All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him. the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. A. TIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The forci which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announce- ment will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form; and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Sew Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. SPECIAL NOTICE. IT iB notified for the information of the Police Forces generally that the existing arrange- ments provide that all persons convicted of offences falling under classes II to V, appendix A of the Judicial Statistics, 1899, pages 220 to 224, and sentenced at Quarter Sessions or Assizes to imprisonment for a month or longer, are criminally registered by having their finger- prints and photo- graphs taken in the prisons a fortnight before release. The Police of the Metropolis have been in- structed that whenever they deem it desirable to have criminally registered persons convicted of offences, and sentenced to imprisonment in Magistrates' Courts, the words " finger- prints" or " finger- prints and photograph " are to be added to the form on which the conviction is reported to the Chief Office, who then place themselves in correspondence with the prison authorities. It is suggested that Chief Constables and Heads of County and Borough Police Forces might similarly apply specially in suitable cases for the finger- prints and photographs of persons convicted in Magistrates' Courts whom they believe to be professional or dangerous criminals. Is believed to be accompanied by A GIRL, age 17, height 5 ft. 9 or 10 in., well built, complexion ruddy, hair ( frizzy) dark brown, eyes hazel, white speck on ball of left eye, dimple in chin, good teeth, small abscess scar left side of jaw, bunions on both joints of big toes, swinging gait; dress, brown voile skirt, trimmed brown silk, pink blouse, trimmed yellow lace, blue woollen tam- o'- shanter hat, black strap shoes, wore long single row of pearls fastened at neck with paste brooch. Warrant issued. 11.— For stealing, 19th April last, a rubv and diamond necklet— ALBERT CARLISLE HERTS oi HERTZ, age 35, height 5 ft. 6 in., complexion pale, hair and moustache dark, usually wears glasses, of smart appearance; dresses well, usually in dark clothes. Newbury ( County). — For stealing from his lodgings, 24th inst., a lady's silver watch and chain, " A. S." engraved inside case, tassel on end of chain; and a black Gladstone bag, about 2 ft. long— A MAN, who gave the name of RALPH WILLIAMS, age 38, height 5 ft. 9 in., complexion fresh, hair brown, eyes dark; dress, grey suit and cap. CARNARVONSHIRE. 14. — Bangor ( County). — For being con- cerned with Henry Bowers in custody, for burglary ( see Case No. 54, 23rd inst.)— GEORGE BROWN ( correct name supposed CRODDEN), age about 42, height about 5 ft. 8 in., hair ( bald on top), moustache and eyes ( sunken) dark, believed" short sighted, sometimes wears glasses; dress, dark serge coat and vest, dark striped trousers, dark muffler with gold stripes, plaid cap. A marine stoker; native of Poplar, Lon- don. Is said to have been in America 30 years. Was last seen in Dublin, 17th inst., when he stated his intention of going to Glasgow. CHESHIRE. 15.— Runcorn ( O- mnty).— For stealing £ 9, 23rd inst.— JOHN SMITH, age 30, height 6 ft., complexion fresh, hair and slight moustache light brown, eyes grey; dress, light grey jacket and vest, light cond trousers, cap or soft felt hat, lace boots. A pedlar and fruit salesman; native of Manchester. He was in possession of a pedlar's certificate issued by the Manchester City Police. Had with him a horse, and spring cart loaded with fruit. Ab- sconded 23rd inst. Warrant issued. Information to Supt. Ennion, Runcorn. CORNWALL. £ 2 REWARD. 1 6.— Stratton ( County).— For deserting his wife, leaving her chargeable to the Common Fund of the Stratton Union— FRANCIS WALLACE, age 38, height 5 ft. 3 in., stout build, complexion fresh, round features, hair and long heavy moustache dark brown, eyes hazel, eyebrows dark, talkative, addicted to drink; dress, navy blue coat and vest, dark brown cord trousers, black bowler hat. A cycle fitter, clock and watch cleaner; native of Coventry. Warrant issued. The above reward will be paid by the Guardians of the Stratton Union to any person giving such information as will lead to the arrest of Wallace. 17. — Utratton ( iJouniu — For drst- niii* their wives and families, leaving them chargeable to the Common Fund of the Stratton Union— JOHN COUCH, age 27, height 5 ft. in., stout build, round shoulders, complexion fair, hair light brown, slight moustache, eyes hazel, thick eye- brows. A sailor; native of Wadebridge, Cornwall. — GEORGE JOHNSON, age 35, height 5 ft. 6 in., stout build, complexion and heavy moustache dark, hair ( very thick) dark brown, eyes, 1 brown, 1 green, heavy eyebrows, round features, bow- legged, " G. Johnson and H. Pritchard," tattooed on left arm, cut mark on muscle of left arm, webbed toes on one foot. A sailor; native of Sevenoaks, Kent. Warrants issued. A reward of £ 2 will be paid by the Guardians of the Stratton Union, to any person giving such information as will lead to the arrest of either of the above. Information to Supt. ESSEX. 18.— Brentwood ( County).— For larceny, 30th ult.— HARRY SMITH, age 24, height 5 ft. 7 or 8 in., complexion fresh, hair dark brown, eyes ( crossed) brown, female tattooed on one arm ; drees, drab jacket suit and cap. A native of Stroud, Gloucester. Is a private of the 2nd Gloucester Regiment. ( See Case No. 16, 2nd inst.) Warrant issued. Information to Supt. Mard^ n, Brentwood. GLOUCESTERSHIRE. 19.— Chipping Sodbury ( County).— For stealing, 22nd inst., at Thornbury, a bay mare, age 10 years, height about 15 hands 1 in., rather heavy build, black points, rubbed on withers, several white hairs thereon, lump top of rump, large hoofs, short tail, heavy trotter; a set of black harness, brass mounted; a Ralli trap, dark blue, red lined, rainbow splashboards fitted to steps, small candle lamp fitted to dashboard ( split across centre), light coloured cushions— BERT POLLARD, age 22, height about 5 ft. 8 in., hair dark, clean shaved, cast in left eye, may be wearing glasses; dress, blue coat and vest, check trousers, black bowler hat. A barber; native of Bristol. Was accompanied by A MAN, age 27, height 5 ft. 8 in., complexion, hair and moustache dark, prominent features, takes quick steps; dress, dark tweed double breasted reefer jacket, wore gold ring on right little finger. They are supposed to have left Oxford, 24th inst., driving in the direc- tion of London. Warrant issued. Informatipn to Supt. Phelps, Chipping Sodbury. 20 — Staple Hill ( CouiUyi. — ANN ROBERTS, Case No. 22, 31st October, 1902. Warrant cancelled. 21.— Bristol ( City).— For stealing a lady's gold Geneva watch, " Walton, South Terrace, Thirsk," engraved inside inner case; 1 lady's gold guard, small links, gold hook at end ; 1 gold foot- ball medal brooch, " 1887 and 1888 " thereon; and £ 10— ERIC DUDLEY LENNOX, age 36 to plexion light, thin nose, hair turning grey ( brushed 40, height 5 ft. 10 or 11 in., slight build, com- up at sides), clean shaved, eyes ( rather full) grey, artificial teeth in front upper jaw; dress, brown Norfolk coat with band, fancy vest with red spots, brown knickers and stockings, brown boots, and plaid cap. Appearance of a theatrical. He calls oil managers of theatres, represents that he has a play which he wishes produced, takes lodgings with theatricals, commits larceny and decamps. Warrant issued. KENT. 23.— Tonbridt$ e ( Court ty\— For assault on Police— FLORENCE DRISCOLL, age 28 to 30, height about 5 ft. 2 in., slight build, hair light brown, very small feet; wearing black clothing. — HENRY DOWNS, age about 26, height about 5 ft. 4 in., slight build, complexion fair, hair ( frizzy in front) light, eyes blue; dress, blue guernsey with yellow stripes, cord trousers, motor cap, heavy nailed boots.— JOHN WILSON, age 23, height 5 ft. 9 in., rather stout build, com- plexion fresh, hair dark brown, small moustache light, eyes blue; dress, light plaid jacket and vest, dark plaid trousers, dark motor cap, heavy nailed boots. Gipsies; well- known in Kent and Sussex. Warrant issued. Information to Supt. Has served in the Navy. Warrant issued. Information to Chief Constable Thornton, Gravesend. LANCASHIRE. 25. — Rochdale < ( lounty).— For stealing from his lodgings at Milnrow, 22nd inst., 1 pair blue serge trousers, cross pockets; 1 blue serge vest; 1 silver watch; 1 do. Albert, curb pattern, swivel broken and tied with white cord; I acetylene bicycle lamp, nearly new, maker, Sor- ton, Hyde Road, Denton — A MAN, age 24 or 25, height 5 ft. 6 or 7 in., slight build; dress, dark check suit, lace boots, wearing silver chain with gold centre silver medal as pendant. Had in his possession a bicycle ( probably stolen), curved handle bars, black handles with ivory centres, 2 brakes, 94 gear. He took lodgings, 21st inst., and stated that he was an electrical engineer employed at the Oldham Waterworks. Absconded 22nd inst. Information to Supt. McQueen, County Police Office, Rochdale. 26. — A fthton- unde*~- Lyn*> ( Boromh). — For failing to report— Licence- holder JOHN KNOWSLEY CASSIDY, alias JOHN KEMP- TON CASSIDY, and JOHN CASSIDY, Office No. 3197- 01, age 38, height 5 ft. 4 in., complexion fresh, hair brown, eyes blue, scar corner of right eye and right side of nose. A labourer; native of Ashton- under- Lyne. Sentenced at Manchester Assizes, 7th April, 1902, to 3 years penal servitude for larceny ( person). Licenced 8th July, 1904. C 200. Information to the Chief Constable, Ashton- under- Lyne. PEMBROKESHIRE. 27 — Haverfordwest Castle ( County) — For failing to appear to bail, charged with larceny— MARY JANE DORROFIELD, alias REYNOLDS, age 34 ( looks older), height 4 ft. II in., complexion fresh, hair dark ( turning grey), eyes light grey, scars each side of face and on bridge of nose, both jaws have been broken, " T. O." inside right forearm, " T. H. Dorrofield " left forearm. A widow; supposed a native of Porth, Glamorganshire. May be accompanied by A MAN, age 40 to 45, height 5 ft. 6 or 7 in., slight build, complexion r> ale, hair black ( turning grey), clean shaved, stammers. Had with him a brown whippet bitch. Warrant issued. Information to the Chief Constable, Haverford- west Castle. SHROPSHIRE. 28— Bridgnorth ( County).— For stealing, 22nd inst., a silver lever watch, No. 32944, " J. W. Benson, London," on dial, " B. Beddoes" scratched inside case, silver chain, curb pattern, with " Miners' Federation " badge, attached— A MAN, who gave the name of JOHN KING, age 30 to 35, height 5 ft. 5 or 6 in., complexion fresh ( freckled), hair and moustache light brown, small eyes, bad teeth; dress, grey jacket, dark vest and trousers, grey cap, light lace boots. Had with him a pneumatic bicycle, which he offered for sale. He seeks employment as a carpenter or joiner, and gives his name as John King. Is identical with man wanted for similar offences at Hereford, Handsworth, and Salisbury, where he gave the name of MATTHEWS. WTarrant issued. Information to Supt.
