GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JULY 29, 1904. VOL. XXI., No. 2148. 2. All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOE or THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. I. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and, of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10a. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. I 7- 8. 9. 10. 11. 12. 13. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. Announcements of ull persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the psjp* r only; they must he in the usual form, and accompanied by a covering letter. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Strtet Post Office. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. In most cases in which Licence- holders and Supervisees residing in the Provinces fail to report themselves and whose arrest is con- sequently desired, the- Editor is requested to insert the particulars in the GAZETTE. Arrests on such informations are made subsequently, but the particulars are not always forwarded for the purpose of the original information being can- celled as required by Rule 9 of the Regulations; the Editor therefore desires to call special atten- tion to this matter with a view to the Rule mentioned being invariably acted upon. Warrant issued. 2.— G Division.— For stealing and receiv- ing jewellery, value £ 2.000 ( concerned with Marie Matthaler, Case No. 2, 3rd ult.) — RUDOLPH GUSTAYE KRUGER, a German, age 35 to 40, height 5 ft. 2 in., complexion fair, hair and mous- tache ( turned up at ends) light, eyes blue, walks quickly ; dress, dark blue suit with white stripes, black hard felt hat. A bootmaker. Warrant issued. 3.— K Division.— For carnal knowledge— ROBERT EN'GLEY, age 40, height 5 ft. 2 in., slight build, complexion ruddy, sunburnt, hair dark brown, eyes grey, small mole left side neck, dot in blue ink inside right wrist; dress, dark blue serge jacket and vest, dark green trousers, dark tweed cap, lace boots, wearing silver curb chain and lady's gun metal watch. A native of Canning Town. Warrant issued. 4. — N Division. — For embezzling £ 2 16s. — GEORGE DOWNES, age 25, height 5 It. in., complexion pale, thin face, hair brown, att joed on arms and chest; dress, dark jacket suit, peak cap, lace boots. Warrant issued. 5. — N Division.— For embezzlement — WILLIAM FOULSINSON. age 22, height 5 ft. 10 in., complexion fresh, bair light, eyes blue, of good address ; dress, black coat and vest, dark grey trousers, red tie, bowler hat, lace boots. Warrant issued. 6.— W Division.— For stealing about £ 14 from his lodgings, 19th inst. — Licence- holder JOSEPH REED, alias JOSEPH READ, Office No. 1883- 99, Tabular form, lst inst., and supposed identical with MAN described in Case No. 15, 22nd inst., age 29, height 5 ft. 6 in., complexion fresh, hair dark, clean shaved, eyes dirk gr y, mole right side face, blue dot back left wrist, left forearm has been broken; dress, light flannel jacket ( faint blue stripes), dark trousers and cap, shoes ( rubber heels). An iron moulder ; native of Bedfordshire. Left behind a bicycle, " The Morland" on head, flat handle bars, plunger brake, rubber pedals, Clifton tyre front wheel, Fluitt tubeless on back, fixed gear, Middle- more saddle, enamelled black. KENT. 26.— Dartford ( County).—> or obtaining £ 2 by false pretences, 6th inst. — FRANK BEECROFT ( supposed false), age 35, height 5 ft., complexion light, hair dark ; dress, light check suit. He stated he was foreman to a firm of electrical engineers, Kingston, and was doing work at the Electric Light Works, Dartford, had a telegram sent to Beecroft, Booking Office, Dart- ford, directing him to obtain more pay if necessary, whereby he received the above amount from the booking clerk. Kemp, Davtford. 27. — Ramsgat& ( Borough). — For obtain- ing <£ 10 by a fictitious cheque, drawn on the Cole- man Street Branch of the London City and Mid- land Bank, Limited, in favour of G. E. C. Burnand, Esq., signed Ackermann and Co.— A MAN, age 30 TO 35, height i ) ft. 8 or 9 in., thick set, com- plexion and hair dark, clean shaved; dress, dark suit, fawn colour cap, new brown boots, wearing gold Albert chain, with medal attached. He called at a house, 26th inst., and obtained the names of tradesmen by representing that his employer had taken an adjoining house, then shortly afterwards called on a butcher, presented the above described cheque, for which he obtained cash on the representation that he came from the residence of a customer. Is identical with MAN wanted at several places for similar offences. Warrant issued. A. L."— A MAN, age about 50, height 5 ft. 11 in. or 6 ft., well built, complexion fresh, hair light ( turning grey), clean shaved, speaks with American accent, of military appear- ance; dress, navy blue serge suit, brown shoes, white Alipne hat. He was traced to Pangbourne, Berks, on 16th inst. ( Supposed identical with MAN, Case No. 9, 4th September, 1903.) May be accompanied by a woman. Information to Supt.
