GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JULY 15, 1904. VOL. XXI., No. 2144. 1. All communications for insertion in the POLICE GAZETTE, and all communi- cations relating to them, should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZBTTE, if they are sufficient to enable action to be taken upon them by another force. 5. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s to 10s. A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. A. TI O 3V S. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. In most cases in which Licence- holders and Supervisees residing in the Provinces fail to report themselves and whose arrest is con- sequently desired, the Editor is requested to insert the particulars in the GAZETTE. Arrests on such informations are made subsequently, but the particulars are not always forwarded for the purpose of the original information being can- celled as required by Rule 9 of the Regulations ; the Editor therefore desires to call special atten- tion to this matter with a view to the Rule mentioned being invariably acted upon. JENKINSON, age 50, height 5 ft. 7 in., complexion fresh, hair and moustache light brown ( turning grey), right eye supposed artificial. Can speak French and German fluently. CA RNA R VONSHIRE. 1— Bangor ( County). — For stealing, 24th ult., a ' Bradbury" bicycle, No. 22639— HAROLD ISAAC PARKER, age 44, height 6 ft. 1 in., com- plexion fresh, hair dark brown, eyes hazel, scar left forearm, cut mark left cheek, wart left side of face, cut mark on forehead, scar front of neck; dress, blue serge suit. A native of Salop. He Bella umbrellas, watches & c.. at markets or fairs. Was sentenced to 3 months imprisonment at Salford, 10th August, 1903, for attempting to obtain money by a worthless bill of exchange. Warrant issued. Gay" ; 1 hair brush, ivory back ; 2 flannelette nightdresses; 1 silk handkerchief; 1 pair nail scissors; and a dark brown mail cart— A WOMAN, who gave the name of DOUGLAS, age about 28, height 5 ft. 3 in., complexion and hair ( long) dark, of delicate appearance, suffers with a bad cough, lost front teeth in upper jaw except one large prominent tooth on each side ; dress, black short coat and skirt, pink blouse and new shape sailor hat; was accompanied by a Boy, about 4 years of age, who is very talkative, and calls himself Eddie. A native of South Benfleet. May endeavour to leave the country. Warrant issued. S WATKINS, age 28 to 30, height about 5 ft, 6 in., well built, complexion dark, hair ( slightly turning grey) and heavy moustache black, well educated, of smart appear- ance. Supposed a native of Pontypool. May seek employment as a clerk or cashier. Warrant issued. Information to the Chief Constable, Swansea. GLOUCESTERSHIRE. 16.- Cheltenham ( County).— For obtain- ing, by false pretences, 3rd ult., a light grey check suit; 1 striped alpaca jacket ; 1 pair white trousers; 1 pair brown imitation pants ; 1 pair grey cycling knickers with buckle and strap; 2 pairs fancy cycling stockings; 2 white shirts, marked " Berlin " ; 2 striped do. ; 1 sash, marked " The King"; 5 collars; 2 handkerchiefs, coloured borders; 1 umbrella, cherrywood curved handle— JESSE CAMBRIDGE, alias F. S. CAMBRIDGE, age 25, height 5 ft. 9 in., hair and moustache dark brown, eyes blue, well educated, plausible manner; dress, long grey overcoat, supposed blue suit, cap with peak, may be wearing some of the stolen clothing. A labourer; native of Gloucester. Has been con- victed of fraud at Gloucester, Gosport, Sheffield, Devizes, Newport ( Mon.), and London. Photograph can be seen on application. Warrant issued. Hopkins, Cheltenham. 17.— Gloucester ( County).— For failing to report— Supervisee ERNEST SPENCER, alias ERNEST NEWBY, ERNEST EDGAR YARLEY, and SAMUEL SMITH, Office No. 976- 04, age 25, height 5 ft. 1 £ in., complexion fresh, hair brown, eyes grey, soar on forehead and back right fore- finger, lumps back each ear, 2 moles right fore- arm ; dress, darl^ suit, straw hat. A pianoforte tuner; native of Huddersfield. Sentenced at Gloucester County Quarter Sessions, 21st October, 1903, to 6 months hard labour and 2 years police supervision for stealing a bicycle. Has also been convicted at Northallerton, Dewsbury, York (' ity), and Nuneaton. Liberated on 23rd June, 1904. Information to Deputy Chief Constable Harrison, Gloucester. HAMPSHIRE. 18.— Peters field ( County).— I? or stealing, 30th ult., at Longmoor Camp, a gold curb pattern watch chain, seal with dark square stone at bottom attached; and £ 15— WILLIAM JONES, age 22, height 5 ft. 9 in., slight build, complexion fresh, hair ( inclined to curly) light brown, scar on right temple, 2 or 3 dots tattooed right fore- arm. Is a deserter from the 2nd Lancashire Fusiliers,' absconded 30th ult., wearing field service uniform. Warrant issued. Information to Supt. King, Petersfield. 19. — Southampton ( Borough). — For stealing a silver watch, 1 gold chain, 1 gold ring and £ 6 10s. — JOHN NELSON, alias JOHN BOSWELL, age 40, height 5 ft. 10 in., com- plexion fresh, hair light, lisps slightly. A ship's doctors' assistant; native of Hamburg, speaks good English. Warrant issued. 20. — Southampton ( Borough). — For stealing a plain gold ring and £ 3— FLORENCE MORRON, age 14, height 5 ft., complexion fresh, hair auburn ; dress, brown dress, white straw hat. A native of Dublin. Warrant issued. 21.— Southampton ( Borough).— For steal- ing £ 4- WILLIAM ARNOLD, alias EDWARDS, age 35, height 5 ft. 3 or 4 in., rather stout build, complexion dark, hair dark brown, clean shaved, eyes small, prominent chin, sharp pointed nose, of naval appearance ; dress, black jacket, dark blue serge trousers and vest, lace boots. A ship's cook ; native of Portsmouth. Warrant issued. Information to the Chief Constable, Southamp- ton. HER TFORDSHIRE. 22.— Ware ( County).— For stealing £ 15, 26th ult., at Hoddesdon — SAMUEL, alias GEORGE COURTN H. Y, age 21, height 5 ft. 2 in., complexion fresh, hair sandy, eyes dark, upper teeth artificial; dress, dark grey coat and vest, dark trousers, grey tie, straw hat with coloured band, brown boots. A waiter. May be found selling cheap music and songs. Warrant issued. Information to Supt. Duke, Ware. 23. — Watford ( County). — For embezzle- ment, 11th ult.— THOMAS WINTERS, age 24, height 5 ft. 6 in., complexion swarthy, hair and eyes dark, birthmarks back of both hands, springy gait, takes short steps; supposed wearing dark tweed suit and cap. A butcher's assistant; native of Northampton. Warrant issued. Information to Supt. Wood, Watford. KENT. 2±.— Tonhridge ( County).— For stealing, 6th inst., 2 gold bar bracelets with true lovers' knot in centre; 1 gold chain bracelet with coins attached all round ; 1 gold bar brooch ; 1 lady's gold watch and chain, " Miss L. Martin, given to her as a token of respect, Aug. 1902" engraved thereon— S. CLARKE MORTON, age about 27, height 5 ft. 7 or 8 in., complexion, hair, and eyes dark, clean shaved, one front tooth in upper jaw much decayed ; dress, blue serge suit, white straw hat with black band, carried a dark dust overcoat and stick. LANARKSHIRE- 25. — Glasgow ( City). — For stealing a bicycle, 7th May last— DAVID PURVIS, age 34, height 5 ft. 9 in., complexion fresh, hair and moustache sandy, of good address and smart appear- ance. An engineer; native of Renton. Has been previously convicted. Warrant issued. 26.— Glasgow ( City).— For obtaining credit to the amount of £ 234 18s. 9d., between 24th March and 29th April, 190 J, while an undis- charged bankrupt— JOHN GIBB, age 68, height 5 ft. 3 or 4 in., stout build, full face, full beard grey, wears gold glasses, of smart appearance. A commission agent. Is well known to merchants and dealers in rubber goods. Warrant issued. Information to the Chief Constable, Detective Department, Glasgow. LANCASHIRE. 27.— L ii/ orpool ( City).— For larceny ( lodgings)— A MAN, who gave the names of MURRAY, ROBINSON, BLACK, TAYLOR, CLARKE, and FORD, age 30 to 40, height 5 ft. 4 to 6 in., slight build, round shoulders, com- plexion ruddy, thin face, prominent cheek bones, hair dark brown, moustache sandy, deep dimple in chin, of consumptive appearance, speaks with Scotch accent ; dress, black suit, blue bow tie, hard felt hat. He represented himself as a customs officer and shipping clerk, and had been transferred from Glasgow to Liverpool. Appears to know Dublin, Belfast, Glasgow, Edinburgh, Newcastle, Sunderland, and Leeds. He takes lodgings and leaves the following morning ostensibly to purchase a paper, or send a telegram respecting luggage. Information to the Head Constable, Detective Department, Liverpool. 28.— Manchester ( City)— For failing to report— HERBERT AUSTIN, alias ALBERT EDWARD WILSON and ALBERT WILSON, Office No. 3193- 01, age 30, height 5 ft. 3£ in., complexion fresh, hair auburn, eyes blue, scar on edge of right hand and on Ist joint of 2nd right finger, nail of which is deformed. A labourer; native of Hanley. Sentenced at Stafford Assizes, 4th March, lV) 02, to 3 years penal servitude for larceny and obtaining food by false pretences. Licenced 4th June, 1904. C 69.— Licence- holder JAMES ARMSTRONG, alias JOSEPH NORRIS and JOSEPH MORRIS, Office No. 1656- 03, age 56, height 5 ft. 3£ in., complexion fresh, hair and eyes grey, anchor, " J N T H," and faint marks back left forearm, anchor between left thumb and finger, tattoo mark 2nd right finger. A painter; native of Prestwick. Sentenced at Manchester Quarter Sessions, 19th February, 1900, to 5 years penal servitude for obtaining money by false pretences. Licenced 20ih November, 1903. Information to the ChieL Constable, Manchester. £ 5 REWARD. 29.— Oldham ( Borough). — For failing to appear to a summons for two offences under the Food and Drugs' Act— MICHAEL MORAN, age 45, height 5 ft. 8 or 9 in., complexion fresh, con- siderably wrinkled, hair light brown, deep cut circular scar above chin, speaks with Irish accent. He was in charge of a provision shop in this borough. Warrant issued. The above revard will be paid by the Health Committee of the Corporation, Oldham, to any person giving such information as will lead to the apprehension of Moran. Information to the Chief Constable, Oldham 30.— Warrington ( Borough).— For steal- ing lead— WILLIAM SMITH, age 30, height 5 ft. 9 or 10 in., complexion dark, hair and moustache dark brown, eyes blue ; dress, black jacket and vest, moleskin or cord trousers, blue cap, old lace boots. METROPOLITAN POLICE DISTRICT 31.— Criminal Investigation De partmentm— For obtaining food and lodgings by false pretences— DICK VINCENT, alias VINCETT and PRINCE CETEWAYO, age 26 he'ght 5 ft. 7 or 8 in., complexion and hair black; dress, frock coat suit, silk hat. A native of the West Indies. States he is a son of the late Zulu King. Occasionally travels in the Provinces with concert parties. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard. S. W. LANARKSHIRE. 3.2.— Glasgow ( City).— For obtaining money from shopkeepers by worthless cheques— Licence- holder JOHN MEREDITH, alias JOHN GRAY, Office No. 359- 03, Case No. 20, 24th June last, age 35, height 5 ft. 7| in., complexion fresh, hair dark brown, eyes dark blue ( yellow spots there- on), full face, much tanned, scar left jaw ( close to ear), faint dots between each thumb and finger, mole back of neck ; dressed when last seen in a blue striped flannel or tweed suit, folding down collar. A seaman ; native of Aberdeen. This man represents that he is a captain or chief engineer on board a ship which has just arrived in port, and is in want of money to pay some of his hands, & c. He obtained a cheque book from the CHydesdale Bank here, containing 10 cheques, Nos. 2205761 to 2205770 inclusive, by presenting a customer's card, and has succeeded in passing several of these cheques in England. Sentenced at Liverpool Assizes, 27th November, 1900, to 3 years penal servitude for forgery and fraud. Liberated on 2nd licence, 25th May, 1901, which expires 28th inst. a 43*. Warrant issued. LEICES TERSHIREm 33.— Leicester ( Borough).— For attempted sodomy and gross indecency, 20th ult.— FREDERICK WILLIAM WRIGHT, ago about 33, height 5 ft. 7 or 8 in., well built, rather stout, hair dark red, round ruddy face, eyes brown, clean shaved, of good address ; a good swimmer and plunger, visits public swimming baths. Native of Leicester. Has been engaged as a curate. Warrant issued. Information to the Head Constable, Leicester. He calls on photographers, stites he is gardener to a well known gentleman, and hands in a written order to photograph a group of 20 ( size 12 by 10) at his master's house, after gaining the confidence of the photographer he represents that he has run short of money, and succeeds in obtaining an advance. The order is subsequently discovered to be a fraud. Sentenced at North London Sessions, 7th July, 1903, to 9 months hard labour for obtaining money by false pretences, has also been convicted at Usk, Bristol, Gioster, Bath, Newport, Here- ford, Portsmouth, and Cambridge.
