exchange and similar papers by postcard, giving the names of his bankers and a business address ( false), also a private address, and requests the advertiser to forward the article on approval. HEREFORDSHIRE. 17— Ledburyi County).— For larceny( bailee) — WILLIAM PITMAN, age about 34, height 5 ft. 3 or 4 in., complexion sallow, hair brown, eyes ( weak) grey, turns his toes outwards ; dress, dark jacket and vest, cord trousers ( flour thereon), black soft hat. A labourer or drayman ; native of Thame, Oxford. Stated he was going to Oxford. Warrant issued. Information to Supt. Phillips, Ledbury. LARMAN ( supposed false), age 35 to 40, height 5 ft. 10 in., complexion sallow, moustache light, eyes ( large) blue, snub nose, walks on heels ; dress, dark grey suit, cap, carried a stick and brown bag. They advertise in Pro- vincial papers for warehousemen, appoint all applicants by letter, subsequently referring them to an address for lodgings, where on application being made by letter, a small deposit is asked for, which is invariably sent. Is an accomplished organist, pianist and conductor, also a good billiard player; a native of Woolwich. He was employed as writer at the War Office, uttered a document purported to be sign by his superior officer, whose signature he forged. May seek employment as a billiard marker.
