All communications for insertion in the POUCE GAZETTE, and all communi- cations relating la Hu m, should be addnssed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the 1' OI. ICE GAZETTE, if tin y are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is offered, the name and address of some person responsible for the payment must be given, and the exact conditions must be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be inserted at a cost of 7s. per portrait, and of 5s. per photograph or sketch of a stolen article, unless the article is large or unusually intricate, when the engraver's charge will range from 5s. to 10 « . A remittance of 5s. should be made in the first instance for cost of engraving sketches. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and if the name of such person is required to be inserted and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. A. TIOXS, 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and as far as practicable they are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement, for insertion in the next issue. 10. In all cases the officer signing the request for the insertion of any announcement will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only; they must be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by Postal Order, or by Post Office Order, payable at Parliament Street Post Office. 13. Announcements concerning property lost or persons missing can only be accepted on payment; and the charges for the insertion of the same will be given on application. The following is a copy of the order which governs the circulation, by the Metropolitan Police of advertisements, or reward bills, for the discovery of property or the detection of crime. The Editor inserts it, in hope of preventing delays which some times occur in publishing such notices, on account of their not being in accordance with the regula- tions in force in the Metropolis :— 1.— Printed hand- bills, or other advertisements, offering reward for the discovery ul property or the detection of crime, whether printed and isfued by the Aletropolitan Police, or distributed and exhibited, with the sanction of the Commis- sioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points :— ( u) The amount of the reward. ( 6) The conditions on which it is payable. ( c) The name and address of the person by whom it will be paid. ( d) The name and address of the printer must appear thereon. 2.— No expression must be used in such an advertisement in relation lo property stolen, or criminally taken or disposed of, holdine out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. Attention is part icularlydirected to the conditions ( a) to ( d), clause 1, as Police Notices ai- e constantly being received by the Metropolitan Police in which the conditions mentioned have not been complied with, especially those marked ( a) and ( c). Such notices are not distributed. NOTE.— There are 190 Statums of the Metro- politan Police Force at which Notices can be posted. Stated he was a wholesale poulterer, advertised for a clerk, and induced an applicant to deposit £ 10 as security. Supposed a native of Wrexham. Warrant issued. 3. — D Division.— For obtaining furniture by false pretences— EDWARD GEISEE, alias WILLIAM WATSON, age about 30, height 5 ft. 6 or 7 in., complexion, hair and moustache dark, full face; dress, dark jacket suit, black hard felt hat. Accompanied by A WOMAN, age about 28, height 5 ft. 5 in.; usually wears a dark cape. Stated he was a French Canadian. He advertised for a wife, got into com- munication with a woman of means, and after a brief acquaintanceship induced her to marry him; shortly afterwards possessed himself of her property and absconded. LANCASHIRE. 17. — Ormskirk ( » runty). — For la crny ( bailee), and obtaining £ 10' by false pretences between 21st May and 8th inst.— A MAN, who gave the names of H. GEHRAU and HANS BROWN ( supposed a German), age about 26, height about 5 ft. 6 in., slight build, complexion sallow, delicate appearance, hair and slight mous- tache ( curled at ends) dark; dres, blue serge jacket and vest, dark trousers with fa lit grey stripe patent leather boots, dark cap. speaks with German accent. Appearance of a waiter or chef. Was accompanied by A WOMAN, age about 26, hair ( worn full each side of forehead) light; dres.':, light f- length coat, black dress, sailor hat. trimmed cream material and red velvet, sometimes wears a tam-' o- shanter. Appearance of an actress. On 21st ult., he rented a small furnished house at Birkdale, and pledged at Southport, clocks, tea- sets, bed clothing, linen, and other articles that he could conveniently carry out of the house. On 8th inst., he sold the whole of the furniture to a broker, from whom he obtained £ 10 on account, and absconded. He also hired bicycles, which he after- wards disposed of to brokers, getting on each bicycle a loan. Warrant issued. Information to Supt. Is fond of billiards. An insurance canvasser and collector; native of Paddington, London. Formerly a pawnbroker's manager; well known at Bradford and Grimsby. Has been to America. Warrant issued. A rag and bone gatherer cr labourer. May seek employment on public works. Warrant issued. 25.— Oswestry ( County).— For absconding from Morda Union, 18th April last, with Union clothing— JAMES PURCELL, age about 68, height 5 ft. 8 or 9 in., bow legged, complexion ruddy, side whiskers, peculiar eyes, awkward gait; dress, grey jacket and vest, cord trousers, lace boots. Lewis, Oswestry. 5 TA FFORDSHIRE. 26. — Lichfield ( County).— For rape, at Tamworth, 21st ult.— THOMAS PROFFITT, age 27 ( looks older), height 5 ft. 7 in., complexion sallow, hair ( curly in front) black, moustache and eyes dark brown, anchor and cross back of right wrist, cross and pedestal left forearm, rings tattooed on left fingers, varicose veins right leg ; dress, grey suit, grey motor cap, turned down collar, " E. Williamson " in ink on inside, button b ots. Warrant issued. Information to Supt. Barrett, Lichfield. 27.— Longton ( County).— For fraud, 25th ult.— TWO MEN ( lst, age about 26, height 5 ft. 6 in., stout build, complexion sallow, hair dark; wearing long fawn colour or grey overcoat, hard hat, brown lace boots. 2nd, age about 30, height 5 ft. 5 or 6 in., complexion fresh; wearing black over- coat, hard hat, dark tie.) They solicited orders and agencies for teas, obtained money by leaving a packet, and stating that customers would receive £ 1 if they allowed their names to be printed on their advertisement handbills, which they distribute, showing the free gifts offered and names of persons who are supposed to have received presents. The first described signed himself " J. W. Wilson," and the second, " F. Norris." Warrant issued. Information to Supt. Oakden, Longton. SUSSEX ( East). 28.— Eastbourne ( Borough).— For obtain- ing 9s. 6d. by false pretences, 27th April last— A MAN, who gave name of C. J. SANDERS, correct name supposed FRANK CRAWLEY, age 25 to 30, height 5 ft. 8 or 9 in., complexion pale, hair and slight moustache brown, pausible manner ; dress, grey jacket suit, black hard hat. Stated he was a Canadian. He calls on doctors, and states he is a representative of The Medical Accessory Co., New York, shews a medical pocket lamp, which he offers to supply for 10s. 6d. or 7s. Gd. in about 10 days, presents a card " M. A. C. Medical and Dental Appliances, Canada, Germany, U. S. A. Agents for British Isles, Affleck & Sanders, Offices, 37 Westbury Road, Walthamstow, Essex] Mr. C. J. Sanders " thereon. Warrant issued. Information to Major Teale, Chief Constable, Eastbourne. SHROPSHIRE. 23.— Bridgnorth ( County).— For stealing, 30th ult., at Ironbridge, 12 plaid scarves ( 6 re- covered)— CHARLES SLINGSBY, alios JACK, age about 26, height about 5 ft. 5 in., complexion fresh, rather long features, hair ( curly in front) light, clean shaved, eyes blue ; dress, dark blue jacket and vest, cord trousers, speckled motor cap, light 6carf, light lace boots. Supposed a native of Northampton. States he has served in WA R WICK S HIRE . 29.— Coventry ( City).— For obtaining 13s. by false pretences— FREDERICK EVANS, alias HENRY THOMAS SHEM1NANT, and HENTtY and HARRY GODFREY, Office No. 535- 99, age 28, height 5 ft. in., complexion fresh, hair light brown, eyes brown, scar each eyebrow, two right cheek, crucifix, rose, thistle, and shamrock, and man with cap in hand left, star, flags, clasped hands, flowers, " MAUD," clasped hands and anchor right fore- arm, very plausible manner. A basket maker, but is now following the occupation of a gardener or painter; native of Chatham, where his parents are believed to be living. Has served in the Army. He is also suspected of stealing, since 21st ult., a safety bicycle, " Allday and Onions " make, 28 in. wheels, fixed wheel, straight handle bar, cork handles, no bell, brake or lamp, rat trap pedals, Brooks's saddle, black enamelled, very rusty in parts, back tyre punctured. Sentenced at West Sussex Sessions, 20th October, 1898, to 4 months hard labour for cycle stealing. Has also been con- victed at Rochester, Maidstone, and Coventry. Warrant issued. METROPOLITAN POLICE DISTRICT. ?> J. — D Division. — For stealing from hotels and boarding houses in October and Novem- ber, 1902, jewellery ( recovered)— THEODORE HUBER, alias THOMAS HELLER and VIN- CENT FENCE, Office No. S 7346, age 22, height 5 ft. 4 in., complexion fresh, hair and eyes brown. A waiter; native of Switzerland. Sentenced at Brighton, 13th November, 1903, to 3 months hard labour for being found in a dwelling house for an unlawful purpose. Had also been convicted in London, of larceny, & c. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. CHESHIRE. 101. — Crewe ( County). — Committed for trial at the ensuing Assizes on 4 charges of con- spiracy to defraud— MAX ROTTMAN, a Jew, age 28, height 5 ft. 5 in., complexion pale, hair black, eyes brown. Was employed as Manager to a firm of photograph enlargers — ERNEST STEVEN- SON, age 22, height 5 ft. 6| in., slight build, com- plexion fair, hair light brown, wavy in front, eyes grey. A traveller or salesman; native of Kib- worth Beauchamp, Leicestershire. They engaged lady canvassers to solicit orders for enlargements of photographs, by representing that they would be done free of cost, with the idea of advertising the business. Stevenson then called on persons who had given an order, and refused to return the original photograph unless a deposit was made for the ultimate purchase of a frame, prices from 17s. 6d. upwards, the actual retail price of the frame being 2s. 2d. Stevenson is known to have travelled for the Zither Harp Company, Leicester, and sold such upon the representation that free lessons would be given to purchasers.
