THE POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, AUGUST 19, 1904. VOL. XXI., No. 2154. 1. All communication* for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAMTTB, NBW SCOTLAND YABD, LONDON, S. W. I. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. I. Particulars as to stolen property will be likewise inserted in one issue, if sufficient te enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10j. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force, against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to ot apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. SPECIAL NOTICE. IDENTIFICATION OF PRISONERS. THE EDITOR requests that Chief Officers of Police, when forwarding for identification by the Metropolitan Police the Photographs and descrip- tive forms of Persons in custody, will please see that the specific offence is stated, e. g. :— Stealing £ 1,000 from bank ; stealing pair of boots from shop door ; stealing bale of silk, van unattended, & c., & c. This may often prove a ready means of recognition, and Judges have recently complained of the absence of such particulars in dealing with previous convictions. APPREHENSIONS SOUGHT. Warrant issued. 3.— P Division . — For stealing a quantity of furnitm- e, while employed as housekeeper— GERTIE TAYLOR, alias MORRIS, age 30, height 5 ft., complexion sallow, hair and eyes dark, lame right leg through contracted hip; dress, black skirt, light bodice, black straw sailor hat. A native of Snettisham, Norfolk. Warrant issued. 4.—^ Division.— For obtaining food and lodgings by false pretences— — ADAMS, a man of colour, age 35 to 40, height 5 ft. 8 in., hair ( curly) black, eyes blood- shot, very deaf; dress, navy blue suit, double- breasted vest, grey soft felt hat, " Borsaline " in gold letters on band inside, lace boots. Supposed native of South America. Warrant issued. ft.— Division.— For obtaining a watch, chain, and ring by fraud; also for failing to report — Licence- holder GEORGE LYSTER, alais GEORGE FISHER, GEORGE LISTER, and WALTER MORRIS, Office No. 2056- 02, age 34, height 5 ft. in., slight build, complexion fresh, hair ( thin in front) and moustache dark brown, eyes hazel, jagged scar 1st joint right thumb, scar each side head, 4 moles left forearm and 1 back neck, nose bent to right at tip; dress, dark clothes, sometimes wears a cap ; a native of London. May en- deavour to leave the country. Sentenced at Central Criminal Court, 24th October, 1898, to 5 years penal servitude for larceny. Licenced 7th July, 1904. S Y 37. Warrant issued. BEDFORDSHIRE. l.— Sharnbrook ( County).— For stealing £ 6 lis. 4d., 4th inst., at Tettenhall— PERCY CRAIG, age 22, height 5 ft. 4 or 5 in., complexion fresh, hair and slight moustache black, cataract in left eye ( blind), right eye dark brown; dress, brown suit, canvas shoes, cap. A native of Aus- tralia; has served as a seaman. Warrant issued. Information to Inspector Nottingham, Sharn- brook. fc.— Bedford ( Borough).— For embezzle- ment— ERNEST L. MANN, age about 40, height about 5 ft. 8 in., complexion fair, hair ( bald on top) and slight moustache ( curled at ends) light, of military appearance; wearing dark clothes, panama hat. Has been employed as a club steward. Warrant issued. 9 — Bedford < Borough).— For stealing on or about 22nd June last, a 12 by 10 new camera, 1 darlot lens, 1 rose lens with shutter, and brown canvas bag and tripod— FRANK DUDLEY, alias FRED CHAPMAN, age about 45, height about 5 ft. 9 in., complexion fresh, hair and moustache dark ( turning grey), birth mark right side of neck; dress, blue double- breasted serge suit, white straw hat, wears pince- nez. BERKSHIRE. 10.— Reading ( County).— For stealing, 13th inst., 72 bottles ( recovered)— TWO MEN ( 1st, age about 30, height 5 ft. 10 or 11 in., round shoulders, clean shaved, thin face, scar over right eyebrow; dress, light plaid jacket and vest, dark trousers, dark plaid cap. 2nd, age about 25, height 5 ft. 5 or 6 in., complexion fair, thin face; dress, dark chocolate colour jacket and vest ( red lining in jacket), cord trousers, light plaid cap. Had with them a brown fast trotting pony, and coster's brown cart, boarded sides, " Goodall, Kingston," thereon. Information to Supt. Davis, County Police Office, Reading. DURHAM. 13.— Sunderland ( Boiouyh).— For feloni- ously wounding with intent to do grievous bodily harm, 4th inst. — ERNEST CASSINELLI, an Italian, age about 30, height about 6 ft., well built, complexion swarthy, hair and moustache black, may now be growing a beard, of smart appearance; dress, black suit, cap, lace boots. An engine fitter, for the past 5 years has travelled the country with ice cream or with a street organ. Warrant issued. Information to the Chief Constable, Sunderland. ESSEX. 14.— Chelmsford ( County).— For obtain- ing £ 10 10s. by talse pretences, 27th ult.— A MAN, who gave the name of CHARLES FRANKLIN, age about 40, height 5 ft. 3 or 4 in. stout build, hair ( bald from front to back of head) and moustache dark brown ; dress, black frock coat, black trousers, black tie, high hat, wore a silver watch with gold chain. lie represented himself as a French Canadian and the London representative of an American Shipping Trust, and stated that he wanted to purchase property in this country. He stayed 4 days at a hotel and obtained from the proprietor change for a cheque for £ 10 10s. drawn by C. L. Meiers, in favour of Ch. Franklin, on the International Bank of London, East End Branch, where it has since been ascertained he has no account. Warrant issued. Information to Deputy Chief Constable Somer- set, Chelmsford. Information to Supt, Hawkins, Aldershot. 16— Bournemouth ( County).— For steal- ing a 9 ct. gold shield signet ring; 1 black cheviot cloth overcoat, fly front, raised cuffs, black cloth covered buttons— HARRY WAREHAM, age 20, height 5 ft. 7 or 8 in., complexion fresh, hair dark brown, slight moustache dark, eyes hazel, swallow with letter in beak left forearm, dagger right fore- arm; dress, grey and green Norfolk jacket, blue and white check trousers, red tie, grey speckled cap, lace boots. MURPHY, age about 35 years, height 5 ft. 6 in., complexion fresh, hair and moustache light; dress, blue serge suit, black bowler hat, lace boots. Stated he was a traveller. Warrant issued. HERTFORDSHIRE. 18.— Hitchin ( County).— For stealing, 8tb inst., at Letchworth, 2 shovels ( recovered)— — DUNCAN, age 35, height 5 ft. 7 or 8 in., complexion fair, hair, moustache, and beard ( about a week's growth) brown; dress, dark jacket and guernsey, light trousers, dark grey cap, old boots; a labourer. 19.— Hitchin ( County).— For deserting his wife aud 4 children, 20th ult., leaving them charge- able to the common funds of the Hitchin Union Workhouse— WILLIAM UNDERWOOD, age 34, height 5 ft. 1 or 2 in., stout build, complexion sallow, hair ( wavy), beard, and moustache dark brown, eyes grey, cut scar right forearm, swinging gait; dress, blue serge suit, white straw hat, black band, lace boots. A shoemaker; native of Steven- age, Herts. Warrant issued. Information to the Deputy Chief Constable of Herts, Hitchin. CLARKE, age about 28, height 5 ft. 9 or 10 in., complexion fresh, hair brown, slight moustache light, right leg stiff when walking owing to injury to knee- cap; dress, dark jacket suit with light stripe. Information to Chief Constable Farmery, West- gate, Canterbury. 21.— Ramsgate ( Borough).— For stealing a " Swift" bicycle, free wheel, 25 in. frame, plated rims, Bowden brake back wheel, Crabbe brake with push- down thumb lever to front wheel, Brampton No. 1 saddle, " No. 176649" on seat lug, tool bag fixed in frame, transfer on sloping tube, " Philpot, Canterbury and Ramgate," with rampant horse in centre— A MAN, who gave the name of W. A. CLEMENTS, age 28 to 30, height 5 ft. 8 in., clean shaved; dress, grey flannel suit, panama hat, brown button boots, wore ring on right little finger. Warrant issued. Information to the Chief Constable, Ramsgate. LANARKSHIRE. 22 — Glasgow ( City).— For stealing rubber tyres and rubber tyred wheels to the value of £ 230— THOMAS H. WILKINSON, age 39, height 5 ft. 6 or 7 in., stout build, long face, hook nose, hair brown, moustache dark, rash mark on forehead, slightly lame, speaks with English accent, addicted to drink; dress, blue cord jacket and vest, light check trouesrs, felt hat. Was em- ployed as manager by the Glasgow Rubber Com- pany. Absconded 30th ult., is supposed to have a considerable amount of money in his possession. May endeavour to leave the country. LANCASHIRE. 23.— Ulverston ( County). — For rioting, 25th ult., at Seathwaite— JAMES BURNS, age 30, height 5 ft. 9 in., complexion fresh, hair and moustache dark brown, eyes grey, prominent mouth; dress, black jacket and vest, cord trousers, cap, sharp pointed clogs— THOMAS BURNS, age 22, height 5 ft. 6 in., complexion dark, hair dark browu, eyes hazel. Natives of Millom. May seek employment on public works. Warrants issued. Information to Supt. NORFOLK. 26.— Norwich ( City).— For stealing 2 pairs socks, 1 tobacco pouch, and 12s. from his lodgings, 3rd inst.— WILLIAM CHAPMAN, age 23, height 5 ft, 10 or 11 in., stoops, complexion fresh, hair dark brown, clean shaved, eyes brown, large feet, walks badly; dress, brown jacket and vest, dark trousers with light stripe, white spotted tie, dark cap, old boots, wearing a red web belt. Native of Rotherham, Yorks. 27.— Norwich ( City). — For stealing, 4th inst., a dark brown mare pony, chipped knees, cut scar above off knee; brass mounted harness; and a square light spring cart— GEORGE PAGE ( sup- posed false), age 20 to 22, height 5 ft. 7 or 8 in., complexion dark, clean shaved; dress, black vest, brown sleeves, brown wide cord trousers, hob- nailed boots, blue and white silk wrapper, dark cap. Native of Bungay, Suffolk. Sings at public- houses. Information to the Chief Constable, Guildhall, Norwich. NO TTINGHA IMS HIRE. 28.— Nottingham ( County).— For obtain- ing food and lodgings by false pretences at Rudd- ington, 12th inst.— A MAN, who gave the name of WILLIAM CHAMBERS, age 55 to 60, height 5 ft. 2 or 3 in., red face and nose, long features, hair ( bald on top) grey; dress, dark jacket suit, blue collar, blue tie with white spots, grey cap. He represented that he was a Government Inspector of Sewerage, and that he had a pony and trap, which he had left at Derby. Warrant issued. Information to Deputy Chief Constable Harrop, Nottingham. OXFORDSHIRE. 29. — Banbury ( Borough). — Bor stealing from his lodgings, 9th inst., a silver watch, " H. Samuels, Manchester," on dial, and 8s.— FREDERICK ADAMS, alius FREDERICK POVEY, CLAUDE, and ROBERTS, and GEORGE EVANS, age 29, height 5 ft. lit in., complexion ( sunburnt) fresh, hair light brown, eyes grey, small brown mole near nose, cut scar upper lip, cross, " G. R. EFC " outside left forearm, " LE " and heart, pierced heart with dagger back left hand, 2 bullet wo nds left shoulder; dress, new dark striped suit, silk tie, black and white Alpine hat, tan colour gloves. A native of Ireland. Had with him a bicycle. He described himself as Sergeant Fred- erick Adams, V. C., and was wearing sergeant's khaki uniform of the R. A. and an imitation V. C. and S. African and Soudan war medal ribbous; after committing above offence he proceeded to Loughborough, where he obtained the above de- scribed clothing and discarded the uniform. Sen- tenced at Bristol, 27th November, 1902, to 4 months imprisonment for obtaining goods and money by false pretences, and at Warwick, 6th December, 1902, to 9 months for forgery ( to follow Bristol conviction). Information to Chief Constable Hatcher, Ban- bury. SOMERSETSHIRE . £ 5 REWARD. 30.— Dunster ( County).— For deserting his wife and 5 children, leaving them chargeable to the Common Fund of the Williton Union, in October last— DANIEL EMERY, age 29, height 5 ft. 7 in., complexion fresh, hair dark brown, eyes blue, scar on calf of one leg, speaks with Devonshire accent, addicted to drink ; usually wears navy blue suit. Warrant issued. The above reward will be paid by the Guardians of the Williton Union, to any person giving such information as will lead to the arrest of Emery. Information to Supt. Perry, Dunster. if TA FFOROSHIRE. 31.— Brier ley Hill ( County).— For em- bezzling £ 7 1- 1 s.— WILLIAM ALBERT TAY- LOR. age 27, height 5 ft. 6 in., rather stout build, slightly bow legged, complexion fresh, hair dark brown, heavy moustache, eyes dark ; dress, dark jacket, dark cycling knickers, brown stockings, dark motor cap, lace boots. Supposed a native of Atherstone. Is a reservist of the West Yorkshire Regiment- Warrant issued. Information to the Chief Constable, Stafford; or to Supt. Johson, Brierley Hill. SUSSEX ( East). 32.— Hastings ( Borough).— For attempted murder— TWO MEN ( lst, age about 22, height about 5 ft. 4 in., complexion pale, long nose, high cheek bones; dress, dark suit, white straw hat. 2nd, age 23 or 24, height about 5 ft. 6 in., com- plexion pale, hair dark, slight side whiskers; dress, dark jacket and vest, light trousers, hard felt hat). JO ' N MANN, age 40, height 5 ft. 7 or 8 in., compltxi n and hair ( turning grey) dark, eyes ( email and piercing) dark brown, slight growth back of ncck, sailor and fish one forearm, flower in pot and anchor on other, little fingers slightly contracted ; dress, blue jacket suit, black hard felt bat, fawn colour mackintosh, brown boots and motor legg- ings. A native of Framlingham, Suffolk. Warrant issued. Information to be forwarded to the Metropolitai Police Office, New Scotland Yard, S. W. DE VONSHIRE. 31. — Exeter ( County). — For obtaining cheques to the value of £ 48 by false pretences, at Bovey Tracey, about 29th September, 1903— ARTHUR ESMONDE LORAINE, age about 40, height 5 ft. 6 in., stout build, complexion fresh, hair brown, usually wears a moustache, eyes grey, flat feet, slightly lame, turns feet outwards. He wrote to a lady, and represented that he was applying for money for the relief of the poor at Bury during the " cotton corner," and other pur- poses. At time of offence, he resided at Bury, where he traded as the Royal Rational Remedy Co., Bury and Huddersfiekl, and sold a patent medicine styled " Royal Rational Remedies." Warrant issued. Information to Supt. Wood, Chudleigh.
