All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZMTTB, NEW SCOTLAND YAED, LONDON, S. W. B. Particular* concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. I. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 8. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. A. TIONS. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. A native of Munich, Bavaria. 8.— T Division.— For stealing £ 19 2s. 10d., monies of the Postmaster- General— THOMAS EDWARD THACKER, age 26, height 5 ft. 5 in., complexion fair, hair and moustache sandy, eyes hazel, growth in front of right ear, of smart appearance; dress, blue serge jacket suit, light tie, black bowler hat, tan colour lace boots. An Army Reservist of the 2nd Dorset Regiment. Native of Hounslow. May seek employment as a milkman or baker's assistant. Warrant issued. CITY OF LONDON. 9.— For uttering, 29th ult.. at moneychangers, a number of forged 100 lire Banco di Napoli notes — TWO MEN, ( lst, age 35 to 40, height 5 ft. 7 or 8 iu., complexion sallow, thin face, hair, slight moustache, and pointed beard ( brushed forward) light, spoke Italian and broken English; dress, black morning coat, light trousers, straw hat. 2nd, age 50, height 5 ft. 8 in., moustache and sup- posed side whiskers grey, spoke French with Italian accent; well dressed. On the forged notes the word meaning " Cashier " is spelt " Cassiepe " instead of Cassiere,, the " t" in the words " Decreti Ministeriale " is not crossed on the forged notes; in the name of the printers " Bradbury, Wilkinson A; Co.," at the bottom of the forged notes, the "& " is upside down, and alterations in some of the cipher letters, and additions to the numbers have apparently been made on some with a pen. They may endeavour to utter more of the notes at money changers in London and the provinces. Information to Supt. Stark, 26 Old Jewry, E. C. A YRS HI RE. 10.— Saltcoats ( County).— For stealing, 20tli July last, a horse, harness and lorry ( re- covered)— WALTER HEBSON, age 28, height 5 ft. 8 in., square shoulders, long face, hair dark brown, clean shaved, well educated; dress, slate colour jacket suit, spotted muffler, grey cap, usually wears leggings. A vanman or hawker; native of Leeds. Frequents the South of Scotland and North of England. Warrant issued. Information to the Chief Constable of Ayrshire, Ayr. CHESHIRE. £ 1 REWARD. 11.— Macclesfield ( Borough).— For leav- ing his wife and family chargeable to the Common Fund of the Macclesfield Poor Law Union — JAMES EDWARDS, age 27„ height 5 ft. 8 in., complexion light, hair and moustache brown. A labourer. Warrant issued. The above reward will be paid by the Guardians of the Macclesfield Union for such information as will lead to the arrest of Edwards. DENBIGHSHIRE. 12. — Llanrwst ( uounty).— For deserting his wife and children, leaving them chargeable to the Common Fund of the Llanrwst Union.— JOHN THOMAS HUGHES, age 40, height 5 ft. 9 in., complexion fair, hair light, eyes blue, teeth rather prominent and irregular. DERBYSHIRE. 13— Derby ( Borough).— For stealing £ 14— PETER DAWSON, age about 45, height 5 ft. 5 in., complexion dark, clean shaved, woman tat- tooed on one forearm, woman's head on other; dress, dark mixture coat, dark brown vest with red spots, brass buttons, tight fitting trousers, coloured neckerchief, grey cap with red stripes, brown boots. DEVONSHIRE. 14.— Torquay ( County). — For obtaining money by false pretences at Paignton, 14th July last— JOSEPH McCOY, age 3 » , height 5 ft. 8| in., stout build, complexion fresh, full round fa ce, hair light brown, moustache sandy, may now be clean shaved, large head and feet, eyes blue, short sighted; dress, black or blue- black suit, lounge coat, old red tie, white straw hat with black band, makers " Perkins Bros." inside, blucher boots. HERTFORDSHIRE. 19.- Bishops Stortford ( County)— For embezzlement at Sawbridgeworth— CHARLES ROBERT TOWNSEND, age about 32. height about 5 ft. 10 in., complexion fresh, hair ( bald on top) brown, clean shaved, eyes grey, carries his head erect, very talkative; dress, dark grey striped suit, grey striped bow tie, white straw hat with light colour band, brown boots. An out- fitters' assistant and traveller. Is fond of billiards. Stated he had served in the Yeomanry. Had with him a bicycle. Warrant issued. Information to Supt. ISLE OF ELY. 21.— March ( County\— For obtaining food, lodgings, and cigars by false pretences at a tem- perance hotel, 28th ult.— FREDERICK THOMP SON, age 22, height 5 ft. 10 in., complexion pale, hair light brown ( cut short), slight moustache; dress, black jacket and vest, dark trousers with light stripes, white composition collar and front, black tie, black cap, light box- calf boots. He represented that he was a detective of Rotherham. Warrant issued. Information to Supt. Nixon, March. KENT. 22.— Canterbury ( City).— For larceny— EDWARD CHARLES COOMBER. age 30 to 35, height 5 ft. 6 in., complexion fresh, hair light brown, moustache ( waxed at ends) light, eyes blue, several moles on back, bick of right arm and left groin; dress, dark navy blue jacket suit, black bowler bat. A sergeant of the E- n- t Kent Regiment; native of Brighton. Absconded 28th ult. Warrant issued. WATSON, Office No. 174- 97, age 45, height 5 ft. 4£ in., com- plexion fresh, hair and heavy moustache brown, eyes blue, small scar centre of forehead and back of neck; wearing dark overcoat, black billycock hat, brown leather leggings. A canvasser; native of Withnell, near Chorley. Represented he was the son of a local photographer, obtained orders for enlarging photography, and received payment advance. Has been convicted of similar offences. Sentenced at Blackburn Sessions, 17th October, 1902, to 12 months hard labour for false pretences. Liberated on remission, 2nd September, 1903. 1881. He took lodgings in name of Ern? 6t Webster, advertised several articles for sale through tbe Exchange <£• Mart, and obtained Post Office Money Orders in payment, but failed to forward the goods. He then wrote to various tradesmen, ordered goods to be sent to Parcels Offices at different railway stations till called for and enclosed the above mentioned money orders On the money orders being presented for pay- ment the tradesmen were informed that they were not payable to them, also that they had been stopped. May saek employment as SUSSEX ( East). 35. — Hailsham ( County). — For stealing, 24th ult., a " Atlas" hand sewing machine; 2 counterpanes ; 2 pairs blankets ; 2 pairs of sheets, and 2 pairs of curtains— ELLEN HUDSON FINCH, age 38, height 5 ft. 4 or 5 in., complexion fresh, hair dark brown, eyes dark ; dress, black skirt and bodice with white silk front, black hat, lace boots. A native of Eastbourne. Had in her possession a brown tin box, a canvas covered box, and 2 packing cases. She left Eastbourne, 24th ult., accompanied by her Daughter, age 13, and a Man, age 40, height 5 ft. 7 or 8 in., slight build, complexion sallow, slight moustache light, eyes light, disfigurement of upper lip ; dress, black suit, hard felt hat, lace boots.
